ദർഘാസ് പ്രമാണങ്ങൾ 20-9-2010 രാവിലെ 10 മണി മുതൽ 3-11-2010 പകൽ 1 മണിവരെ പ്രവൃത്തി സമയങ്ങളിൽ ഈ ഓഫീസിൽ നിന്നും വിതരണം ചെയ്യുന്നതും പൂരിപ്പിച്ച ദർഘാസുകൾ 3-11-2010 പകൽ 2 മണിവരെ സ്വീകരിക്കുന്നതും അന്നേദിവസം പകൽ 3 മണിക്ക് (അന്നേദിവസം അവധിയായാൽ തൊട്ടടുത്ത പ്രവൃത്തിദിവസം) അപ്പോൾ ഹാജരായിട്ടുള്ള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതും ഏറ്റവും കുറഞ്ഞ നിരക്ക് രേഖപ്പെടുത്തിയിരിക്കുന്ന ടെ≠റുകാരന് മേലധികാരിയുടെ അംഗീകാരത്തിന് വിധേയമായി സ്ഥിരപ്പെടു ത്തുന്നതുമാണ്. ദർഘാസുകൾ കാരണം കാണിക്കാതെ നിരസിക്കുവാനോ മാറ്റിവയ്ക്കുവാനോ ഉള്ള അധികാരം ഫാം സൂപ്ര≠ിൽ നിക്ഷിപ്തമാണ്.

സർക്കാർ ദർഘാസുകൾക്കുള്ള എല്ലാ നിബന്ധനകളും ഈ ദർഘാസിനും ബാധകമാവുന്നതാണ്.

നെല്ലിയാംപതി ഗവൺമെന്റ ് ഓറഞ്ച് ആന്റ ് വെജിറ്റബിൾ ഫാമിലെ പഴസംസ്കരണ ശാലയിലേക്ക് ആവശ്യമായ 300 കി. ഗ്രാം. മെഴുക് (Edible Wax) എത്തിച്ചുതരുന്നതിന് തയ്യാറുള്ളവരിൽ നിന്നും മത്സരസ്വഭാവമുള്ള മുദ്രവച്ച ദർഘാസുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു.

മു≠േരി വിത്തുകൃഷിത്തോട്ടത്തിലെ നഴ്സറികൾക്കും വിളകൾക്കും ആവശ്യമായ 50 (അൻപത്) മെട്രിക് ടൺ ഉണങ്ങിയ ചാണകപ്പൊടി വിതരണം ചെയ്യുവാൻ താൽപ്പര്യമുള്ളവരിൽ നിന്നും മത്സരസ്വഭാവമുള്ള മുദ്രവച്ച ടെ≠റുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു.

4. പൂരിപ്പിച്ച ടെ≠ർ ഫോമുകൾ "ഡെപ്യൂട്ടി ഡയറക്ടർ, വിത്തുകൃഷിത്തോട്ടം, മു≠േരി പി. ഒ., മലപ്പുറം ജില്ല, പിൻ-679 334 " എന്ന വിലാസത്തിൽ സമർപ്പിക്കേ≠തും കവറിനു പുറത്ത് "നമ്പർ സി 1681/10 പ്രകാരം ഉണങ്ങിയ ചാണകപ്പൊടി വിതരണം ചെയ്യുന്നതിനുള്ള ടെ≠ർ " എന്ന് നാമകരണം ചെയ്യേ≠തുമാണ്. ടെ≠ർ ഫോറത്തോടൊപ്പം 50 രൂപ മുദ്രപത്രത്തിലുള്ള പ്രാഥമിക കരാർ ഉള്ളടക്കം ചെയ്യേ≠താണ്. അല്ലാത്തപക്ഷം ടെ≠റുകൾ നിരുപാധികം നിരസിക്കുന്നതായിരിക്കും.

5. ടെ≠റിൽ ഏറ്റവും കുറഞ്ഞ നിരക്ക് രേഖപ്പെടുത്തുന്ന വ്യ‡ിയുടെ പേരിൽ മലപ്പുറം പ്രിൻസിപ്പൽ കൃഷി ഓഫീസറുടെ അംഗീകാരത്തിന് വിധേയമായി ഉറപ്പിക്കുന്ന ടെ≠ർ താൽക്കാലികമായി ഉറപ്പിക്കുന്നതും അംഗീകാരം ലഭിച്ചതായി അറിയിപ്പ് ലഭിച്ച് 15 ദിവസത്തിനുള്ളിൽ മുഴുവൻ ചാണകപ്പൊടിയും ഫാമിൽ എത്തിച്ചു തരേ≠തുമാണ്.

