The tender for Pre- qualification and execution of the following work is invited by the undersigned from financially sound and well experienced Registered 'A' Class Contractors /Firms of Kerala Public Works Department / Irrigation who have successfully completed at least one similar work costing more, than 40 % ( Forty percentage) of the estimate P. A. C. of work during the last five years . The application for tender schedule should be supported by certificate of prior experience in work as mentioned above obtained from agreement authority and tender schedule will be issued only to those who satisfy this condition. Necessary certificate in this effect shall be produced from the officers concerned not below the rank of Executive Engincer . Tenders should be submitted so reach the undersigned on or before date and time prescribed below by Registered Post /Speed Post . The receipt in Form T. R. 5 towards the purchase of tender schedule should be enclosed along with the tender documents . Courier tapals will not be accepted. as to

സമാനമായ സൂപ്രണ്ടിംഗ് എഞ്ചിനീയർ നിരത്തുകളും പാലങ്ങളും , ദക്ഷിണാമഖല , തിരുവനന്തപുരം ചുവടെ ചേർത്തിരിക്കുന്ന പ്രവൃത്തിക്ക് പരിചയ സമ്പന്നരും സാമ്പത്തികശേഷിയുളളവരും ഈ പ്രവൃത്തിയുടെ 40 % -ൽ കുറയാത്ത തുകയ്ക്കുള്ള സമ ഏതെങ്കിലും ഒരു പണി ( ഒറ് പണി ) കഴിഞ്ഞ അഞ്ചു വർഷത്തിനകം ചെയ്തുതീർത്തിട്ടുള്ളവരുമായ 'എ ' ക്ലാസ് എന്നിവരിൽ നിന്നും മുൻയോഗ്യതാ നിർണ്ണയത്തിനും പ്രവൃത്തി ഏറെറടുത്തു നടത്തുന്നതിനുമുളള ദർഘാസുകൾ പ്രത്യേകം മുദ്രവച്ച കവറുകളിൽ രജിസ്റോർഡ് കരാറുകാർസ്ഥാപനങ്ങൾ തപാൽ/ സ്‌പീഡ് പോസ്ററ് മുഖാന്തിരം ക്ഷണിച്ചു കൊളളുന്നു. പ്രമാണം വാങ്ങുമ്പോൾ ലഭിക്കുന്ന ഫാറം ടി , ആർ .5 പ്രകാരമുളള രസീത് ടെണ്ടറിനോടൊപ്പം ഉൾക്കൊളളിക്കേണ്ടതാണ് . Q. bid cover ) and Tender Schedule ( price bid) in another cover superscribing the Name of work and the Pre- Qualification bids as in the case may be sent by registered post so as to reach the office of under- signed before 4 p.m. on 25-11-2009 . The depart- ment will not be responsible for any delay or loss in delivering by post . ( Courier Service will not be accepted) . The tender documents will be issued only to the registered contractor's of PWD and are not transferable . Ifthe date of receiving tender happened to be a public holiday , the tender will be received very next working day in the specified time.
The P. Q. bids willbe opened on 25-11-2009 at 4.30 p . m , and will be submitted to Chief Engineer'sneer's Committee for sorutiny andand finalisation of pre-qualification panels . The cover containing tender sahedule ( Price bid) will be opened only after the Analisation o P.Q. bids by Chief Engineer' Committee and only these of the bidders who have become pre -qualified for the particular work.
The date and time of opening of price bid will be intimated to the pre-qualified contractors / firms concerned in time. The tenders of those who have not become qualified will not be considered on any account.
The tenders of the contractors/ firms without required E. M. D. of Rs. 50,000 pledged in the name of undersigned and the executed preliminary agreement in Stamp Paper worth Rs. 50 in Cover No. 1 (Technical Bid) will be suinmarily rejected.
The condition in G. O. (P) No. 84/97/PW & T dated 19-8-1997 and its amendments and all other conditions prevailing in K.P.W.D. regarding the pre-qualificarion bids and tenders will remain unchanged and are equally applicable to the above work also. The undersigned reserves the right to reject all or any of the tenders on pre- qualification bids without assigning any reasons . Price preference of 10% of the contract amount of the lowest quoted contractor may be allowed to the tender submitted by M/ s Kerala State Construction Corporation Limited. All the rules in PWD regarding the tenders are applicable to this tender also .

