Port Department TENDER NOTICE
No. B1-1421 /2006/HSW.
27th July 2010 .
Sealed and competitive tenders are invited for the construction and supply of three Dinghies by the undersigned for and on behalf of the Governor of Kerala to Hydrographic Survey Wing, Department. Port PAC-Rs . 3,11,925 . EMD- 1 % of the quoted rate.
Cost of tender form :
Original Rs . 700+ VAT (4 % ) Duplicate Rs . 400 +VAT ( 4 % ) .
Detailed specification is available with the office on all working days and along with the tender forms .
The items should be guaranteed for one year and technical support for three years should be imparted free of cost from the date of supply . A security deposit of 5 % shall be retained with Government for one year and the entire maintenance shallbe attended by the accepted tenderers free of cost during the guarantee period .
The items should be delivered within 60 days after receiving the order at the place specified by the Chief Hydrographer , Hydrographic SSurveyWing, Thiruvananthapuram . The supplier shall give training to employees of this Wing in handling of the dinghy free of cost. They should also give technical support for the first running for a survey work .
The contractor should enclose documents with full details pertaining to the supply of the same items to any Government / Semi -Government/ organizations / Public Sector undertakings alongwith the tender form .

Tenders should be superscribed " Tender for the Construction and supply of Dinghies " with the No. and Description of item specified and must be addressed to the Chief Hydrographer , Hydro- graphic Survey Wing , Thiruvananthapuram -695 001 , so as to reach on or before 9-9-2010 before 1 p . m. Late tenders will not be accepted . The tenders will be opened at 3 p.m. on the same day in the presence of such tenderers or their representatives who are present at that time.
The tenderer should submit Earnest Moncy Deposit as per rule along with the tender in the form of a crossed D. D. drawn in favour of the Chief Hydrographer , Hydrographic Survey Wing, payable at Thiruvananthapuram.
Intending tenderers may obtain the requisite tender form on application to the undersigned. Application for the tender form should be accompanied by a cash remittance of the cost of the tender form (DD/ Cheques not acceptable) . Sale of tender form willbe closed at 12 Noon on 8-9-2010 . The tender forms are not transferable . Those who want to get the tender form by post should also enclose a self addressed envelop bearing Postage Stamp of Rs . 25 well in advance.
The tenderers should enclose a preliminary agreement in Kerala Stamp Paper worth Rs . 100 and the required E.M.D. for each tender . The tender without preliminary agreement and E.M.D. will be rejected outright . The final acceptance of the tender rests entirely with the Government who reserves the right to accept or reject any or all tenders received without assigning any reason thereof. All other conditions prevailing in Government Department are binding to this tender also.
ഗവർണ്ണർക്കുവേണ്ടി തിരുവനന്തപുരം ഹൈഡ്രോഗ്രാഫിക്* സർവ്വെ വിഭാഗം ആഫീസിൽ مدايد 9-9-2010-0 ഹൈഡ്രോ ഗ്രാഫറുടെ തീയതി 1 മണി വരെ താഴെ പറയുന്ന (പ്രവൃത്തിയുടെ പേര് ആലേഖനം ചെയ്തിട്ടുള്ള മുദ്രവച്ച കവറുകളിൽ മത്സരസ്വഭാവമുള്ള ദർഘാസുകൾ സ്വീകരിക്കുന്ന താണ്. നിശ്‌ചിത തീയതിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല . ദർഘാസുകൾ അന്നേദിവസം 3 മണിക്ക് ഹാജറുളള കരാറുകാരുടെയോ അവർ അധികാരപ്പെടുത്തിയ പ്രതിനിധികളുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ് .
പ്രവൃത്തിയുടെ പേര്-3 ഡിങ്കികളുടെ നിർമ്മാ ണവും വിതരണവും .
അടങ്കൽ തുക രൂപ 3,11,925 (മൂന്ന് ലക്ഷത്തി പതിനൊന്നായിരത്തി തൊളളായിരത്തി ഇരുപത്തി അഞ്ച് രൂപ) .
നിരതദ്രവ്യം ക്വാട്ട് ചെയ്ത തുകയുടെ 1 % ദർഘാസ പ്രമാണത്തിൻറെ വില അസൽ രൂപ 700 + മൂ . വ.നി. @ 4% . പകർപ്പ്രൂപ 400 + മു.വനി . @ 4% .
പ്രവർത്തിയുടെ കാലാവധി പ്രവർത്തിയുടെ ഉത്തരവ് കിട്ടികുഴിഞ്ഞ 60 ദിവസം .
