പേരാമ്പ്ര സ്റ്റേറ്റ് സീഡ് ഫാമിലേക്ക് 2010-11 വർഷത്തിൽ നെൽകൃഷി, പച്ചക്കറികൃഷി, തെങ്ങ്കൃഷി, വാഴ, അലങ്കാര ചെടി എന്നിവയ്ക്കാവശ്യമായ ഉണക്കിപ്പൊടിച്ച ഏകദേശം 70 ടൺ ഗുണനിലവാരമുള്ളതും കലർപ്പില്ലാത്തതുമായ ചാണകപ്പൊടി ഇറക്കിതരുന്നതിന് ടെൻഡർ ക്ഷണിച്ചുകൊള്ളുന്നു.
നിബന്ധനകൾ
1. ടെൻഡർ ഫോറം 10-8-2010 രാവിലെ 11 മണിവരെ ഫാം ഓഫീസിൽനിന്നും ലഭിക്കുന്നതാണ്. ഫോമിന്റെ വില 400 രൂപ (നികുതി പുറമെ).
2. മുദ്രവച്ച ടെൻഡറുകൾ അന്ന് ഉച്ചയ്ക്ക് 2.30 മണിക്ക് മുമ്പായി കൃഷി ഓഫീസർ, വിത്തുല്പാദനകേന്ദ്രം, പേരാമ്പ്ര (സ്റ്റേറ്റ് സീഡ്ഫാം, പേരാമ്പ്ര) എന്ന വിലാസത്തിൽ 1,500 രൂപ (ആയിരത്തി അഞ്ഞൂറ് രൂപ മാത്രം) നിരതദ്രവ്യത്തോ ടൊപ്പം സമർപ്പിക്കേ≠താണ്.
3. ടെൻഡറിനൊപ്പം 50 രൂപ മുദ്രപത്രത്തിൽ ടെൻഡർ ഫോറത്തിലെ 6-ാം പേജിലെ എഗ്രിമെന്റ ് തയ്യാറാക്കി ഒപ്പിട്ട് നൽകേ≠താണ്.
4. 10-8-2010-ന് 3 മണിക്ക് തത്സസമയം ഹാജരായ ടെൻഡറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ ടെൻഡറുകൾ തുറന്നു പരിശോധിക്കുന്നതും ടെൻഡറിലെ ഏറ്റവും കുറഞ്ഞ തുക ഒരു ടണ്ണിന് രേഖപ്പെടുത്തിയ ആളുടെ ടെൻഡർ താൽക്കാലി കമായി അംഗീകരിക്കുന്നതും ബാക്കി ആളുടെ നിരതദ്രവ്യം അപ്പോൾതന്നെ തിരികെ കൊടുക്കുന്നതുമാണ്.
5. ടെൻഡറിൽ ഉണക്കിപ്പൊടിച്ച ചാണകവളത്തിന് ടണ്ണിന്റെ വില എത്രയെന്ന് അക്കത്തിലും അക്ഷരത്തിലും പ്രത്യേകം രേഖപ്പെടുത്തേ≠താണ്.
6. മേലധികാരികൾ ടെൻഡർ അംഗീകരിച്ച് കഴിഞ്ഞാൽ ഫാമിലെ ആവശ്യത്തിനനുസരിച്ച് ചാണകവളം ഇറക്കി തരേ≠താണ്.
7. ടെൻഡർ അംഗീകരിച്ച് കഴിഞ്ഞാൽ ആയതിന്റെ വില 31-3-2011 വരെ പ്രാബല്യത്തിൽ ഉ≠ായിരിക്കുന്നതാണ്.
8. എല്ലാ സർക്കാർ ടെൻഡർ വ്യവസ്ഥകളും ഈ ടെൻഡറിനും ബാധകമാണ്.

ദർഘാസുകൾ പ്രിൻസിപ്പാൾ, യൂണിവേഴ്സിറ്റി കോളേജ്, തിരുവനന്തപുരം എന്ന വിലാസത്തിൽ 5-8-2010-ന് 2 മണിക്കകം ലഭിക്കത്തക്കവണ്ണം സമർപ്പിക്കേ≠താണ്. കവറിനു മുകളിൽ ഫിസിക്കൽ എഡ്യൂക്കേഷൻ ഡിപ്പാർട്ടു മെന്റ ിലേക്ക് സ്പോർട്ട്സ് യൂണിഫോം/ജഴ്സികൾ, മറ്റു സ്പോർട്ട്സ് ഉപകരണങ്ങൾ എന്നിവ വിതരണം ചെയ്യുന്നതി നുള്ള ദർഘാസ് എന്ന് രേഖപ്പെടുത്തേ≠താണ്. 2 മണിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല. ദർഘാസുകൾ അന്നേ ദിവസം 3 മണിക്ക് അപ്പോൾ സന്നിഹിത രായിരിക്കുന്ന ദർഘാസുകാരുടെയോ അവരുടെ പ്രതിനിധി കളുടെയോ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്.
