14th September 2009 .
Competitive tenders in sealed cover superscribing the name of work are invited for and on behalf of the Governor of Kerala by the undersigned from contractors of eligible class . The tenders will be received upto 4 p.m. on 23-10-2009 by registered post and will be opened at 4.30 p.m. on the same day . Tenders through courier service will not be accepted. Department will not be responsible for the postal delay. If the last date of receipt of tenders will be a holiday , tenders will be opened at the same time on the next day. Tender forms and other details can be had from the Office of the Superintending Engineer Irrigation South Circle , Thiruvananthapuram upto 4 p.m. on 19-10-2009 .
Tender No.-25 /SE/ ISC/ 2009-10- Irrigation Division, Alappuzha.
Name of Work with P.A.C.- Supply of 825 No. Gabion boxes of 2m x 1m x 1m size 9mm , 4 strand tarred (or equivalent) polymer rope (Poly propylene with adequate ultra violet stabilizer) with mesh of opening size 150mm x 150mm including necessary braid string for top lid and necessary rope for tying Gabion boxes together etc. for the work of 12th FC ASE work Reformation of sea wall from ch. 48,150 to 49.500 km . in north of Kayamkulam Pozhy in Harippad Constituency from ch . 49.825 to 49.450 km .

The quantity of supply of Gabion boxes may vary as per requirement .
The last date of receipt of tender is at 4 p . m . on 23-10-2009 and the tender will be opened at 4.30 p . m . on the same day in the presence of the suppliers who are present at the time of opening .
Technical Specifications
Rope:
(1) The rope shall have a minimum tensile strength of 1500 kg . breaking strength .
(2) Linear density of rope should be above 35 gms /m .
(3) Abrasion res brasion resistance should be 1400 kg . at the end of 1000 cycles .
(4) Thermal stability shall be 1400 kg . strength retained after 3 hm. exposure at 45 degree centigrade .
(5) UV resistance should be 1400 kg . (strength retain after 500 hours of UV exposure) .
Net :
( 1 ) Tensile strength should be 9500 kg./m .
( 2) Punching shear should be 5000 kg .
Braid String:
(1) Braid string to be used for tying gabion lid shall be tested for 90 kg . breaking strength .
SPECIAL CONDITIONS
1. The suppliers should produce previous experience certificate of supplying Polymer Rope Gabion Boxes to Government or Semi Government firms . The manufacturers/ suppliers should have a track record of long term performance (minimum three years) in the field of manufacturinguring Polymer Gabion Boxes and having successfully completed thethe supplysup within the specified time . Inthe case of supplierss theythey have to produce authorized certification from the manufacturers so as to meet the above condition .
2. The suppliers should produce test certificate of the Gabion Boxes from the approved standard agency duringduring the course of supply . Copy of agreement for testing agency will be produced at the time of purchasing tender schedule . (By LRA/ABS/ IIT )
3. The selected supplier should produce the sample along with the test certificate and the Department have the right to test the material if necessary with any other agency at their cost for approval .
4. Every 1000 Nos . of rope Gabion shall deemed to be a lot . A representative gabion shall be selected from the lot by the Department for testing and the result should be collected from the approved agency and submitted to department within seven days .
5. Random checking by weight will be done by the department for each lot of Gabion Boxes .
6. The contractor shall bear all kind of testing/ certification charges for testing of Gabion material.
7. The supplier shall produce certificate for the quality of material as specified by the department while supplying for every 1000 unit of supplying from the approved agency .
8. The supplier shall arrange technical demonstration for tying top lid, packing rubble etc. to the departmental offices at site .
9. The payment for the supply will be made as per prevailing Government rules and no extra conditions in this regard is acceptable to the department .
10. The material shall be supplied at Alappuzha sites as directed by the department .
11. The rate quoted shall be excluding all taxes of State Government Tax at Government rate will be paid separately at prevailing rates .
12. The supply shall be completed within 15 days from the date of purchase order . If the supply is not made within 1515 days, a fine of 5% of the cost of supply order will be imposed flatly for delay. If the supply is delayed further , the contract agreement will be terminatederminated at the risk and cost of the supplier and the security deposit will be forfeited to the Government .
13. The tender schedule will be issued from the office of the Superintending Engineer ,Engineer , IrrigationI South Circle, Thiruvananthapuram upto 4 p.m. on 19-10-2009 . The tender schedule will be issued to the contractors satisfying the special conditions ( 1 ) and (2 ) . The Superintending Engineer , Irrigation South Circle , Thiruvananthapuram reserves the right to issue tender schedule based on genuinely. The decision of the Superintending Engineer is final in the matter of disputes . The supplier shall also enclose EMD of Rs . 50,000 by way of demand draft in favour of Superintending Engineer, Irrigation South Circle , Thiruvananthapuram payable at Thiruvananthapuram. The selected supplier shall execute an agreement in Stamp Paper worth Rs . 50 and asecurity deposit for an amount of 5% of the quotedoted amount of the supply.
