Competitive tenders in sealed covers are invited by the Superintending Engineer, Harbour Engineering South Circle, Thiruvananthapuram for and on behalf of the Governor of Kerala for the following works at registered contractors as listed below from State, PWD, Irrigation Department, CPWD etc. through Registered Post or Speed Post. Tenders submitted through any courier service will not be considered.

The tender forms can be had from the office of the undersigned from 1-12-2009 upto 1p.m. on 5-12-2009 during office hours, on application in writing proving the eligibility and on payment of cost and VAT. Tenders in sealed covers superscribing the name of work should reach the undersigned on or before 3 p.m. on 9-12-2009 by Registered/Speed Post. Tenders received after 3 p.m. on 9-12-2009 due to postal delay or on any other reasons will not be considered. Department will not be responsible for such delays. If the last date fixed for submission of tenders declared to be a holiday, tender will be accepted upto 3 p.m. on the next working day.

Preliminary Agreement is to be signed in Kerala Stamp Paper worth Rs. 50 and an EMD as Demand Draft pledged in favour of the Superintending Engineer, Habour Engineering South Circle, Kamaleswaram, Thiruvananthapuram should also be accompanied along with the tender. The tenders submitted without enclosing the preliminary agreement and required EMD will be rejected outright. The tenders received will be opened at 3.30 p.m. on 9-12-2009 in the presence of tenderers or their authorized representatives present at the time of opening. The firm period of the tender will be 4 months from the date of opening of the tender.

All the conditions in the Kerala P.W.D./HED and all other conditions prevailing for consideration of tenders and allied orders will be applicable to this tender also. [Government Order (Rt.) No. 255/04/F&PD dated 29-6-2004 and allied orders will be applicable to this tender also]. The undersigned reserves the right to reject the application for tender documents or to reject the submitted tender without assigning any reason. While evaluating tenders, regard would be paid to National defence and security considerations.

കേരള ഗവർണ്ണർക്കുവേ≠ി ഹാർബർ എഞ്ചിനീയറിംഗ് ദക്ഷിണമേഖലാ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, തിരുവനന്തപുരം താഴെപ്പറയുന്ന പ്രവൃത്തികൾക്ക് സംസ്ഥാന പൊതുമരാമത്തു വകുപ്പ്, ഇറിഗേഷൻ വകുപ്പ്, കേന്ദ്ര പൊതുമരാമത്ത് വകുപ്പ് എന്നിവിടങ്ങളിൽ രജിസ്റ്റർ ചെയ്തിട്ടുള്ള താഴെ വ്യ‡മാക്കി യിട്ടുള്ള യോഗ്യതയുള്ള അംഗീകൃത കരാറുകാരിൽ നിന്നും മത്സരസ്വഭാവമുള്ള ദർഘാസുകൾ രജിസ്റ്റേർഡ് തപാൽ അഥവാ സ്പീഡ് പോസ്റ്റ് മുഖാന്തിരം ക്ഷണിച്ചുകൊള്ളുന്നു.

കൊറിയർ സർവ്വീസുകൾ മുഖേന ലഭിക്കുന്ന ദർഘാസുകൾ പരിഗണിക്കുന്നതല്ല.

താഴെപ്പറയുന്ന പ്രവർത്തികളിൽ അഞ്ചാമത്തെ പ്രവൃത്തിക്ക് ഇനം തിരിച്ചുള്ള നിരക്ക് രേഖപ്പെടുത്തി സമർപ്പിക്കേ≠താണ്. മറ്റു നിബന്ധനകൾക്ക് മാറ്റമില്ല.

ഡിവിഷൻ—ക്രമനമ്പർ 6-നും 7-നും ഹാർബർ എഞ്ചിനീയറിംഗ് ഡിവിഷൻ, കൊല്ലം, മറ്റുളളവയ്ക്ക് ഹാർബർ എഞ്ചിനീയറിംഗ് തിരുവനന്തപുരം ഡിവിഷൻ, വിഴിഞ്ഞം.

The Superintending Engineer, Harbour Engineering Central Circle, Ernakulam for and on behalf of the Governor of Kerala invite competitive tenders in sealed covers for the following work from registered Contractors/Firms of State PWD, Irrigation Department, Central Public Works Department and Port Trust through Registered post or speed post. The tenders submitted through any courier service will not be considered.