മുൻയോഗ്യത നിർണ്ണയത്തിനും പവൃത്തിക്കുമുള്ള ഫോറങ്ങൾ താഴെ ഒപ്പിട്ടിരിക്കുപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻ ഓഫീസിൽനിന്നും 16-11-2009 മുതൽ പ്രവൃത്തി ദിവസ ങ്ങളിൽ 10.15 നും 44 മണി.മണിക്കും ഇടയിൽ രൂപ 25,000 + 12.5 % വാറാ" അടച്ച് അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ് . 18-11-2009 , 4 മണിക്കുശേഷം യാതൊരു കാരണ1 ശാലും ഓഘമസ് ഫോറങ്ങൾ ലഭിക്കുന്നതല്ല . ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന തീയതി 25-11-2009 , 4 മണിവരെയാണ് .
കേരള കൺസ്ട്രക്ഷൻ കോർപ്പറേഷന് കുറഞ്ഞ ദർഘാസുകൾ സമർപ്പിക്കുന്ന കരാറുകാരൻ ദർഘാസ് തുകയിൽനിന്നും 10 % കൂടുതൽവരെ അനുവദനീയമാണ് . പൂരിപ്പിച്ച ചോദ്യവേലികളടങ്ങി ഫോറങ്ങൾ ( 3 കോപ്പി ) , നിരതദ്രവ്യം , പ്രിലിമിനറി എഗ്രിമെന്റ് എന്നിവ അടക്കം ആദ്യത്തെ കവറിലും ഹൃത്തിക്കുള്ള ദർഘാസ് കവറുകളിൽ കവില ചെയ്ത് പ്രവൃത്തിയുടെ പേരു മറ്റും യഥാവിധി കവറിനുമുകളിൽ എഴുത്.യിൽ എഴുത്. താഴെ ഉദ്യോഗസ്ഥൻ ഓഫിസിൽ ദർഘാസ് പ്രമാണങ്ങൾ അവസാന തീയതി 4 മണിക്കുമുമ്പായി എന്ന വ ? ധത്തിൽ രജിസ്റോർഡ് തപാലിൽ അയച്ചിരിക്കേണ്ടതാനം ( കൊറിയർ സർവ്വീസിൽ വരുന്ന തപാലുകൾ സ്വീകരിക്കുന്നതല്ല) , തപാൽ തകരാർ മൂലാമാ മറോതെങ്കിലും കാരണവശാലോ നിശ്ചചിത്ര കഴിഞ്ഞുകിട്ടുന്ന ദർഘാസുകൾക്ക് ഡിപ്പാർട്ടുമെൻറ് യാതൊരുവിധമായ ഉത്തരവാദിത്വവും ഏറെന്ദുക്കുന്നതല്ല . ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന എന്തെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധി പഖ്യാപിക്കുകയാരണങ്കിൽ ธามาน. നിശ്ചിത സ്വീകരിക്കുന്നതാണ് . തൊട്ടടുത്ത സമയംവരെ ദർഘാസുകൾ ദർഘാസ് (പ്രമാണങ്ങ പൊതുമരാമത്ത വകുപ്പിലെ അംഗീകൃത കരാറുകാർക്ക 201 ലഭിക്കുന്നതും അവ കൈമാറ്റം ചെയ്യുവാൻ ത്തതുമാകുന്നു . മുൻയോഗ്യത നിർണ്ണയത്തിനുള ദർഘാസിനോടൊപ്പം 50 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ എഴുതി ഒപ്പിട്ട പ്രാഥമിക ഉടമ്പടിയും 50,000 രൂപയുടെ നിരതദ്രവ്യവും ഉണ്ടായിരിക്കേണ്ടതാണ് . നിരതദ്രവ്യം 'ശൂർ സെൻട്രൽ സർക്കിൾ സൂപ്രണ്ടിംഗ് എഞ്ചിനീയറുടെ പേരിൽ നിക്ഷേപിച്ചതോ പണയപ്പെടു ത്തിയതൊ ആയിരിക്കണം . മുൻയോഗ്യതാ നിർണ്ണയത്തി നുള്ള ദർഘാസുകൾ മാത്രം ദർഘാസ് സ്വീകരിക്കുന്ന തിന് നിശ്ചയിച്ച അവസാന ദിവസം വൈകിട്ട് 4.30 - ന് തുറക്കുന്നതും പൊതുമരാമത്ത് വകുപ്പ് ചീ എഞ്ചിനീയറുടെ കമ്മിറ്റിയുടെ പരിഗണനയ്ക്കു അംഗീകാരത്തിനും വേണ്ടി അയയയ്ക്കുന്ന ത മാ ണ ചീഫ് എഞ്ചിനീയർ മുൻഗണന നിശ്ചയിച്ച അംഗീകരിച്ചു കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ പരിശോധിക്കുകയുള്ളൂ . ചീഫ് എഞ്ചിനീയറുടെ യോഗ്യതാ നിർണ്ണയത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ നിരസിക്കുന്നതായിരിക്കും . തുറക്കാതെ തന്നെ യോഗ്യത നിർണ്ണയിച്ച കരാറുകാരുടെ/സ്‌ഥാപന ങ്ങളുടെ പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കുന്ന സമയവും തീയതിയും ബന ധപ്പെട്ടവരെ മുൻകൂട്ടി അറിയിക്കുന്നതായിരിക്കും . യാതൊരു കാരണവും കാണിക്കാഞ ദർഘാസുകൾ നിരസിക്കുവാനുള്ള അവകാശവും താഴെ ഒപ്പഒപ്പിട്ടിരിക്കുന്ന ഓഫീസർക്കം ഉണ്ടായിരിക്കും . പൊതുമരാമത്ത് വകുപ്പിൻറ ദർഘാസുകൾ സംബന്ധിച്ച എല്ലാ വ്യവസ്ഥ‌കളും ഇതിനും ബാധകമായിരിക്കുന്നതാണ് .

22.Months Cost of tender form is Rs . 25,000 + VAT each . E. M. D. of Rs . 50,000 each should be endorsed for all works , in favour of Superintending Engineer . The date of issue of fender documents is from 20-11-2009 to 24-11-2009 upto 1 p.m. Last date of receipt of tender is on 30-11-2009 uptupto 4p.m. The Technical bids will be opened at 4.30 p.m. on the same day. If it falls as a holiday , the next working daywill be taken into account . The Contractor having 'A' Class Registration in PWD/ Irrigation Department of Kerala State and who have completed atleast one work of similar nature having a magnitude of 40% of the estimate cost of above works within 5 years . The documents in proof of this shall be produced along with the application for tender documents . The E.M.D. and Preliminary Agreement should be enclosed within the technical bid . All other conditions prevailing in P. W. D. regarding pre- qualification bids and tenders are laid down in G.O. (P) No. 84/97/ PW & T dated 19-8-1997 will be applicable , Concession which are allowed to the Kerala State Construction Corporation and Labour Contract Co-operative Societies as per rules in force will be applicable.
