13th January 2010 The tender for Pre -qualification and execution of the following work is invited by the undersigned from financially sound and well experienced Registered 'A ' Class Contractors/Firms of Kerala Public Works Department / Irrigation who have successfully completed at least one similar work costing more than 40% ( Forty percentage) of the estimate P. A. C. of work during the last five years . The application for tender schedule should supported by certificate of prior experience in work as mentioned above obtained from agreement authority and tender schedulesche will be issued only to those who satisfy this condition . Necessary certificate in this produced from the officers concerned not below the rank of Executive Engineer. Tenders should be submitted so reach the undersigned on or before date and time prescribed for the work as below by Registered Post/Speed Post . The receipt in Form T.R. 5 towards the purchase of tender schedule should be enclosed along with the tender documents . Tender by Courier service will not be accepted . effect shall be as to Tender No.-PQ.68/ SESC/2009-10 .

Bids from Contractors /Firms for Pre-qualification- cum-Financial Bids are invited for and on behalf of the Governor of Kerala by the Superintending Engineer , Buildings and Local Works, Central Circle, Thrissur upto 4 p. m. on 18-3-2010 for the work mentioned below (double cover system) .

Name of work -H. Edn . Dept.Technical Construction of buildings for Government Engineering, College Idukki -RIDF Scheme Estimate PAC (Civil +Electrical) -Rs . 572 Lakh.
Details ofwork- Three storied RGC Column framed structure building. (2 Nos .) Foundation-RCC matt/ RR masonry / Column footing.
Superstructure- Country burnt bricks masonry .
Doors -Anjili wood, PVC .
Windows - Steel .
Flooring-Marble /Vitirfied / Ceramictiles .
Period of completion- 24 Months .
'A' Class Contractors / Firms (also having joint venture) registered in State P. W. D. having experience in the building construction work of similar nature and also consider themselves capable of taking up the construction of major building can obtain Pre- qualification bids & tender schedule of the above building works from the office of the undersigned from 9-3-2010 to 11-3-2010 between 10,15 a.m. to 4 p. m. on application and payment of Rs . 25,000 + VAT. The Electrical work of the above building shall be done simultaneously with approved licencies of Electrical inspectorate/ Registered Electrical contractors in PWD/Electricians in PWD under the supervision of Electrical wing of P.W.D. The contractors /firms themselves should produce relevant records to proveprove their cligibility before the undersigned for obtaining the bids , the eligibility norms are as follows:
1. Contractor/ firms shonld execute Govern- ment works of similar: Nature costing Rs . 344 Lakh cach during the last five financial years ( Annual Turn Over) .
2. Contractors /Firms should have satisfactorily completed a single work atleast not less than Rs . 229 lakh ( Estimate PAC) during the last 3 years .
3. Contractors / Firms should have a financial capacity of producing Bank guarantee at 10% of Contract amount of the work at the time of executing agreement .
Copy of certificate for item Nos . 1 , 2 and 4 attested by an officer not below the rank of Executive Engincer should be submitted along with the request for obtaining the bid.
The filled up and signed P.Q. bids along with all required Pro forma and questionaires and tificates ( in triplicate)tripli with E.M.D.Ε.Μ. for Rs . 50,000 pledged in favour of undersigned with executed preliminary agreement in Stamp Paper for Rs. 50 in one sealed cover ( P. Q. bid cover ) and Tender Sohedule (price bid) in another cover superscribing the Name of work and the Pre- Qualificationbids as in the case may be sent by registered post so as to reach the office of under- signed before 4 p.m. on 18-3-2010. The Depart- ment will not be responsible for any delay or loss in delivering by post . ( Courier Service will not be accepted) . The tender documents will be issued only to the registered contractor's of PWD and arc not transferable . If the date of receiving tender happened to be a public holiday , the tender will be received very next working day in the specifiedtime.
The P. Q.bids willbe opened on 18-3-2010 at 4.30 p . m . and will be submitted to Chief Engineer's Committec for scrutiny and finalisation of pre-qualification panels . The cover containing tender sahedule (Price bid) will be opened only after the finalisation of P. Q. bids by Chief Engineer's Committee and only these of the bidders who have become pre- qualified for the particular work .
The date and time of opening of price bid will be intimated to the pre- qualified contractors/ firms concerned in time. The tenders of those who have not become qualified will not be considered on any account ,
The tenders of the contractors / firms without required E. M. D. of Rs. 50,000 pledged in the name of undersigned , and the executed preliminary agreement in Stamp Paper worth Rs. 50 in Cover No. I ( Technical Bid) will be summarily rejected .
The condition in G. O. ( P) No. 84/97/P W& T dated 19-8-1997 and its amendments and all other conditions prevailing in K.P.W.D. regarding pre-qualification bids and tenders will remain unchanged and are equally applicable to the above work also . The undersigned reserves the right to reject all or any of the tenders on pre- qualification bids without assigning any reasons . Price preference of 10% of the contract amount of the lowest quoted contractor may be allowed to the tender submitted by M/ s Kerala State Construction Corporation Limited. All the rules in PWD regarding the tenders are applicable to this tender also.
