It is hereby notified for the information of the public that the error crept in Column Nos. 6, 8 to 13 detailed under Sl. No. 65 in the Notification No. C4-21437/2000 dated 26-8-2000 and published in Kerala Gazette No. 37, Volume 45, dated 19-9-2000 are corrected as shown in the schedule below:—

Explanatory Note

(This does not form part of the notification, but is intended to indicate the general purpose.)

The land as per the schedule attached was originally notified under Section 3 (3) of the Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Ordinance 8/2000 vide Notification No. C4-21437/2000 dated 26-8-2000 and published in Kerala Gazette No. 37, Volume 45, dated 19-9-2000 as Sl. No. 65. In that Notification, Locality, Survey Number with Sub-division, Extent and boundaries were shown erroneously. Whereas the correct Locality, Sy. No. with Sub-division, Extent and boundaries are shown in the schedule above. The Erratum Notification is published with the intention to achieve the above objective.

Sealed competitive tenders subscribing the name of the work is invited by the undersigned for and on behalf of the Governor of Kerala from the registered contractors for the following work.

Tender No.—9/2010

Name of Work—Installing automated weather station at Varattukulam in Eravikulam National Park during 2010-11.

Estimated Amount—Rs. 2,20,000.

EMD—Rs. 5,500

Cost of tender form—Rs. 500 + VAT

Last date and time for receipt of tender—

25-11-2010, 3 p. m.

Period of work—1 Month.

Tender forms and other conditions can be obtained from the Office of the undersigned on application in writing and on payment of the cost of tender form either in cash or by money order (not refundable) upto 1p.m. on 25-11-2010 and will be opened by the undersigned or his deputee on the same day at 3.30 p. m. in the presence of the applicants attending on that date.

If the due date happens to be a holiday, the next working day will be the due date. Cost of tender forms will not be refunded at any instances.

In addition to the above tender forms and tender schedules can be download from the official website of the Department www.kerala.gov.in/tender/intex.htm. Filled up tender forms along with other documents shall be submitted to the undersigned up to 3p.m. on 25-11-2010 by post or any approved courier service. In the case of downloaded tender applications, in addition to the prescribed EMD, a Demand Draft for the tender form value from a Nationalized Bank drawn in favour of Wildlife Warden, Wildlife Division, Munnar payable at Munnar shall also be enclosed. No other mode of remittance of tender form cost is not acceptable.

The Earnest Money Deposit noted for the work should be paid along with the tenders by Demand Draft (cheques or fixed deposit receipts will not be acceptable) in favour of the undersigned payable at any Nationalized Bank at Munnar. Incomplete tender or tenders without EMD are liable to be rejected. The preliminary agreement in stamp paper worth Rs. 50 should be enclosed with tender. The undersigned reserves the right to reject any tender without assigning any reason. All other conditions prevailing in the Kerala Public Works Department and Forest Department are applicable to this tender notice also.

