The tender for Pre- qualification and execution of the following work is invited by the undersigned from financially sound and well experienced Registered 'A' Class Contractorors /Firms of Kerala PublicPublic Works/ Irrigation Department who have . successfully completed aticast one similar work costing more than 40% (Forty percentage) of the Estimate P. A. C. of work during the last five years . The application for tender schedule should be supported by Certificate of prior experience in work as mentioned above obtained from agreement authority and tender schedule will be issued only to those who satisfy this condition . Necomary Certificate in this effees shall be produced from the officers soncerned not below the rank of Exesutive Engineer . Tenders should be submitted so as to reach the undersignad on or before the date and time prescribed for the work as below by Registered Post /Speed Post . The receipt in form T. R. 5 towards the purchase of tendre schedule should be enclosed along with the tender documents . Tender by Courier Service will not be accepted.

Bids from Contractors /Firms for Pre-qualification Cum -Financial bids are invited for and on behalf of theGovernor of Kerla by the SuperintendingdingEngineer (Buildings and Local Works) , Central Circle,Thrissur up to 4 p.m. on 30-11-2009 for the work mentioned below (double cover system) .

Copy of certificate for Item Nos . 1 , 2 and 4 attested by an officer not below the rank of Executive Engineer should be submitted along with the request for obtaining the bid.

The P. Q. bids will be opened on 30-11-2009 at 4.30 p . m. and will be submitted to the Chief Engineer's Committee for scrutiny and finalization ofPre-qualification panels . The cover containing Tender Schedule (price bid) will be opened only after the finalization of P. Q. bids by Chief Engineer's Committee and only those of the bidders who have become pre- qualified for the particular work .

The date and time of opening of price bid will be intimated to the P. Q. Contractors / firms concerned in time . The tenders of those who have not become qualified will not be considered on any account .

The tenders of the Contractors /firms without required E. M. D. of Rs . 50,000 pledged in the name of undersigned and the executed preliminary agreement in stamp paper worth Rs . 50 in cover No. I (Technical bid) will be summarily rejected .

or The condition in G. O. ( P) 84 /97 /PW & T dated 19-8-1997 and its amendments and all other conditions prevailing in K. P. W. D. regarding P.Q. bids and tenders will remain unchanged and are equally applicable to the above work also . Theundersigned reserves the right to reject all any of the tenders on P.Q. bids without assigning any reasons . 2. അപേക്ഷകർ പ്രവൃത്തിയുടെ എസ്റിമേറ് അടങ്കൽ തുക 203 ലക്ഷം രൂപയെങ്കിലും മറ കരാറിൽ തൃപ്‌തികരമായി കഴിഞ്ഞ 3 വർഷത്തിനുള്ളിൽ ഏറെറടുത്ത് പൂർത്തീകരി ച്ചിരിക്കണം

കേരള കൺസ്ട്രക്ഷൻ കോർപ്പറേഷനം കുറഞ്ഞ പ്രത്യേകം ദർഘാസുകൾ സമർപ്പിക്കുന്ന കരാറുകാരൻറെ ദർഘാസ് തുകയിൽ നിന്നും 10 % കൂടുതൽ വരെ അനുവദനീയ മാണ് . പൂരിപ്പിച്ച ചോദ്യാവലികളടങ്ങിയ മുൻയോഗ്യതാ ഫോറങ്ങൾ ( 3 കോപ്പി ) നിത്തദ്രവ്യം, പ്രിലിമിനറി എഗ്രിമെൻറ് എന്നിവ അടക്കം ആദ്യത്തെ കവറിലും പ്രവൃത്തിക്കുള്ള ദർഘാസ് രണ്ടാമത്തെ കവറിലും മുദ്രവച്ച കവറുകളിൽ പ്രവൃത്തിയുടെ പേരും മറ്റും യഥാവിധി കവറിന് മുകളിൽ എഴുതി ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്‌ഥൻറെ ഓഫീസിൽ ദർഘാസ് പരാണങ്ങൾ ലഭിക്കേണ്ട അവസാന തീയതി 4 മണിക്ക മുൻപായി എത്തുന്നവിധത്തിൽ രജിസ്‌റോർഡ് തപാലിൽ അയച്ചിരിക്കേണ്ടതാണ് (കൊറിയർ സർവ്വീസിൽ വരുന്നവരുന്ന തപാലുകൾ സ്വീകരിക്കുന്നതല്ല ) . അടക്കം ചെയ്ത് തകരാർ മൂലമോ തപാൽ മറ്റേതെങ്കിലും കാരണ വശാലോ നിശ്ചിത സമയം കഴിഞ്ഞ കിട്ടുന്ന ദർഘാസുകൾക്ക് ഡിപ്പാർട്ടുമെൻറ" യാതൊരുവിധമായ ഉത്തരവാദിത്വവും ഏറെറടുക്കുന്നതല്ല . ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധി പ്രഖ്യാപിക്കു കയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം നിശ്ചിത സമയം വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ് .

