No. 82. In that Notification, Locality, Sy. No. with Sub Division, Extent and Northern boundary were shown erroneously. Whereas the correct Locality, Sy. No. with Sub Division, Extent and Northern boundary are shown in the schedule above. The Erratum Notification is published with the intention to achieve the above objective.

The Tender/Auction will be conducted subject to the terms and conditions of the auction sale of timber in Government Depots and as published by the Chief Conservator of Forests (P), Thiruvananthapuram vide No. Pro. (5)-6835/2009 dated 2-12-2009 in Kerala Gazette No. 50 dated 22-12-2009 in Forest Sheet from 669 to 675 and also as per the existing conditions regarding tender/auction in the Forest Department. Any conditions regarding tender/ auction published by the Department after the publication of this notification will also be applicable to this tender/auction.
In case the notified dates happens to be a public holiday, the sale will be conducted on the next working day at the notified place and time.
But if the produce could not be sold in full or the tender/auction could not be conducted on that date the produce will be sold on the alternate date specified above.
Intending tenderers/bidders are bound to remit K VAT, K.F.D. Tax, Income tax and other Taxes inforce from time to time. The Government Orders if any regarding the Tender/Auction sale issued after date of this notification will be applicable for this tender/auction also. The works in the above plantations are in good progress. Hence more quantity of produce can be presented than the notified quantity in proposed tender/auction.

ലേലത്തിൽ പങ്കെടുക്കണമെന്നാഗ്രഹിക്കുന്നവർ ലേലത്തിന് മുൻപായി ഉൽപ്പന്നങ്ങൾ അട്ടിവച്ചിരിക്കുന്നത് പരിശോധിച്ച് അവയുടെ നൽപ്പുനിൽപ്പുകൾ ബോദ്ധ്യപ്പെട്ടുകൊള്ളേ≠താണ്. ഉൽപ്പന്നങ്ങളുടെ ഗുണനിലവാരത്തെ സംബന്ധിച്ച് ലേലത്തിനുശേഷം ഉ≠ാകുന്ന പരാതികൾ പരിഗണിക്കുന്നതല്ല.
ലേലത്തിൽ പങ്കെടുക്കണമെന്നാഗ്രഹിക്കുന്നവർ അവരുടെ സ്ഥിരമായ മേൽവിലാസവും കയ്യൊപ്പും സാക്ഷ്യപ്പെടുത്തിയ സർട്ടിഫിക്കറ്റും ബന്ധപ്പെട്ട വില്ലേജാഫീസറിൽനിന്നും വാങ്ങി നിരതദ്രവ്യം കെട്ടിവയ്ക്കുന്നതിനു മുൻപായി ഹാജരാക്കേ≠താണ്. ഇപ്രകാരമുള്ള സർട്ടിഫിക്കറ്റ് ഹാജരാക്കാത്തവരെ ലേലത്തിൽ പങ്കെടുക്കുവാൻ അനുവദിക്കുന്നതല്ല.
ലേലക്കാർ അതാതു കാലത്ത് പ്രാബല്യത്തിലുള്ള വിൽപ്പന നികുതിയും വനവികസന നികുതിയും മറ്റ് നികുതികളും കൊടുക്കുന്നതിന് ബാദ്ധ്യസ്ഥരായിരിക്കും. ടി തോട്ടങ്ങളിൽ ജോലികൾ പുരോഗമിക്കുന്നതിനാൽ ഈ വി⁄ാപനത്തിൽ പരസ്യപ്പെടുത്തിയതിനേക്കാളും കൂടുതൽ ഉൽപ്പന്നങ്ങൾ പ്രസ്തുത ലേലത്തിൽ വിൽപ്പനയ്ക്ക് പ്രതീക്ഷിക്കാവുന്നതാണ്.

CONDITIONS
1. Before participating in the tender-cum-auction sale, intending tenderers/bidders should satisfy themselves of the quality of the vehicle after personal inspection with prior permission of the Divisional Forest Officer, Achencovil. 3. Intending tenderers/bidders should deposit the EMD by cash in the office of the undersigned for participation in tender/auction.
4. Tenders received after the due date and time will not be entertained.
5. Incomplete or defective tenders will not be considered.
6. EMD of successful bidders will be adjusted towards the sale value and EMD of the unsuccessful bidders/tenderers shall be returned after auction sale.
7. If the amount offered is less than the EMD, balance EMD will be returned on the same day.
8. Information will be sent to successful bidders/ tenderers, soon on confirmation of the sale by the competent authority.
9. The successful Bidder/tenderer should remit the balance amount and taxes and remove the vehicle within 15 days from the date of receipt of intimation of the confirmation.

If the vehicle is not removed within 15 days after remitting the balance amount, taxes etc. as above, another 15 days will be allowed by the Divisional Forest Officer, Achencovil for remittance of balance amount and removal of vehicle after realization of 18 % of interest and ground rent of Rs. 20 per day.
Post offers received within three days of the auction/ tender date shall only be accepted, subject to the following conditions:
(a) Post offer is entertainable only if the post offer amount is above 10% in the case of amount of tender/auction is more than one lakh and only if the post offer amount is more than 20% where the bid/tender amount is less than Rupees One lakh.
(b) Post offer with Demand Draft drawn in favour of Divisional Forest Officer, Achencovil and payable at SBT, Punalur for the full amount offered, alone shall be entertained.
(c) A separate agreement to the above effect should be executed along with the post offer on that day of submission of the post offer.
(d) Re-auction/re-tender will be conducted after retaining the full amount deposited as per the above condition as security deposit. The sale shall be confirmed in the name of person who offers highest amount in the post offer, if the amount fetches in the re-auction/re-tender sale is less than the amount in the post offer. The amount deposited as per Demand Draft by the post offerer shall be adjusted towards the sale value. If the amount offered in the re-auction/ re-tender is more, the re-auction/re-tender shall be confirmed in the name of such tenderer/bidder and the full amount deposited by the post offerer shall be returned.