ദർഘാസ് ഫോറങ്ങൾ കോളേജ് ഓഫീസിൽ നിന്നും 5-8-2010 വരെ പ്രവൃത്തി ദിവസങ്ങളിൽ രാവിലെ 10.30 മുതൽ ഒരു മണി വരെ ലഭിക്കുന്നതാണ്. ദർഘാസ് ഫോറത്തിന്റെ വില 451 രൂപയും (വാറ്റ്, സെസ് ഉൾപ്പെടെ) ഡ്യൂπിക്കേറ്റ് ഫോറത്തിന്റെ വില 221 രൂപയും (വാറ്റ്, സെസ് ഉൾപ്പെടെ) ആകുന്നു. ഒറിജിനൽ ടെ≠ർ ഫോറം വാങ്ങുന്നവർക്ക് മാത്രമേ ഡ്യൂπിക്കേറ്റ് ഫോറം നൽകുകയുള്ളു. തപാൽ മാർഗ്ഗം ആവശ്യമുള്ളവർ ഒറിജിനലിനു മാത്രം 50 രൂപയും ഡ്യൂπിക്കേറ്റ് ഉൾപ്പെടെ ആവശ്യമുള്ളവർ 100 രൂപയും അധികം മണിഓർഡർ അയയ്ക്കേ≠താണ്. ഒരിക്കൽ ദർഘാസ് ഫോറത്തിന് നൽകിയ വില യാതൊരു കാരണവശാലും തിരികെ നൽകുന്നതല്ല.
മേൽപ്പറഞ്ഞ തുകയേക്കാൾ കുറവായി അയയ്ക്കുന്ന മണിഓർഡറുകൾ സ്വീകരിക്കുന്നതല്ല. ചെക്ക്, ഡിഡി, സ്റ്റാമ്പ് എന്നിവ ഫോറത്തിന്റെ വിലയായി സ്വീകരിക്കുന്നതല്ല. ദർഘാസ് ഫോറം കൈമാറ്റം ചെയ്യാൻ പാടുള്ളതല്ല.
ദർഘാസ് സമർപ്പിക്കുമ്പോൾ സമർപ്പിക്കുന്ന ദർഘാ സിന്റെ 1% (മിനിമം 100 രൂപയിൽ കുറയാൻ പാടില്ല) തുക EMD ആയി നൽകേ≠താണ്. EMD തുക DD ആയി സമർപ്പിക്കേ≠താണ്.
പട്ടിക പ്രകാരമുള്ള സാധനങ്ങൾ മൊത്തമായോ ഭാഗിക മായോ നൽകുന്നതിനുള്ള നിരക്കുകൾ രേഖപ്പെടുത്താവുന്ന താണ്. ഏറ്റവും കുറഞ്ഞ നിരക്ക് രേഖപ്പെടുത്തുന്ന സ്ഥാപന ങ്ങൾക്ക് ടി സ്ഥാപനങ്ങൾ നൽകുന്ന സാധനത്തിന്റെ ഗുണമേ∑ കൂടി കണക്കിലെടുത്ത് ഭാഗികമായോ മൊത്ത മായോ വിതരണ ഉത്തരവ് നൽകുന്നതാണ്.
