Applications are invited for registration/approval from Manufacturers/Companies for the supply and installation of Micro Irrigation (Drip/Sprinkler Irrigation) systems in Kerala under Centrally Sponsored Scheme during the year 2009-10 to reach the undersigned on or before 25th November 2009 at 3 p. m.

(1) An agreement in Kerala Government Stamp Paper worth Rs. 50 and prescribed that the components prices shown in the price list submitted along with Registration/Approval will not changed during execution and abide Government of India guidelines.

(2) Price list of all components.

I. Companies should ensure the following details

while registration/approval

(1) Companies either manufacture all the major drip/sprinkler components within their factories or in collabration with specialized manufacturers and should declare the technical details of components proposed to be manufactured and supplied.

(2) Ensure the quality of product, right design and prompt free after sale services at least for three years and set up service centres at the grow root level.

(3) The company must manufacture at least laterals and emitting service (other than micro tube) and must provide guarantee of quality assurance of other components which is not manufactured by them.

(4) The company must supply the BIS marked quality materials only. In case the company intends to supply imported components they should have the prior approval of the Government of India/NCPAH.

(5) The companies will have its own processing systems but are requires to submit the same to the State along with the request for registration. The installation and transportation of changes should also be submitted per hectare basis.

(6) The materials should be supplied directly by the companies only or their authorized distributors/dealers. In all cases companies should authenticate the invocies.

(7) The registered manufacturer should pay Rs. 500 as a applicable fee for at the time of application and Rs. 1,000 as registration fees after selection.

All the conditions laid down on the Government of India guidelines for the implementation of the scheme 2005-06 is applicable in the registration/approval procedures.

2009-10 വർഷത്തെ ഡ്രിപ്പ്/സ്പ്രിംഗ്ളർ ഇറിഗേഷൻ പദ്ധതികൾ നടപ്പിലാക്കുന്നതിനും സാധന സാമഗ്രികൾ വിതരണം/സ്ഥാപിക്കൽ എന്നിവയ്ക്ക് വേ≠ിയുള്ള അംഗീകാരത്തിന് കമ്പനികളിൽനിന്നും അപേക്ഷകൾ 2009 നവംബർ 25-ാം തീയതി വൈകുന്നേരം 3 മണിക്ക് മുമ്പ് കൃഷി ഡയറക്ടർ ഓഫീസിൽ ലഭിക്കത്തക്കവിധത്തിൽ ക്ഷണിച്ചുകൊള്ളുന്നു.

I രജിസ്ട്രേഷൻ/അംഗീകാരത്തിന് വേ≠ി കമ്പനികൾ താഴെപ്പറയുന്ന നിബന്ധനകൾ പാലിച്ചിരിക്കണം (1) കമ്പനികൾ സ്പ്രിംഗ്ളർ, ഡ്രിപ്പ് ഇറിഗേഷൻ/മൈക്രോ ഇറിഗേഷൻ എന്നിവയ്ക്ക് ആവശ്യമുള്ള പ്രധാന സാമഗ്രികൾ സ്വന്തം ഫാക്ടറികളിലോ സഹപ്രവർത്തന ഫാക്ടറിയിലോ നിർമ്മിച്ചതും സാങ്കേതിക ⁄ാനം ഉള്ളവരുമായിരിക്കണം.

(2) ശരിയായ രൂപഘടന, ഗുണമേൻമ, യഥാസമയ വിൽപ്പനാനന്തര സേവനം മുതലായവ ഉ≠ായിരിക്കേ≠താണ്.

(3) കുറഞ്ഞപക്ഷം ലാറ്ററൽസ്, എമിറ്റേർസ് (മൈക്രോ റ്റ്യൂബ് കൂടാതെ) ഉപകരണങ്ങൾ സ്വന്തം കമ്പനികളിൽ ഉല്പാദിപ്പിക്കുന്നവയും മറ്റു കമ്പനികളുടെ വിതരണ സാമഗ്രികളിൽ പൂർണ്ണമായും ഗുണമേ∑, ഗ്യാര≠ി എന്നിവ ഉ≠ായിരിക്കുകയും വേണം.

(4) ബി.എെ.എസ്./എെ.എസ്.എെ. മാർക്കുളള സാധന സാമഗ്രികൾ മാത്രമേ വിതരണം ചെയ്യുവാൻ പാടുള്ളു. ഇറക്കുമതി ഉപകരണങ്ങൾ ഉപയോഗിക്കുന്നു≠െങ്കിൽ ഇൻഡ്യാ ഗവൺമെന്റിന്റെ മുൻകൂർ അനുമതി സമ്പാദിച്ചിരിക്കണം.

(5) കമ്പനിക്ക് സ്വന്തമായിട്ടുളള പ്രൈസ് ലിസ്റ്റ് ഉ≠ായിരിക്കുകയും രജിസ്ട്രേഷൻ/ അംഗീകാര ത്തിനുളള രേഖകളോടൊപ്പം സമർപ്പിക്കുകയും ചെയ്തിരിക്കണം. സ്ഥാപിക്കലിന്റെയും വിതരണത്തിന്റെയും ചെലവുകൾ ഹെക്ടറിന് എത്രയെന്ന് പ്രത്യേകം കാണിച്ചിരിക്കണം. അംഗീകൃത ഏജൻസികൾ മുഖാന്തിരമേ വിതരണം പാടുളളു.