(e) All conditions of tender/auction shall be applicable in the post offer also.

2. ദർഘാസ് ഫോറം ആവശ്യമുള്ളവർ അവരെ തിരിച്ചറി യുന്നതിന് ബന്ധപ്പെട്ട വില്ലേജാഫീസിൽ നിന്നും ലഭിച്ച മേൽവിലാസവും കയ്യൊപ്പും സാക്ഷ്യപ്പെടുത്തിയ സർട്ടിഫിക്കറ്റോ മറ്റു നിയമാനുസൃത രേഖകളോ ഹാജരാക്കേ≠താണ്.

7. ദർഘാസ് സ്വീകരിച്ച ശേഷം ദർഘാസുകാരിൽ സ്ഥല ത്തുള്ളവരെ മാത്രം ഉൾപ്പെടുത്തി ലേലം നടത്തുന്നതും അതിനുശേഷം ദർഘാസുകൾ തുറക്കുന്നതുമാണ്. ദർഘാസ്/ലേലത്തുക തൃപ്തികരമാണെങ്കിൽ ദർഘാസ്/ ലേലം താൽക്കാലികമായി ഉറപ്പിച്ച് അംഗീകാരത്തിനായി മേലധികാരിക്ക് ശുപാർശ ചെയ്യുന്നതാണ്. മറ്റു ദർഘാസുകാരുടെ നിരതദ്രവ്യം അന്നേദിവസംതന്നെ തിരികെ നൽകുന്നതാണ്.
8. ദർഘാസ്/ലേലസംഖ്യ 10,000 (പതിനായിരം) രൂപയോ അതിൽ കുറവോ ആണെങ്കിൽ മുഴുവൻ തുക (നിരത ദ്രവ്യം ഉൾപ്പെടെ) ദർഘാസ് തുറക്കുന്ന ദിവസം തന്നെ ഒടുക്കേ≠താണ്. ദർഘാസ് സംഖ്യ 10,000 രൂപയിൽ കൂടുതലാണെങ്കിൽ നിരതദ്രവ്യം ഉൾപ്പെടെ ദർഘാസ്/ലേലസംഖ്യയുടെ പകുതി അഥവാ ഏറ്റവും കുറഞ്ഞത് 10,000 (പതിനായിരം) രൂപ ദർഘാസ്/ലേല ദിവസം തന്നെ ഒടുക്കേ≠തും ബാക്കി തുകയും മറ്റു നികുതികളും ദർഘാസ്/ലേലം അംഗീകരിച്ചതായ അറിയിപ്പ് നോട്ടീസ് തീയതി മുതൽ 15 ദിവസത്തിനകം സർക്കാരിലേക്ക് ഒടുക്കി വാഹനം ഏറ്റുവാങ്ങേ≠തുമാണ്. ഇപ്രകാരം വാഹനം നീക്കം ചെയ്യുന്നില്ലായെങ്കിൽ ദർഘാസ്/ലേലക്കാരൻ ആവശ്യപ്പെടുന്നപക്ഷം മറ്റൊരു 15 ദിവസംകൂടി അനുവദിക്കുന്നതാണ്. ഇപ്രകാരം ദീർഘിപ്പിച്ചു നൽകുന്ന കാലത്തേക്ക് 18% പിഴപലിശയും ദിവസം 20 (ഇരുപത്) രൂപ ക്രമത്തിൽ തറവാടകയും ഈടാക്കുന്നതായിരിക്കും. ഇതിൽ വീഴ്ച വരുത്തു ന്ന പക്ഷ ം ന ി ര ത ്ര ദ വ ്യ ം ഉ ൾ െ പ്പ െ ട അ ട ച്ച ി ട്ട ുള്ള തുക ക≠ുകെട്ടുന്നതും ദർഘാസ്/ലേലക്കാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർലേലം ചെയ്യുന്നതും തൻമൂലം സർക്കാരിനു≠ാകുന്ന നഷ്ടം വീഴ്ച വരുത്തിയ ദർഘാസ്/ലേലക്കാരന്റെ പക്കൽ നിന്നും ഈടാക്കുന്നതും നിയമ നടപടി സ്വീകരിക്കുന്ന തുമാണ്. പുനർ ലേലത്തിൽ ലാഭമു≠ായാൽ ആയതിന് ദർഘാസ്/ലേലക്കാരന് യാതൊരു അവകാശവും ഉ≠ായിരിക്കുന്നതല്ല.
9. ഏറ്റവും കൂടിയ തുക വാഗ്ദാനം ചെയ്യുന്ന ദർഘാസ്/ ലേലക്കാരൻ മേൽപ്പറഞ്ഞ വിധം ദർഘാസ് തുക ഒടുക്കുന്നതിന് തയ്യാറാകാതിരുന്നാൽ ടിയാൻ ഒടുക്കിയ നിരതദ്രവ്യം സർക്കാരിലേക്ക് ക≠ുകെട്ടി മുതൽ കൂട്ടുന്നതും ദർഘാസ്/ലേലത്തിൽ അടുത്ത കൂടുതൽ തുക വാഗ്ദാനം ചെയ്ത ദർഘാസ്/ലേലക്കാരന്റെ പേരിൽ താൽക്കാലികമായി ഉറപ്പിക്കുന്നതുമായിരിക്കും. ഇപ്രകാരം ക≠ുകെട്ടുന്ന തുകയ്ക്ക് വീഴ്ച വരുത്തുന്ന ദർഘാസ്/ലേലക്കാരന് യാതൊരുവിധ അവകാശവും ഉ≠ായിരിക്കുന്നതല്ല.