6. ഈ ഓഫീസിൽ നിന്നും നിയോഗിക്കുന്ന ഉദ്യോഗസ്ഥൻ ഗുണനിലവാരം പരിശോധിച്ച് ഉറപ്പ് വരുത്തിയശേഷം മാത്രമേ ചാണകപ്പൊടി സ്വീകരിക്കുകയുള്ളൂ.

7. ടെ≠റിൽ ഒരു മെട്രിക് ടൺ ഉണങ്ങിയ ചാണക പ്പൊടിയുടെ വില അക്കത്തിലും അക്ഷരത്തിലും രേഖപ്പെടുത്തേ≠താണ്.

8. ഈ ടെ≠ർ പ്രകാരമുള്ള നിരക്കിന് 31-3-2011 വരെ പ്രാബല്യം ഉ≠ായിരിക്കുന്നതാണ്.

9. ടെ≠റുകൾ ഒറ്റയ്ക്കോ കൂട്ടായോ റദ്ദാക്കുവാനോ നിരസിക്കുവാനോ ഉള്ള അധികാരം ഫാം ഡെപ്യൂട്ടി ഡയറക്ടറിൽ നിക്ഷിപ്തമായിരിക്കും.

10. നിലവിലുള്ള സർക്കാർ ടെ≠ർ വ്യവസ്ഥകൾ ഈ ടെ≠റിനും ബാധകമായിരിക്കും.

11. ടെ≠ർ ദിവസം സർക്കാർ അവധി പ്രഖ്യാപിക്കുന്നപക്ഷം തൊട്ടടുത്ത പ്രവർത്തി ദിവസം ടെ≠ർ നടത്തുന്ന തായിരിക്കും.

Sealed competitive tenders are invited from reputed Dealers/Firms under "Two Cover System" for the supply of Laboratory Equipments for the use of State Laboratory for Livestock, Marine and Agri Products, Maradu, Ernakulam for the year 2010-11.

1. Quoted rates for each item (inclusive of all taxes and other charges) and for delivery at State Laboratory for Livestock, Marine and Agri Products, Maradu, Ernakulam.

2. Original tender form duly signed by authorized signatory.

3. Preliminary agreement in Kerala Stamp Paper worth Rs. 50.

4. EMD @ 1% of the total cost of the items quoted inclusive of tax in the form of Demand Draft in favour of the Livestock Products Inspecting Officer, Ernakulam and payable at Ernakulam.

Tender forms can be obtained from this office on all working days from 10 a. m. to 5 p. m. upto 4-11-2010 4.30 p. m. on payment of Rs. 7,800 + VAT @ 4% in person or by request through money order, for Rs. 7,800 + VAT @ 4% + postal charges of Rs. 20 addressed to the "Livestock Products Inspecting Officer, State Laboratory for Livestock, Marine and Agri Products, Ernakulam, Maradu, Nettoor-682 040". Details of items to be supplied can be had from the tender form or Government of Kerala Website www.kerala.gov.in and the department website ahd.kerala.gov.in.

Both Covers (A & B) must be effectively sealed and put in another Cover which is also sealed and then submitted. Tenders should be submitted in original tender form (K.F.C No. 14) authenticated by the tenderer. Belated tenders, tenders without EMD, Agreement and not as per tender specifications will not be accepted at any cost.

EMD @ 1% of the total cost of item in the form of crossed demand draft drawn in favour of the undersigned payable at any Nationalized Bank in Ernakulam should be attached along with the tender. An agreement in Kerala Stamp Paper worth Rs. 50 (As in Page 8 of tender) should be executed and attached with the tender. The maximum period of warranty that can be assured by the firm for each item should be recorded separately.

The rate quoted should be inclusive of all taxes, Cess and other charges if any and should be F.O.R., State Laboratory for Livestock, Marine and Agri Products. Conditions of Supply, firm period of the rate quoted in tender and any other conditions should be specified in the tender. All the items should be delivered at State Laboratory for Livestock, Marine and Agri Products (SLMAP), Ernakulam, Maradu, Nettoor P. O., Ernakulam, Pin-682 040 by the respective tenderer at their own cost and initial installation with trial run should be conducted by the firm.

The undersigned has full right to reject the tenders without assigning any specific reasons.

CONDITIONS

1. The rate quoted should be inclusive of all taxes, Cess and other charges if any and should be F.O.R., State Laboratory for Livestock, Marine and Agri Products.

2. The rates quoted should be in Indian Currency and payment will be made in Indian Currency only.

3. The equipments should have a minimum warranty period of two years from the date of installation.

4. The equipment should be installed in the space designated by the Livestock Products Inspecting Officer for the same in the laboratory building.

