PRE - QUALIFICATION TENDER NOTICE

Competitive postal tenders in sealed cover superscribing the name of work is invited under two cover system for and on behalf of the Governor of Kerala by the undersigned from "A " Class or equivalent registered contractors ( individual/firm) of the Kerala Public Works Department , upto 4 p.m. on 23-9-2010 . Technical bids shall be opened by the Superintending Engineer orby an authorized officer on the same day at 4.30 p . m. in the presence of tenderers present . The Department will not be responsible in any way for the non-receipt of tenders in time due to the postal or any other delay.

The technical bid will be examined and decided by the Chief Engineer's Tender Committee and qualified bidders will be intimated. Financial bid of pre -qualified bidders shall be opened after notifying the date and time to the qualified bidders .

Technical bid , financial bid and EMD shall be enclosed in separate covers superscribing "Technical Bid" and " Financial Bid " as the case may be and both covers along with the containing E. M. D. and preliminary agreement shall be enclosed in a single scaled superscribing the name of work. cover envelope

2. The prospective tenderers ( individual/ firm) have to mobilise the required machinery for the work by themselves .

3. The prospective tenderer should have completed at least one work of similar nature costing at least 50 % of the PAC of the work tendered during the last 5 years . Tender forms shall be issued only to those tenderer (individual/firm) who produce certificate to this effect issued by the concerned Executive Engineer.

4. No tender on joint venture is acceptable .

പ്രത്യേകം ടെക്നിക്കൽ ബിഡ്/ഫി നാൻഷ്യൽ ബിഡ് എന്നിവ ടെക്നിക്കൽ ബിഡ്‌/ഫിനാൻഷ്യൽ ബിഡ് എന്ന് മേലെഴുത്തോടുകൂടിയ പ്രത്യേകം പ്രമേ കവറുകളിൽ അടക്കം ചെയ്ത് മുദ്രവച്ച് ജോലിയുടെ പേര് മേലെഴുതിയ മറെറാരു മുദ്രവച്ച കവറിൽ സമർപ്പി ക്കേണ്ടതാണ് ജോലിക്ക് ആവശ്യമായ നിരതദ്രവ്യവും പ്രാഥമിക കരാറും ദർഘാസ് അടങ്ങിയ കവറിൽ (ടെക്നിക്കൽ ബിഡ് ) (പ്രത്യേകം സമർപ്പിക്കേണ്ടതാണ് .

പ്രത്യേക നിബന്‌ധനകൾ

1. പ്രവൃത്തി പൂർത്തിയാക്കുന്നതിനുള്ള പ്രോഗ്രാം :

ആദ്യത്തെ 3 മാസം 35%

രണ്ടാമത്തെ 3 മാസം 70%

അവസാനത്തെ 3 മാസം 100 % പ്രസ്തുത പ്രവൃത്തികൾ മുകളിൽ കാണിച്ച സമയപരിധിക്കുള്ളിൽ ചെയ്തു‌തീർക്കേണ്ടതാണ് .

2 . പ്രവൃത്തിക്ക് ദർഘാസ് സമർപ്പിക്കുന്ന കരാറുകാരൻ ( വ്യക്‌തി /സ്‌ഥാപനം } പ്രവൃത്തിക്ക് ആവശ്യമായ യന്ത്രസാമഗ്രികൾ സംഘടിപ്പി ക്കേണ്ടതാണ്

3. ഈ പ്രവൃത്തിക്ക് ദർഘാസിൽ പങ്കെടുക്കുവാൻ ഉദേശിക്കുന്ന കരാറുകാരൻ (വ്യക്‌തി /സ്‌ഥാപനം ) കഴിഞ്ഞ അഞ്ചുവർഷത്തിനുള്ളിൽ അടങ്കൽ തുകയുടെ 50% തുകയ്ക്ക് മേൽവിവരിച്ച പണികൾക്ക് സമാനമായ ഒരു പ്രവൃത്തിയെങ്കിലും പൂർത്തിയാക്കിയിരി ക്കേണ്ടതാണ് . ആയതിന് ബന്‌ധപ്പെട്ട എക്‌സിക്യൂട്ടീവ് എഞ്ചിനീയറുടെ സാക്ഷ്യപ്പെടുത്തിയ (പണികളുടെ വിശദവിവരങ്ങൾ അടങ്ങിയ ) സർട്ടിഫിക്കററുകൾ ഹാജരാ ക്കുന്നവർക്കു മാത്രമേ ദർഘാസ് പ്രമാണങ്ങൾ നൽകുക 4. സംയുക്‌‌ത സംരംഭത്തിന്റെ അടിസ്ഥാനത്തിൽ ദർഘാസ് സ്വീകരിക്കുന്നതല്ല .

5. കരാറു കാർ പ്രവൃത്തി. സമയപരിധി ക്കുളളിൽ തീർക്കാനാവശ്യമായ പ്രോഗ്രാം ചാർട്ട് ദർഘാസിനോടൊപ്പം സമർപ്പിക്കേണ്ടതാണ് .

6. ദർഘാസ് വാങ്ങിയതിൻറെ വില രസീതുകൂടി ദർഘാസിനോടൊപ്പം വയ്ക്കേണ്ടതാണ് .

* 7. കരാറുകാരൻ രേഖപ്പെടുത്തിയിരിക്കുന്ന നിരക്കുകൾ അന്തിമമായിരിക്കും . ദർഘാസ് തുറന്ന തിനുശേഷം നിരക്കുകളിൽ യാതൊ രു വി ധ നീക്കുപോക്കുകളും ഉണ്ടായിരിക്കുന്നതല്ല .