നിലമ്പൂർ സൗത്ത് ഡിവിഷനിലെ വിവിധ വനം കേസുകളിലുൾപ്പെട്ടതും 1961-ലെ കേരള വന നിയമം 61എ വകുപ്പനുസരിച്ചും 1972-ലെ വന്യജീവി സംരക്ഷണ നിയമ പ്രകാരവും കേസുകൾ നടന്നുകൊ≠ിരിക്കുന്നതുമായ താഴെ പട്ടികയിൽ വിവരിക്കുന്ന വാഹനങ്ങൾ ഇപ്പോഴുളള സ്ഥിതിയിലും അവസ്ഥയിലും ദർഘാസ്/ലേലാടിസ്ഥാനത്തിൽ 11-8-2010-ാം തീയതി വൈകുന്നേരം 3.30-ന് ബഹു. സുപ്രീം കോടതിയുടെ MACA-1458/08 തീയതി 2-12-2008 ആയുള്ള വിധിയുടേയും കേരള സർക്കാരിന്റെ 89584/08/ഹോം തീയതി 5-1-2009-ലെ സർക്കുലറിലെ നിർദ്ദേശത്തിന്റെയും വെളിച്ചത്തിൽ വിൽപ്പന നടത്തുന്നതായിരിക്കും. ആയതിനായി മത്സര സ്വഭാവമുളള സീൽ ചെയ്ത ദർഘാസുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു. പട്ടികയിൽ പറയുന്ന ഓരോ വാഹനങ്ങൾക്കും വെവ്വേറെ ദർഘാസുകൾ സമർപ്പിക്കേ≠താണ്. ദർഘാസ് ഫോറങ്ങൾ ലേലദിവസം ഉച്ചയ്ക്ക് ഒരു മണിവരെ നിലമ്പൂർ സൗത്ത് ഡിവിഷനിൽനിന്നും ഓഫീസ് സമയങ്ങളിൽ ലഭിക്കുന്നതാണ്. പൂരിപ്പിച്ച ദർഘാസ് ഫോറങ്ങൾ ദർഘാസ്/ലേല ദിവസം വൈകുന്നേരം 3 മണിവരെ തിരികെ സ്വീകരിക്കുന്നതും അന്നേദിവസം നിരതദ്രവ്യം അടച്ച് ദർഘാസ് സമർപ്പിച്ചവരെ മാത്രം ഉൾപ്പെടുത്തിക്കൊ≠് നിലമ്പൂർ സൗത്ത് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥരോ പ്രസ്തുത വാഹനങ്ങൾ ലേലം ചെയ്യുന്നതും ലേലത്തിനുശേഷം ദർഘാസ് തുറക്കുന്നതുമായിരിക്കും. ലേലത്തിലോ ദർഘാസിലോ കൂടുതൽ തുക വാഗ്ദാനം ചെയ്തവരുടെ പേരിൽ അധികാരപ്പെട്ട ഉദ്യോഗസ്ഥന്റെ അന്തിമ ഉത്തരവിന് വിധേയമായി വിൽപ്പന ഉറപ്പിക്കുന്നതായിരിക്കും. ഏതെങ്കിലും കാരണവശാൽ ടെ≠ർ-കം-ലേലം അന്നേ ദിവസം നടന്നില്ലെങ്കിൽ ആയത് പട്ടികയിൽ വിവരിക്കുന്ന തീയതിയിൽ മുകളിൽ പരാമർശിച്ച സ്ഥലത്തും സമയത്തും അതേ വ്യവസ്ഥകളോടെ നടത്തുന്നതായിരിക്കും. ദർഘാസ്/ ലേലം സംബന്ധിച്ച കൂടുതൽ വിവരങ്ങൾ നിലമ്പൂർ സൗത്ത് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽനിന്നും ഓഫീസ് സമയങ്ങളിൽ ലഭിക്കുന്നതാണ്.
വ്യവസ്ഥകൾ
1. വിൽപ്പനയിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ ലേലത്തിന്/ദർഘാസ് സമർപ്പിക്കുന്നതിന് മുമ്പായി ബന്ധപ്പെട്ട റെയിഞ്ചാഫീസറുടെ അനുവാദത്തോടെ വാഹനങ്ങൾ ആഫീസ് സമയങ്ങളിൽ പരിശോധിച്ച് ബോദ്ധ്യം വരുത്തേ≠താണ്. ലേലം ഉറപ്പിച്ചതിനുശേഷം വാഹനത്തെ സംബന്ധിക്കുന്ന യാതൊരു പരാതിയും സ്വീകരിക്കുന്നതല്ല.
2. ദർഘാസ് ഫോറം ആവശ്യമുള്ളവർ ബന്ധപ്പെട്ട വില്ലേജ് ആഫീസർ അനുവദിച്ച സാക്ഷ്യപത്രമോ തിരഞ്ഞെടുപ്പ് കമ്മീഷൻ അനുവദിച്ച തിരിച്ചറിയൽ കാർഡോ പാസ്പോർട്ടിന്റെ പകർപ്പോ സഹിതം അപേക്ഷിക്കേ≠താണ്.
3. പൂരിപ്പിച്ച ദർഘാസ് ഫോറം സമർപ്പിക്കുന്നതിനോടൊപ്പം നിരതദ്രവ്യം പണമായി ഒടുക്കേ≠താണ്. നി›ിത സമയത്തിനുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല.