The auction sale of Teak Poles/Timber collected from Teak Plantation of Charpa, Kollathirumedu and Vazhachal Ranges of Vazhachal Division was scheduled on 2010 May 4, 6, 11, 13 and June 29, July 6. But auction could not be conducted due to some technical difficulties. It is hereby notified for the general information of the public that Teak Poles/Timber collected from Teak Plantation of Charpa, Kollathirumedu and Vazhachal Ranges of Vazhachal Forest Division by thinning will be sold in Tender/Auction sale subject to detailed Tender/Auction sale conditions published in the Kerala Gazette No. 50 dated 22-12-2009 in Page No. 669 to 675 of Chief Conservator of Forests (Protection), Thiruvananthapuram vide Notification No. Pro(5)-6835/2009 dated 2-12-2009 and other rules inforce, as per schedule furnished below. Tender forms will be available in Divisional Forest Office, Vazhachal Division, Chalakudy on payment of Rs. 100 plus S. T. Sealed tenders will be received at Divisional Forest Office, Vazhachal Division, Chalakudy upto 3 p. m. on the working day prior to the auction date and tenders received after the stipulated date and time will not be entertained. If the date fixed for Tender/Auction happens to be a public holiday, harthal or strike, the Auction sale will be held on next working day at the schedule date, time and place. Tender will be opened immediately after auction sale and further action will be taken as per sale conditions. The intending bidders should satisfy themselves about the quality and quantity of the thinned materials put up for Tender/Auction sale and no complaints will be entertained later regarding the same. It is hereby notified for the information of the public that tender-cum auction sale of the following condemned/ seized vehicles of this Division will be conducted in the office of the undersigned on 6-12-2010 at 3.30 p. m. Separate sealed tenders superscribed as "Tender C2-1884/2009 dated 29-10-2010 for condemned vehicle and T-8291/2009 dated 29-10-2010 for seized vehicles" should be submitted for each vehicle. The Tender forms can be had from the office of the undersigned during office hours till 1 p. m. of 6-12-2010 and the filled forms will be accepted till 3 p. m. of the same day. Auction also will be conducted among the tenderers at 3.30 p. m. at Divisional Forest Office, Nilambur North Division by the undersigned or the office authorised by him on the same day and the tenders will be opened thereafter. 6 ദർഘാസ് സംഖ്യ ഓരോ വാഹനത്തിനും 10,000 (പതിനായിരം) രൂപയോ അതിൽ കുറവോ ആണെങ്കിൽ നിരതദ്രവ്യ സംഖ്യ കഴിച്ചുള്ള ബാക്കി തുക ദർഘാസ് തുറക്കുന്ന ദിവസം ആഫീസിൽ ഒടുക്കേ≠താണ്.

ദർഘാസ് സംഖ്യ 10,000 (പതിനായിരം) രൂപയിൽ കൂടുതലാണെങ്കിൽ നിരതദ്രവ്യം ഉൾപ്പെടെ ദർഘാസ് സംഖ്യയുടെ പകുതി അഥവാ ഏറ്റവും കുറഞ്ഞത് 10,000 (പതിനായിരം) രൂപ ദർഘാസ് ദിവസം തന്നെ ഒടുക്കേ ≠തും ബാക്കി തുകയും മറ്റ് നികുതികളും ദർഘാസ് അംഗീകരിച്ചതായി അറിയിപ്പ് കിട്ടി 15 (പതിനഞ്ച്) ദിവസ ത്തിനകം സർക്കാരിലേക്ക് ഒടുക്കി വാഹനം ഏറ്റുവാങ്ങേ ≠ുതുമാണ്. ഇപ്രകാരം വാഹനം നീക്കം ചെയ്യുന്നില്ലാ എങ്കിൽ ദർഘാസുകാരൻ ആവശ്യപ്പെടുന്നപക്ഷം മറ്റൊരു 15 (പതിനഞ്ച്) ദിവസം കൂടി അനുവദിക്കാവുന്നതാണ്.

Separate sealed competitive tenders are invited from9th NOV. 2010] FOREST DEPARTMENT 532 the registered P.W.D. Contractors for the following works in the Kalpetta Range and Meppady Range of South Wayanad Forest Division, Kalpetta.

Tender forms will be issued from this Office upto 15-11-2010 on 5 p. m. and will be received upto 12 Noon on 16-11-2010. The received tenders will be opened at 3 p. m. on 16-11-2010 by the Divisional Forest Officer, South Wayanad Division, Kalpetta or by any other officer duly authorized by him in the presence of the tenderers or their authorized representatives who are present at the time of opening of tenders.

Each and every tender should accompany preliminary agreement in Stamp Paper worth Rs. 100 (Rupees Hundred only) duly signed by the tenderer. 20,000 RE-TENDER-CUM-RE-AUCTION SALE NOTICE No. W4-300/2010.

7th October 2010.

