Bids from Contractors / Firms for qual cation Cum-Financial Bids are invited for and a half of the Governor of Kerala by the Suparine ading Engineer, Buildings and Le Local Works , Central Circle, Thrissur up to 4 p. m . on 29-10-2010 for the work mentioned below (double cover system) .

'A' Class Contractors / Firms ( also having joint venture)Registered in State P. W. D. having experience in the building construction work of similar nature and also consider themselves capable of taking up the construction of major building can obtain Pre- qualificationbids and tender sahedule of the above building works from the office of the undersigned from 20-10-2010 to 22-10-2010 between 10.15 a.m. to 4 p. m. on application and payment of Rs . 25,000 + VAT. The electrical work of the above building shall be done simultaneously with approved licencies of Electrical Inspectorate/Registered Electrical Contractors in PWD under the supervision of Electrical Engineering wing of PWD . The contractors/firms themselves shouldshould produce relevant recordsrecords to prove their eligibility before the undersigned for obtaining the bids , the eligibility norms are as follows :-
nature 1. Contractors / Firms should execute Govern- ment works of similar . costing Rs . 136,50 Lakh cach during the last five financial years (Annual Turn Over) .
2. Contractors /Firms should have satisfactorily completed a single work atleast not less than Rs. 91 lakh ( Estimate PAC) during the last 3 years .
3. Contr: tors/ Firms should have a financial capaci , of producing Bank guarantee at 10% Contract amount of the work as the tine of executing agreement .

Copy of certificate for Item Nos . 1 , 2 and 4 attested by an officer not below the rank of Excautive Engineer should be submitted along with the request for obtaining the bil.
for The filled up and signed P.Q. bids along with all required Proforma and questionnaires and certificates ( in triplicate) with E.M.D. Rs. 50,000 pledged in favour of undersigned with executed preliminary agreement in Stamp Paper for Rs. 100 in one sealed cover ( P. Q. bid cover) and tender Schedule (price bid) in another cover superscribing the name of work and the Pre-qualification bids as in the case may be sent by Registered Post so as to reach the office of undersigned before 4 p.m. on 29-10-2010. The Depart ment will not be responsible for any delay or loss in delivering by post . ( Courier Service will not be accepted) . The tender documents will be issued only to the registered contractor's of PWD and are not transferable. If the date of receiving tender happened to be a public holiday, the tender willbe received next working day in the specified time.
Chief The P. Q. bids willbe opened on29-10-2010 at 4.30 p. m. and will be submitted to Engineer's Committee for saruting and finalisation of pre- qualification panels . Tus cover comalang tender schedule (Price bid ) will be opened only after the finalisation of P. Q. bids by Chief Engineer's Committee and only these of the bidders who have become pre - qualified for the particular work .
The date and time of opening of price bid will be intimated to the pre- qualified contractors/ firms concerned in tine . The tenders of those who have not become qualified will not be considered on any account .
The teaders of the contractors / firms without required E. M. D. of Rs . 50,000 pledged in the name of undersigned and the executed preliminary agreement in Stamp Paper worth Rs. 10) in Cover No. I ( Technical Bid) willbe summarily rejected,
The condition in G. O. (P) No. 84 /97/PW & T dated 19-8-1997 and its amendments and all other conditions prevailing in K.P.W.D. regarding pre-qualification bids and tenders will remain unchanged and are equally applicable to the above work also . The undersigned reserves the right to reject all or any of the tenders on pre -qualification bids without assigning any reasons . Pricede preferenceprefere of 10% of the contract amount of the lowest quoted contractor may be allowed to the tender submitted by M/ s Kerala State Construction Corporation Limited. All the rules in PWD regarding the tenders are applicable to this tender also .
ഗവർണ്ണർക്കുവേണ്ടി സൂപ്രണ്ടിംഗ് എഞ്ചിനീയർ , ബിൽഡിംഗ്സ് ആൻ " ലോക്കൽ വർക്ക്' , മദ'ധ്യമേഖല , തൃശ്ശൂർ പൊതു മരാമത്ത് വകുപ്പിൽ രജിസ്റാർ ചെയ്തിട്ടുള്ളവരും താഴെ സൂചിപ്പിക്കുന്ന വിധത്തിൽ പ്രവൃത്തി ഏറെദുത്ത് നടത്തുന്നതിന് പഠിച്ചയസമ്പന്നരും സാമ്പത്തികശേഷിയുള്ളവരുമായ 'എ ' ക്ലാസ്' കരാറുകാർ സ്ഥാപനങ്ങൾ എന്നിവരിൽനിന്നും താഴെ പായുന്ന പ്രവർത്തിക്ക നിർണ്ണയത്തിനും പ്രവർത്തിക്കുമുള്ള ദർഘാസുകൾ ക്ഷണിച്ചുകൊളളുന്നു .