4. ദർഘാസ്/ലേലസംഖ്യ നിരതദ്രവ്യ സംഖ്യയ്ക്ക് തുല്യമോ നിരതദ്രവ്യ സംഖ്യയിൽ കുറവോ ആണ് വരുന്നതെങ്കിൽ ദർഘാസ്/ലേലസംഖ്യ പൂർണ്ണമായും ലേലദിവസം തന്നെ ഒടുക്കേ≠താണ്. ദർഘാസ്/ലേലസംഖ്യ നിരതദ്രവ്യ സംഖ്യയിൽ കൂടുതലാണെങ്കിൽ ദർഘാസ്/ലേല സംഖ്യയുടെ 50 ശതമാനമോ നിരതദ്രവ്യ സംഖ്യയോ ഏതാണ് അധികമെങ്കിൽ ആ തുക ലേല ദിവസംതന്നെ ഒടുക്കേ≠താണ്.
5. ദർഘാസ് സ്വീകരിക്കുന്നതിനും നിരാകരിക്കുന്നതിനും ആവശ്യമെങ്കിൽ കാരണം ബോധിപ്പിക്കാതെ റദ്ദാക്കുന്ന തിനുമുളള അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമാണ്.
6. വിൽപ്പന അംഗീകരിച്ചതായി അറിയിപ്പുകിട്ടി 15 ദിവസത്തിനകം ബാക്കി ലേലസംഖ്യകളും നിയമാനു സൃതമുളള നികുതികളുമടച്ച് വാഹനം നീക്കം ചെയ്യേ≠താണ്. ലേലക്കാർ ആവശ്യപ്പെടുന്നപക്ഷം പിഴപലിശയ്ക്കും തറവാടകയ്ക്കും വിധേയമായി വാഹനം നീക്കം ചെയ്യുന്നതിന് 15 ദിവസം കൂടി സമയം ഡി. എഫ്. ഒ. അനുവദിക്കുന്നതായിരിക്കും. ഇപ്രകാരം ദീർഘിപ്പിച്ചു നൽകുന്ന കാലത്തേക്ക് ബാക്കി സംഖ്യയ്ക്ക് 12% പലിശയും ദിവസം (20) ഇരുപത് രൂപ ക്രമത്തിൽ തറവാടകയും ഈടാക്കുന്നതായിരിക്കും. എന്നാൽ അതിനുശേഷം അവധി അനുവദിക്കുന്നതല്ല. ഈ സമയപരിധിക്കകം നീക്കം ചെയ്യാത്ത വാഹനം മുൻലേലക്കാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർ ലേലം ചെയ്ത് വിൽപ്പന നടത്തുന്നതും മുൻലേലത്തുക സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതുമാണ്. പുനർലേലം കൊ≠് സർക്കാരിന് ഏതെങ്കിലും വിധത്തിലുളള നഷ്ടം വരികയാണെങ്കിൽ നഷ്ടം മുൻലേലക്കാരനിൽ നിന്നും ഈടാക്കുന്നതിനുളള നടപടികൾ സ്വീകരിക്കു ന്നതും ലാഭം കിട്ടുകയാണെങ്കിൽ മുൻ ലേലക്കാരന് ആയതിന് യാതൊരർഹതയും ഉ≠ായിരിക്കുന്നതല്ല.
7. ദർഘാസ്/ലേലത്തീയതി ഒരു പൊതു അവധിയായി വരികയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവർത്തി ദിവസം പ്രസ്തുത സ്ഥലത്തും സമയത്തും അതേ വ്യവസ്ഥ കളോടെ ദർഘാസ്/ലേലം നടത്തുന്നതായിരിക്കും.
8. പട്ടികയിൽ പരാമർശിച്ച വാഹനങ്ങളിൽനിന്നും ഏതെങ്കിലും ഒഴിവാക്കുന്നതിനും പുതിയവ കൂട്ടിച്ചേർക്കുന്നതിനുമുളള അധികാരം നിലമ്പൂർ സൗത്ത് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർക്ക് ഉ≠ായിരിക്കു ന്നതാണ്.
9. ദർഘാസ് സംബന്ധിച്ച് ഫോറസ്റ്റ് ഡിപ്പാർട്ട്മെന്റിൽ നിലവിലുളള പൊതുനിയമങ്ങളും മറ്റു നിബന്ധനകളും ഈ ദർഘാസ്/ലേലത്തിനും ബാധകമായിരിക്കും.
10. ലേലത്തിലെടുക്കുന്ന വാഹനത്തിന്റെ ആർ. സി. ബുക്കുകളും അനുബന്ധ രേഖകളും സ്വന്തം ഉത്തരവാദിത്വത്തിൽ ലേലം വിളിച്ചെടുക്കുന്നവർ തന്നെ ബന്ധപ്പെട്ട വകുപ്പിൽനിന്നും ലഭ്യമാക്കേ≠താണ്.
11. ദർഘാസ്/ലേലം സംബന്ധിച്ച് നിയമാനുസൃതമായ പോസ്റ്റ് ഓഫറുകൾ എന്തെങ്കിലുമു≠െങ്കിൽ ആയത് ദർഘാസ്/ലേല തീയതി മുതൽ ഏഴുദിവസത്തിനകം ഈ ഓഫീസിൽ ഹാജരാക്കേ≠താണ്. നിശ്ചിത തീയതിക്കുശേഷം ലഭിക്കുന്ന പോസ്റ്റ് ഓഫറുകൾ സ്വീകരിക്കുന്നതല്ല. പോസ്റ്റ് ഓഫറുകൾ നൽകുന്നത് സംബന്ധിച്ച് നിലവിലുള്ള എല്ലാ നിയമങ്ങളും ഈ ലേലത്തിനും/ദർഘാസിനും ബാധകമായിരിക്കും.

Sealed competitive tenders are invited by the undersigned on behalf of Governor of Kerala in the prescribed form from eligible contractors/agency/firm for the following works in Karulai Forest Range under Nilambur South Division, during 2010-11.
