2. Tender forms can be obtained from the office of the Soil Testing Laboratory, Alappuzha–3 on payment of Rs. 3000 + KVT 12.5% from 3rd December, 2009 onwards.

3. Tender forms are not transferable and are not sent as VPP cost is realized as cash, D.D., Cheque, Credit Card, etc. are not accepted.

4. Last date of issue of tender forms is 31-12-2009.

5. Last date of acceptance of tender is 1st January, 2010.

6. Date of opening the tender is at 3.30 P.M. on 1st January, 2010.

7. 1% of the quoted amount should be deposited as EMD at the time of submission of tender.

8. An agreement should be executed by the tender in a stamp paper worth Rs. 50 as notified in the tender form.

9. The right to postpone or restructure the process of tender is vested with the undersigned.

2. കരാറിൽ ഏർപ്പെടുന്ന തീയതി മുതൽ ആവശ്യാനു സരണം സപ്ളൈ ചെയ്യേ≠തും, വിത്തുകൾ 31-1-2010 നകവും, പോളിത്തീൻ കവറുകൾ 31-1-2010-നകവും സപ്ളൈ പൂർത്തീകരിക്കേ≠തുമാണ്.

1. The Tenders should be superscribed with Tender Number and name of the store articles and addressed to the Director General of Police, State Police Headquarters, Vellayambalam, Thiruvananthapuram - 695 010, Kerala. Late Tenders will not be accepted.

2. The tenders should be submitted in two separate parts containing Technical and Financial bids in separate sealed envelops clearly superscribed and should be put together in a large envelop, all envelops sealed and superscribed with "Tender No. and name of item". If any offer contains both technical bids and financial bids together in one envelop, such offers shall be rejected outright.

3. Opening of Tenders:—Technical bids of the offers received with requisites EMD or Bid security with samples will be opened on 29-12-2009 at 3 pm in the presence of the representatives of the firms who may be present at that time. All tenders received without EMD will be rejected. The technical bids will be evaluated by a Technical evaluation Committee and those that do not conform to the specifications will be rejected. The financial bids of the technically qualified tenderers only will be considered for opening at a later date. The date for opening of financial bids will be intimated to the concerned suppliers. Unopened financial bids of the technically disqualified bidders shall be returned to them.

4. All the tenderers who quote for the supply of above equipments are required to be ready for demonstration of equipments on 30-12-2009.

5. Intending Tenderers may, on application to the Director General of Police, obtain requisite tender forms on which the tenders should be submitted or the tender forms may be downloaded from the Kerala Police website www.keralapolice.org and the tenderers who download forms should submit the required tender value as a Demand Draft along with the tender.

6. Application for Tender documents should be accompanied by cash remittance or Demand Draft of the price fixed for such Tender documents. This amount is not refundable. The tender forms are not transferable. The sale of tender forms will be closed at 12 noon on 29-12-2009. Cheques, postage stamps etc. will not be accepted towards the cost of the tender forms nor will the tender forms be sent by VPP. However money orders (including telegraphic money orders) sent in the name of the Assistant Inspector General of Police, Police Headquarters, Thiruvananthapuram - 10 will be accepted. The amount should include the postage/courier charges for sending tender documents. The money order along with the request should reach Police Headquarters atleast 7 days before the closing of the sales of the tender documents enabling us to send the documents well in advance.

7. Earnest Money Deposit (EMD) @1% of the quoted value should be furnished along with the tender. EMD may be submitted either in cash or crossed Bank Drafts or Treasury Savings Bank Deposits or Government Promissory Notes or Bank Guarantee or National Saving Certificates drawn in favour of Assistant Inspector General of Police, Police Headquarters, Thiruvananthapuram 10. The firms which are exempted from furnishing EMD should produce a copy of relevant authorized document for verification. Without EMD, the Tenders will be rejected.

