കേരള ഗവർണ്ണർക്കുവേ≠ി എക്സിക്യൂട്ടീവ് എഞ്ചിനീയർ, മൈനർ ഇറിഗേഷൻ ഡിവിഷൻ, കൊല്ലം താഴെ പറയുന്ന പ്രവൃത്തികൾക്ക് പൊതുമരാമത്ത്/ജലവിഭവ വകുപ്പിലെ രജിസ്റ്റർ ചെയ്തിട്ടുളള നി›ിത യോഗ്യതയുളള അംഗീകൃത കരാറുകാരിൽ നിന്നും മത്സരസ്വഭാവമുള്ള ദർഘാസുകൾ പ്രവൃത്തിയുടെ പേര് ആലേഖനം ചെയ്തിട്ടുള്ള മുദ്രവച്ച കവറുകളിൽ 14-7-2010 വൈകുന്നേരം 4 മണിവരെ രജിസ്റ്റർ ചെയ്ത തപാലിൽ ക്ഷണിച്ചുകൊളളുന്നു. കൊറിയർ വഴിയോ നേരിട്ടോ സമർപ്പിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല.
തപാലിൽ ഉ≠ാകുന്ന കാലതാമസങ്ങൾക്ക് ഈ ഓഫീസ് ഉത്തരവാദിയായിരിക്കുന്നതല്ല. ദർഘാസുകൾ സ്വീകരിക്കുന്ന ദിവസം അവധിയായാൽ അതിന്റെ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം 4 മണി വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്.
താഴെ പറയുന്ന പ്രവൃത്തികൾക്ക് അനുവദിക്കാവുന്ന പരമാവധി അധികനിരക്ക് 2009-ലേയും 2010-ലേയും ഷെഡ്യൂൾ ഓഫ് റേറ്റുകൾ തമ്മിലുള്ള വ്യത്യാസമായിരിക്കും.

Tender for pre-qualification and execution of the following work is invited by the Superintending Engineer, Project Circle, Piravom on behalf of Governor of Kerala from financially sound and well experienced registered 'A' Class Contractors/Firms of Kerala Water Resources/Public Works Department, who have satisfactorily completed atleast 'Single Similar Work' costing 50 (fifty) percentage of Estimate P. A. C. of the concerned work, without considering tender variation. The EMD for the work is Rs. 50,000.

1 Earth work Excavation 5953 M36th JULY 2010] IRRIGATION DEPARTMENT 320 Tender form and other details can be obtained on specific days mentioned, from the office of the undersigned in Office hours. Additional copy of tender form can be obtained by paying Rs. 25,000 + VAT. Tender form should not be exchanged to other tenderers, preliminary agreement in stamp paper worth Rs. 100 duly signed should be enclosed along with the tender form while submitting the same. All tender conditions prevailing in the Public Works/Irrigation Departments will be binding to this tender.
CONDITIONS
1. Registered 'A' Class Contractors/Firms in Water Resources Department/Kerala Public Works Department who have experience in carrying out large works and who consider themselves capable of carrying out these works may obtain P. Q. Documents and the tender documents from the office of the undersigned on the date and time noted for the work on payment of Rs. 50,000 + VAT in cash directly. Those who require further copies of the documents may deposit Rs. 25,000 + VAT for each additional copies.
2. Prospective contractors/firms should have completed at least 'Single Similar Work' with original estimate PAC (without considering Tender Variation) of 50% of the PAC for each work within the last 5 years. A Certificate to this effect from the Agreement Executing Authority of the completed work, shall invariably be submitted along with the application for P. Q. Documents and tender documents, failing which the P. Q. Documents will not be issued to him/them (applicant). Applications without this certificate will not be considered. The contractors/firms should attach an affidavit along with the P. Q. Documents stating whether or not any works carried out by him/them were terminated due to his/their fault so far. Documents showing ownership of the essential Plants and Machineries required for the work should be submitted along with the P. Q. Documents.
3. The duly filled up pre-qualification documents (3 copies) along with EMD and Preliminary agreement in one sealed cover and tender for work in another sealed cover writing clearly over the cover specifying whether it contains P. Q. Documents or tender documents with name of bidder and name of work and then enclosing these two covers in a single cover duly superscribing the name of work and name of contractor and send the same by Registered Post so as to reach it in the Office of the undersigned before the date and time noted for the work. The P. Q. Documents and tender documents received after the time notified above will not be considered under any circumstances. The tenders received after the stipulated date and time due to postal delays or any other reason will not be considered. The department shall not be responsible for postal delays. Tender documents submitted through Courier Service or directly will not be accepted. The undersigned reserves the right to deny the issue of application for pre-qualification of any of the applicants and to reject the tender submitted by any of the applicant without assigning any reason thereto. If the last date of receipt of the tender happens to be a holiday, tenders will be received upto the stipulated time on the next working day. Preliminary agreement on stamp paper worth Rs. 50 duly filled up and signed and sufficient Earnest Money Deposit duly pledged in favour of Superintending Engineer, Project Circle, Piravom should be enclosed along with the tender documents for the works.
4. Only those tenders for works submitted by contractors/firms who are pre-qualified by the Chief Engineers Committee shall be opened and scrutinized later on. Tender of works of contractors/firms who have not been pre-qualified will be summarily rejected without opening the tenders and will be returned to be tenderers on proper receipt. Those who intended to form consortium or joint venture, agreement, should obtain prior approval of the Superintending Engineer before obtaining the tender documents. The date and time of opening of tenders of work will be intimated well-in-advance to the concerned contractor/firm who are pre-qualified.
5. Besides security deposit, 10% of the accepted P.A.C. as Bank guarantee should be submitted by the selected bidder at the time of executing agreement and the same should be valid for the entire period of completion of the work. All the conditions contained in G. O. (P) No. 84/97 dated 19-8-1997, G. O. (P) No. 13/98/PWD dated 21-2-1998, G. O. (Ms.) No. 43/99/Ird. dated 9-6-1999, G. O. (Ms.) No. 2/2005/PWD dated 7-1-2005 and other rules prevailing with regard to tender for works in Water Resources Department and Public Works Department will be applicable for this tender also. For getting tender documents original copy of Contractor's Licence should be produced.
6. The conditions laid down in Government Order No. 972/2010/PWD, Thiruvananthapuram, dated 16-6-2010 will be applicable to this Tender.

