The tender for Pre- qualification and execution of the following work is invited from financially sound and well experienced Registered 'A' Class Contractors/ Firms ofKerala Public Works/Irrigation Department who have successfully completed atleast one similar work costing more than 40% ( Forty percentage) of the Estimate P.A.C. of last five yea ofwork during the years. The application for tendertender should be supportedby Certificate of prior experience in work as mentioned above obtained from agreement authority and tender will be issued only to those who satisfy this condition . Necessary Certificate in this effect shall be produced from the officers concerned not below the rank of Executive Engineer . മുൻയോഗ്യതാ നിർണ്ണയത്തിനും പ്രവൃത്തിക്കുമുള്ള ഫോറങ്ങൾ താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻറ ഓഫീസിൽനിന്നു. 16-12-2009 മുതൽ പ്രവൃത്തി ദിവ 10 ങ്ങളിൽ 10.15 നും 4 മണിക്കും ഇടയിൽ രൂപ 25,000 + വാറ്റ് അടച്ച് അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ് . 18-12-2009, + മണിക്കശേഷം യാതൊരു കാരണ വശാലും ദർഘാസ് ഫോറങ്ങൾ ലഭിക്കുന്നതല്ല . ദർഘാസ് സ്വീകരിക്കുന്ന 022.1050 തീയതി 23-12-2009 , 4 മണിവരെയാണ് .
പ്രത്യേകം കേരള കൺസ്ട്രക്ഷൻ കോർപ്പറേഷന് കുറഞ്ഞ ദർഘാസുകൾ സമർപ്പിക്കുന്ന കരാറുകാരൻറെ ദർഘാസ് തുകയിൽനിന്നും 10 % കൂടുതൽവരെ അനുവദനീയമാണ് . പൂരിപ്പിച്ച ചോദ്യാവലികളടങ്ങിയ മുൻയോഗ്യതാ ഫോറങ്ങൾ (3 കോപ്പി) , നിരതദ്രവ്യം, പ്രിലിമിനറി എഗ്രിമെൻറ് എന്നിവ അടക്കം ആദ്യത്തെ കവറിലും പ്രവൃത്തിക്കുള്ള ദർഘാസ് രണ്ടാമത്തെ കവറിലും മുദ്രവച്ച കവറുകളിൽ അടക്കം ചെയ്ത് പ്രവൃത്തിയുടെ പേരും മറ്റും യഥാവിധി കവറിനുമുകളിൽ എഴുതി താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻറെ ഓഫീസിൽ ദർഘാസ് പ്രമാണങ്ങൾ ലരിക്കേണ്ട അവസാന തീയതി 4 മണിക്കുമുമ്പായി എത്തുന്ന വിധത്തിൽ രജിസ്റോർഡ് തപാലിൽ അയച്ചിരിക്കേണ്ടതാണ് ( കൊറിയർ സർവ്വീസിൽ വരുന്ന തപാലുകൾ സ്വീകരിക്കുന്നതല്ല ) . തപാൽ തകരാർ മൂലമോ മറേറതെങ്കിലും കാരണവശാലോ നിശ്ചിത സമയം കഴിഞ്ഞുകിട്ടുന്ന ദർഘാസുകൾക്ക് ഡിപ്പാർട്ടുമെൻറ് യാതൊരുവിധമായ ഉത്തരവാദിത്വവും ഏറൊടുക്കുന്നതല്ല . ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവർത്തി ദിവസം നിശ്ചിത സമയം വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്.
ദർഘാസ് പ്രമാണങ്ങൾ പൊതുമരാമത്ത 0 വകുപ്പിലെ അംഗീകത കരാറുകാർക്ക ലഭിക്കുന്നതും അവ കൈമാറ്റം ചെയ്യുവാൻ പാടില്ലാ ത്തതുമാകുന്നു. മുൻയോഗ്യത നിർണ്ണയത്തിനുള്ള ദർഘാസിനോടൊപ്പം 50 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ എഴുതി ഒപ്പിട്ട പ്രാഥമിക ഉടമ്പടിയും 50,000 രൂപയുടെ നിരതദ്രവ്യവും ഉണ്ടായിരിക്കേണ്ടതാണ് . നിരതദ്രവ്യം ത്യശ്ശൂർ സെൻട്രൽ സർക്കിൾ സൂപ്രണ്ടിംഗ എഞ്ചിനീയറുടെ പേരിൽ നിക്ഷേപിച്ചതോ പണയപ്പെടു ത്തിയതോ ആയിരിക്കണം . മുൻയോഗ്യതാ നിർണ്ണയത്തി നുള്ള ദർഘാസുകൾ മാത്രം ദർഘാസ് സ്വീകരിക്കുന്ന തിന് നിശ്ചയിച്ച അവസാന ദിവസം വൈകിട്ട് 4.30-ന് തുറക്കുന്നതും പൊതുമരാമത്ത് വകുപ്പ് ചീഫ് എഞ്ചിനീയറുടെ കമ്മിറ്റിയുടെ പരിഗണനയ്ക്കും അംഗീകാരത്തിനും വേണ്ടി അയയ്ക്കുന്ന തുമാണ്. ചീഫ് എഞ്ചിനീയർ മുൻഗണന നിശ്ചയിച്ച് അംഗീകരിച്ച കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവൃത്തിക്കുളള ദർഘാസുകൾ മാത്രമേ തുറന്ന് പരിശോധിക്കുകയുള്ളൂ . ചീഫ് എഞ്ചിനീയറുടെ യോഗ്യതാ നിർണ്ണയത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ പ്രവൃത്തിക്കുളള ദർഘാസുകൾ തുറക്കാതെ തന്നെ നിരസിക്കുന്നതായിരിക്കും .
യോഗ്യത നിർണ്ണയിച്ച കരാറുകാരുടെ സ്ഥാപന ങ്ങളുടെ പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കുന്ന സമയവും തീയതിയും ബന്ധപ്പെട്ടവരെ മുൻകൂട്ടി അറിയിക്കുന്നതായിരിക്കും . യാതൊരു കാരണവും കാണിക്കാതെ ദർഘാസുകൾ നിരസിക്കുവാനുളള അവകാശവും താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഓഫീസർക്ക് ഉണ്ടായിരിക്കും . പൊ തു മരാമത്ത് വകുപ്പികൻറ ദർഘാസുകൾ സംബന്ധിച്ച എല്ലാ വ്യവസ്ഥകളും ഇതിനും ബാധകമായിരിക്കുന്നതാണ്.
