KPWD who have experience in carrying out large works and who consider themselves capable of carrying out these type of works may obtain PQ documents and tender documents from the office of the undersigned on any working day between 11 a.m. and 4 p.m. from 22-2-2010 to 25-2-2010 on payment of Rs. 25,000 + VAT in cash directly. Those who require further copies of the documents may deposit Rs. 12,500 + VAT for each additional copy.

- Prospective contractors/firms should have completed at least one work with Estimate PAC as specified in the tender notice. A certificate to this effect from the agreement executing authority shall be enclosed along with the application for PQ documents and tender documents, failing which PQ documents will not be issued to him/them (Applicant), (Applications without this certificate will not be considered). The contractors/firms should attach an affidavit along with the PQ documents stating that whether or not any works carried out by him/they were terminated due to his/their fault so far. Documents showing the ownership of the essential plants, machineries required for the work is to be submitted along with the PQ documents. (2) Rubble Work — 6349 m{{^{{FOOTNOTE 3}}}} (3) RCC 1:1.5:3 — 8987 m{{^{{FOOTNOTE 3}}}} (4) Pile driving — 32936 m (5) Geo textile & turfing — 45382 m{{^{{FOOTNOTE 2}}}} (6) Reinforcement — 1199812 kg. The following are the essential plants and equipments required for the execution of work (1) Tipper/Truck — 10 Nos. The PQ documents and tender documents will not be issued after 4 p.m. on 25-2-2010 under any circumstances. The duly filled up pre-qualification documents (3 Nos.) along with EMD and preliminary agreement in one sealed cover and tender for work in another sealed cover, writing clearly over the cover specifying whether it contains PQ document or tender document with name of bidder and name of work and then enclosing these two covers in a single cover duly superscribing the name of work and the name of contractor and shall be send by registered post so as to reach the office of the undersigned before 4 p.m. on 3-3-2010. The PQ documents and tender documents received after the time notified above will not be considered under any circumstances. The tenders received after the stipulated date and time due to postal delays, tender through courier service or directly will not be accepted. The undersigned reserves the right to deny pre-qualification to any of the applicant and to reject the tender submitted by any of the applicant without assigning any reason thereto. If the last date of receipt of the tender happens to be a holiday, tenders will be received upto the stipulated time on the next working day. Preliminary agreement on stamp paper worth of Rs. 50 duly filled up and signed (to be enclosed with PQ documents) and sufficient Earnest Money Deposit duly pledged in favour of Superintending Engineer, Irrigation South Circle, Thiruvananthapuram should be above within five years.. ↩
enclosed in a separate sealed cover superscribing "Earnest Money" and attach separately to the cover containing pre-qualification documents for the works. Tenders received without the above mentioned documents shall summarily be rejected.
4. The pre-qualification documents alone will be opened at 4.30 p.m. on 3-3-2010. After evaluation of P.Q. documents in the office of the undersigned, the same will be submitted to the Chief Engineer, Irrigation and Administration for approval and final selection by the pre-qualification committee of Chief Engineers. Only those tenders, submitted by the contractors/firms who are pre-qualified by the Chief Engineers Committee shall be opened and scrutinized later on. Tenders of contractors/firms who have not been pre-qualified will be summarily rejected without opening the tenders and will be returned to the tenderers on proper receipt.
5. The date and time of opening of tenders of work of contractors/firms who are pre-qualified will be intimated to the concerned in advance. Besides security deposit, 10% Bank Guarantee should be submitted by the selected bidder at the time of executing agreement. All the conditions prevailing in Irrigation Department regarding pre-qualification bids and tenders for works will be applicable to this tender also.