നിബന്ധനകൾ
1. കേരള ജലവിഭവ വകുപ്പിലോ പൊതുമരാമത്ത് വകുപ്പിലോ 'എ' ക്ലാസ്സ് രജിസ്ട്രേഷനുള്ളവരും ബൃഹത്തായ പണികളും മറ്റും ചെയ്ത് മുൻപരിചയ മുള്ളവരും ഈ പ്രവൃത്തി ചെയ്യാൻ ശേഷിയു≠െന്ന് സ്വയം ബോദ്ധ്യമുള്ളവരുമായ കരാറുകാർ/സ്ഥാപനങ്ങൾ താഴെ ഒപ്പ് വച്ചിട്ടുള്ള ഉദ്യോഗസ്ഥന്റെ ഓഫീസിൽ നിന്നും മുൻയോഗ്യത നിർണ്ണയിക്കുന്നതിനുള്ള രേഖകളും മുകളിൽ പറഞ്ഞിരിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളും പ്രവൃത്തി ദിവസങ്ങളിൽ 50,000 രൂപ + മൂല്യവർദ്ധിത നികുതി അടച്ച് അപേക്ഷി ച്ചാൽ ലഭിക്കുന്നതായിരിക്കും. കൂടുതൽ കോപ്പി ആവശ്യമുള്ളവർ കോപ്പി ഒന്നിന് 25,000 രൂപ + മൂല്യവർദ്ധിത നികുതി അടച്ച് അപേക്ഷിച്ചാൽ ലഭിക്കുന്ന താണ്.
2. തൽപ്പരരായ കരാറുകാർ/സ്ഥാപനങ്ങൾ പ്രവൃത്തികളുടെ അടങ്കൽ തുകയുടെ 50 ശതമാനമെങ്കിലും അടങ്കൽ തുകയുള്ള (ടെ≠ർ വ്യതിയാനം പരിഗണി ക്കാതെ) 'സമാനമായ ഒരു പ്രവൃത്തിയെങ്കിലും' കഴിഞ്ഞ 5 വർഷത്തിനുള്ളിൽ പൂർത്തിയാക്കിയിട്ടുള്ള വരായിരിക്കണം. പ്രസ്തുത പണി പൂർത്തീകരിച്ചതായി ആ പണിയുടെ എഗ്രിമെന്റ ് വച്ച ഉദ്യോഗസ്ഥൻ സാക്ഷ്യപ്പെടുത്തുന്ന രേഖ അപേക്ഷയോടൊപ്പം സമർപ്പിച്ചാൽ മാത്രമേ മുൻയോഗ്യതയ്ക്കുള്ളതും ദർഘാസിനുള്ളതുമായ പ്രമാണങ്ങൾ നൽകുകയുള്ളു. അല്ലാതെയുള്ള അപേക്ഷകൾ പരിഗണിക്കുന്നതല്ല. മുൻയോഗ്യതാ നിർണ്ണയത്തിനുള്ള അപേക്ഷകൾ സമർപ്പിക്കുന്നതിനോടൊപ്പം താൻ ഏറ്റെടുത്തിട്ടുള്ള പണികൾ ഒന്നുംതന്നെ തന്റെ കുറ്റംമൂലം റദ്ദാക്കപ്പെട്ടിട്ടില്ല എന്ന് പ്രസ്താവിച്ചിട്ടുള്ള സത്യവാങ്മൂലം കരാറുകാർ/ സ്ഥാപനങ്ങൾ സമർപ്പിക്കേ≠താണ്. പ്രവൃത്തിക്ക് ആവശ്യമായ എല്ലാ യന്ത്രസാമഗ്രികളുടെയും ഉപകരണ ങ്ങളുടെയും ഉടമസ്ഥത തെളിയിക്കുന്ന വിവരങ്ങൾ മുൻയോഗ്യത നിർണ്ണയിക്കുന്നതിനുള്ള രേഖകൾ സമർപ്പിക്കുന്നതിനോടൊപ്പം ഹാജരാക്കേ≠താണ്.

