The tender forms can be had from the office of the undersigned on all working days from 6-1-2010 to 14-1-2010, upto 1 p.m. on application in writing, proving the eligibility and on payment of cost and VAT. Tenders for the work shall be submitted in sealed cover with superscription of the name of work on or before 3 p.m. on 21-1-2010 to the Superintending Engineer, Harbour Engineering Central Circle, Ernakulam-18. Tenders received after 3 p. m. on 21-1-2010 due to postal delay or on any other reasons will not be considered. Department will not be responsible for any such delays. If the last date of receipt of tender happens to be a holiday, tender will be accepted up to 3 p. m. on the next working day. Preliminary Agreement signed in Kerala Stamp Paper worth Rs. 50 and document for required EMD pledged in favour of the Superintending Engineer, Harbour Engineering Central Circle, Ernakulam-18 are also to be submitted along with the tender. The tender submitted without preliminary agreement and required EMD will be rejected outright. The tenders will be opened at 3.30 p.m. on the last date of receipt of tender in the presence of tenderers/ authorized agents present at the time. The firm period of the tender shall be 4 months from the date of opening of the tender. All the conditions in the Kerala P.W.D. and all other conditions prevailing for consideration of tenders will be applicable to this tenders also. Govt. Order No. (RT) 255/04/F&PD dated 29-6-2004 and allied orders will be applicable for these tenders. The under signed reserves the right to reject the application for issuance of tender forms and also the submitted tender of any tenderer without assigning any reason. While evaluating tenders, regard would be paid to national defence and security considerations.

3 മണിക്കുമുമ്പായി രജിസ്ട്രേഡ് തപാൽ അഥവാ സ്പീഡ് പോസ്റ്റ് മുഖേന എറണാകുളം ഹാർബർ എഞ്ചിനീയറിംഗ് വകുപ്പ്, മദ്ധ്യമേഖല സൂപ്ര≠ിംഗ് എഞ്ചിനീയർക്ക് ലഭിക്കത്തക്ക വണ്ണം സമർപ്പിക്കേ≠താണ്. 21-1-2010-ന് വൈകുന്നേരം 3 മണിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ, ആയത് തപാൽ തകരാറുമൂലമോ മറ്റേതെങ്കിലും കാരണവശാലോ ആയാലും സ്വീകരിക്കുന്നതല്ല. ഇങ്ങനെയു≠ാകുന്ന കാലതാമസത്തിന് ഡിപ്പാർട്ട്മെന്റ ് യാതൊരു കാരണവശാലും ഉത്തരവാദി ആയിരിക്കുന്നതല്ല. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധിയായി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം വൈകുന്നേരം 3 മണിവരെ ദർഘാസുകൾ സ്വീകരിക്കു ന്നതാണ്. ദർഘാസ് പ്രമാണത്തോടൊപ്പം 50 രൂപ വിലയുള്ള മുദ്രപ്പത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി ഒപ്പിട്ട് സമർപ്പിക്കേ≠തും അതോടൊപ്പം തന്നെ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ഹാർബർ എഞ്ചിനീയറിംഗ് സെൻട്രൽ സർക്കിൾ, എറണാകുളം, കൊച്ചി എന്ന പേരിൽ ആവശ്യമായ നിരതദ്രവ്യം നിയമപ്രകാരം കെട്ടി വച്ചതിന്റെ രേഖ അടക്കം ചെയ്യേ≠തുമാണ്. അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാനദിവസം വൈകുന്നേരം 3.30-ന് ഹാജരുള്ള കരാറുകാരുടെയോ അവർ രേഖാമൂലം അധികാര പ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതാണ്. ദർഘാസിന്റെ ഫേം പിരീഡ് ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ 4 മാസം ആയിരിക്കും. കേരള പൊതുമരാമത്ത് വകുപ്പിലെ ദർഘാസ് സംബന്ധമായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണനയ്ക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധക മായിരിക്കും. സർക്കാർ ഉത്തരവ് (ആർ റ്റി.) 255/2004/F&PD നമ്പരിലെ 29-6-2004-ലെ സർക്കാർ ഉത്തരവും അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. ദർഘാസ് ഫോറങ്ങൾക്കുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്നയാളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകളുടെ സൂക്ഷ്മപരിശോധനയിൽ ദേശീയ സുരക്ഷയ്ക്കും പ്രതിരോധ ത്തിനും പ്രത്യേക പരിഗണന നൽകുന്നതാണ്.

certificate of prior experience as mentioned above obtained

from the Superintending Engineer/Executive Engineer

(agreement authority) and tender schedule will be issued

only to those who satisfy this condition. They should

produce relevant certificate from the agreement authority

along with the tender.