ദർഘാസ് പ്രമാണത്തിൻ്റെ വില രൊക്കം പണം ആയി അപേക്ഷയോടൊപ്പം അടച്ചിരിക്കണം . صميم ഹൈഡ്രോഗ്രാഫറുടെ പേർക്കുള്ളതും തിരുവനന്ത പുറത്ത് മാറാവുന്നതുമായ ക്വാട്ട് ചെയ്ത 'ത തുകയുടെ 1 % ഡിമാൻറ് (ഡ്രാഫ്റായി നിരതദ്രവ്യവും 100 രൂപ ദർഘാസി മുദ്രപ്പത്രത്തിലുള്ള പ്രാഥമിക കരാറും നോടൊപ്പം സമർപ്പിക്കേണ്ടതാണ് . നിരതദ്രവ്യവും കരാറും ഇല്ലാത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ നൂറു മാസത്തേക്ക് ടെണ്ടറ് ഓഫർ സ്ഥ‌ിരമായിരി ക്കുന്നതാണ് .
ദർഘാസ് ഫോറങ്ങളും വിവരങ്ങളും തിരുവനന്തപുരത്തെ തമ്പാനൂരിലുള്ള ചീഫ് ഹൈഡ്രോ (ഗ്രാഫറുടെ ആഫീസിൽ കിട്ടുന്നതും 8-9-2010-20 തീയതി ഉച്ചയ്ക്ക് 12 മണിവരെയുള്ള എല്ലാ പ്രവൃത്തി ദിവസങ്ങളിലും ദർഘാസ് ഫോറത്തിന്റെ വില രൊക്കം പണമായി ( ഡി.ഡി. , ചെക്ക് സ്വീകാര്യമല്ല) . അടച്ച് (മടക്കി കൊടുക്കുന്നതല്ല ) രേഖാമൂലം അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ് . ദർഘാസ് ഫോറങ്ങൾ കൈമാറാ വുന്നതല്ല . ദർഘാസ് ഫോറം തപാലിൽ സ്വന്തം വിലാസം എഴുതിയതും 25 രൂപ സ്ററാമ്പ ഒട്ടിച്ചതുമായ കവർ അപേക്ഷയോടൊപ്പം സമർപ്പിക്കേണ്ടതുമാണ് .
സാധനം ഏതെങ്കിലും സ് ഥാപന കരാറുകാരൻ உனே സർക്കാർ /അർദ ധസർക്കാർ /പൊതുമേഖലാ ങ്ങൾക്ക് നൽകിയിട്ടുണ്ടെങ്കിൽ പ്രസ്തു‌ത വിവരങ്ങൾ ദർഘാസ് പ്രമാണത്തിനോടൊപ്പം സമർപ്പിക്കേണ്ടതാണ് കൂടാതെ ഈ വിംഗിലെ ഉദ്യോഗസ്ഥർക്ക് ഡിംഗി കൈകാര്യം ചെയ്യുന്നതിനുള്ള സാങ്കേതിക സഹായവും പരിശീലനവും സൗജന്യമായി കരാറുകാരൻ നൽകേണ്ട 3 വർഷത്തെ ടെണ്ടർ സ്‌ഥിരപ്പെടുത്തി ലഭിക്കുന്ന കരാറുകാരൻ ഡിംഗിക്ക് ഒരു വർഷം ഉത്തരവാദം നൽകേണ്ടതും സാങ്കേതികസഹായം സൗജന്യമായി നൽകേണ്ടതുമാണ " . കൂടാതെ ടെണ്ടർ തുകയുടെ 5 % ജാമ്യ നിക്ഷേപമായി നൽകേണ്ടതും ഉത്തരവാദ # ഘട്ടത്തിലുണ്ടാകുന്ന അററകുററപ്പണികൾ സൗജന്യമായ തീർത്തു തരേണ്ടതുമാണ് .
ദർഘാസിൻറെ അംഗീകാരം സർക്കാർ തീരുമാന ങ്ങൾക്ക് വിധേയമായിരിക്കുന്നതും ഏത് ദർഘാസും നിരസിക്കുന്നതിനോ അംഗീകരിക്കുന്നതിനോ ഒപ്പിട്ടിരിക്കുന്ന ആൾക്ക് പൂർണ്ണ അധികാരം ഉളളതു മായിരിക്കും . ഈ വകുപ്പിൽ നിലനിൽക്കുന്ന എല്ലാ വ്യവസ്ഥകളും ഈ ദർഘാസിനും ബാധകമാണ് .