(6) കമ്പനിയോ കമ്പനി അധികാരപ്പെടുത്തുന്ന വിതരണക്കാരനോ മാത്രമേ സാധനങ്ങൾ വിതരണം ചെയ്യാൻ പാടുളളു. 500 രൂപ ആπിക്കേഷൻ ഫീസായി (തിരികെ നൽകുന്നതല്ല) കൃഷി ഡയറക്ടറുടെ പേരിൽ തിരുവനന്തപുരത്ത് മാറാവുന്ന ഡിമാന്റ ് ഡ്രാഫ്റ്റ് സമർപ്പിക്കേ≠താണ്.

(7) തെരഞ്ഞെടുക്കുന്ന അംഗീകൃത കമ്പനി 1,000 രൂപ ഒരു വർഷത്തേക്ക് രജിസ്ട്രേഷൻ ഫീസായി നൽകേ≠താണ്.

II രജിസ്ട്രേഷൻ/ അംഗീകാരത്തിന് വേ≠ി താഴെപ്പറയുന്ന പ്രമാണങ്ങൾ ഹാജരാക്കേ≠താണ്

(1) 50 രൂപ മുഖവിലയുളള കേരള സർക്കാർ മുദ്രപത്രത്തിൽ രജിസ്ട്രേഷൻ/ അംഗീകാരത്തിന് സമർപ്പിക്കുന്ന പ്രൈസ് ലിസ്റ്റിൽ കാണിച്ചിരിക്കുന്ന സാധന സാമഗ്രികളുടെ വിലകൾ ഡ്രിപ്പ/് സ്പ്രിംഗ്ളർ മൈക്രോ ഇറിഗേഷൻ സ്ഥാപിക്കൽ സമയത്ത് വ്യത്യാസം വരുത്തുന്നതല്ല എന്നുളള സമ്മതപത്രം രേഖപ്പെടുത്തി നൽകേ≠താണ്.

നിബന്ധനകൾ

1. ഈ ടെ≠റിന്റെ ഏകദേശം അടങ്കൽ തുക രൂപ 1,25,000 (രൂപ ഒരു ലക്ഷത്തി ഇരുപത്തി അയ്യായിരം) ആണ്. ടെ≠ർ ഫോമുകൾ ഈ ടെ≠ർ പരസ്യത്തീയതി മുതൽ 2009 നവംബർ 23 തിങ്കളാഴ്ച പകൽ 11 മണി വരെ രൂപ 400 +വ ാറ്റ് നിരക്കിൽ ഈ ആഫീസിൽ നിന്നും ലഭിക്കുന്നതാണ്.

2. മൊത്തം ടെ≠ർ തുകയുടെ 1 % (ഒരു ശതമാനം) നിരതദ്യ്രവ്യമായി ഈ ആഫീസിൽ അടയ്ക്കേ≠താണ്. 3. മുദ്രവച്ച കവറുകളിൽ ഉള്ളടക്കം ചെയ്തിട്ടുള്ള ടെ≠റുകൾ 2009 നവംബർ 23 തിങ്കളാഴ്ച പകൽ 11.30 മണി വരെ ഫാം ഓഫീസിൽ സ്വീകരിക്കുന്നതും അന്നേ ദിവസം പകൽ 12 മണിക്ക് അപ്പോൾ സന്നിഹിതരായവരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതുമാണ്.

4. ടെ≠ർ കവറുകളുടെ പുറത്ത് പോളിത്തീൻ ഷീറ്റും കവറും വിതരണം ചെയ്യുന്നതിനുള്ള ടെ≠ർ എന്ന് എഴുതിയിരിക്കണം.

5. മേൽ വിവരിച്ചിട്ടുള്ള പോളിത്തീൻ ഷീറ്റ്, കവർ എന്നിവയുടെ ഓരോ സാമ്പിൾ ടെ≠റുകളോടൊപ്പം ഉള്ളടക്കം ചെയ്യേ≠താണ്.

6. ടെ≠റിനോടൊപ്പം കരാറുകാരൻ 50 രൂപ വിലയുള്ള മുദ്രപത്രത്തിൽ മുൻകൂർ സമ്മതപത്രം സമർപ്പിക്ക≠താണ്.

7. മേൽവിവരിച്ചിട്ടുള്ളതിൽ ക്രമനമ്പർ 2 ഒഴികെയുള്ള കവറുകളിൽ ജലം വാർന്നു പോകുന്നതിനുള്ള 6 വീതം സുഷിരങ്ങൾ ഉ≠ായിരിക്കണം.