It is hereby notified that consequent to receipt of9th NOV. 2010] FOREST DEPARTMENT 535 post offers, in respect of sale of the Jeep No. KL-10F- 6370 and TATA-407-Mini Lorry No. KL-13 M-7708 and also consequent to non receipt of upset price in respect of Goods Autorikshaw No. KL-12 C-9569 in Tender-cum- a u c t i o n sale on 30-6-2010, these three vehicles will be sold in Re-tender-cum-Re-auction sale in accordance with the judgement of Honourable High Court of Kerala in MACA 1458/06, dated 2-12-2008 and the direction from Government of Kerala in Circular No. 89584/G3/08/Home, dated 5-1-2009 in as and where is condition by the Wayanad Wildlife Warden, Wayanad Wildlife Division, Sulthan Bathery or an officer authorized by him on 19-11-2010. These vehicles were involved in forest cases and are kept in the compounds of the office of the Assistant Wildlife Warden, Kurichiyat and Wildlife Warden, Sulthan Bathery. The tender forms will be issued from the office of the Wildlife Warden, Wayanad Wildlife Division, Sulthan Bathery from 10.30 a.m. to 1 p. m. on all working days from 10-11-2010. Filled up tenders should be submitted before 3 p.m. on the re-tender date. Subsequently, auction sale of the vehicles will be conducted at 3.30 p.m. on the same day at the office of the Wild Life Warden, Wayanad Wild Life Division, Sulthan Bathery, in the presence of those who have submitted tenders. The tenders will be opened soon after completion of the re-auction sale. The sale of vehicles will be knocked down in the names of the persons offer/highest amount, either in the tender or in the auction on the day.

In case the notified date happens to be a public holiday, the re-tender-cum-auction sale will be conducted on the next working day at the notified place and time, as per the same conditions. If the sale of the vehicles could not be conducted on the day, the re-tender-cum-re-auction sale of the vechicles will be conducted on 26-11-2010 at the same place and time, as per the same conditions mentioned above. If the sale could not be conducted on the day also, it shall be again conducted on 3-12-2010 and if the sale could not be conducted on this day also, it shall be again conducted on 10-12-2010. The place, time, conditions etc. shall remain the same for all the days. Further details can be had from the office of the undersigned or from the office of the Assistant Wildlife Warden, Kurichiyat.

CONDITIONS

1. Before participating in the tender-cum-auction sale, intending tenderers/bidders should satisfy themselves of the quality of each vehicle after personal inspection with prior permission of the Wildlife Warden/Assistant Wildlife Wardens concerned. Complaints, if any, raised after the sale regarding the quality of the vehicle will not be entertained.

2 The cost of tender form is Rs. 400+VAT and EMD for the three vehicles is shown below.

(a) KL 10 F-6370 Jeep—Rs. 1,625, (b) KL-13 M- 7708 TATA-407-Mini Lorry—Rs. 3,750, (c) KL- 12 C-9569 Goods Autorikshaw—Rs. 2,250.

3. The intending tenderers/bidders should produce either the Electoral Identity Card, Indian Passport, a certificate from the concerned Village Officer showing the permanent address and also signature attested by him or any legally valid Identity Card for getting tender forms for remitting EMD.

4. Intending tenderers/bidders should deposit the EMD by cash in the office of the undersigned for participation in tender/auction.

5. Tenders received after the due date and time will not be entertained.

6. Incomplete or defective tenders will not be considered.

7. EMD of successful bidders will be adjusted towards the sale value and EMD of the unsuccessful bidders/tenderers shall be returned after auction sale.

8. Sucessful tenderers/bidders have to remit 50% of the sale value (including EMD) on the tender/ auction date, if the sale value is more than EMD.

9. If the amount offered is less than the EMD, balance EMD will be returned on the day.

10. Information will be sent to successful bidders/ tenderers, soon on confirmation of the sale by the competent authority.

11. The successful bidder/tenderer should remit the balance amount and taxes and remove the vehicle within 15 days from the date of receipt of intimation of the confirmation.

