The Superintending Engineer, Minor Irrigation Circle, Thiruvananthapuram on behalf of the Governor of Kerala invites competitive tenders for the following works in sealed cover superscribing the name of works from the Registered Contractors of Irrigation and Public Works Departments. The firm period of the tender will be four (4) months from the date of receipt of tender.

Tender documents and other particulars can be obtained from the Office of the undersigned on all working days commencing from 25-11-2010 to 27-11-2010 upto 4 p. m. A preliminary agreement in the prescribed form in Stamp Paper worth Rs.100 should also be executed and submitted along with the tender. Tenders received without preliminary agreement will be summarily rejected. According to the provision of Kerala Construction Workers Welfare Fund Act 8(2) 1984, the Contractor who is undertaking Construction of work has to remit 1% of total cost of construction as contribution towards the Kerala Construction Workers Welfare Fund. The EMD should be pledged in favour of the Superintending Engineer, Minor Irrigation Circle, Thiruvananthapuram and submitted along with the tender.
The sealed tenders should reach the office of the undersigned by post/speed post on or before 4 p.m. on 30-11-2010. Under any circumstances the tenders received directly or by courier will not be accepted. The tender will be opened at 4.30 p.m. on 30-11-2010 by the undersigned or an authorized person in the presence of tenderers who are present at that time. The tenders will not be received in person direct under any circumstances. If the tender date is declared to be a holiday the tenders will be received on the next working day upto 4 p.m. and will be opened at 4.30 p.m. Earnest money will not be accepted in the form of Indira Vikas Pathra. Labour Contract Societies should produce certificates from competent authority (from concerned Joint Registrar) showing their Class of Registration, work in hand, financial limit of total works. They can take up at a time also eligibility certificate while purchasing the tender documents and submit along with the tender documents. All the conditions prevailing in respect of the tenders in Kerala PWD and as per the G.O. (P) No. 84/97/PW&T are applicable to the above work also.
കേരള ഗവർണ്ണർക്കുവേ≠ി ചെറുകിട ജലസേചന വിഭാഗം സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, തിരുവനന്തപുരം താഴെ പറയുന്ന പ്രവൃത്തികൾക്ക് ജലവിഭവ വകുപ്പിലോ പൊതുമരാമത്ത് വകുപ്പിലോ രജിസ്റ്റർ ചെയ്തിട്ടുള്ള നിർദ്ദിഷ്ട യോഗ്യതയുള്ള കരാറുകാരിൽനിന്നും പ്രവൃത്തിയുടെ പേര് ആലേഖനം ചെയ്തിട്ടുള്ള മത്സരസ്വഭാവമുള്ള ദർഘാസുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു. ദർഘാസിന്റെ കാലാവധി അത് സ്വീകരിക്കുന്ന തീയതി മുതൽ 4 മാസം വരെയായിരിക്കും.