കേരള ഗവർണ്ണർക്കുവേ≠ി ദക്ഷിണമേഖലാ ജലസേചന വിഭാഗം സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, തിരുവനന്തപുരം ചുവടെ ചേർത്തിരിക്കുന്ന പ്രവർത്തികൾക്ക്ക്ക് പരിചയസമ്പന്നരും, കേരള പൊതുമരാമത്ത് വകുപ്പിലോ ജലവിഭവ വകുപ്പിലോ "എ" ക്ലാസ് രജിസ്ട്രേഷനുള്ളതുമായ കരാറുകാർ/സ്ഥാപന ങ്ങൾ എന്നിവരിൽനിന്നും മുൻയോഗ്യത നിർണ്ണയിക്കുന്ന തിനും പ്രവർത്തി നൽകുന്നതിലേക്കുമുള്ള ദർഘാസുകൾ പ്രത്യേകം പ്രത്യേകം മുദ്രവച്ച കവറുകളിൽ ക്ഷണിച്ചുകൊള്ളു ന്നു.

നിബന്ധനകൾ
കേരള പൊതുമരാമത്തു വകുപ്പിലോ ജലവിഭവ വകുപ്പിലോ 'എ' ക്ലാസ്സ് രജിസ്ട്രേഷനുള്ളവരും ബൃഹത്തായ പദ്ധതികളും മറ്റും ചെയ്തു മുൻപരിചയമുള്ളവരും ഈ പ്രവൃത്തി ചെയ്യാൻ ശേഷിയു≠െന്ന് സ്വയം ബോദ്ധ്യമുള്ളവരുമായ കരാറുകാർ/സ്ഥാപനങ്ങൾ താഴെ ഒപ്പുവച്ചിട്ടുള്ള ഉദ്യോഗസ്ഥന്റെ ഓഫീസിൽനിന്നും മുൻയോഗ്യതാ നിർണ്ണയത്തിനുള്ള രേഖകളും ദർഘാസ് പ്രമാണങ്ങളും 22-2-2010-നും 25-2-2010-നും ഇടയ്ക്കുള്ള പ്രവൃത്തി ദിവസങ്ങളിൽ രാവിലെ 11 മണിക്കും വൈകിട്ട് 4 മണിക്കുമിടയ്ക്ക് 25,000 രൂപയും വാറ്റും അടച്ച് അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതായിരിക്കും. കൂടുതൽ കോപ്പി ആവശ്യമുള്ളവർ കോപ്പി ഒന്നിന് 12,500 രൂപയും വാറ്റും അടച്ച് അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്.
തൽപ്പരരായ കരാറുകാർ/സ്ഥാപനങ്ങൾ മുകളിൽ പറഞ്ഞിട്ടുള്ള അടങ്കൽ തുകയ്ക്കുള്ള ഒറ്റ പ്രവൃത്തി പൂർത്തിയാക്കിയിട്ടുള്ളവരായിരിക്കണം. പ്രസ്തുത പ്രവൃത്തി പൂർത്തീകരിച്ചതായി ആ പ്രവൃത്തിയുടെ എഗ്രിമെന്റ ് വെച്ച ഉദ്യോഗസ്ഥൻ സാക്ഷ്യപ്പെടുത്തുന്ന രേഖ അപേക്ഷയോടൊപ്പം സമർപ്പിച്ചാൽ മാത്രമേ മുൻയോഗ്യതയ്ക്കുള്ളതും ദർഘാസി നുള്ളതുമായ പ്രമാണങ്ങൾ നൽകുകയുള്ളു. അല്ലാതുള്ള അപേക്ഷകൾ പരിഗണിക്കുന്നതല്ല. മുൻയോഗ്യതാ നിർണ്ണയ ത്തിനുള്ള രേഖകൾ സമർപ്പിക്കുന്നതിനോടൊപ്പം താൻ ഏറ്റെടുത്തിട്ടുള്ള പ്രവൃത്തികൾ ഒന്നുംതന്നെ തന്റെ കുറ്റംമൂലം റദ്ദാക്കപ്പെട്ടിട്ടില്ല എന്ന് പ്രസ്താവിച്ചിട്ടുള്ള സത്യവാങ്മൂലം കരാറുകാർ/സ്ഥാപനങ്ങൾ സമർപ്പിക്കേ≠താണ്. പ്രവൃത്തി ക്കാവശ്യമായ എല്ലാ യന്ത്രസാമഗ്രികളുടേയും ഉപകരണ ങ്ങളുടേയും ഉടമസ്ഥത തെളിയിക്കുന്ന വിവരങ്ങൾ മുൻയോഗ്യത നിർണ്ണയത്തിനുള്ള രേഖകൾ സമർപ്പിക്കുന്ന തിനോടൊപ്പം ഹാജരാക്കേ≠താണ്.
