The tender for Pre -qualification and execution of the following work is invited from financially sound and well experienced Registered ' A' Class Contractors / Firms of Kerala Public Works / Irrigation Department who have successfully completed atleast one similar work costing more than 40% (Forty percentage ) of the Estimate P. A. C. of work during the last five years . The application for tender schedule should be supported by certificate of prior experience in work as mentioned below obtained from agreement authority and tender schedule will be issued only to those who satisfy this condition . Necessary certificate in this effect shall be produced from the officers concerned not below the rank of Executive Engineer . Tenders should be submitted so as to reach the undersigned on or before the date and time prescribed for the work as below by Registered Post/Speed Post . The receipt in form T.R. 5 towards the purchase of tender schedule should be enclosed along with the tender documents .

നിർണ്ണയത്തിനും ദക്ഷിണമേഖലാ പൊതുമരാമത്ത് വകുപ്പ ' നിരത്തുകളും പാലങ്ങളും , തിരുവനന്തപുരം സൂപ്രണ്ടിംഗ എഞ്ചിനീയർ ചുവടെ ചേർത്തിരിക്കുന്ന പ്രവൃത്തിക്ക് പരിചയ സമ്പന്നരും സാമ്പത്തിക ശേഷിയുളളവരും ഈ പ്രവൃത്തിയുടെ 40 % -ൽ കുറയാത്ത തുകയ്ക്കുളള സമാനമായ ഏതെങ്കിലും ഒരു പണി ( ഒറ പണി ) കഴിഞ്ഞ z വർഷത്തിനകം ചെയ്തു തീർത്തിട്ടുളളവരുമായ കരാറുകാരിൽനിന്നും / സ് ഥാ പനങ്ങ ളിൽനിന്നും മുൻയോഗ്യതാ പ്രവൃത്തിയേറെറടുത്ത് " നടത്തുന്നതിനുള്ള ദർഘാസു കൾ പ്രത്യേകം മുദ്രവച്ച കവറുകളിൽ ക്ഷണിച്ചു കൊളളുന്നു. ടെണ്ടർ പ്രമാണം വാങ്ങുമ്പോൾ ലഭിക്കുന്ന ഫാറം ടി . ആർ . 5 പ്രകാരമുള്ള രസീത് ടെണ്ടറി : നോടൊപ്പം ഉൾക്കൊള്ളിക്കേണ്ടതാണ് . പ്രസ്തുത പണി യുടെ 40 % -ൽ കുറയാത്തതും സമാന സ്വഭാവമുള്ള തുമായ പണികൾക്ക് എക്സിക്യൂട്ടീവ് എഞ്ചിനീയറുടെ സർട്ടിഫിക്കറ്റ് ഷെഡ്യൂളിനൊപ്പം സമർപ്പിക്കേണ്ട ദർഘാസ് ഫോറങ്ങൾ താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻറെ ഓഫീസിൽനിന്നും താഴെ പറയുന്ന വൃത്തി ദിവസങ്ങളിൽ 25,000 രൂപയും മൂല്യ വർദ്ധിത നികുതിയും അടച്ച് അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ് . അപേക്ഷയോടൊപ്പം മുൻപരിചയം സംബന്ധിച്ച എഗ്രിമെൻറ് അ ധി കാ രി ക ളു ടെ സർട്ടിഫിക്കററുകൂട്ടി ഹാജരാക്കിയാൽ മാത്രമേ ദർഘാസ് വിതരണം ചെയ്യുകയുള്ളു . പൂരിപ്പിച്ച ടെണ്ടറുകൾ നിശ്ചയിക്കപ്പെട്ട് തീയതിക്കും സമയത്തിനും മുൻപായി രജിസ്‌റോർഡ് പപ സ് ററി ലോ സ്‌പീഡ് പോസ്‌ററിലോ ലഭിക്കേണ്ടതാണ് . കൊറിയർ മുഖേനയുളള ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല .

13th September 2010, Bids from Contractors /Firms for Pre-qualification" cum-Financial bids are invited for and on behalf of the Governor of Kerala by the Superintending Engineer , Buildings and Local Works , Central Circle , Thrissur up to 4 p.m. on" 1-011-2010 for the work mentioned below (double cover system) .