ദർഘാസ് പ്രമാണങ്ങളും മറ്റ് വിശദവിവരങ്ങളും 25-11-2010 മുതൽ 27-11-2010 വൈകുന്നേരം 4 മണി വരെ എല്ലാ പ്രവർത്തി ദിവസങ്ങളിലും താഴെ ഒപ്പുവച്ചിട്ടുള്ള ഉദ്യോഗസ്ഥന്റെ കാര്യാലയത്തിൽ നിന്നും ലഭിക്കുന്നതാണ്. ദർഘാസുകളുടെകൂടെ 100 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ നി›ിത ഫോറത്തിലുള്ളതുപ്രകാരം തയ്യാറാക്കിയ പ്രാഥമിക കരാർപത്രം സമർപ്പിക്കേ≠താണ്. പ്രാഥ മിക കരാർപത്രം ഇല്ലാതെ സമർപ്പിക്കുന്ന ദർഘാസുകൾ ഒരു കാരണവശാലും പരിഗണിക്കുന്നതല്ല. 1984-ലെ കേരള നിർമ്മാണ തൊഴിലാളി ക്ഷേമനിധി നിയമത്തിലെ 8(2) വകുപ്പ് അനുസരിച്ച് പ്രസ്തുത പണിയെടുക്കുന്ന കരാറുകാരൻ നിർമ്മാണ പ്രവൃത്തി യുടെ മൊത്തം ചെലവിന്റെ ഒരു ശതമാനം നിർമ്മാണ തൊഴിലാളി ക്ഷേമനിധി ഫ≠ിലേക്ക് നൽകാൻ ബാദ്ധ്യസ്ഥനാണ്. നിരതദ്രവ്യം തിരുവനന്തപുരം ചെറുകിട ജലസേചന വിഭാഗം സൂപ്ര≠ിംഗ് എഞ്ചിനീയർക്ക് മാറ്റി എടുക്കത്തക്ക രീതിയിൽ വാങ്ങേ≠തും ദർഘാസിനോടൊപ്പം സമർപ്പിക്കേ≠തുമാണ്.
പൂരിപ്പിച്ച ദർഘാസുകൾ തപാൽ/സ്പീഡ് പോസ്റ്റ് മുഖേന മാത്രം 30-11-2010, 4 മണിക്ക് മുമ്പായി താഴെ ഒപ്പുവച്ചിട്ടുള്ള ഉദ്യോഗസ്ഥന്റെ കാര്യാലയത്തിൽ എത്തിക്കേ≠താണ്. ദർഘാസ് നമ്പരും പ്രവൃത്തിയുടെ പേരും രേഖപ്പെടുത്തിയ മുദ്രവച്ച കവറിലായിരിക്കണം ദർഘാസുകൾ സമർപ്പിക്കേ≠ത്. ലഭിച്ച ദർഘാസുകൾ 30-11-2010 വൈകുന്നേരം 4.30 മണിക്കുതന്നെ സൂപ്ര≠ിംഗ് എഞ്ചിനീയറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ അപ്പോൾ ഹാജരാകുന്ന കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്. ദർഘാസുകൾ യാതൊരു കാരണവശാലും നേരിട്ട് സ്വീകരിക്കുന്നതല്ല. അന്നേദിവസം അവധിയായാൽ തൊട്ടടുത്ത ദിവസം 4 മണി വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതും അന്നേ ദിവസം 4.30 മണിക്ക് തുറക്കുന്നതുമാണ്. നിരതദ്രവ്യമായി ഇന്ദിരാ വികാസ്പത്ര സ്വീകരിക്കുന്നതല്ല. ജലവിഭവ വകുപ്പിലെയും പൊതു മരാമത്ത് വകുപ്പിലെയും ദർഘാസുകളെ സംബന്ധിക്കുന്ന മറ്റെല്ലാ വ്യവസ്ഥകളും ഈ ദർഘാസിനും ബാധകമാണ്. ലേബർ കോൺട്രാക്ട് സൊസൈറ്റികൾ, ദർഘാസിനോടൊപ്പം അവരുടെ യോഗ്യത, കൈവശമുള്ള പണികൾ, അവർക്ക് എടുക്കാവുന്ന പണികളുടെ സാമ്പത്തിക പരിധി മുതലായവ ഉൾക്കൊള്ളുന്ന സർട്ടിഫിക്കറ്റുകളും ബന്ധപ്പെട്ട ജോയിന്റ ് രജിസ്ട്രാറിൽനിന്ന് ലഭിച്ചത് ദർഘാസിനോ ടൊപ്പം സമർപ്പിക്കേ≠താണ്. ജി. ഒ. (പി) നമ്പർ 84/97/ പി. ഡബ്ള്യൂ. ആന്റ ് റ്റി. പ്രകാരമുള്ള നിബന്ധനകളെല്ലാം ഈ ദർഘാ സിനും ബാധകമാണ്.