8. പങ്കെടുക്കുന്ന കരാറുകാരുടെ മുൻ ദർഘാസ് യോഗം ഈ ഓഫീസിൽവച്ച് 16-9-2010 , 11 മണിക്ക് ഉണ്ടായിരിക്കുന്നതാണ്

கேவை പൊതുമരാമത്ത് വകുപ്പിലെ മറൊല്ലാ നിബന്‌ധനകളും ഈ ദർഘാസിനും ബാധകമാണ് .

Bids from Contractors /Firms for Pre - qualification- cum-Financial bids are invited for and on behalf of the Governor of Kerala by the Superintending Engineer, Buildings and Local Works , Central Circle , Thrissur upto 4 p.m. on 23-9-2010 for the work mentioned below (double cover system) .

Tender No.- P.Q.45/2010-11 .

Name of work- Construction of Govern ment College, Udumbanchola , Polytechnic Nedumkandam ( Academic Block) .

Estimate P. A. C. ( Civil+Electrical) Rs . 330 Lakh .

Period of completion- 1.8 months .

Details of work- Two storied RGC framed structure building .

Foundation - Column footing/dry masonry. rubble Superstructure-Brick work in C. M.

Doors- Venga wood/PVC .

Windows-Aluminium .

Flooring-Ceramic tiles/ vitrified tiles/cement.

'A' Class Contractors/ firms ( also having joint venture) Registered in State PWD having experience in the building construction work of similar nature and also consider themselves capable of taking up the construction of major building can obtain The date and time of opening of price bid wiil be intimated to the P.Q. contractors / firm concerned in time. The tenders of those who have not become qualified will not be considered on any account .

The tenders of the Contractors / firms without required E.M.D. of Rs . 50,000 pledged in the name of undersigned and the executed preliminary agreement in StampStamp Paper worth Rs . 100 in cover No. 1 (Technical bid) will be summarily rejected .

Pre- qualification bids and tender Schedule of the above building works from the office of undersigned from 14-9-2010 to 16-9-2010 between 10.15 a . m . to 4 p.m. on application and payment of Rs . 25,000+ VAT . The Electrical work of the above building shall be done simultaneously with approved licensees of Electricallectrical Inspectorate/Registered Electrical Contractors in PWD under the supervision of Electrical Wing of P.W.D. The Contractors /Firms themselves should produce relevant records to prove their eligibility before the undersigned for obtaining the bids , the eligibility norms are as follows :

1. Contractors / Firms should execute Government works of similar nature costing Rs . 198 Lakes each during the last five financial years (Annual turn over) .

2. Contractors /Firms should have satisfactorily completed a single work at least not less than Rs . 132 Lakh (Estimate P.A.C. ) during the last 3 years .

The condition in G. O. ( P ) 84/97/P W & T, dated 19-8-1997 and its amendments and all other conditions prevailing in K.P.W.D. regarding P.Q. bids and tenders will remain unchanged and are equally applicable to the above work also. The undersigned reserves the right to reject all or any of the tenders on P.Q. bids without assigning any reasons . Price preference of 10 % of the contract amount of the lowest quoted contractor may be allowed to the tender submitted by M/ s . Kerala State Construction Corporation Limited . All the rules in PWD regarding the tenders are applicable to this tender also .

3. Contractors Firms should have a financial capacity of producing Bank Guarantee at 10% of the contract amount of the work at the time of executing agreement .

The department will not be responsible for any delay or loss in delivering by post. ( Courier Service will not be accepted.) The tender documents will be issued only to the registered contractor's of PWD and are not transferable . If the date of receiving tender happened to be a public holiday , the tender will be received next working day in the specified time .

താഴെ പറയുന്ന യോഗ്യതകൾ തെളിയിക്കുന്നതിനുള്ള வே ദർഘാസ വാങ്ങുന്നതിനുള്ള അപേക്ഷ യോടൊപ്പം ഹാജരാക്കേണ്ടതാണ് .

The P.Q. 'bids will be opened on 23-9-2010 at 4-30 p.m. and willbe submitted to Chief Engineer's Committee for scrutiny and finalization of Pre -qualification panels . The cover containing tender schedule ( price bid) will be opened only after the finalization of P.Q. bids by Chief Engincer's Committee and only those of the bidders who have become pre - qualified for the particular work .

(1) കഴിഞ്ഞ അഞ്ച് സാമ്പത്തിക വർഷങ്ങളിൽ 198 e വാർഷിക ഇടപാട തൂക രൂപയിൽ കുറയാത്ത സമാനമായ സർക്കാർ ചെയ് തിരിക്കണം . ആയതിൻറെ ലഭ്യമായ ഏററവും പുതിയ വർഷത്തിലെ ബാലൻസ് ഷീററ് (ടേൺ ഓവർ കണക്ക് ) ഉളളടക്കം ചെയ്ത'തിരിക്കണം (2 ) അപേക്ഷകർ പ്രവൃത്തിയുടെ എസ്‌റിമേറ്റിന് രൂപയെങ്കിലും അടങ്കൽ തുക 132 ലക്ഷം ഒറാകരാറിൽ തൃപ്‌തികരമായ മൂന്ന് വർഷത്തിനുള്ളിൽ ഏറെറടുത്ത് പൂർത്തീകരിച്ചിരിക്കണം .