'A' Class Contractors / firms (also having joint venture) Registered in State PWD having experience in he building construction work of similar nature and also consider themselves capable of taking up the construction of major building can obtain Pre- qualification bids and tender Schedule of the above building works from the office of undersigned from 1-11-2010 to 3-11-2010 between 10.15 a . m . to 4p.m. on application and payment of Rs . 25,000+ VAT. The Electrical work of the above building shall be done simultaneously with approved licensees of Electrical Inspectorate /Registered Electrical Contractors in PWD under the supervision of Electrical Wing of P.W.D. The Contractors /Firms themselves should produce relevant records to prove their eligibility before the undersigned for obtaining the bids, the eligibility norms are as follows :
1. Contractors/ Firms should execute Government works of similar nature costing Rs . 138 Lakh cach during the last five financial years (Annual turn over) .
2. Contractors / Firms should have satisfactorily completed a single work at least not less than Rs . 92 Lakh (Estimate P.A.C. ) during the last 3 years .
3. Contractors Firms should have a financial capacity of producing Bank Guaranteeat 10% of contract amount of the work at the time of executing agreement .

1 No. (h) JCB Copy of certificate for item Nos . 1 , 2 and 4 attested by an officer not below the rank of Executive Engineer should be submitted along with the request for obtaining the bid .
The filled up and signed P. Q. bids along with all required Pro forma and questionnaires and certificates (in triplicate) with E. M. D. for Rs. 50,000 pledged in favour of undersigned with executed preliminary agreement in Stamp Paper for Rs . 100 in one sealed cover ( P. Q. bid cover) and tender schedule (price bid) in another cover superscribing the name of work and the Pre- qualification bids as in the case may be sent by registered post so as to reach the office of undersigned before 4 p.m. on 10-11-2010 . The department will not be responsible for any delay or loss in delivering by post (Courier Service will not be accepted) . The tender documents will be issued only to the registered contractor's of PWD and are not transferable . If the date of receiving tender happened to be a public holiday , the tender will be received next working day in the specified time .
The P.Q. bids will be opened on 10-11-2010 at 4.30 p.m. and willbe submitted to Chief Engineer's Committee for scrutiny and finalization of Pre-qualification panels . The cover containing tender schedule (price bid) will be opened only after the finalization of P.Q. bids by Chief Engincer's Committee and only these of the bidders who have become pre - qualified for the particular work.
The date and time of opening of price bid will be intimated to the P.Q. Contractors/ firm concerned in time. The tenders of those who have not become qualified will not be considered on any account .
The tenders of the Contractors /firms without required E.M.D. of Rs . 50,000 pledged in the name of undersigned and the executed preliminary agreement in Stamp Paper worth Rs . 100 in cover No. 1 (Technical bid) will be summarily rejected .
The condition in G. O. ( P) 84/97/ P W & T , dated 19-8-1997 and its amendments and all other conditions prevailing in K.P.W.D. regarding P.Q. bids and tenders will remain unchanged and are equally applicable to the above work also . The undersigned reserves the right to reject all or any of the tenders on P.Q. bids without assigning any reasons . Price preference of 10% of the contract amount of the lowest quoted contractor may be allowed to the tender submitted by M/ s . Kerala State Construction Corporation Limited . All the rules in PWD regarding the tenders are applicable to this tender also .

(1 ) കഴിഞ്ഞ അഞ്ച് സാമ്പത്തിക വർഷങ്ങളിൽ വാർഷിക ഇടപാട് തുക 138 ലക്ഷം രൂപയിൽ കുറയാത്ത സമാനമായ സർക്കാർ പ്രവൃത്തി ക 2283า กา ๑๓.. ആയതിന്റെ ലഭ്യമായ ഏറാവും പുതിയ വർഷത്തിലെ ബാലൻസ് ഷീററ് (ടേൺ ഓവർ കണക്ക് ) ഉളളടക്കം ചെയതിരിക്കണം (2) അപേക്ഷകർ പ്രവൃത്തിയുടെ എസ്റ്റിമേററിന് അടങ്കൽ തുക 92 ലക്ഷം രൂപയെങ്കിലും ഒറ കരാറിൽ തൃപ്ത‌ികരമായി കഴിഞ്ഞത മൂന്ന് വർഷത്തിനുളളിൽ ഏറെറടുത്ത പൂർത്തീകരിച്ചിരിക്കണം .