The tender is fixed to be conducted at 3.30 p. m. on 12-8-2010. The tender forms can be purchased from the office of the undersigned during office hours up to 1 p. m. on 12-8-2010. Cost of tender form is non refundable. The tender form should be properly filled up and should be submitted on or before 3 p. m. on 12-8-2010. It should be accompanied by all necessary documents along with Earnest Money Deposit by way of bankers DD or Fixed Deposit or National Saving Certificate pledged in favour of Divisional Forest Officer payable at Nilambur. The intending tenderers should furnish a preliminary agreement in stamp paper worth Rs. 100 along with tender for each work. Separately incomplete tender or tenders without necessary documents or tenders not in accordance with tender conditions will not be accepted. Tenders will be opened and scrutinized at 3.30 p. m. on the same day in the presence of tenderers or their representatives present at that time by the Divisional Forest Officer or an Officer authorized by him. The Divisional Forest Officer reserves the right to exclude any item from the tender, or reject any tender either partly or in full without assigning any reason thereof. If the tender could not be conducted on the notified date due to any reason, the tender will be conducted at the same place and time on the next working day as per the same conditions. The tenderer/agency/firm shall be abided by the following conditions in the Circular No. 4/2009 dated 27-10-2009 of the Principle Chief Conservator of Forests, Thiruvananthapurm.

1. Since the work of installation and maintenance of the Power Fences are to be executed by tenderers/ agencies/ firms having experience in the field certified copy/copies of the certificate/certificates issued by the District Level Officer/Officers of the concerned department/departments to prove that the work was satisfactorily completed by tenderer/ agency/firm should be submitted along with the tender.
20th JULY 2010] FOREST DEPARTMENT 3792. Only best quality equipments or materials are to be used for the power fence. The equipments/materials should possess quality certification by Central Power Research Institute, Bangalore or DGS & D, New Delhi.
3. Samples of Reel insulator, Stain insulator, Poly carbon, Poly propylene, Wire tightner, joint clamp, Lead out cable, 12-SWG High tensile wire, 14-SWG winding wire, etc. should be submitted in sealed cover, having name and address of the tenderer at the time of submission of tender.
4. The warranty/guarantee seal on the Energizer should not be removed or defaced or damaged. The guarantee/warranty period should be mentioned and submitted along with the tender.
5. Always the wire of the Power Fence should have appropriate tension. But it should not have over tension.
6. AC main should not touch the Energizer on no account.
7. The tender/agency/firm should extend technical assistance in the maintenance period of the battery.
8. Lighting arrester should be installed to cut off the electric connection temporarily during lightning or heavy wind.
9. The fence should not be installed by providing facility to pass current directly to Energizer from the charger or Solar Panel.
10. In the preliminary agreement in Stamp Paper worth Rs. 100 the tenderer should include that he will undertake the maintenance of the proposed Solar Power fence for next 10 years and the tenderer shall be responsible for the same also. A special agreement should also be signed the contractor on this behalf.
The contractor/agency/firm should be given sufficient awareness to the staff/watchers in maintaining the power fencing in the guaranty period.