8. Intending Tenderers also may include charges for installation (of technical items), training of officers and on-site support atleast for 3 years as warranty, and thereafter A.M.C./A.T.S. for a period of 3 years on a turn key basis at a reasonable cost (to be specified along with the quotation) in the Tenders.

9. Specifications and list of items of each tender shall be obtainable from PHQ with the tender forms during the working hours of Police Headquarters or from the Police website as above. The firms should also furnish the detailed specifications, make, brochures, Test Report from Govt. Laboratories/Agencies, (wherever possible) technical support network in Kerala etc. of the equipments along with the Tenders. The Tenders without detailed specifications of quoted items, Brochures, make etc. are liable to be rejected forthwith. The Tenders without separate envelope and not superscribing the Tender number etc. may be rejected.

10. Preference will be given to the products quoted by the manufacturer or their authorised dealers having authorisation from the original equipment manufacturer. Similarly preference will be given to the Tenderers having experience of supplying similar/same items to Govt. Departments or Organisations, for which the Tenderer has to produce proof of purchase/ installation/satisfaction of the customer.

11. In the case of Foreign Equipments the rates are to be quoted in Indian Money also. Preference will be given to those who are ready to supply the item without opening Letter of Credit, Ordinarily no advance payment will be made for procuring any of the above items. In case, advance payment has to be made then a clear case has to be made out by the Tenderer. But this will be in extraordinary circumstances.

12. As the items are urgently required, the selected bidder will have to supply the item without loss of time preferably within a month.

13. Samples will have to be submitted free of cost whenever necessary which would be returned only after Supply is effected. The firms should be ready to show live demonstration of technical equipments at theirown cost and risk.

14. Police Department is not liable to send any individual communication. In some cases Police Department is not responsible to return the samples after verification. The rates quoted should be valid and firm till 30-6-2010.

15. The Director General of Police is empowered to reject any tender without assigning any reason.

Notice is hereby given inviting sealed tenders in duplicate in separate covers for the supply of Dietary articles and Non Dietary articles from 1-4-2010 to 31-3-2011 or such other date that may be fixed by Government to the Medical institutions in the State under the control of Director of Health Services and Public Health Laboratory, Thiruvananthapuram. So as to concerned not later than 3 pm on 1st day of January 2010 (1-1-2010). The opening date of Tender for the Supply of dietary articles was fixed on 1-1-2010, at 3.30 pm.

A list of such institutions can be had from the District Medical Officer of Health concerned.

Copies of the conditions of tender schedule of dietary articles, tender form in duplicate and specimen copy of the form of agreement to be executed along with the tender etc. can be had from the respective institutions on probation of two Chelan's one towards the cost of tender forms as prescribed by the Officer in charge of the institutions concerned and the other towards the sales tax together with Solvency Certificate obtained on or after 1-1-2010, (supported by no encumbrance Certificate) in original. The Head of Account under which the cost of Tender forms has to be remitted to the Government Treasury is "0210-Medical and Public Health- 80 General-800-Other receipts-88 Miscellaneous" (Remittance of the cost of tender form for Dietary and Non-dietary articles) and that of Sales Tax is "0040 Sales Tax 102 receipts under State Sales Tax Act 99-Tax Collections". The amounts remitted are not refundable under any circumstances.

Each tender must be accompanied by solvency certificate in original clearly indicating to what extend they are solvent from the Tahsildar of Taluk where they reside along with their tenders as per Clause 18(b) of General conditions of Store Purchase Rules (Govt. Letter No. 36489/M2/02/H&FWD. dated 9-5-2003) and an attested copy incorporating the encumbrance if any, in the prescribed form obtained on or after 1-10-2009 from the competent revenue authorities. In the absence of the encumbrance certificate from the revenue authority, the same obtained from the Sub Registrar of the area concerned should be produced.

The Solvency Certificate should be for an amount not less than 10% of the tender amount. Intending tenders should sent along with the tender agreement executed and signed in Kerala stamp paper worth Rs. 50 in the form prescribed in the General conditions of tenders in the Store Purchase Rules.