Tender Documents (Pre-qualification and execution of

during office hours from 5-1-2010 to 8-1-2010 upto 3 p.m.

on remittance of Rs. 25,000+VAT (Not refundable) towards

the cost and not transferable. The details of work if any

required can be had from the office of the undersigned

during working hours. The Pre-qualification tender

schedule (3 copies) containing the questionnaire duly filled

up by the tenderer and Financial Tender Schedule for the

work should be submitted in separate sealed covers. The

Pre-qualification documents should be in book form with ഫോറത്തിന്റെ വിലയും നികുതിയും അടച്ച് യോഗ്യത തെളിയിക്കുന്ന രേഖകൾ ഹാജരാക്കി രേഖാമൂലം അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്. പ്രവൃത്തിക്കുള്ള ദർഘാസ് പ്രവൃത്തിയുടെ പേരും മറ്റും കവറിന്റെ മുകളിൽ രേഖ പ്പെടുത്തി സീൽ ചെയ്ത് 19-1-2010-ന് വൈകുന്നേരം 3 മണിക്കുമുമ്പായി രജിസ്റ്റേർഡ് തപാൽ അഥവാ സ്പീഡ് പോസ്റ്റ് മുഖേന എറണാകുളം ഹാർബർ എഞ്ചിനീയറിംഗ് വകുപ്പ് മദ്ധ്യമേഖലാ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർക്ക് ലഭിക്കത്തക്ക വണ്ണം സമർപ്പിക്കേ≠താണ്. 19-1-2010-ന് വൈകുന്നേരം 3 മണിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ, ആയത് തപാൽ തകരാറുമൂലമോ മറ്റേതെങ്കിലും കാരണവശാലോ ആയാലും സ്വീകരിക്കുന്നതല്ല. ഇങ്ങനെയു≠ാകുന്ന കാലതാമസത്തിന് ഡിപ്പാർട്ട്മെന്റ ് യാതൊരു കാരണവശാലും ഉത്തരവാദി ആയിരിക്കുന്നതല്ല. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധിയായി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം വൈകുന്നേരം 3 മണിവരെ ദർഘാസുകൾ സ്വീകരിക്കു ന്നതാണ്. ദർഘാസ് പ്രമാണത്തോടൊപ്പം 50 രൂപ വിലയുള്ള മുദ്രപ്പത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി ഒപ്പിട്ട് സമർപ്പിക്കേ≠തും അതോടൊപ്പം തന്നെ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ഹാർബർ എഞ്ചിനീയറിംഗ് സെൻട്രൽ സർക്കിൾ, എറണാകുളം, കൊച്ചി എന്ന പേരിൽ ആവശ്യമായ നിരതദ്രവ്യം നിയമപ്രകാരം കെട്ടി വച്ചതിന്റെ രേഖ അടക്കം ചെയ്യേ≠തുമാണ്. അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാനദിവസം വൈകുന്നേരം 3.30-ന് ഹാജരുള്ള കരാറുകാരുടെയോ അവർ രേഖാമൂലം അധികാര പ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതാണ്. ദർഘാസിന്റെ ഫേം പിരീഡ് ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ 4 മാസം ആയിരിക്കും. കേരള പൊതുമരാമത്ത് വകുപ്പിലെ ദർഘാസ് സംബന്ധമായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണനയ്ക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധക മായിരിക്കും. സർക്കാർ ഉത്തരവ് (ആർ റ്റി.) 255/2004/F&PD നമ്പരിലെ 29-6-2004-ലെ സർക്കാർ ഉത്തരവും അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. ദർഘാസ് ഫോറങ്ങൾക്കുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പി ക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണി ക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്നയാളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകളുടെ സൂക്ഷ്മപരിശോധനയിൽ ദേശീയ സുരക്ഷയ്ക്കും പ്രതിരോധ ത്തിനും പ്രത്യേക പരിഗണന നൽകുന്നതാണ്.

29-6-2004-ലെ സർക്കാർ ഉത്തരവ് നമ്പർ (ആർ.ടി.) 255/2004/എഫ് ആന്റ ് പി. ഡി. ഈ ദർഘാസിനും ബാധക മായിരിക്കും. ദർഘാസ് ഫോറങ്ങൾക്കുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ആളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകൾ പരിഗണിക്കുമ്പോൾ രാജ്യത്തിന്റെ സുരക്ഷയും പ്രതിരോധവും കണക്കിലെടുക്കുന്നതാണ്.