14. The supplier shall execute a preliminary agreement in stamp paper worth Rs . 50 in the format supplied along with tender documents .
15. The filled tender should be submitted through registered/ speed Post of Indian postal Service . The tender through courier service will not be accepted.
All prevailing conditions applicable to tenders in Irrigation and Public Works Departments are applicable to this tender also .

മേൽ പറഞ്ഞ ഗാബിയോൺ കൂടുകളുടെ എണ്ണത്തിന് ആവശ്യക ത അനുസരിച്ച് വ്യത്യാസം വരാവുന്നതാണ് .
സാങ്കേതിക നിബന്ധനകൾ
(1) വലയുടെ കയറിന് കുറഞ്ഞത് 1500 കിലോ വലിവ് ശക്തി ഉണ്ടായിരിക്കണം .
(2) വലയുടെ കയറിന് ലീനിയർ ഡെൻസിററി 35 ഗ്രാം /മീറററിന് മുകളിലായിരിക്കണം .
(3) അബ്രേഷൻ റസിസ്ററൻസ് 1400 കിലോഗ്രാം / 1000 സൈക്കിളിൽ ഉണ്ടായിരിക്കണം .
(4) 45° സെൻറിഗ്രേഡ് ചൂടിൽ മൂന്ന് മണിക്കൂർ വച്ചിരുന്നാൽ 1400 കിലോഗ്രാം ഉണ്ടായിരിക്കണം . ശക്തി (5) അൾട്രാവയലറ്റ് പ്രതിരോധശക്തി 1400 കിലോഗ്രാം ആയിരിക്കണം ( 500 മണിക്കൂർ അൾട്രാവയലറാ രശ്മി ഏൽക്കുമ്പോൾ ) .
വലയുടെ നിബന്ധനകൾ

പ്രത്യേക നിബന്ധനകൾ
1. വിതരണക്കാർ സർക്കാർ / അർദ്ധസർക്കാർ സ്ഥാപനങ്ങൾക്ക് പോളിമർ റോപ് ഗാബിയോൺ വലകൾ കൊണ്ടുള്ള കൂടുകൾ വിതരണം ചെയ്തിട്ടുള്ള മുൻപരിചയം തെളിയിക്കുന്ന സർട്ടിഫിക്കാറ് ഹാജരാക്കേണ്ട താണ് . വിതരണക്കാരുടെ ഉൽപ്പാദകർ പോളിമർപോളിമർ ഗാബിയോൺ കൂടുകളുടെ നിർമ്മാണത്തിൽ കുറഞ്ഞത് മൂന്ന് വർഷത്തെ പ്രവൃത്തി പരിചയവും നിശ്ചിത സമയത്തിനുളളിൽ വിജയകരമായി വിതരണം പൂർത്തിയാക്കിയവരും ആയിരിക്കണം .
2. എൽ ,ആർ.എ / എ.ബി . എസ് . /ഐ.ഐ.ടി . എന്നീ പരിശോധനാ സർട്ടിഫിക്കററുകൾ വിതരണത്തിനോടൊപ്പം സമർപ്പിക്കേണ്ടതാണ് . അംഗീകത ഗുണനിലവാര ഏജൻസികളുടെ 3. വിതരണക്കാർ സാമ്പിളിനോടൊപ്പം ടെസ്ററ് സർട്ടിഫിക്കാറും ഹാജരാക്കേണ്ടതാണ്. ഡിപ്പാർട്ടുമെൻറിന് ആവശ്യമെന്നുതോന്നുന്നപക്ഷം മറേറതെങ്കിലും ഏജൻസിയെക്കൊണ്ട് പരിശോധിക്കുന്നതാണ് .
4. ആയിരം ഗാബിയോൺ കൂടുകളെ ഒരു യൂണിററായി കണക്കാക്കി അതിൽനിന്നും ഡിപ്പാർട്ട്മെൻറ് തിരഞ്ഞെടുക്കുന്ന കൂട് അംഗീകൃത ഗുണവിലവാര ഏജൻസിയെക്കൊണ്ട് പരിശോധിച്ച് ദിവസത്തിനുളളിൽ സമർപ്പിക്കേണ്ടതുമാണ് . ഫലം ഏഴു

7. ഓരോ ആയിരം കൂടുകളോടൊപ്പവും അംഗീകൃത ഏജൻസികളുടെ ഗുണനിലവാര സർട്ടിഫിക്കററുകൾ ഉണ്ടായിരിക്കണം .
8. കരാറുകാർ കൂടുകളിൽ കരിങ്കല്ല് നിറയ്ക്കുന്ന വിധവും അടച്ച് കെട്ടുന്നവിധവും പണിസ്ഥലത്ത്വച്ച് വിശദീകരിച്ച് കൊടുക്കേണ്ടതാണ് .