Quality materials should be used for installation and maintenance of the power fencing work. The contractor / agency/firm will be liable for maintenance of the power fencing line for 10 years after completion of the work. The conditions laid down in Circular No. 4/2009 dated 27-10-2009 of Principle Chief Conservator of Forests will be applicable in this tender.
If the tender for all work or any of the work could not be conducted on the said date/dates, the tender for such work/works will be conducted at the same place and time with same conditions on 27-8-2010. All existing rules, regulations, directions, conditions prevailing in Forest Department, PWD and Store Purchase Department in respect of the works shall be applicable in this tender also.

ദർഘാസ് ഫോറങ്ങൾ അന്നേദിവസം ഉച്ചയ്ക്ക് 1 മണി വരെ ഈ ഓഫീസിൽ നിന്നും ലഭിക്കുന്നതാണ്. കരാറുകാർ/ ഏജൻസികൾ/സ്ഥാപനങ്ങൾ അവരുടെ തിരിച്ചറിയിൽ കാർഡ്/ മറ്റു അനുബന്ധ രേഖകൾ ഹാജരാക്കിയാൽ മാത്രമേ മുദ്രവച്ച ഫോറങ്ങൾ ലഭിക്കുകയുള്ളു. അന്നേദിവസം ഉച്ചയ്ക്ക് 3.30 മണിക്ക് ഹാജരുള്ള കരാറുകാരുടെ/ഏജൻസികളുടെ/ സ്ഥാപനങ്ങളുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറന്നു പരിശോധിക്കുന്നതാണ്. ദർഘാസിനോടൊപ്പം നി›ിത നിരതദ്രവ്യം ഏതെങ്കിലും അംഗീകൃത ബാങ്കിൽ അടച്ച് നിലമ്പൂർ സൗത്ത് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറുടെ പേരിൽ മാറത്തക്കവിധം πഡ്ജ് ചെയ്ത് ഡിമാന്റ ് ഡ്രാഫ്റ്റ്, ദേശീയ സമ്പാദ്യപദ്ധതി സർട്ടിഫിക്കറ്റ്, സ്ഥിരനിക്ഷേപ സർട്ടി ഫിക്കറ്റ് മുതലായവയിൽ ഏതെങ്കിലും ഒന്ന് ഉള്ളടക്കം ചെയ്യേ≠ താകുന്നു. കൂടാതെ ഓരോ ദർഘാസിനുമൊപ്പം 100 രൂപയുടെ മുദ്രപത്രത്തിൽ ഒപ്പിട്ട ഒരു പ്രാഥമിക ഉടമ്പടികൂടി സമർപ്പിക്കേ ≠താണ്. മേൽപ്പറഞ്ഞ വിധത്തിൽ നിരതദ്രവ്യം ഉള്ളടക്കം ചെയ്യാത്തതോ നി›ിത മാതൃകയിലുള്ള എഗ്രിമെന്റ ് പൂരിപ്പിച്ച് വെയ്ക്കാത്തതോ ആയ ടെ≠റുകൾ നിരസിക്കുന്നതായിരിക്കും. ദർഘാസ് ഫോറത്തിന്റെ വില യാതൊരു കാരണവശാലും മടക്കിക്കൊടുക്കുന്നതല്ല. ഏതെങ്കിലും ജോലിയുടെ ടെ≠ർ മാറ്റിവയ്ക്കാനോ, ഉപേക്ഷിക്കാനോ ടെ≠ർ ഭാഗികമായോ, പൂർണ്ണമായോ യാതൊരു കാരണവും കൂടാതെ നിരസിക്കുവാനോ20th JULY 2010] FOREST DEPARTMENT 380 ഉളള അധികാരം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറിൽ നിക്ഷിപ്തമായിരിക്കും. മേൽപ്പറഞ്ഞ ടെ≠ർ തീയതി ഒരു പൊതുഅവധി ദിവസമായി പ്രഖ്യാപിക്കപ്പെടുകയോ മറ്റു കാരണങ്ങളാലോ അന്നേ ദിവസം ടെ≠ർ നടത്താൻ കഴിയാതെ വരികയോ ചെയ്യുന്നപക്ഷം പ്രസ്തുത ടെ≠ർ തൊട്ടടുത്ത പ്രവർത്തി ദിവസം മേൽപ്പറഞ്ഞ സ്ഥലത്തും സമയത്തും വെച്ച് അതേ വ്യവസ്ഥകൾക്കനുസരിച്ച് നടത്തുന്നതായിരിക്കും. വൈദ്യുത കമ്പിവേലികൾ സ്ഥാപിക്കുന്നത് സംബന്ധിച്ച് പ്രിൻസിപ്പൽ ചീഫ് കൺസർവേറ്റർ, തിരുവനന്തപുരത്തിന്റെ 27-10-2009-ലെ 4/2009-ാം നമ്പർ പ്രകാരമുള്ള സർക്കുലറിലെ താഴെപ്പറയുന്ന നിബന്ധനകൾ നിർബന്ധമായും ടെ≠റിൽ പങ്കെടുക്കുന്ന കരാറുകാർ/ഏജൻസികൾ/സ്ഥാപനങ്ങൾ പാലിക്കേ≠താകുന്നു.
നിബന്ധനകൾ
1. വൈദ്യുത കമ്പിവേലികൾ സ്ഥാപിക്കുന്ന ജോലി ഈ രംഗത്ത് പരിചയം ഉള്ള കരാറുകാർ/ഏജൻസി/സ്ഥാപ നം മുഖേന ചെയ്യേ≠തിനാൽ തൃപ്തികരമായ രീതിയിൽ ജോലി ചെയ്തുകൊടുത്തിട്ടു≠െന്ന് തെളിയിക്കുന്നതിന് ജോലി ചെയ്തുകൊടുത്ത സ്ഥാപനത്തിന്റെ/സ്ഥാപനങ്ങളുടെ ജില്ല മേലധികാരി/മേലധികാരികളിൽ നിന്നും ലഭിച്ച പരിചയ സർട്ടിഫിക്കറ്റുകളും/സർട്ടിഫിക്കറ്റുകളുടെ സാക്ഷ്യപ്പെടുത്തിയ പകർപ്പുകൾ ടെ≠റിനോടൊപ്പം സമർപ്പിക്കേ≠താണ്.
2. കമ്പിവേലി സ്ഥാപിക്കുന്നതിനും അറ്റകുറ്റപ്പണികൾ ചെയ്യുന്നതിനും ഏറ്റവും ഗുണനിലവാരമുള്ള ഉപകരണങ്ങൾ മാത്രം ഉപയോഗിക്കേ≠താണ്. ഉപകരണങ്ങൾ ബാം•ൂർ ആസ്ഥാനമായ പവർ റിസർവ്വ് ഇൻസ്റ്റിറ്റ്യൂട്ടിന്റെയോ, ഡി.ജി.എസ്. ആന്റ ് ഡി. യുടെയോ ഗുണമേൻമ സർട്ടിഫിക്കറ്റ് ഉള്ളവരായിരിക്കണം.
3. ടെ≠റിനോടൊപ്പം സ്റ്റെയിൻ ഇൻസുലേറ്റർ പോളി കാർബൺ, റീൽ ഇൻസുലേറ്റർ പോളി പ്രൊപ്പലൈൻ, വയർ ടൈറ്റ്നർ, ജോയിന്റ ് ക്ലാമ്പ്, ലീഡ് ഒൗട്ട് കേബിൾ, 12-എസ്.ഡബ്ലിയു.ജി. ഹൈടെൻസിൽ വയർ, 14-എസ്.ഡബ്ലിയു.ജി. വൈൻഡിംഗ് വയർ എന്നിവയുടെ സാമ്പിളുകൾ മുദ്രവെച്ചതും, കരാറുകാരന്റെ പേരുവിവരം രേഖപ്പെടുത്തിയതുമായ കവറിൽ സമർപ്പിക്കേ≠താണ്.
4. എനർജൈസറിൽ പതിച്ചിട്ടുള്ള വാറ≠ി/ഗ്യാര≠ി സീൽ നശിപ്പിക്കുകയോ, ഇളക്കിമാറ്റുകയോ കേടുവരുത്തുകയോ ചെയ്യരുത്. വാറ≠ി/ഗ്യാര≠ി കാലയളവ് രേഖാമൂലം ടെ≠ർ സമയത്ത് സമർപ്പിക്കുകയും ചെയ്യേ≠താണ്.