5. Security deposit will be refunded only after successful completion of the warranty period.

6. The only jurisdiction for any dispute regarding this purchase will be at Ernakulam.

7. The successful tenderers should complete all supplies within the stipulated time stated in the supply order. No extension of supply period will be granted.

8. The non availability of items, price hike, transportation problems etc. will not be accepted as reasons for non supply or late supply.

9. The Livestock Products Inspecting Officer, Ernakulam reserves all rights to cancel the tender without assigning any reason thereof.

Moreover a security deposit not less than 5% of the total cost of items in the form of crossed demand draft drawn in favour of the undersigned payable at any Nationalised Bank in Ernakulam should be submitted at the time of delivery. EMD will be refunded only on receipt of the security deposit. Payment of the cost of items so supplied will be made only after executing the agreement, submission of the security deposit, ascertaining quality of items and after the successful installation and trial run of the items supplied.

Sealed competitive tenders are invited by the under- signed on behalf of Government of Kerala in the prescribed form from eligible contractors/agency/firm for the following works in Kalikavu Forest Range under Nilambur South Division, during 2010-11.

CONDITIONS

1. Since the work of installation and maintanance of the Power Fences are to be executed by tenderers/ agencies/firms having experience in the field certi- fied copy/copies of the certificate/certificates issued by the District Level Officer/Officers of the cencerned department/departments to prove that the work was satisfactorily completed by tenderer/ agency/firm should be submitted along with the tender.

The tender is fixed to be conducted at 3.30 p.m. on 11-11-2010. The tender forms can be purchased from the Office of the undersigned during office hours upto 1p.m. on 11-11-2010. Cost of tender form is non refundable. The tender form should be properly filled up and should be submitted on or before 3 p.m. on 11-11-2010. It should be accompanied by all necessary documents along with Earnest Money Deposit by way of bankers DD or fixed deposit or National Saving Certificate pledged in favour of Divisional Forest Officer payable at Nilambur. The intending tenderers should furnish a preliminary agreement in stamp paper worth Rs. 100 along with tender for each work. Separately incomplete tender or tenders without necessary documents or tenders not in accordance with tender conditions will not be accepted. Tenders will be opened and scrutinized at 3.30 p.m. on the same day in the presence of tenderers or their representatives present at that time by the Divisional Forest Officer or an Officer authorized by him. The Divisional Forest Officer reserves the right to exclude any item from the tender, or reject any tender either partly or in full without assigning any reason thereof. If the tender could not be conducted on the notified date due to any reason, the tender will be conducted at the same place and time on the next working day as per the same conditions. The tenderer/ agency/firm shall be abided by the following conditions in the circular No. 4/2009 dt. 27-10-2009 of the Principal, Chief Conservator of Forests, Thiruvananthapuram.

2. Only best quality equipments, or materials are to be used for the power fence. The equipments/materials should possess quality certification by Central Power Reserach Institute, Bangalore or DGS & D, New Delhi.

3. Samples of Reel insulator, Stain insulator, Poly car- bon, Poly propylene, Wire tightner, Joint clamp, Lead out cable, 12-SWG High tensile wire, 14-SWG winding wire, etc. should be submitted in sealed cover, having name and address of the tenderer at the time of submission of tender.

4. The warranty/guaranty seal on the Energizer should not be removed or defaced or damaged. The guarantee/warranty period should be mentioned and submitted along with the tender.

5. Always the wire of the Power Fence should have appropriate tension. But it should not have over tension.

6. AC main should not touch the Energizer on no account.

7. The tender/agency/firm should extent technical assistance in the maintenance period of the battery.

8. Lighting arrester should be installed to cut off the electric connection temporarily during lightning or heavy wind.

9. The fence should not be installed by providing facility to pass current directly to Energizer from the charger or Solar Panel.

10. In the preliminary agreement in stamp paper worth Rs. 100 the tenderer should include that he will undertake the maintenance of the proposed Solar Power fence for next 10 years and the tenderer shall be responsible for the same also. A special agreement should also be signed the contractor on this behalf.

The contractor/agency/firm should be given sufficient awareness to the staff/watchers in maintaining the power fencing in the guaranty period.

Quality material should be used for installation and maintenance of the power fencing work. The contractor/ agency/firm will be liable for maintenance of the power fencing line for 10 years after completion of the work. The conditions laid down in circular No. 4/2009 dated 27-10-2009 of Principal Chief Conservator of Forests will be applicable in this tender.

If the tender for all work or any of the work could not be conducted on the said date/dates, the tender for such work/works will be conducted at the same place and time with same conditions on 18-11-2010. All existing rules, regulations, directions, conditions prevailing in Forest Department, PWD and Store Purchase Department in respect of the works shall be applicable in this tender also.