6. സർക്കാർ ഉത്തരവ് (സാധാ) നമ്പർ 972/2010/പൊ.മ.വ. തിരുവനന്തപുരം തീയതി 16-6-2010-ലെ നിബന്ധനകൾ ഈ ദർഘാസിനും ബാധകമായിരിക്കും.

Tenders will be opened by the Superintending Engineer or the Officer authorized by him in the presence of the tenderers or their authorized agents present at that time. If the last date of receipt of tender happens to be holiday, tenders will be received and opened on the next working day. The firm period of the tenders will be 4 months from the date of receipt of the tender.
Tender documents and other details of tenders can be obtained from the office of the undersigned. Tender documents sold to one party are not transferable to another. Written application quoting Registration Number and enclosing Registration Card should be produced for obtaining the tender forms. Tenders should be enclosed with a preliminary agreement in Stamp Paper worth Rs. 100 and sufficient E.M.D. pledged in favour of Superintending Engineer, Minor Irrigation Central Circle, Ernakulam. Tenders without sufficient E.M.D. and Preliminary Agreement will be summarily rejected. As per 1989 Kerala Construction Workers Welfare Fund Rule (2), the Contractor is liable to remit 1% of the total expenditure of work done towards the KCWW Fund. All Rules and regulations of tenders prevailing in the Irrigation Department/PWD are applicable to this tender also.

കേരള പൊതുമരാമത്ത് വകുപ്പിലും ജലസേചന വകുപ്പിലും ദർഘാസുകൾ സംബന്ധിച്ച് നിലവിലുള്ള നിബന്ധനകൾ ഈ ദർഘാസിനും ബാധകമാണ്. 16-6-2010-ലെ കേരള സർക്കാർ ഉത്തരവ് (സാധാ) നമ്പർ 972/2010/പൊ.മ.വ. പ്രകാരമുള്ള അധിക തുക മേൽപ്പറഞ്ഞ ടെ≠റുകൾക്ക് അനുവദിക്കുന്നതായിരിക്കും.

കേരള ഗവർണ്ണർക്കുവേ≠ി കോഴിക്കോട് ജലസേചന വിഭാഗം ഉത്തരമേഖലാ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ താഴെ പറയുന്ന പ്രവർത്തികൾക്ക് കേരള ജലസേചന വകുപ്പിലോ പൊതുമരാമത്ത് വകുപ്പിലോ രജിസ്റ്റർ ചെയ്തപ്രകാരം അർഹതപ്പെട്ട തരം കരാറുകാരിൽനിന്നും മത്സരസ്വഭാവമുള്ള ദർഘാസുകൾ പ്രവർത്തിയുടെ പേര് ആലേഖനം ചെയ്തിട്ടുള്ള മുദവച്ച കവറുകളിൽ രജിസ്ട്രേഡ് തപാൽവഴി ക്ഷണിച്ചു കൊള്ളുന്നു. കൊറിയർ തപാലുകൾ സ്വീകരിക്കുന്നതല്ല. തപാലിൽ ഉ≠ാകുന്ന കാലതാമസങ്ങൾക്ക് ഈ വകുപ്പ് ഉത്തരവാദിയായിരിക്കുന്നതല്ല. ദർഘാസിന്റെ കാലാവധി അതു സ്വീകരിക്കുന്ന അവസാന തീയതിമുതൽ നാലുമാസംവരെ ആയിരിക്കും.
ദർഘാസ് നമ്പരും പ്രവർത്തിയുടെ പേരും അടങ്കൽ തുകയും—എസ്.ഇ.എെ.കെ. 2/2010-11—ഇറിഗേഷൻ ഡിവിഷൻ, മലപ്പുറം— വിനോദസഞ്ചാരവകുപ്പ്— മലപ്പുറം ജില്ലയിലെ നിള ഹെറിട്ടേജ് ടൂറിസം സർക്യൂട്ട് (ഭാരതപുഴ)— വികസന പദ്ധതി—ബലിതർപ്പണ കടവ് നിർമ്മാണം—രൂപ 44,50,000.
നിരതദ്രവ്യം—രൂപ 50,000. ദർഘാസ് പ്രമാണത്തിന്റെ വില—രൂപ 6,700 + വാറ്റ് ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന തീയതിയും സമയവും—4-8-2010 വൈകുന്നേരം 4 മണിവരെ.

