SHORT TENDER NOTICE

No. C1-3831 / FSL/2009 .

25th November 2009 .

Sealed tenders are invited for the supply of Glasswares and Labwares (List attached) so as to reach List Director of Forensic Science Laboratory , ( Police Department) Thiruvananthapuram on or before 12 Noon on 10-12-2009 .

Tender No-1 / 2009 .

Name-Labwares and Glasswares.

Cost of tender forms-Rs . 1,500 @12.5 % VAT.

Date and time of opening of tender- 10-12-2009, 3 p.m.

The tenders should be superscribed with tender number and details of the items and addressed to the Director , ForensForensic Science Laboratory, Thiruvananthapuram, Kerala . Late tenders will not be accepted. The tenders will be opened at theopened at the time mentionedmentioned above , in the presence of the tenderers or their autauthorised representatives (with proof of Identity) who may be present at that time.

Intending tenderers may on application to the Director , Forensic Science Laboratory , Thiruvanantha- puram, obtain requisite tender forms on which the tenders should be submitted . The rate is to be quoted in Indian Money. No advance payment can be made for procuring any of the above items .

Application for tender forms should be accompanied by a cash remittance of price fixed for a form which is not refundable . The sale of tender forms will be closed at 4 p. m. on 9-12-2009. Cheques , Drafts, Postage Stamps etc. will notbe accepted towards the cost of forms nor will the forms be sent by V.P.P. However Money Orders sent in the name of the Director , Forensic Science Laboratory , Thiruvananthapuram will be accepted . The amount should include the postage/courier charges for sending tender documents . The Money Order along with the request should reach Forensic Science Laboratary at least 7 days before the closing of the sale of the tender documents enabling is to send the documents well in advance.

Earnest MoneyDeposit ( EMD ) @ 1 % of the quoted value should be furnished in favour of Director Forensic Science Laboratory , Thiruvananthapuram . The firms which are exempted from furnishing Earnest Money Deposit should produce a copy of relevant authorised document for verification.

Specifications and list of items of tender shall be obtained from Forensic Science Laboratory with the tender forms. The firms should also furnish the detailed Specifications , make brochures , technical support network in Kerala etc. of the items along with tenders , The tenders without any detailed specifications of quoted items , brochures make etc. will be rejected forth with . The tender without separate envelop and not superscribing the tender number ete , will be rejected,

The tenders should also mention the details regarding warranty along with the tender documents . Preference will be given to the products quoted by the manufacturer or their authorized dealers having authorization from the original manufacturer. Similarly preferences will be given to the tenders having experience of supplying similar same items to Government Department , Organisations or Scientific Institution.

As the items are urgently required , the selected bidder will have to supply the item within two weeks . In case there is any delay is supplying the items due to any pressing circumstances , the tenders must cite adequate , justifiable grounds in writings.

Specification of the above items and more details can be obtained from Forensic Science Laboratory , Thiruvananthapuram. Sample will have to be submitted free of cost whenever necessary which can be returned only after the supply is effected, Police Department is not liable to send any individual communication . The rates quoted should be valid and firm till 31-4-2010.

താൽപ്പര്യമുളളവർ ഡയറക്‌ടർ , ഫോറൻസിക്ക് സയൻസ് ലബോറട്ടറി , തിരുവനന്തപുരം -10 എന്ന പേർക്കുള്ള അപേക്ഷയോടൊപ്പം ഓരോ ഇനത്തിലുംഇനത്തിലും പറഞ്ഞിട്ടുള്ള നിരക്കിൽ പണമടച്ച് ദർഘാസ " ഫോറങ്ങൾ ഫോറൻസിക്ക് സയൻസ് ലാബോറട്ടറിയിൽ നിന്ന് 9-12-2009 വൈകിട്ട് 4 മണിവരെ വാങ്ങാവുന്നതാണ്. ടെണ്ടർ സമർപ്പി ക്കുമ്പോൾ രൂപയിലുള്ള വിലയും കൂടി രേഖപ്പെടുത്തിയിരിക്കണം . ദർഘാസുകൾ അയയ്ക്കുന്നവരുടെ പേരും ടെണ്ടർ നമ്പരും രേഖപ്പെടുത്തി ഡയറക്‌ടർ ഫോറൻസിക്ക " സയൻസ് ലാബോറട്ടറി , തിരുവനന്തപുരം -1 ) എന്ന വിലാസത്തിൽ 10-12-2009 ഉച്ചയ്ക്ക് 12 മണിക്കോ അതിനുമുമ്പോ ലഭിക്കത്തക്ക വിധത്തിൽ അയയ്ക്കുക്കേണ്ടതാണ് , താമസിച്ചുലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല. ദർഘാസുകൾ 111-12-2009 -ന് 3 മണിക്ക് തദവസരത്തിൽ ഹാജറായിട്ടുള്ള കരാറുകാരുടെയാ അവർ അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധിയുടേയോ സാന്നിദ്‌ധ്യത്തിൽ തുറക്കുന്നതാണ് , ദർഘാസ് ഫോറത്തിനൊപ്പം 3ർഘാസ് തുകയുടെ ഒരു ശതമാനം വരുന്ന തുകയ്ക്കു നിരതദ്രവ്യം ഡിമാൻറ് ഡ്രാഫ്റായി ഡയറക്‌ടർ , ഫോറൻസിക്ക് സയൻസ് ലാബോറട്ടറി , തിരുവനന്തപുര ത്തിൻറ പേർക്ക് മാവുന്ന വിധത്തിൽ ഹാജരാക്കേണ്ടതും , നിരതദ്രവ്യം ഒഴിവാക്കപ്പെട്ടിട്ടുള്ളവർ തെളിയിക്കുന്നതിനുള്ള രേഖകൾ ടെണ്ടറിനോടൊപ്പം ഹാജരാക്കേണ്ടതാണ്" . അത് കെമിക്കൽസ് അത്യന്താപേക്ഷികമായേതിനാൽ തിരഞ്ഞെടുക്കപ്പെടുന്ന കരാറുകാരൻ രണ്ടാഴചക്കുള്ളിൽ തന്നെ പ്രസ്തുത ഇനങ്ങൾ ലഭ്യമാക്കേണ്ടതാണ് . സാധനങ്ങസാധനങ്ങളുടെ സ്പെസിരിക്കേഷനുകൾ ദർഘാസ് ഫോറത്തോടൊപ്പം ലഭ്യമാണ് . ദർഘാസി രേഖപ്പെടുത്തുന്ന വില 31-4-2010 23 മാററമില്ലാതെ നിലനിർത്തേണ്ടതാണ് . ലനിർത്തേണ്ടതാ വിശദമായ സ്പെസിഫിക്കേഷനും മാറ് വിവരങ്ങളും ഫോറൻസിക്ക് സയൻസ് ലാബോറട്ടറിയിൽ നിന്നും കേരള പോലീസ് വെബ് സൈററിലും ലഭ്യമാണ് .

യാതൊരു കാരണവും ബോദ്‌ധ്യപ്പെടുത്താതെ ദർഘാസുകൾ നിരസിക്കുവാനുള്ള പൂർണ്ണ അധികാരം ഫാറൻസിക്ക് സയൻസ് ലാബോറട്ടി ഡയറക്‌ടറിൽ നിക്ഷിപ്തമാണ്.