8. ടെ≠റുകളിൽ ഏറ്റവും കുറഞ്ഞ നിരക്ക് രേഖപ്പെടുത്തിയ സ്ഥാപനത്തിന്റെ /വ്യ‡ിയുടെ പേരിൽ തിരുവനന്തപുരം പ്രിൻസിപ്പൽ കൃഷി ഓഫീസറുടെ അംഗീകാരത്തിന് വിധേയമായി താൽക്കാലികമായി സ്ഥിരപ്പെടുത്തുന്നതായിരിക്കും.

9. ടെ≠ർ സ്ഥിരപ്പെടുത്തിയതായി അറിയിപ്പ് ലഭിച്ച് 7 ദിവസം മുതൽ 31-3-2010 വരെയുള്ള കാലയളവിൽ പോളിത്തീൻ ഷീറ്റും കവറും അംഗീകരിച്ച തുകയ്ക്ക് വിതരണം ചെയ്യാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനായിരിക്കും.

10. ടെ≠ർ വിജയിയായ കരാറുകാരൻ, ടെ≠റുകളോടൊപ്പം സമർപ്പിച്ചിട്ടുള്ള ഗുണനിലവാരത്തിലുള്ള സാധനങ്ങൾ മാത്രമേ വിതരണം ചെയ്യുവാൻ പാടുള്ളൂ. വിതരണം ചെയ്യുന്ന സാധനങ്ങളുടെ തൂക്കം ഫാമിൽ ബോദ്ധ്യപ്പെടുത്തേ≠താണ്. വിതരണം ചെയ്യുന്ന സാധനങ്ങളുടെ ഗുണ നിലവാരം നിർണ്ണയിക്കുന്നതിനുള്ള പൂർണ്ണ അധികാരം പെരിങ്ങമ്മല ബനാന ഡവലപ്മെന്റ ് ഓഫീസറിൽ നിക്ഷിപ്തമായിരിക്കും.

11. ടെ≠ർ വിജയിയായ കരാറുകാരൻ നി›ിത സമയ പരിധിക്കുള്ളിൽ സാധനങ്ങൾ വിതരണം ചെയ്യാതിരിക്കുകയോ വിതരണം ചെയ്ത സാധനം ടെ≠ർ സമർപ്പിക്കുമ്പോൾ ടെ≠റുകളോടൊപ്പം ഉള്ളടക്കം ചെയ്തിട്ടുള്ള സാമ്പിളിന്റെ ഗുണനിലവാരത്തേക്കാൾ കുറവോ ആയാൽ ടി ടെ≠ർ റദ്ദ് ചെയ്ത് ഫാമിനാവശ്യമായ തൂക്കത്തിനുള്ള സാധനങ്ങൾ കമ്പോളത്തിൽ നിന്ന് നേരിട്ട് വാങ്ങുന്നതും തൻമൂലം സർക്കാരിന് ഏതെങ്കിലും തരത്തിലുള്ള നഷ്ടം സംഭവിച്ചാൽ ആയതിനുള്ള ഉത്തരവാദിത്വം കരാറുകാരന് മാത്രമായിരിക്കും.

12. യാതൊരു കാരണവും കൂടാതെ ടെ≠ർ നടപടികൾ മാറ്റിവയ്ക്കുന്നതിനോ നിരാകരിക്കുന്നതിനോ ഉള്ള പൂർണ്ണ അധികാരം ബനാന ഡവലപ്മെന്റ ് ഓഫീസർക്ക് ഉ≠ായിരിക്കുന്നതാണ്. ടെ≠ർ തുറക്കുന്ന ദിവസം അവധിയായാൽ തൊട്ടടുത്ത പ്രവത്തി ദിവസം ഇതേ സമയത്ത് ടെ≠ർ നടപടികൾ പൂർത്തിയാക്കുന്നതാണ്.

The sale of tender forms will be closed at 12 Noon on 25-11-2009. Cheques, Postal Orders, Postal Stamps etc. will not be accepted towards the cost of tender forms nor will the forms be sent by VPP. TERMS AND CONDITIONS

1. The make, model, year of manufacture of the equipments quoted etc. should be clearly mentioned.

2. The period of guarantee should be specified. All charges, taxes, duties and levies should be clearly indicated.

3. The items should be supplied to the Office of the Kerala Public Service Commission, Pattom, Thiruvananthapuram-4 or at the District Offices or Regional Offices of the Commission at the expense of the tenderer.

4. The installation, commissioning and initial operation to the satisfaction of the Kerala Public Service Commission will be the responsibility of the supplier.

5. The payment will be made after completion of supply and after installation and commissioning subject to certification by our Technical Experts as to the quality of the system supplied the efficiency and proper working on commissioning.

6. Security Deposit of 5% of the purchase value should be deposited by way of DD payable at Thiruvananthapuram drawn in the name of the Secretary, Kerala Public Service Commission, Pattom Palce P. O., Thiruvananthapuram-695 004.

The Security Deposit will be returned after satisfactory fulfillment of the contract.

7. The right to reject any tender in full or in part with out assigning any reasons thereof is reserved with the purchasing officer.

6. In case of under performance during the guarantee period the firm shall replace the equipment. If the equipment has to be replaced for under performance, during the guarantee period, the period of guarantee will recommence from the date of replacement.