2വിതരണ ഉത്തരവ് ലഭിച്ചുകഴിഞ്ഞാൽ 14 ദിവസത്തിനകം സാധനങ്ങൾ കോളേജാഫീസിൽ എത്തിക്കേ≠താണ്. അതി നായി യാതൊരുവിധ കടത്തുകൂലിയും കയറ്റിറക്കുകൂലിയും നൽകുന്നതല്ല. ഓരോ സാധനത്തിനും വാറ്റ് നികുതിയും സെസ്സും ഉൾപ്പെടെയുള്ള വിലകളാണ് ദർഘാസിൽ രേഖപ്പെ ടുത്തേ≠ത്. വിതരണ ഉത്തരവ് ലഭിച്ച് നി›ിത സമയപരിധി ക്കുള്ളിൽ സാധനങ്ങൾ നൽകാതിരുന്നാൽ തൊട്ടടുത്ത ദർഘാസുകാരന് ഉടനെ വിതരണ ഉത്തരവ് നൽകുന്നതും ഇത്തരത്തിൽ സർക്കാരിനു≠ാകുന്ന നഷ്ടം ആദ്യ ദർഘാസു കാരനിൽ നിന്ന് ഈടാക്കുന്നതിനുള്ള നിയമാനുസൃത നടപടികൾ സ്വീകരിക്കുന്നതും ടി സ്ഥാപനത്തെ കരിമ്പട്ടികയിൽ ഉൾപ്പെടുത്തുന്നതുമാണ്.
ദർഘാസിൽ പറയുന്ന തുകയേക്കാൾ കൂടുതൽ ഒരിക്കലും ആവശ്യപ്പടാൻ പാടില്ലാത്തതും അപ്രകാരം തുക വർദ്ധിപ്പിച്ചു നൽകുന്നതല്ലാത്തതുമാകുന്നു.
വിതരണ ഉത്തരവ് ലഭിക്കുന്നവർ സാധനങ്ങൾ നൽകു ന്നതോടൊപ്പം അതിന്റെ വില രേഖപ്പെടുത്തിയ ഇൻവോയ്സിന്റെ മൂന്നു പകർപ്പുകളും ഹാജരാക്കേ≠താണ്. സാധനങ്ങൾ നൽകുന്നതിനു മുൻപ് 100 രൂപ മുഖവിലയുള്ള കേരള സർക്കാർ മുദ്രപത്രത്തിൽ സ്റ്റോർ പർച്ചേഴ്സ് മാനുവൽ അപ്പൻഡിക്സ് XVII പ്രകാരമുള്ള കരാർ സമ്മതപത്രവും സπൈ ഓർഡറിൽ പറയുന്ന തുകയുടെ 5% തുകയ്ക്കുള്ള ഡിഡി സെക്യൂരിറ്റി ഡെപ്പോസിറ്റും ഹാജരാക്കിയി രിക്കേ≠താണ്.

Sealed tenders are invited for the supply of Sports Goods for the year 2010-11 under the Head of Account " 2202-03-800-68-Maintenance of Play Ground and other Sports facilities (Plan)" to SNGS College, Pattambi. Estimate contrat value is Rs. 70,000, Security Deposit—5% and EMD—1%.
The tenders should be superscribed as "Tender for the supply of Sports Goods for the year 2010-11" and addressed to the Principal, SNGS College, Pattambi, P. O. Mele Pattambi, Pin-679 306. Last date for the receipt of tender is 11 a. m. on 13-8-2010. Late tenders will not be accepted. The tenders will be opened at 11.30 a. m. on the same day in the presence of such tenderers or their authorised representatives who may be present at that time.
Intending tenderers may on application to the Principal, SNGS College, Pattambi, P. O. Mele Pattambi, Pin-679 306 to obtain the requisite tender form on which tenders should be submitted. Application for the tender form should be accompanied by a cash remittance of Rs. 416 (400+VAT), which is the price fixed for a form/set of forms and which is not refundable under any circumstances. Rs. 50 extra for sending forms by post. The tender forms are not transferable. Sale of tender form will be closed at 10 a. m. on 13-8-2010. Cheques, D. CONDITIONS
1. The tenders should be superscribed with Tender Number and name of the store articles and addressed to the Director General of Police, State Police Headquarters, Vellayambalam, Thiruvananthapuram-695 010, Kerala. Late tenders will not be accepted.
2. The tenders should be submitted in two separate parts containing Technical and Financial bids in separate sealed envelopes clearly superscribed and should be put together in a large envelope, all envelopes sealed and superscribed with "Tender No. and name of item". If any offer contains both technical bids and financial bids together in one envelope, such offers shall be rejected out right.
103. Opening of tenders:—Technical bids of the offers received with requisites EMD or Bid security with samples will be opened on 18-8-2010 at 3 p. m. in the presence of the representatives of the firms who may be present at that time. All tenders received without EMD will be rejected. The technical bids will be evaluated by a Technical Evaluation Committee and those that do not conform to the specifications will be rejected. The financial bids of the technically qualified tenderers only will be considered for opening at a later date. The date for opening of financial bids will be intimated to the concerned suppliers. Unopened finanical bids of the technically disqualified bidders shall be returned to them. All prices quoted should be inclusive of all levies and taxes.