ദർഘാസ് ഫോറങ്ങൾ തുറമുഖ എഞ്ചിനീയറിംഗ് വകുപ്പ് സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ദക്ഷിണമേഖല, കമലേശ്വരം, തിരുവനന്തപുരം കാര്യാലയത്തിൽനിന്നും 1-12-2009 മുതൽ 5-12-2009 ഉച്ചയ്ക്ക് 1 മണി വരെ ദർഘാസ് ഫോറത്തിന്റെ വിലയും മൂല്യവർദ്ധിത നികുതിയും അടച്ച് യോഗ്യത തെളിയിക്കുന്ന രേഖകൾ ഹാജരാക്കി രേഖാമൂലം അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്. ദർഘാസ് ഉളളടക്കം ചെയ്ത കവറിന്റെ പുറത്ത് പ്രവൃത്തിയുടെ പേര് വ്യ‡മായി രേഖപ്പെടുത്തി രജിസ്റ്റർ ചെയ്ത തപാൽ/സ്പീഡ് പോസ്റ്റ് സർവ്വീസ് മുഖേന 9-12-2009 വൈകുന്നേരം 3 മണിക്ക് മുമ്പായി തുറമുഖ എഞ്ചിനീയറിംഗ് വകുപ്പ് ദക്ഷിണമേഖല, സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ കമലേശ്വരം, തിരുവനന്തപുരത്തിന് ലഭിക്കത്തക്കവിധം സമർപ്പിക്കേ≠താണ്. 9-12-2009, മൂന്നു മണിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ, ആയത് തപാൽ തകരാറുമൂലമോ മറ്റേതെങ്കിലും കാരണവശാലോ ആയാലും സ്വീകരിക്കുന്നതല്ല. ഇത്തരം കാലതാമസത്തിന് ഈ വകുപ്പിന് യാതൊരു കാരണവശാലും ഉത്തരവാദിത്വം ഉ≠ായിരിക്കുന്നതല്ല. ദർഘാസുകൾ സ്വീകരിക്കേ≠ അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധിയായി പ്രഖ്യാപി ക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തിദിവസം 3 മണിവരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്. ദർഘാസ് പ്രമാണത്തോ ടൊപ്പം 50 രൂപ വിലയ്ക്കുള്ള കേരള മുദ്രപ്പത്രത്തിലുള്ള പ്രാഥമിക ഉടമ്പടിയും നിരതദ്രവ്യവും സൂപ്ര≠ിംഗ് എഞ്ചിനീയറുടെ പേരിൽ കെട്ടിവച്ചതിന്റെ രേഖയും അടക്കം ചെയ്യേ≠താണ്. അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ നിരുപാധികം നിരസിക്കുന്നതാണ്. ദർഘാസുകൾ, അവ സ്വീകരിക്കുന്ന അവസാന ദിവസമായ 9-12-2009 വൈകിട്ട് 3.30 മണിയ്ക്ക് ഹാജരുള്ള കരാറുകാരുടെയോ അവർ രേഖാമൂലം അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്. ദർഘാസിന്റെ ഫേം പിരീഡ് ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ 4 മാസം ആയിരിക്കും. കേരള പൊതുമരാമത്ത് വകുപ്പിലെയും ഹാർബർ എഞ്ചിനീയറിംഗ് വകുപ്പിലെയും ദർഘാസ് സംബന്ധമായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണന യ്ക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. കൂടാതെ 29-6-2004-ലെ സർക്കാർ ഉത്തരവ് (ആർ. റ്റി.) 255/2004/എഫ് ആന്റ ് പിഡി-യും അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമാണ്.

ദർഘാസ് പ്രമാണത്തിനുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്നയാളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകളുടെ സൂക്ഷ്മപരിശോധനയിൽ ദേശീയ സുരക്ഷയ്ക്കും പ്രതിരോധത്തിനും പ്രത്യേക പരിഗണന നൽകുന്നതാണ്.