ദർഘാസ് പ്രമാണങ്ങളും മറ്റു വിവരങ്ങളും ഈ ഓഫീസിൽനിന്ന് 29-7-2010 ഉച്ചയ്ക്ക് 1 മണിവരെ ദർഘാസ് ഫോറത്തിന്റെ വില രൊക്കമായോ മണി ഓർഡർ ആയോ അടച്ച് രേഖാമൂലം അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്. ദർഘാസ് പ്രമാണത്തിനുവേ≠ി അടയ്ക്കുന്ന തുക യാതൊരു കാരണവശാലും തിരികെ ലഭിക്കുന്നതല്ല. ദർഘാസുകൾ 4-8-2010-ന് വൈകുന്നേരം 4 മണിവരെ മാത്രമേ സ്വീകരിക്കുകയുള്ളു. ദർഘാസുകൾ 4-8-2010-ന് വൈകുന്നേരം 4.30 മണിക്ക് സന്നിഹിത രായിട്ടുള്ള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്. മുകളിൽ പറഞ്ഞിരിക്കുന്ന ദർഘാസ് തീയതികളിൽ ഏതെങ്കിലും ദിവസം സർക്കാർ അവധി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ അതിന് തൊട്ടുപിന്നീടുള്ള പ്രവൃത്തിദിവസം ടി സമയത്ത് ദർഘാസുകൾ നടത്തുന്നതാണ്.
ദർഘാസിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്ന കരാറുകാർ (ലേബർ കോൺട്രാക്ട് സൊസൈറ്റി ഉൾപ്പെടെ) അവരുടെ കോൺട്രാക്ട് രജിസ്ട്രേഷൻ സർട്ടിഫിക്കറ്റിന്റെ ഒറിജിനൽ ഹാജരാക്കേ≠താണ്. ലേബർ കോൺട്രാക്ട് സൊസൈറ്റികൾ അവർ ഏറ്റെടുത്തിരിക്കുന്ന പണികളുടെ ആകെ അടങ്കൽ തുകയുടെ സർട്ടിഫിക്കറ്റ് അതാത് രജിസ്ട്രാറിൽ നിന്നുവാങ്ങി ദർഘാസ് ഫോറത്തിനുള്ള അപേക്ഷയോടുകൂടി സമർപ്പിക്കേ≠താണ്. ദർഘാസ് പ്രമാണങ്ങൾ അംഗീകൃത കരാറുകാർക്ക് മാത്രം ലഭിക്കുന്നതും അവ കൈമാറ്റം ചെയ്യാൻ പാടില്ലാത്തതു മാകുന്നു. നിരതദ്രവ്യം പണമായി സ്വീകരിക്കുന്നതല്ല. സൂപ്ര≠ിംഗ് എഞ്ചിനീയറെ അധികാരപ്പെടുത്തിയതും ആവശ്യമായ സ്റ്റാമ്പ് പതിച്ച് ഒപ്പിട്ടതുമായ നിരതദ്രവ്യം ദർഘാ സിനോടൊപ്പം സമർപ്പിക്കേ≠താണ്. കരാറുകാർ ദർഘാസിനോ ടൊപ്പം 100 രൂപ വിലയുള്ള മുദ്രപത്രത്തിൽ പ്രാഥമിക ഉടമ്പടികൂടി സമർപ്പിക്കേ≠താണ്. മേൽപ്പറഞ്ഞ വ്യവസ്ഥകൾ പാലിക്കാത്തതും നേരിട്ടു സമർപ്പിക്കുന്നതുമായ ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല. കേരള ജലസേചന വകുപ്പിൽ ദർഘാസു കളെ സംബന്ധിച്ച് നിലവിലുള്ള എല്ലാ ചട്ടങ്ങളും നിബന്ധന കളും ഈ ദർഘാസിനും ബാധകമായിരിക്കുന്നതാണ്.