12. If the vehicle is not removed within 15 days after remitting the balance amount, taxes etc. as above, another 15 days will be allowed by the Wildlife Warden, Wayanad for remittance of balance amount and removal of vehicle after realization of 12% interest and ground rent of Rs. 20. Further extension of time will not be allowed. If the vehicle is not removed even within this period, the vehicle will be sold in re-auction-cum-re-tender at the risk and loss of the original tenderer/bidder. Loss including the cost of re-auction-cum-re-tender if any, shall be recovered from the defaulter. He shall not have any claim on profit, if any.

13. Only those who submit tenders will be eligible for participating in the auction sale.

14. The right for accepting or rejecting any tender/bid amount shall be vested with competent authority.

15. If the date of auction/tender happens to be a public holiday, it will be conducted on the next working day at the same place and the same time, as per the same conditions.

Post Offer

Post offers received within three days of the auction/tender date shall only be accepted, subject to the following conditions:

(a) Post offer is entertainable only if the post offer amount is above 10% in the case of amount of tender/auction is more than one lakh and only if the post offer amount is more than 20% where the bid/tender amount is less than Rupees One Lakh.

(b) Post offer with Demand Draft drawn in favour of Wildlife Warden, Wayanad Wildlife, Sulthan Bathery and payable at Sulthan Bathery for the full amount offered alone shall be entertained.

(c) A separate agreement to the above effect should be executed along with the post offer on that day of submission of the post offer.

(d) Re-auction/re-tender will be conducted after retaining the full amount deposited as per the above condition as security deposit. The sale shall be confirmed in the name of person who offers highest amount in the post offer, if the amount fetches in the re-auction/re-tender sale is less than the amount in the post offer. The amount deposited as per Demand Draft by the post offerer shall be adjusted towards the sale value. If the amount offered in the re-auction/re- tender is more, the re-auction/re-tender shall be confirmed in the name of such tenderer/bidder and the full amount deposited by the post offerer shall be returned.

(e) All conditions of tender/auction shall be applicable in the post offer also.

ദർഘാസ്-കം-ലേലതീയതി ഒരു പൊതു അവധിദിനമായി വരികയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവർത്തി ദിവസം പ്രസ്തുത പുനർ ദർഘാസ്/പുനർലേലം നി›ിത സമയത്തും സ്ഥലത്തും വച്ച് ദർഘാസ്/ലേലനിബന്ധനകൾ പ്രകാരം നടത്തുന്നതാണ്.

മേൽ ദിവസം ഏതെങ്കിലും കാരണവശാൽ പ്രസ്തുത പുനർ ലേലം/പുനർ ദർഘാസ് നടത്തുവാൻ സാധിക്കാതെ വരികയാണെങ്കിൽ ടി വാഹനത്തിന്റെ വിൽപ്പന 26-11-2010-നും അന്നും വിൽപ്പന നടക്കാതിരുന്നാൽ 3-12-2010-നും അന്നും വിൽപ്പന നടക്കാതിരുന്നാൽ 10-12-2010-നും നി›ിത സമയത്തും സ്ഥലത്തുംവച്ച് ദർഘാസ്/ലേലനിബന്ധകൾ പ്രകാരം വിൽപ്പന നടത്തുന്നതാണ്. കൂടുതൽ വിവരങ്ങൾ വയനാട് വൈൽഡ് ലൈഫ് ഡിവിഷൻ ഓഫീസിൽ നിന്നോ കുറിച്യാട് അസിസ്റ്റന്റ ് വൈൽഡ് ലൈഫ് വാർഡന്റെ ഓഫീസിൽ നിന്നോ അറിയാവുന്നതാണ്.