പ്രത്യേക കാരണം കാണിക്കാതെ തന്നെ അപേക്ഷകന് മുൻയോഗ്യത നിരസിക്കുന്നതിനും അപേക്ഷകന്റെ പ്രവർത്തിക്കുള്ള ദർഘാസുകൾ നിരസിക്കുന്നതിനുമുള്ള അധികാരം താഴെ ഒപ്പുവച്ചിരിക്കുന്ന ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമാണ്. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ അടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സമയം വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്. മുൻയോഗ്യതാ നിർണ്ണയ പ്രമാണത്തിനോടൊപ്പം 50 രൂപയിൽ കുറയാത്ത തുകയ്ക്കുളള മുദ്രപത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി യഥാവിധം പൂരിപ്പിച്ച് ഒപ്പിട്ട് സമർപ്പിക്കേ≠തും സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ഇറിഗേഷൻ സൗത്ത് സർക്കിൾ, തിരുവനന്തപുരം എന്ന പേരിൽ ആവശ്യമായ നിരതദ്രവ്യം നിയമപ്രകാരം കെട്ടിവച്ചതിന്റെ രസീത് അടക്കം ചെയ്യേ≠തുമാണ്. മേൽപ്രകാരം ചെയ്യാത്തതായ ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. മുൻയോഗ്യത നിർണ്ണയിക്കുന്നതിനുള്ള ദർഘാസുകൾ മാത്രം 3-3-2010 വൈകുന്നേരം 4.30-ന് തുറക്കുന്നതും താഴെ ഒപ്പുവച്ചിട്ടുള്ള ഉദ്യോഗസ്ഥന്റെ ഓഫീസിലെ മൂല്യനിർണ്ണയത്തിനുശേഷം ജലസേചനവും ഭരണവിഭാഗവും ചീഫ് എഞ്ചിനീയർക്ക് ചീഫ് എഞ്ചിനീയർമാരുടെ മുൻയോഗ്യത നിർണ്ണയ കമ്മിറ്റിയുടെ അംഗീകാരത്തിനായി പിന്നീട് അയയ്ക്കുന്നതുമാണ.് ചീഫ് എഞ്ചിനീയർമാരുടെ കമ്മിറ്റി മുൻയോഗ്യത നിർണ്ണയിച്ച് അംഗീകരിക്കുന്ന കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവർത്തിക്കുള്ള ദർഘാസുകൾ മാത്രമേ പിന്നീട് തുറന്നു പരിശോധിക്കുകയുള്ളു. ചീഫ് എഞ്ചിനീയർമാരുടെ കമ്മിറ്റിയുടെ യോഗ്യതാ നിർണ്ണയത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ/സ്ഥാപനങ്ങളുടെ പ്രവർത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കാതെ തന്നെ നിരസിക്കുന്നതും ആ അപേക്ഷകർക്ക് അതിനുള്ള രസീത് നൽകി അവ തിരികെ വാങ്ങാവുന്നതുമാണ്. യോഗ്യത നിർണ്ണയിച്ച കാരാറുകാരുടെ/ സ്ഥാപനങ്ങളുടെ പ്രവർത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കുന്ന സമയവും തീയതിയും ബന്ധപ്പെട്ടവരെ മുൻകൂട്ടി അറിയിക്കു ന്നതായിരിക്കും. ജലവിഭവ വകുപ്പിലെ മുൻ യോഗ്യതാ നിർണ്ണയത്തിനെ സംബന്ധിച്ചും ദർഘാസിനെ സംബന്ധിച്ചും നിലവിലുള്ള എല്ലാ വ്യവസ്ഥകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും.
സെക്യൂരിറ്റി ഡെപ്പോസിറ്റിനുപുറമെ പത്തു ശതമാനം ബാങ്ക് ഗ്യാരന്റ ി കൂടി എഗ്രിമെന്റ ് വയ്ക്കുമ്പോൾ സമർപ്പിക്കേ≠താണ്.
