NOTIFICATION
No. 387/D/2010/KELSA. 3rd May 2010.
PLA at Ernakulam shall consists of (a) a person who is or has been a District Judge or an Additional District Judge or has held Judicial office higher in rank than that of District Judge as the Chairman and; (b) Two other persons having adequate experience in public utility service nominated by the State Government and appointed by the State Authority.
Explanatory Note
In exercise of the powers conferred by Section 22 B of the Legal Services Authorities Act 1987 (Central Act 37 of 1987), Kerala State Legal Ser- vices Authority hereby establish the Permanent Lok Adalat at Ernakulam for exercising jurisdiction of the following Public Utility Services;
(i) Transport service for the carriage of passen- g e r s
or goods by air, road, water; or
(ii) Postal, telegraph or telephone service; or
Section 22 B Legal Services Authorities Act (Central Act 39 of 1987) empowers the Kerala State Legal Services Authority to establish Permanent Lok Adalat at such places and for exercising such jurisdiction in respect of one or more public utility service and for such areas as may be specified in the notification. The High Court of Kerala wide letter No. J1 33767/06 dated 19-12-2006 has allotted a portion in the ground floor of the old High Court Building formerly occupied by Court hall No.V and adjacent rooms for Locating the Permanent Lok Adalat.

(iii) Supply of power, light or water to the pub- by
any establishment; or
(iv) By system of public conservancy or sanita-
tion; or
(v) Service in hospital or dispensary;
(vi) Insurance service.
The Government of Kerala as per G.O. (P) No.1/10/Law dated 18-2-2010 has accorded sanction to establish Permanent Lok Adalat at Ernakulam. The meeting of the Authority held on 20th April 2010 resolved to establish Permanent Lok Adalat at Ernakulam for exercising Jurisdiction over the Districts of Ernakulam, Idukki, Kottayam and Thrissur.
This Notification is issued to achieve the above object.

The office of the Permanent Lok Adalat will be located at the space allotted by the Hon'ble High Court in the ground floor of the old High C o u r t building, formerly occupied by Court hall No. V and its adjacent rooms.
PLA shall have Jurisdiction in the areas of Kottayam, Idukki, Thrissur and Ernakulam Districts.