നിബന്ധനകൾ

1. മേൽ പറയുന്ന വാഹനം ദർഘാസ്/ലേലത്തിന് മുമ്പായി ആഫീസ് സമയത്ത് റെയിഞ്ചാഫീസറുടെ/ വൈൽഡ് ലൈഫ് വാർഡന്റെ അനുവാദത്തോടെ നേരിൽ പരിശോധിച്ച് അവയുടെ ഗുണനിലവാരം ബോദ്ധ്യപ്പെടേ≠താണ്. ഗുണനിലവാരം സംബന്ധിച്ച് ലേലത്തിനുശേഷം ഉന്നയിക്കുന്ന യാതൊരു പരാതിയും പരിഗണിക്കുന്നതല്ല.

2. ദർഘാസ് ഫോറത്തിന്റെ വില രൂപ 400 + വാറ്റും, ഇ. എം. ഡി. യുടെ വിവരങ്ങൾ ചുവടെ ചേർക്കുന്നു. (എ) കെ.എൽ. 10 എഫ്-6370 ജീപ്പ്-1,625 രൂപ (ബി) കെ.എൽ. 13എം.-7708-ാം നമ്പർ ടാറ്റാ 407 മിനി ലോറി-3,750 രൂപ

3. ദർഘാസ് ഫോറങ്ങൾ ആവശ്യമുള്ളവരും ഇ.എം.ഡി. അടയ്ക്കേ≠വരും അവരെ തിരിച്ചറിയുന്നതിന്9th NOV. 2010] FOREST DEPARTMENT 537 തെരഞ്ഞെടുപ്പ് കമ്മീഷൻ നൽകിയ തിരിച്ചറിയൽ കാർഡ,് ബന്ധപ്പെട്ട വില്ലേജാഫീസർ നൽകിയ പൂർണ്ണവിലാസവും ഒപ്പ് സാക്ഷ്യപ്പെടുത്തിയതു മായ സർട്ടിഫിക്കറ്റ്, ഇന്ത്യൻ പാസ്പോർട്ട്, മറ്റ് നിയമാ നുസൃത തിരിച്ചറിയൽ രേഖ എന്നിവയിൽ ഏതെങ്കിലും ഒന്ന് സഹിതം അപേക്ഷിക്കേ≠താണ്.

4. പൂരിപ്പിച്ച ദർഘാസ് സമർപ്പിക്കുമ്പോൾ നിരതദ്രവ്യം പണമായി ഈ ആഫീസിൽ അടയ്ക്കേ≠താണ്.

5. നി›ിത സമയത്തിനുശേഷം സമർപ്പിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല .

6. അപൂർണ്ണമായതോ നിബന്ധനകൾ പാലിക്കാത്തതോ ആയ ദർഘാസുകൾ പരിഗണിക്കുന്നതല്ല.

7. വിജയികളായവരുടെ നിരതദ്രവ്യം വിൽപ്പന വിലയി ലേക്ക് നീക്കിവയ്ക്കുന്നതും മറ്റുള്ളവരുടെ നിരതദ്രവ്യം ലേലം കഴിഞ്ഞശേഷം തിരികെ നൽകുന്നതുമാണ്.

8. ദർഘാസ്/ലേല സംഖ്യ നിരതദ്രവ്യത്തേക്കാൾ കൂടുത ലാണെങ്കിൽ നിരതദ്രവ്യം ഉൾപ്പെടെ 50 % അപ്പോൾതന്നെ ഒടുക്കേ≠താണ്. ഇതിൽ വീഴ്ച വ രുത്തുന്നവരുടെ നിരതദ്രവ്യം സർക്കാരിലേക്ക് ക≠ു കെട്ടി, വിളിച്ചെടുത്ത വാഹനം അവരുടെ നഷ്ടോത്ത രവാദിത്വത്തിൽ പുനർ ദർഘാസ്/ലേലം ചെയ്യുന്നതാ യിരിക്കും.

9. ദർഘാസ്/ലേല സംഖ്യ നിരതദ്രവ്യത്തേക്കാൾ കുറവാണെങ്കിൽ കൂടുതലുള്ള തുക ദർഘാസ് തുറക്കുന്ന ദിവസം തന്നെ തിരിച്ചു നൽകുന്നതായി ര ി ക്ക ു ം . പുനർ ദർഘാസ്/ലേലം സ്വീകരിക്കുന്നതിനോ നിരാക രിക്കുന്നതിനോ ഉള്ള പൂർണ്ണ അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥരിൽ നിക്ഷിപ്തമായിരിക്കും.

