EMD—Rs. 50,000.
Time of Completion—12 months.
The tenderers may possess/be capable of providing the following machineries required for the successful completion of the work. Necessary proof in this regard should be submitted along with the pre-qualification documents.

Major Components of work
The Superintending Engineer, Harbour Engineering South Circle, Thiruvananthapuram for and on behalf of the Governor of Kerala invite competitive tenders in two separate sealed covers for pre-qualification and execution of the following work from Contractors/Firms having "A" Class Registration of any State P.W.D/Irrigation/ Central Public Works Departments who are financially capable and with previous experience in satisfactorily completing at least a single civil construction work costing not less than 100 lakhs within a period of last 5 years (from the date of this notification). Attested relevant certificate from an Officer not below the rank of Superintending Engineer/Agreement Authority should also be produced along with application for tender document.

Name of Work—NFDB Assistance—Upgradation/ Renovation of existing Fishing Harbour at Thankassery.
Probable Amount of Contract—Rs. 250 Lakhs.

5th OCT. 2010] MARINE DEPARTMENT 198The tender documents for Pre-qualification and work can be had from the office of the undersigned on all working days from 12-10-2010 to 19-10-2010 during working hours in between 10.15 a. m. to 3 p. m. on all working days and upto 1 p. m. on 19-10-2010, on application in writing proving eligibility and providing attested copies of certificates and on payment of Rs. 25,000 + 4% VAT towards cost of tender schedule. The sale of tender schedule for Pre-qualification and the work will be closed at 1 p. m. on 19-10-2010. The Pre-qualification documents containing the questionnaire duly filled up by the tenderer (3 copies in book form) along with preliminary agreement signed in Kerala Stamp Paper worth Rs. 100 and with required E.M.D. pledged in favour of the undersigned in cover No. 1 and the duly filled tender documents for the work (price bid) in cover No. 2 should be submitted. Name of work should be clearly written on the sealed cover and posted by Registered/Speed Post so as to reach the undersigned before 3 p.m. on 28-10-2010. Tenders which are received after 3 p.m. on 28-10-2010 due to postal delay or on any other reasons will not be considered. Department will not be responsible for any such delays. If the date of receipt of tender happens to be a holiday, tenders will be accepted upto 3 p. m. on the next working day. Tenders submitted through any Courier Service/By hand will not be considered. Tenders submitted without preliminary agreement and the required E.M.D. will be rejected outright.
The details of work done during the previous financial year should be furnished along with the Pre-qualification document. Pre-qualification documents alone will be opened at 3.30 p.m. on the last day of acceptance of tender and will be submitted to Chief Engineer for evaluation and sanction by Pre-qualification Committee. The tenders of those who have been pre- qualified will only be opened later and the tenders of those who are not pre-qualified will be summarily rejected without opening the tender. The date of opening of the tenders of the contractors/firms who have been pre-qualified will be intimated. The firm period of the tender is 4 months from the date of opening of the tenders (Price bid).
The tenderers have to produce the originals of the pre-qualification documents within 3 days from the date of opening of the pre-qualification tender for verification.
All the conditions in the Government Order No. G. O. (Ms.) 43/99/IRD dated 9-6-1999 and further clarifications and other conditions for consideration of tenders will be applicable to this tender. In respect of Para V of this G. O., the clarifications issued by the Government vide Letter No. 7365/H3/2000/PWD dated 1-4-2000 will be applicable. G. O. (Rt.) No. 255/2004/F&PD dated 29-6-2004 will also be applicable to this tender. Co-operative Societies will not be eligible for any price preference for this tender. The undersigned reserves the right to reject the Pre-qualification/Tender documents without assigning any reason. While evaluating tenders, regard would be paid to National Defence and security consideration.