5. വൈദ്യുത കമ്പിവേലിക്ക് ആവശ്യമുള്ളത്ര വലിവ് എപ്പോഴും നിലനിർത്തേ≠തും എന്നാൽ അമിത വലിവ് ഉ≠ാകാത്തവിധത്തിലുമാണ് വേലി സ്ഥാപിക്കേ≠ത്.
6. എ. സി. മെയിൻ, വൈദ്യുത കമ്പിവേലിയുമായോ, എനർജൈസറുമായോ ഒരു കാരണവശാലും തൊടരുത്.
7. മെയിന്റനൻസ് കാലാവധിക്കുള്ളിൽ ബാറ്ററിക്കു≠ാകുന്ന പോരായ്മകൾ പരിഹരിക്കുന്നതിനായി ആവശ്യമായ സാങ്കേതിക സേവനങ്ങൾ കരാറുകാരൻ/ഏജൻസി/ സ്ഥാപനം ചെയ്തുകൊടുക്കേ≠താകുന്നു.
8. വലിയ കാറ്റോ, ഇടിമിന്നലോ ഉ≠ാകുമ്പോൾ വൈദ്യുത ബന്ധം താൽക്കാലികമായി വിടുവാനുള്ള ലൈറ്റനിംഗ് അറസ്റ്റർ ഘടിപ്പിച്ചിരിക്കേ≠താണ്.
9. ചാർ÷റിൽ നിന്നോ, സോളാർ പാനലിൽ നിന്നോ എനർജൈസറിലേക്ക് നേരിട്ട് വൈദ്യുതി കടത്തി വിട്ടുകൊ≠് വേലി സ്ഥാപിക്കരുത്.
10. ദർഘാസിനൊപ്പം 100 രൂപയുടെ മുദ്രപത്രത്തിൽ ഒപ്പിട്ട ഒരു പ്രാഥമിക എഗ്രിമെന്റ ് സമർപ്പിക്കുന്നതോടൊപ്പം തന്നെ സ്ഥാപിക്കാനുദ്ദേശിക്കുന്ന വൈദ്യുത കമ്പിവേലി യുടെ 10 (പത്ത്) വർഷത്തെ മെയിന്റനൻസ് പ്രവർത്തിയും ചെയ്തുകൊടുക്കുന്നതാണെന്നും കൂടി ഉൾപ്പെടുത്തി എഗ്രിമെന്റ ിൽ ഒപ്പുവയ്ക്കേ≠തും യഥാവിധി മെയിന്റനൻസ് ചെയ്യുന്നതിന് കരാറുകാരൻ/ ഏജൻസി/സ്ഥാപനം ബാദ്ധ്യസ്ഥരായിരിക്കുന്നതുമാകും. ഇതിനായി പ്രത്യേകമായി വാർഷിക അറ്റകുറ്റപ്പണി കൾക്കുള്ള കരാർകൂടി ഒപ്പുവയ്ക്കേ≠താണ്.
പ്രവൃത്തി ചെയ്തുവരുമ്പോൾ ഏതെങ്കിലും ഭാഗത്തേക്ക് കുറേകൂടി അധികം നീളത്തിൽ പ്രവർത്തി ചെയ്യേ≠ിവന്നാൽ അതിനുള്ള സാങ്കേതിക സാധ്യതയു≠െങ്കിൽ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറുടെ അംഗീകാരത്തോടെ അധിക പ്രവൃത്തി കരാറുകാരൻ/ഏജൻസി/സ്ഥാപനം ചെയ്യേ≠താണ്.
പവർഫെൻസിംഗ് സ്ഥാപിച്ചശേഷം ഗ്യാര≠ി കാലയളവിൽ ഇവയ്ക്ക് ആവശ്യമായ പരിചരണം, ഇവ കാര്യമായി പരിപാലി ക്കുന്നത് മുതലായവ സംബന്ധിച്ച് ജീവനക്കാർ/വാച്ചർമാർ എന്നിവർക്ക് കരാറുകാരൻ വേ≠ത്ര അവബോധം ഉ≠ാക്കികൊടുക്കേ≠താണ്. കൂടാതെ വൈദ്യുത കമ്പിവേലി കളുടെ പരിപാലനത്തിന് ഏകീകൃത നടപടിക്രമം നിർദ്ദേശിച്ചു കൊ≠ുള്ള പ്രിൻസിപ്പൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ 4/2009 നമ്പരിൽ 27-10-2009-ാം തീയതിയിലെ സർക്കുലറിലെ വ്യവസ്ഥകൾ ഈ ജോലിക്ക് ബാധകമായിരിക്കുകയും ചെയ്യുന്നതാണ്.
മേൽപ്പറഞ്ഞ തീയതിയിൽ ടെ≠ർ നടക്കാത്ത പ്രവർത്തി കൾക്കുള്ള ടെ≠റുകൾ 27-8-2010-ന് മേൽപ്പറഞ്ഞ സ്ഥലത്തും സമയത്തും അതേ വ്യവസ്ഥകൾക്കനുസരിച്ച് നടത്തുന്നതായിരിക്കും. കൂടാതെ ടെ≠ർ സംബന്ധിച്ച് നിലവിൽ വനംവകുപ്പിലും, പൊതുമരാമത്ത് വകുപ്പിലും സ്റ്റോർ പർച്ചേസ് ഡിപ്പാർട്ടുമെന്റിലുമുള്ള എല്ലാ നിബന്ധനകളും നിർദ്ദേശങ്ങളും ഈ ടെ≠റിനും ബാധകമായിരിക്കും.