10. അധികാരപ്പെട്ട ഉദ്യോഗസ്ഥൻ പുനർ/ദർഘാസ് ലേലം സ്ഥിരീകരിച്ചാലുടൻ വിജയികളെ വിവരം അറിയിക്കുന്നതാണ്.

11. ദർഘാസ്/ലേലം അംഗീകരിച്ചതായി അറിയിപ്പുകിട്ടി 15 ദിവസത്തിനകം ബാക്കി സംഖ്യയും നിയമപ്രകാര മുള്ള നികുതികളും അടച്ച് വാഹനം നീക്കം ചെയ്യേ≠ താണ്.

12. മേൽപ്പറഞ്ഞ പ്രകാരം 15 ദിവസത്തിനകം വാഹനം നീക്കം ചെയ്തില്ലെങ്കിൽ ലേല/ദർഘാസുകാരന്റെ അപേക്ഷയിൻമേൽ 12% പലിശയും 20 രൂപ ഇരുപ്പുവാട കയും ഈടാക്കിക്കൊ≠് 15 ദിവസം കൂടി പണം അടയ്ക്കാനും, വാഹനം നീക്കം ചെയ്യാനും അനുവദി ക്കുന്നതാണ്. അതിനുശേഷം പണം അടയ്ക്കാനോ വാഹനം നീക്കം ചെയ്യുവാനോ കാലാവധി അനുവദി ക്കുന്നതല്ല. ഈ സമയപരിധിക്കുള്ളിൽ വാഹനം നീക്കം ചെയ്യാത്ത പക്ഷം ദർഘാസ്/ലേലക്കാ രന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ വാഹനം പുനർ ദർഘാസ്/ലേലം ചെയ്യുന്നതും നഷ്ടമു≠ായാൽ ടിയാനിൽ നിന്നും സർക്കാരിനു ≠ായ ദർഘാസ്/ലേല ചെലവു സഹിതം ഈടാക്കുന്ന തുമായിരിക്കും. ലാഭമു≠ായാൽ അതിൻമേൽ ടിയാന് യാതൊരു അവകാശവും ഉ≠ായിരിക്കുന്നതുമല്ല.

13. ദർഘാസുകൾ സമർപ്പിച്ചിട്ടുള്ളവർക്ക് മാത്രമേ ലേലത്തിൽ പങ്കെടുക്കുവാൻ അർഹതയു≠ായിരി ക്കുകയുള്ളു.

14. ദർഘാസിലോ ലേലത്തിലോ പറയുന്ന തുക സ്വീകരിക്കുന്നതിനോ നിരാകരിക്കുന്നതിനോ ഉള്ള പൂർണ്ണമായ അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമായിരിക്കും.

15. ദർഘാസ്/ലേല ദിവസം ഒരു പൊതു ഒഴിവ് ദിവസമായി വരികയാണെങ്കിൽ പ്രസ്തുത ദർഘാസ്/ലേലം തൊട്ടടുത്ത പ്രവർത്തി ദിവസം നടത്തുന്നതായിരിക്കും.

പോസ്റ്റ് ഓഫറുകൾ

ദർഘാസ്/ലേലത്തിനുശേഷം 3 ദിവസങ്ങൾക്കകം ഈ ഓഫീസിൽ ലഭിക്കുന്ന രേഖാമൂലമുള്ള ദർഘാസ്/ ലേലാനന്തര വാഗ്ദാനങ്ങൾ (പോസ്റ്റ് ഓഫറുകൾ) താഴെപ്പറയുന്ന വ്യവസ്ഥകൾക്കു വിധേയമായി സ്വീകരിക്കുന്നതാണ്.

