കെ. 899 വെള്ളൂർ മുളക്കുളം ജനറൽ മാർക്കറ്റിംഗ് ആന്റ ് പ്രോസസിംഗ് സഹകരണസംഘം 23-5-1994-ൽ രജിസ്റ്റർ ചെയ്ത് 2-6-1994-ൽ പ്രവർത്തനം ആരംഭിച്ചു. വൈക്കം സഹകരണ സംഘം അസിസ്റ്റന്റ ് രജിസ്ട്രാർ (ജ) ആഫീസിലെ മേവെള്ളൂർ യൂണിറ്റ് ഇൻസ്പെക്ടർ നടത്തിയ പരിശോധനയിൽ സംഘം ദീർഘനാളായി അഡ്മിനിസ്ട്രേറ്റർ ഭരണത്തിലാണെന്നും സംഘം പ്രവർത്തനം തുടർന്ന് നടത്തിക്കൊ≠് പോകുന്നതിന് സാദ്ധ്യത ഇല്ല എന്നും സംഘാംഗങ്ങൾക്ക് സംഘം പ്രവർത്തനത്തിൽ താല്പര്യം ഇല്ലാ എന്നതിനാൽ സംഘം പ്രവർത്തനം സമാപ്തീകരിച്ച് ഉത്തരവാകണമെന്ന് അഡ്മിനിസ്ട്രേറ്ററുടെ 23-3-2010-ലെ 1-ാം നമ്പർ തീരുമാനപ്രകാരവും ഒന്നാം സൂചനപ്രകാരവും ശുപാർശ ചെയ്തിട്ടു≠്. സൂചന (2) പ്രകാരം മുൻ ഭരണസമിതി അംഗങ്ങൾക്കും കോട്ടയം ജില്ലാ സഹകരണ ബാങ്കിനും വൈക്കം സർക്കിൾ സഹകരണ യൂണിയനും ആക്ഷേപം/ അഭിപ്രായം ബോധിപ്പിക്കുന്നതിന് അവസരം നൽകിയെങ്കിലും ആയത് സംബന്ധിച്ച് ആക്ഷേപം ആരും ബോധിപ്പിച്ചിട്ടി ല്ലാത്തതാകുന്നു. ഈ സാഹചര്യത്തിൽ ആക്ഷേപം ഒന്നുംതന്നെ ഇല്ല എന്ന നിഗമനത്തിലും സൂചന (1) പ്രകാരമുള്ള ശുപാർശയുടെയും അടിസ്ഥാനത്തിൽ താഴെപ്പറയുന്ന ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു.

3. തൊടുപുഴ അസിസ്റ്റന്റ ് രജിസ്ട്രാർ (ജനറൽ)-ടെ 16-4-2010-ലെ സി. 1526/04-ാം നമ്പർ കത്ത്.

ഇ.255-ാം നമ്പർ കുളമാവ് ഹൈഡൽ സ്റ്റാഫ് സഹകരണ സംഘത്തിന്റെ സമാപ്തീകരണത്തിനായി തൊടുപുഴ അസിസ്റ്റന്റ ് രജിസ്ട്രാർ (ജനറൽ) ആഫീസിലെ 'കോടിക്കുളം' യൂണിറ്റ് ഇൻസ്പെക്ടറെ സൂചന (1) ഉത്തരവ് പ്രകാരം നിയമിച്ചിരുന്നതും ടിയാൻ 30-5-1979-ൽ ലിക്വിഡേറ്ററായി ചുമതല ഏറ്റെടുത്തിട്ടുള്ളതുമാണ്.

ലിക്വിഡേറ്റർ ചാർ÷െടുത്തതിനുശേഷം ഈടാക്കാവുന്ന ആസ്തികൾ ഈടാക്കിയെടുക്കുകയും കൊടുത്തുതീർക്കാൻ കഴിയുന്ന ബാദ്ധ്യതകൾ കൊടുത്തുതീർക്കുകയും ചെയ്തശേഷം ബാക്കിയുള്ളവ ഈടാക്കുവാനും കൊടുത്തുതീർക്കാൻ സാധിക്കാത്ത ആസ്തികളും ബാദ്ധ്യതകളും അനുവാദം വാങ്ങി എഴുതി തള്ളുകയും ചെയ്തിട്ടു≠്.

ലിക്വിഡേഷൻ നടപടികൾ പൂർത്തിയാക്കി സൂചന (2) പ്രകാരം ലിക്വിഡേഷൻ ഉത്തരവ് പുറപ്പെടുവിച്ചിട്ടു≠്. ലിക്വിഡേഷൻ കാലയളവിലെ വരവ് ചെലവ് കണക്കുകൾ ഈ ആഫീസിലെ എ.ഇ.എൽ. ഇൻസ്പെക്ടർ ആഡിറ്റ് ചെയ്യുകയും നിയമാനുസൃതമുള്ള ലിക്വിഡേഷൻ ചാർ÷് അടച്ചിട്ടില്ലാത്തതിനാൽ ആയത് അടയ്ക്കുന്നതിന് നിർദ്ദേശിക്കുകയും ആയതിന്റെ അടിസ്ഥാനത്തിൽ കോമൺ ലിക്വിഡേഷൻ ഫ≠് അക്കൗ≠ിൽ നിന്നും തുക പിൻവലിച്ച് ലിക്വിഡേഷൻ ചാർ÷് 316 രൂപ അടയ്ക്കുകയും ചെയ്തിട്ടു≠്. സംഘത്തിന്റെ രജിസ്ട്രേഷൻ കേരള സഹകരണ സംഘം നിയമം വകുപ്പ് 74 പ്രകാരം റദ്ദു ചെയ്യാവുന്നതാണെന്ന് സൂചന (3) കത്ത് പ്രകാരം തൊടുപുഴ അസിസ്റ്റന്റ ് രജിസ്ട്രാർ (ജനറൽ) ശുപാർശ ചെയ്തിട്ടു≠്.

സംഘത്തിന്റെ ലിക്വിഡേഷൻ നടപടികൾ പൂർത്തിയായിട്ടുള്ള സാഹചര്യത്തിൽ, സംഘത്തിന്റെ രജിസ്ട്രേഷൻ, സഹകരണ നിയമം വകുപ്പ് 74 പ്രകാരം റദ്ദുചെയ്യാവുന്നതാണെന്ന് ബോദ്ധ്യപ്പെട്ട സാഹചര്യത്തിൽ താഴെ പറയുന്ന ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു.

ലിക്വിഡേറ്റർ സംഘംവക റിക്കാർഡുകൾ 3 വർഷത്തേക്ക് സൂക്ഷിക്കേ≠തും ഈ ആഫീസിന്റെ മുൻകൂർ അനുവാദം വാങ്ങിയതിനുശേഷം നശിപ്പിച്ചുകളയേ≠തുമാണ്.