9. സർക്കാരിൻറ നിലവിലുള്ളതും കാലാകാലങ്ങളിൽ സർക്കാർ നിശ്ചയിക്കുന്ന വ്യവസ്ഥകൾക്കും അനുസരിച്ചായിരിക്കും കരാറുകാർക്ക് തുക നൽകുന്നത് . ഇക്കാര്യത്തിൽ മാറ് യാതൊരുവിധ നിബന്ധ നകളും സ്വീകാര്യമല്ലാത്തതുമാകുന്നു .
10. ഗാബിയോൺ കൂടുകൾ സർക്കാർ നിർദദ്ദേശിക്കുന്ന സ്ഥലത്ത് എത്തിക്കേണ്ടതാണ് .
11. കരാറുകാർ സമർപ്പിക്കുന്ന റേറ്റ് നികുതികൾക്ക് പുറമേയായിരിക്കണം . നിലവിലെ നിരക്കിലുളള നികുതികൾ പ്രത്യേകം നൽകുന്നതാണ് .
കഴിയാത്തപക്ഷം അതിന് 12. വിതരണാനുമതി ലഭിച്ച് 15 ദിവസത്തിനകം കരാറുകാർ വിതരണം പൂർത്തിയാക്കേണ്ടതാണ് . വിതരണാനുമതി തുകയുടെ അഞ്ച് ശതമാനം 15 ദിവസത്തേക്ക് പിഴ കണകണക്കാക്കി ക്കുന്നതാണ് വീണ്ടും വിതരണം പൂർത്തിയാക്കാത്തപക്ഷം കരാർ കരാറുകാരന്റെ ഉത്തരവാദിത്വത്തിൽ റദ്ദാക്കുന്നതും സെക്യൂരിററി തുക സർക്കാരിലേക്ക് മുതൽ കൂട്ടുന്നതുമായിരിക്കും . സർക്കാരിനുണ്ടാകുന്ന എല്ലാ നഷ്ടങ്ങൾക്കും കരാറുകാരൻ ഉത്തരവാദിയായിരിക്കും . ഈ കാര്യത്തിൽ 13. ദർഘാസ് (പ്രമാണങ്ങൾ താഴെ ഒപ്പുവച്ച ഉദ്യോഗസ്ഥൻറെ കാര്യാലയത്തിൽ നിന്ന് 19-10-2009 - ന വൈകുന്നേരം 4 മണി വരെ ലഭ്യമാണ് . മുകളിൽ പറഞ്ഞിരിക്കുന്ന ഒന്നും രണ്ടും നിബന്ധനകൾക്കനു സരിച്ചുളള രേഖകൾ ഹാജരാക്കുന്ന കരാറുകാർക്ക് മാത്രമേ ദർഘാസ് ഫോറങ്ങൾ വിതരണം ചെയ്യുകയുളളൂ . ഈ കാര്യത്തിൽ സൂപ്രണ്ടിംഗ് എഞ്ചിനിയറുടെഎഞ്ചിനീയറുടെ തീരുമാനം അന്തിമമായിരിക്കും . ദർഘാസിനോടൊപ്പം 50,000 (അമ്പതിനായിരം) രൂപയുടെ നിരതദ്രവ്യം തിരുവനന്തപുരത്ത് മാറാവുന്ന നിലയിലുള്ള ഡിമാൻറം (ഡ്രാഫ്ററ് രൂപത്തിൽ സൂപ്രണ്ടിംഗ് എഞ്ചിനീയറുടെ പേരിൽ സമർപ്പിക്കേണ്ടതാണ് . തിരഞ്ഞെടുക്കപ്പെടുന്ന കരാറുകാരൻ മൊത്തം വിതരണത്തുകയുടെ അഞ്ച് ശതമാനം ( 5 % ) തുക സെക്യൂരിറ്റി തുകയായി , കെട്ടിവച്ച് 50 രൂപ മുദ്രപ്പത്രത്തിൽ ഒരു എഗ്രിമെൻ്റ് ഒപ്പിടേണ്ടതാണ് . "
14. കരാറുകാർ 50 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ പ്രാഥമിക കരാർ ഉളളടക്കം ചെയ്തുവേണം ദർഘാസുകൾ സമർപ്പിക്കേണ്ടത് .
15. ദർഘാസുകൾ രജിസ്റ്റേർഡ് തപാലിലോ സ്പീഡ് പോസ്ററിലോ നിശ്ചിത സമയത്തിനകം ലഭിക്കേണ്ടതാണ് . തപാലിൽ ഉണ്ടാകുന്ന കാലതാമസങ്ങൾക്ക് ഡിപ്പാർട്ടുമെൻറ് ഉത്തരവാദിയായിരി ക്കുന്നതല്ല . കൊറിയർ മുഖാന്തിരം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല .
ജലസേചന വകുപ്പിലും പൊതുമരാമത്ത് വകുപ്പിലും ദർഘാസുകളെ സംബന്ധിച്ച എല്ലം വ്യവസ്ഥകളും ഈ ദർഘാസിനും ബാധകമാണ് .