4. All the tenderers who quote for the supply of above equipments are required to be ready for demonstration of equipments on 19-8-2010.
5. Earnest Money Deposit (EMD) @ 1% of the quoted value should be furnished along with the tender. EMD may be submitted either in cash or crossed Bank Drafts or Treasury Savings Bank Deposits or Government Promissory Notes or Bank Guarantee or National Saving Certificates drawn in favour of Assistant Inspector General of Police, Police Headquarters, Thiruvananthapuram-10. The firms which are exempted from furnishing EMD should produce a copy of relevant authorized document for verification. Without EMD, the tenders will be rejected.
6. Intending tenderers also shall include charges for installation (of technical items), training of officers and on-site support for atleast for 3 years as warranty. The charges of A. M. C./A. T. S. for a period of 3 years thereafter may be incorporated in the tenders separately.
7. Specifications and list of items of each tender shall be obtainable from PHQ during the working hours of Police Headquarters or from the Police website. The firms should also furnish the detailed specifications, make, brochures, Test Report from Government Laboratories/Agencies, (wherever possible) technical support network in Kerala etc. of the equipments along with the tenders. The tenders without detailed specifi- cations of quoted items, brochures, make etc. are liable to be rejected forthwith. The tenders wihout separate envelope and not superscribing the tender number etc. may be rejected.
8. Preference will be given to the products quoted by the manufacturer or their authorised dealers having authorisation from the original equipment manufacturer. Similarly preference will be given to the tenderers having experience of supplying similar/same items to Government Departments or Organisations, for which the tenderer has to produce proof of purchase/installation/ satisfaction of the customer.
9. In the case of Foreign Equipments the rates are to be quoted in Indian Money also. Preference will be given to those who are ready to supply the item without opening Letter of Credit. Ordinarily no advance payment will be made for procuring any of the above items. In case, advance payment has to be made a clear case has to be made out by the tenderer. But this will be in extraordinary circumstances.
10. As the items are urgently required, the selected bidder will have to supply the item without loss of time, preferably within a month.
11. Samples will have to be submitted free of cost whenever necessary which would be returned only after the supply is effected. The firms should be ready to show live demonstration of technical equipments at their own cost and risk.
12. Police Department is not liable to send any individual communication. In some cases Police Department is not resposible to return the samples after verification. The rates quoted should be valid and firm till 31-3-2011.
13. The Director General of Police is empowered to reject any tender without assigning any reason.

10. Invoices for payment claiming the cost of pulp board supplied to KBPS should be forwarded to the Text Book Officer after getting the Stock Entry Certificate of the concerned Store Keeper so as to arrange the payment.
11. Invoices for payment will not be accepted for part supplies in small quantities. unless a minimum and 100 M.T. pulp board is supplied in each lot.
12. Payment will be made on submission of invoices to the concerned after completing all the formalities and after satisfying the conditions 10-11 Ibid.
13. Payment will be made only for the net weight of the pulp board, ie., excluding the weight of the packing materials.
14. Those mills who can keep the schedule issued by the department need only offer the rates. All participants should mention the quantity that can be supplied per month very specifically.

Sealed tenders are invited for the supply of chemicals for the Chemical Technology Lab of Chemical Engineering Department of Government Engineering College, Kozhikode.
The tenders should be superscribed as Tender No. P1/9/2010-11 due on 17-8-2010 at 3 p.m. and addressed to the undersigned to reach him before 17-8-2010 at 3 p.m. Late tenders will not be accepted.
The tenders will be opened at 11 a. m. on 18-8-2010 in the presence of such of the tenderers or their authorised representatives who may be present at that time.
Intending tenderers may on application to the undersigned obtain the requisite tender form on which tenders should be submitted. Application for the tender form should be accompanied by a cash remittance of Rs. 416 including VAT which is the price fixed for the same and which is non-refundable under any circumstances. The tender forms are not transferable. Sale of tender form will be closed at 2 p.m. on 16-8-2010.
Drafts, Cheques, Postage Stamps etc. will not be accepted towards the cost of forms nor will the form be sent per V.P.P. Duplicate tender forms, if required will be issued at Rs. 208 including VAT per copy.
As per tender condition the tenderer should sent along with his tender an agreement executed and signed in Kerala Stamp Paper of value Rs. 50 and an EMD of 1% of the total cost of the articles tendered. Tenders without agreement and EMD will be rejected.