Tenders for the work shall be submitted in sealed cover with superscription of the name of work should on or before 3 p. m. on 2-12-2009 to the Superintending Engineer, Harbour Engineering Central Circle, Ernakulam-18. Tenders received after 3 p. m. on 2-12-2009 due to postal delay or on any other reasons will not be considered. Department will not be responsible for any such delays. If the last date of receipt of tender happens to be a holiday, tender will be accepted up to 3 p. m. on the next working day. Preliminary Agreement signed in Kerala Stamp Paper worth Rs. 50 and document for required EMD pledged in favour of the Superintending Engineer, Harbour Engineering Central Circle, Ernakulam-18 are also to be submitted along with the tender. The tender submitted without preliminary agreement and required EMD will be rejected outright. The tenders will be opened at 3.30 p.m. on the last date of receipt of tender in the presence of tenderers/ authorized agents present at the time. The firm period of the tender shall be 4 months from the date of opening of the tender. All the conditions in the Kerala PWD and all other conditions prevailing for consideration of tenders will be applicable to this tender also. Govt. Order No. (Rt) 255/04/F&PD dated 29-6-2004 and allied orders will be applicable to these tenders. The under signed reserves the right to reject the application for issuance of tender forms and also the submitted tender of any tenderer without assigning any reason. While

ദർഘാസ് ഫോറങ്ങൾ തുറമുഖ എഞ്ചിനീയറിംഗ് വകുപ്പ,് മദ്ധ്യമേഖല, എറണാകുളം ഓഫീസിൽ നിന്നും 21-11-2009 മുതൽ 26-11-2009 ഉച്ചയ്ക്ക് 1 മണിവരെ ദർഘാസ് ഫോറത്തിന്റെ വിലയും നികുതിയും അടച്ച് യോഗ്യത തെളിയിക്കുന്ന രേഖകൾ ഹാജരാക്കി രേഖാമൂലം അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്. പ്രവൃത്തിക്കുള്ള ദർഘാസ് പ്രവൃത്തിയുടെ പേരും മറ്റും കവറിന്റെ മുകളിൽ രേഖപ്പെടുത്തി സീൽ ചെയ്ത് 2-12-2009-ന് വൈകുന്നേരം 3 മണിക്കുമുമ്പായി രജിസ്ട്രേഡ് തപാൽ അഥവാ സ്പീഡ് പോസ്റ്റ് മുഖേന എറണാകുളം ഹാർബർ എഞ്ചിനീയറിംഗ് വകുപ്പ്, മദ്ധ്യമേഖല, സൂപ്ര≠ിംഗ് എഞ്ചിനീയർക്ക് ലഭിക്കത്തക്ക വണ്ണം സമർപ്പിക്കേ≠താണ്. 2-12-2009-ന് വൈകുന്നേരം 3 മണിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ, ആയത് തപാൽ തകരാറുമൂലമോ മറ്റേതെങ്കിലും കാരണവശാലോ ആയാലും സ്വീകരിക്കുന്നതല്ല. ഇങ്ങനെയു≠ാകുന്ന കാലതാമസത്തിന് ഡിപ്പാർട്ട്മെന്റ ് യാതൊരു കാരണവശാലും ഉത്തരവാദി ആയിരിക്കുന്നതല്ല. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധിയായി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം വൈകുന്നേരം 3 മണിവരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്. ദർഘാസ് പ്രമാണത്തോടൊപ്പം 50 രൂപ വിലയുള്ള മുദ്രപത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി ഒപ്പിട്ട് സമർപ്പി ക്കേ≠തും അതോടൊപ്പം തന്നെ, സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ഹാർബർ എഞ്ചിനീയറിംഗ് സെൻട്രൽ സർക്കിൾ, എറണാകുളം, കൊച്ചി എന്ന പേരിൽ ആവശ്യമായ നിരതദ്രവ്യം നിയമപ്രകാരം കെട്ടിവച്ചതിന്റെ രേഖ അടക്കം ചെയ്യേ≠തുമാണ്. അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാനദിവസം വൈകുന്നേരം 3.30-ന് ഹാജരുള്ള കരാറുകാരുടേയോ അവർ രേഖാമൂലം അധികാര പ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളുടേയോ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതാണ്. ദർഘാസിന്റെ ഫേം പിരീഡ് ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ 4 മാസം ആയിരിക്കും. കേരള പൊതുമരാമത്ത് വകുപ്പിലെ ദർഘാസ് സംബന്ധമായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണനയ്ക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. സർക്കാർ ഉത്തരവ് (ആർ. റ്റി.) 255/2004/F&PD നമ്പരിലെ 29-6-2004-ലെ സർക്കാർ ഉത്തരവും അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. ദർഘാസ് ഫോറങ്ങൾക്കുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണി ക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്നയാളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകളുടെ സൂക്ഷ്മപരിശോധനയിൽ ദേശീയ സുരക്ഷയ്ക്കും പ്രതിരോധ ത്തിനും പ്രത്യേക പരിഗണന നൽകുന്നതാണ്.