താഴെ പറയുന്ന യോഗ്യതകൾ തെളിയിക്കുന്ന തിനുളള രേഖകൾ ദർഘാസ് വാങ്ങുന്നതിനുളള അപേക്ഷയോടൊപ്പം ഹാജരാക്കേണ്ടതാണ് .
കേരള കൺസ്ട്രക്ഷൻ കോർപ്പറേഷന് കുറഞ്ഞ ദർഘാസുകൾ സമർപ്പിക്കുന്ന കരാറുകാരൻറെ ദർഘാസ തുകയിൽനിന്നും 10 % കൂടുതൽ വരെ അനുവദനീയ മാണ് . പൂരിപ്പിച്ച ചോദ്യാവലികളടങ്ങപാദ്യാവലികളടങ്ങിയ മുൻയോഗ്യതം ഫോറങ്ങൾ (3 കോപ്പി ) , നിരതദ്രവ്യം , പ്രിലിമിനറി എഗ്രിമെൻറ് എന്നിവ അടക്കം ആദ്യത്തെ കവറിലും പ്രവൃത്തിക്കുള്ള ദർഘാസ് കവറിലും മുദ്രവച്ച പ്രത്യേകം കവറുകളിൽ അടക്കം ചെയ്ത് പ്രവൃത്തിയുടെ പേരും മാറും യഥാവിധി കവറിനുമുകളിൽ എഴുതി ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻ ഓഫീസിൽ ദർഘാസ് പ്രമാണങ്ങൾ ലഭിക്കേണ്ട അവസാന തീയതി 4 മണിക്കുമുമ്പായി എത്തുന്ന വിധത്തിൽ രജിസ്റോർഡ് തപാലിൽ അയച്ചിരിക്കേണ്ടതാണ് ( കൊറിയർ സർവ്വീസിൽ വരുന്ന തപാലുകൾ സ്വീകരിക്കുന്നതല്ല) . തപാൽ തകരാർ മൂലമോ മറേറതെങ്കിലും കാരണവശാലോ നിശ്ചിതസമയം കഴിഞ്ഞുകിട്ടുന്ന ദർഘാസുകൾക്ക് ഡിപ്പാർട്ടുമെൻറ് യാതൊരുവിധമായ ഉത്തരവാദിത്വവും ഏറൊടുക്കുന്നതല്ല . ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവർത്തി ിവസം നിശ്ച‌ിത സമയംവരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ് . ദിവസം (1 ) കഴിഞ്ഞ അഞ്ച് സാമ്പത്തിക വർഷങ്ങളിൽ വാർഷിക ഇടപാട തുക 136.50 രൂപയിൽ കുറയാത്ത സമാനമായ സർക്കാർ പ്രവൃത്തികൾ ചെയ്തിരിക്കണം , ആയതിൻറെ ലഭ്യമായ ഏററവും പുതിയ ബാലൻസ് ഷീററ് ( ടേൺ ഓവർ കണക്ക്) ഉളളടക്കം ചെയതിരിക്കണം . വർഷത്തിലെ
(2) അപേക്ഷകർ പ്രവൃത്തിയുടെ എസ്റ്റിമേറ് രൂപയെങ്കിലും അടങ്കൽ തുക 91 ഒററ കരാറിൽ തൃപ്തികരമായി കഴിഞ്ഞ മൂന്നുവർഷത്തിനുളളിൽ പൂർത്തീകരിച്ചിരിക്കണം . ഏ റെറ ട ത്ത '

ദർഘാസ് പ്രമാണങ്ങൾ പൊതുമരാമത്ത് അംഗീകൃത വകുപ്പിലെ കരാറുകാർക്ക് ലഭിക്കുന്നതും അവ കൈമാറ്റം ചെയ്യുവാൻ പാടില്ലാ തുമാകുന്നു . മുൻയോഗ്യതാ നിർണ്ണയംനിർണ്ണയത്തിനുള ദർഘാസിനോടൊപ്പം 100 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ എഴുതി ഒപ്പിട്ട് പ്രാഥമിക ഉടമ്പടിയും 50,000 രൂപയുടെ നിരതദ്രവ്യവും ഉണ്ടായിരിക്കേണ്ടതാണ് . നിരതദ്രവ്യം തൃശ്ശൂർ സെൻട്രൽ സർക്കിൾ സൂപ്രണ്ടിംഗ് എഞ്ചിനീയറുടെ പേരിൽ നിക്ഷേപിച്ചതോ പണയപ്പെടു ത്തിയതോ ആയിരിക്കണം . മുൻയോഗ്യതാ നിർണ്ണയത്തി നുള്ള ദർഘാസുകൾ മാത്രം ദർഘാസം സ്വീകരിക്കുന്ന തിന് നിശ്‌ചയിച്ച അവസാനദിവസം 4.30 - ന് തുറക്കുന്നതും പൊതുമകുന്നതും പൊതുമരാമത്ത് വകുപ്പ് ചീഫ് എഞ്ചിനീയറുടെ കമ്മിറ്റിയുടെ പരിഗണനയ്ക്കപരിഗണനയ്ക്കു അംഗീകാരത്തിനും വേണ്ടി അയയ്ക്കുന്ന തു മാണ ചീഫ് എഞ്ചിനീയർ മുൻഗണന നിശ്‌ചയിച്ച അംഗീകരിച്ച കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ മാത്രമ തുറന്നു പരിശോധിക്കുകയുളളു . എഞ്ചീനീയറുടെ യോഗ്യതാനിർണ്ണയത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ പ്രവൃത്തിക്കനിക്കുള്ള ദർഘാസുകൾ തുറക്കാതെതന്നെ നിരസിക്കുന്നതായിരിക്കും . مواية