5th OCT. 2010] MARINE DEPARTMENT 1993 ദിവസത്തിനുള്ളിൽ മുൻ യോഗ്യത നിർണ്ണയിക്കുന്നതിനു വേ≠ി സമർപ്പിച്ചിട്ടുള്ള ഡോക്യുമെന്റുകളുടെ അസ്സൽ പരിശോധനയ്ക്കായി ഹാജരാക്കേ≠താണ്.
9-6-1999-ലെ സർക്കാർ ഉത്തരവ് നമ്പർ ജി.ഒ.(എം.എസ്.) 43/99/എെ.ആർ.ഡി.-യിൽ പറയുന്ന എല്ലാ നിബന്ധനകളും ടെ≠ർ പരിഗണനയ്ക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. ടി സർക്കാർ ഉത്തരവിലെ അഞ്ചാമതു ഖണ്ഡികയെ സംബന്ധിച്ച് നമ്പർ 7365/എച്ച്3/2000/പി.ഡബ്ല്യു.ഡി. 1-4-2000-ാം തീയതിയിലെ സർക്കാർ നിർദ്ദേശമാണ് ഈ ദർഘാസിന് ബാധകമാകുന്നത്. ജി. ഒ. (ആർ. റ്റി.) നമ്പർ 255/04/എഫ്. ആന്റ ് പി. ഡി. തീയതി 29-6-2004-ലെ സർക്കാർ ഉത്തരവും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. കോ-ഓപ്പറേറ്റീവ് സൊസൈറ്റികൾക്ക് ഈ ദർഘാസിൽ നിരക്കുസംബന്ധമായ യാതൊരുവിധ പ്രത്യേക പരിഗണനയും ഉ≠ായിരിക്കുന്നതല്ല. മുൻയോഗ്യതാ ദർഘാസ് പ്രമാണത്തിനുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന മുൻയോഗ്യതാ/ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകൾ പരിഗണിക്കുമ്പോൾ രാജ്യത്തിന്റെ സുരക്ഷയും പ്രതിരോധവും കണക്കിലെടുക്കുന്നതാണ്.

Sealed tenders are invited by the undersigned for and on behalf of Governor of Kerala in the prescribed form for the following works.

Description of work—Rapid Environmental Impact Assessment (EIA) Studies and preparation of Environment Management Plan (EMP) and obtaining approval from Ministry of Environment and Forests, Govt. of India for the proposed breakwater at Valiyathura in Thiruvananthapuram District.
Period of Completion—2½ months.
The tender should be superscribed "Tender for EIA Studies" and addressed to the Chief Engineer, Harbour Engineering Department, Kamaleswaram, Manacaud P. O., Thiruvananthapuram-695 009. The tender will be opened at 4 p. m. on 27-10-2010 in the presence of such tenderers or their authorized representatives who will be present at that time.
Indenting firms having experience in similar works may on application to the Chief Engineer, Harbour Engineering Department to obtain the requisite tender forms. Application for the prescribed tender forms should be accompanied by a cash remittance of Rs. 400+VAT കഴിഞ്ഞ സാമ്പത്തിക വർഷത്തിൽ ചെയ്തിട്ടുള്ള പ്രവൃത്തികളുടെ വിവരം മുൻയോഗ്യതാ നിർണ്ണയ ദർഘാസിനോടൊപ്പം സമർപ്പിക്കേ≠താണ്. മുൻയോഗ്യത നിർണ്ണയിക്കുന്നതിനുള്ള ദർഘാസുകൾ മാത്രം ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം വൈകുന്നേരം 3.30 മണിക്ക് തുറക്കുന്നതും പരിശോധനാ കമ്മിറ്റിയുടെ പരിശോധനയ്ക്കും അംഗീകാരത്തിനുമായി ചീഫ് എഞ്ചിനീയർക്ക് സമർപ്പിക്കുന്നതുമാണ്. ചീഫ് എഞ്ചിനീയർ മുൻയോഗ്യത നിർണ്ണയിച്ച് അംഗീകരിക്കുന്ന കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ മാത്രമേ പിന്നീട് തുറന്ന് പരിശോധിക്കുകയുള്ളൂ. ചീഫ് എഞ്ചിനീയറുടെ മുൻയോഗ്യതാ നിർണ്ണയത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ/ സ്ഥാപനങ്ങളുടെ ദർഘാസുകൾ തുറക്കാതെ തന്നെ നിരസിക്കു ന്നതാണ്. യോഗ്യത നേടിയ ദർഘാസുകൾ തുറക്കുന്ന തീയതി മുൻകൂർ അറിയിക്കുന്നതായിരിക്കും. ദർഘാസിന്റെ ഫേം പിരീഡ് ദർഘാസ് (പ്രൈസ് ബിഡ്) തുറക്കുന്ന തീയതി മുതൽ 4 മാസം വരെ ആയിരിക്കും. മുൻയോഗ്യത നിർണ്ണയ ദർഘാസുകൾ സമർപ്പിച്ചിട്ടുള്ള കരാറുകാർ തുറക്കുന്ന ദിവസം മുതൽ5th OCT. 2010] MARINE DEPARTMENT 200 being the cost of tender form. Cheques, Postal Orders, Stamps etc. will not be accepted towards the cost of forms. Tender forms will be available with the undersigned on all working days from 18-10-2010 to 27-10-2010 and sale will be closed at 1 p. m. on 27-10-2010. The tender forms are not transferable. The completed tenders along with the experience certificate should reach this office on or before 3 p.m. on 27-10-2010.