ദർഘാസ് പ്രമാണങ്ങ പൊതു മരാ മ ത്തത് വകുപ്പിലെ അംഗീകത കരാറുകാർക്കുമാത്രം ലഭിക്കു ന്നതും അവ കൈമാററം ചെയ്യുവാൻ പാടില്ലാത്തതു മാകുന്നു . മുൻയോഗ്യതാ നിർണ്ണയത്തിനുള്ള ദർഘാസ് നോടൊപ്പം 50 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ എഴുതി ഒപ്പിട്ട പാഥമിക ഉടമ്പടിയും 50,000 രൂപയുടെ നിരതദ്രവ്യവും ഉണ്ടായിരിക്കേണ്ടതാണ് . നിരതദ്രവ്യം തൃശ്ശൂർ സെൻട്രൽ സർക്കിൾ സൂപ്രണ്ടിംഗ് എഞ്ചിനിയറുടെ ക്ഷേപിച്ചതോ പണയപ്പെടുത്തിയതോ ആയിരിക്കണം . മുൻയോഗ്യതാ നിർണ്ണയത്തിനുള ഭാഘാസുകൾ മാത്രം ദർഘാസ് സ്വീകരിക്കുന്നതിന് നിശ്ചയിച്ച വൈകിട്ട് പാതു മരാമ 4.30-3° 0 m വകുപ്പ് ചീഫ് എഞ്ചിനീയറുടെ കമ്മിററിയുടെ പരിഗണനയ്ക്കും അംഗീകാരത്തിനും അയയ്ക്കുന്നതുമാണ് . ചീഫ് എഞ്ചിനീയർ മുൻഗണന നിശ്‌ചയിച്ച് അംഗീകരിച്ച കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ മാത്രമേ തുറന്ന് പരിശോധിക്കുകയുള്ളു . هماله എഞ്ചിനീയറുടെ യോഗ്യതാ നിർണ്ണയത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ ( പ്രവൃത്തിക്കുളള ദർഘാസുകൾ താക്കാതെ തന്നെ നിരസിക്കുന്നതായിരിക്കും .

യോഗ്യത നിർണ്ണയിച്ച കരാറുകാരുടെ / സ്‌ഥാപന പ്രവൃത്തിക്കുള്ള 632fem.01819 തുറക്കുന്ന സമയവും തീയതിയും മുൻകൂട്ടി അറിയിക്കുന്നതായിരിക്കും . യാതൊരു കാരണവും കാണിക്കാതെ ഭർഘാസുകൾ നിരസിക്കുവാനുള്ള അവകാശം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉണ്ടായിരിക്കും . പൊതുമരാമത്ത ഓഫീസർക്ക എല്ലാ വകുപ്പിലെ ദർഘാസുകൾ സംബന്ധിച്ച വ്യവസ്ഥകളും ഇതിനും ബാധകമായിരിക്കുന്നതാണ് .

Competitive tenders in sealed covers superscribing the name of work is invited under two cover aystem for and on behalf of the Governor of Kerala by the undersigned from ' A' Class or equivalent Registered Contractors (individual/ firm) of the Kerala , Tamilnadu , Karnataka, Andrapradesh, Goa States and Pondicherry , Daman and Due , Union Territories upto 4 p.m. on 25-11-2009 . Technical Bids shall be openedby the Superintending Engineer or by an authorised officer on the same day at 4.30 p . m. in the presence of tenderers present . Tenders will be received by post only . Tenders sent by Courier Service will not be accepted .