നിബന്ധനകൾ
1. പ്രസ്തുത വാഹനങ്ങൾ നല്പുനില്പു സ്ഥ്തിയിലാണ് വില്പന നടത്തുന്നത്. വാഹനങ്ങളുടെ ഗുണനിലവാരം ലേലത്തിനുമുമ്പ് പരിശോധിച്ച് ബോദ്ധ്യപ്പെടേ≠താണ്. വാഹനത്തിൽ അധികൃതരുടെ അനുവാദത്തോടെ എല്ലാ പ്രവൃത്തി ദിവസങ്ങളിലും പരിശോധിക്കാവുന്നതാണ്. ദർഘാസ്/ലേലത്തിന് ശേഷം വാഹനത്തിന്റെ ഗുണനിലവാരത്തെ സംബന്ധിച്ച യാതൊരുവിധ പരാതിയും സ്വീകരിക്കുന്നതല്ല.
2. ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കാൻ അവരെ തിരിച്ചറിയുന്നതിന് ബന്ധപ്പെട്ട വില്ലേജ് ഓഫീസർ നല്കിയ സർട്ടിഫിക്കറ്റ് തെരഞ്ഞെടുപ്പ് കമ്മീഷൻ നല്കിയ തിരിച്ചറിയൽ കാർഡ്, ഇന്ത്യൻ പാസ്പോർട്ട് അല്ലെങ്കിൽ മറ്റു നിയമാനുസൃതമായ തിരിച്ചറിയൽ രേഖ എന്നിവയിൽ ഏതെങ്കിലുമൊന്ന് ഹാജരാക്കേ≠താണ്.
3. ഓരോ വാഹനത്തിനും വെവ്വേറെ ദർഘാസുകൾ സമർപ്പിക്കേ≠തും നിരതദ്രവ്യം ഈ ഓഫീസിൽ അടക്കേ≠തുമാണ്.
4. ലേലത്തിന് മുമ്പ് പൂരിപ്പിച്ച ദർഘാസ് ഫോറം സമർപ്പിക്കുന്നതോടൊപ്പം നിരതദ്രവ്യം കെട്ടിവയ്ക്കേ≠താണ്. നി›ിത സമയത്തിനുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല. കൂടുതൽ തുകയ്ക്കുള്ള ദർഘാസുകൾ അംഗീകാരത്തിനായി മേലധികാരികൾക്ക് അയയ്ക്കുന്നതും മറ്റുള്ളവ നിരസിക്കുന്നതും അത്തരം ദർഘാസുകൾ നല്കിയ നിരതദ്രവ്യം ലേലത്തിനുശേഷം തിരികെ നൽകുന്നതുമാണ്.
5. ഉയർന്ന ദർഘാസ് സംഖ്യ നിരതദ്രവ്യ സംഖ്യയെക്കാൾ കൂടുതലാണെങ്കിൽ ദർഘാസ്/ലേല സംഖ്യയുടെ 50% (നിരതദ്രവ്യം ഉൾപ്പെടെ) അപ്പോൾ തന്നെ അടയ്ക്കേ≠താണ്.
6. ദർഘാസുകൾ സ്വീകരിക്കുന്നതിനും നിരാകരിക്കുന്നതിനുമുള്ള പൂർണ്ണ അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥരിൽ നിക്ഷിപ്തമായിരിക്കും.
7. ദർഘാസുകൾ അംഗീകരിച്ചതായി അറിയിപ്പുകിട്ടി 15 ദിവസത്തിനകം ബാക്കി ലേലസംഖ്യയും നിയമപ്രകാരമുള്ള നികുതിയും അടച്ച് വാഹനം നീക്കം ചെയ്യേ≠താണ്.
8. മേൽ പറഞ്ഞ 15 ദിവസത്തിനകം ബാക്കി സംഖ്യയും നികുതിയും അടച്ച് വാഹനം നീക്കം ചെയ്യാത്തപക്ഷം മറ്റൊരു 15 ദിവസം കൂടി ബാക്കി സംഖ്യയ്ക്ക് 12% പലിശയും ദിവസത്തിൽ 20% രൂപ നിരക്കിൽ തറ വാടകയും വസൂലാക്കി സമയം അനുവദിക്കുന്നതായിരിക്കും. അതിനുശേഷം അവധി അനുവദിക്കുന്നതല്ല. അപ്രകാരം സമയപരിധിക്കുള്ളിൽ നീക്കം ചെയ്യാത്ത വാഹനം വീഴ്ച വരുത്തിയ ദർഘാസുകാരുടെ /ലേലക്കാരുടെ നഷ്ടോത്തരവാദിത്വത്തിൽ ഇതേ ദർഘാസ്/ലേല വ്യവസ്ഥകൾക്ക് വിധേയമായി വീ≠ും ദർഘാസ്/ലേലം നടത്തി വിൽക്കുന്നതായിരിക്കും.
9. ദർഘാസ് സംബന്ധിച്ച് ഫോറസ്റ്റ് ഡിപ്പാർട്ടുമെൻറിൽ നിലവിലുള്ള പൊതുനിയമങ്ങളും മറ്റു നിബന്ധനകളും ഈ ദർഘാസ്/ലേലത്തിനും ബാധകമായിരിക്കും.
10. ദർഘാസ്/ലേലം സംബന്ധിച്ച് നിയമാനുസൃതമായ പോസ്റ്റു ഓഫറുകൾ എന്തെങ്കിലുമു≠െങ്കിൽ ആയത് ദർഘാസ്/ ലേലത്തിനുശേഷം 3 ദിവസത്തിനകം ഈ ഓഫീസിൽ ഹാജരാക്കേ≠താണ്. പോസ്റ്റ് ഓഫറുകൾ നല്കുന്നത് സംബന്ധിച്ച് നിലവിലുള്ള എല്ലാ നിയമങ്ങളും ഈ ലേലത്തിനും/ദർഘാസിനും ബാധകമായിരിക്കും.