(എ) ദർഘാസ്/ലേലത്തിൽ വാഗ്ദാനം ചെയ്തിട്ടുള്ള തുക ഒരു ലക്ഷത്തിൽ അധികമാണെങ്കിൽ അതിന്റെ 10 ശതമാനത്തിൽ കൂടുതലുള്ളതും, ഒരു ലക്ഷമോ അതിൽ താഴെയോ ആണെങ്കിൽ അതിന്റെ 20 ശതമാനത്തിൽ കൂടുതലുള്ളതുമായ വാഗ്ദാനങ്ങൾ മാത്രമേ സ്വീകരിക്കുകയുള്ളു.

(ബി) പോസ്റ്റ് ഓഫർ പ്രകാരം വാഗ്ദാനം ചെയ്യപ്പെടുന്ന മുഴുവൻ തുകയും വയനാട് വൈൽഡ് ലൈഫ് വാർഡൻ, സുൽത്താൻ ബത്തേരിയുടെ പേരിൽ സുൽത്താൻ ബത്തേരിയിൽ മാറത്തക്ക വിധത്തി ലുള്ള ഡിമാന്റ ് ഡ്രാഫ്ററ് സഹിതം ഹാജരാക്കുന്ന ഓഫറുകൾ മാത്രമേ പരിഗണിക്കുകയുള്ളു.

(സി) ഇതിലേക്കായി പോസ്റ്റ് ഓഫർ സമർപ്പിക്കുന്ന ദിവസം പ്രത്യേക ഉടമ്പടി വയ്ക്കേ≠തുമാണ്.

(ഡി) മേൽപ്പറഞ്ഞ വ്യവസ്ഥകൾക്ക് അനുസൃതമായി പോസ്റ്റ് ഓഫർ സമർപ്പിക്കുന്ന വ്യ‡ി അടയയ്ക്കുന്ന തുക മുഴുവൻ സെക്യൂരിറ്റി ഡിപ്പോസിറ്റായി സൂക്ഷിച്ചുകൊ≠് പൊതു ദർഘാസും ലേലവും വീ≠ും നടത്തുന്നതാണ്. പ്രസ്തുത ദർഘാസ്/ ലേലത്തിൽ ലഭിക്കുന്ന ഏറ്റവും കൂടിയ തുക പോസ്റ്റ് ഓഫർ തുകയേക്കാൾ കുറവാണെങ്കിൽ പോസ്റ്റ് ഓഫറിൽ വാഗ്ദാനം നൽകപ്പെട്ടിട്ടുള്ള തുകയ്ക്ക് ദർഘാസ്/ലേലം ഉറപ്പിക്കുന്നതാണ്. പോസ്റ്റ് ഓഫർ സമർപ്പിച്ചിട്ടുള്ള ആൾ ഡിമാന്റ ് ഡ്രാഫ്റ്റ് പ്രകാരം അടച്ച മുഴുവൻ തുകയും ദർഘാസ്/ലേല വിലയിലേക്ക് വകയിരുത്തുന്നതാണ്. എന്നാൽ ദർഘാസ്/ലേലത്തിൽ കിട്ടുന്ന തുകയാണ് കൂടുതൽ എങ്കിൽ, അപ്രകാരം ഉയർന്ന വില വാഗ്ദാനം ചെയ്യുന്ന ലേലക്കാരന്റെ പേരിൽ ദർഘാസ്/ലേലം സ്ഥിരപ്പെടുത്തുന്നതും, പോസ്റ്റ് ഓഫർ സമർപ്പിച്ച ആൾ അടച്ച മുഴുവൻ തുകയും തിരിച്ചു നൽകുന്നതുമാണ്.

(ഇ) സാധാരണ ദർഘാസ്/ലേലക്കാർ പാലിക്കേ≠ മറ്റെല്ലാ നിബന്ധനകളും പോസ്റ്റ് ഓഫറിൽ പാലിക്കേ≠താണ്.