കേരള കൺസ ട്രക്‌ഷൻ കോർപ്പറേഷന് കുറഞ്ഞ ഭാഘാസുകൾ സമർപ്പിക്കുന്ന കരാറുകാരൻറെ ദിഘാസ് തുകയിൽ നിന്നും 10 % കൂടുതൽ വരെ അനുവദനീയ മാണ് . പൂരിപ്പിച്ച ചോദ്യാവല കളടങ്ങിയ മുൻയോഗ്യത ഫോറങ്ങൾ ( 3 കോപ്പി) , നിരതദ്രവ്യം , പ്രിലിമിനറി എഗ്രിമെൻറ് എന്നിവ അടക്കം ആദ്യത്തെ കവറിലും പ്രവൃത്തിക്കുളള ദർഘാസ്' രണ്ടാമത്തെ പ്രത്യേകം മുദ്രവച്ച കവറിലും കവറുകളിൽ ചെയ്ത് പ്രവൃത്തിയുടെ പേരും ചാറും യഥാവിധ കവറിനുമുകളിൽ എഴുതി (2309 ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗ . ഥൻ്റെ ഓഫീസിൽ ദർഘാസ് ,പ്രമാണങ്ങൾ ലഭിക്കേണ്ട അവസാന തീയതി 4 മണിക്കമുൻപായി എത്തുന്നവ, ധത്തിൽ രജിസ്റേറർഡ് തപാലിൽ അയച്ചിരിക്കേണ്ടതാണ' . ( കൊറിയർ സർവ്വീസിൽ വരുന്ന തപാലുകൾ സ്വീകരിക്കുന്നതല്ല . തപാൽ തകരാർമൂലമോ മറേറതെങ്കിലും കാരണവശാലോ നിശ്ചിത സമയം കഴിഞ്ഞുകിട്ടുന്ന ദർഘാസുകൾക്ക് ഡിപ്പാർട്ടുമെൻറ് യാതൊരുവിധമായ ഉത്തരവാദിത്വവും ഏറെറടുക്കുന്നതല്ല . ദിവസം ലാസുകൾ സ്വീകരിക്കുന്ന ഏതെങ്കിലും കാരണവശാൻ സർക്കാർ പൊതു അവധി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം നിശ്ചിത സമയം വരെ ദർഘാസുകൾ സ്വീകരി ക്കുന്നതാണ്.
ദർഘാസ് പ്രമാണങ്ങൾ പൊ തു മ രാ മ ത്ത് വകുപ്പിലെ അംഗീകത കരാറുകാർക്കുമാത്രം ലഭിക്കു ന്നതും അവ കൈമാററം ചെയ്യുവാൻ പാടില്ലാത്തതു മാകുന്നു. മുൻയോഗ്യതാ നിർണ്ണയത്തിനുള്ള ദർഘാസി നോടൊപ്പം 100 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ എഴുതി ഒപ്പിട്ട പ്രാഥമിക ഉടമ്പടിയും 50,000 രൂപയുടെ നിരതദ്രവ്യവും ഉണ്ടായിരിക്കേണ്ടതാണ് . നിരതദ്രവ്യം ചീഫ് സെൻട്രൽ സർക്കിൾ സൂപ്രണ്ടിംഗം എഞ്ചിനീയറുടെ പേരിൽ നിക്ഷേപിച്ചതോ പണയപ്പെടുത്തിയതോ ആയിരിക്കണം . മുൻയോഗ്യതാ നിർണ്ണയത്തിനുളള ദർഘാസുകൾ മാത്രം ദർഘാസ് സ്വീകരിക്കുന്നതിന് നിശ്ചയിച്ച അവസാന ദിവസം വൈകിട്ട് 4.30 -ന് തുറക്കുന്നതും പൊതുമരാമത്ത വകുപ്പ് എഞ്ചിനീയറുടെ കമ്മിററിയുടെ പരിഗണനയ്ക്കും അംഗീകാരത്തിനും വേണ്ടി അയയ്ക്കുന്നതുമാണ് . ചീഫ് എഞ്ചിനീയർ മുൻഗണന നിശ്ചയിച്ച് അംഗീകരിച്ച കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ മാത്രമേ തുറന്നു പരിശോധിക്കുകയുള്ളു . ചീഫ് എഞ്ചിനീയറുടെ യോഗ്യതാ നിർണ്ണയത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കാതെ നിരസിക്കുന്നതായിരിക്കും .
ങ്ങളുടെ യോഗ്യത നിർണ്ണയിച്ച കരാറുകാരുടെ /സ്‌ഥപാന പ്രവൃത്തിക്കുള ദർഘാസുകൾ തുറക്കുന്ന സമയവും തീയതിയും ബന്ധപ്പെട്ട 2 മുൻകൂട്ടി അറിയി ക്കു ന്ന താ യി രി ക്കും . യാതൊരു കാരണവും കാണിക്കാതെ ദർഘാസുകൾ നിരസിക്കുവാനുള്ള അവകാശം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഓഫീസർക്ക് ഉണ്ടായിരിക്കും . പൊതുമരാമത്ത വകുപ്പിലെ ദർഘാസുകളെ സംബന്ധിച്ച എല്ലം വ്യവസ്ഥകളും ഇതിനും ബാധകമായിരിക്കുന്നതാണ് .
