തിരുവനന്തപുരം ഡിവിഷനിൽപ്പെട്ടതും താഴെ വിവരിക്കു ന്നതുമായ കശുമാവ് തോട്ടങ്ങളിൽ നിന്നും നിലവിലുളള ദർഘാസ്/ലേല വ്യവസ്ഥകൾക്ക് വിധേയമായി 30-6-2011 വരെ കശുവ≠ി ശേഖരിച്ച് നീക്കം ചെയ്യുന്നതിനുളള അവകാശം തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസറോ, അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ, താഴെ പറയുന്ന സ്ഥലത്തും സമയത്തും പരസ്യമായി ദർഘാസ്/ലേല വ്യവസ്ഥയിൽ വിൽക്കുന്നതാണ്. ദർഘാസ് ഫോറങ്ങൾ തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റ് ആഫീസിൽ നിന്നും ലഭിക്കുന്നതായിരിക്കും. ലേലദിവസം രാവിലെ 10 മണി വരെ സീൽ ചെയ്ത കവറിലുളള ദർഘാസ് തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ സ്വീകരിക്കുന്നതാണ്. നി›ിത സമയത്തിനുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല. തോട്ടത്തിന്റെ പേര്, വാഗ്ദാനം ചെയ്ത വില എന്നിവ ദർഘാസിൽ വ്യ‡മായി രേഖപ്പെടു ത്തേ≠താണ്. ലേലദിവസം പൊതുഅവധിയായി പ്രഖ്യാപിക്കുന്ന പക്ഷം അടുത്ത പ്രവൃത്തിദിവസം നി›ിത സ്ഥലത്തും സമയത്തും ലേലം നടത്തുന്നതാണ്. ആദ്യ ലേല ദിവസം എന്തെങ്കിലും കാരണത്താൽ ഏതെങ്കിലും തോട്ടത്തിന്റെ ലേലം നടക്കാതിരിക്കുകയോ ലേലം വിളി കൊളളാൻ ആരും തയ്യാറാകാതെ വരുകയോ, ലേലം റദ്ദാക്കുകയോ അഥവാ പുതിയ തോട്ടങ്ങൾ ഉൾക്കൊളളിക്കേ≠ി വരുകയോ ചെയ്താൽ അപ്രകാരമുളള തോട്ടങ്ങൾ താഴെ പറഞ്ഞിട്ടുളള അടുത്ത ലേലദിവസങ്ങളിൽ അതേ സമയത്ത്, തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസിൽ വച്ച് ലേലം ചെയ്ത് വിൽക്കുന്നതാണ്. ലേലം കഴിഞ്ഞാലുടൻ അപ്പോൾ ഹാജരുളളവരുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറന്ന് പരിശോധിക്കുന്നതും ദർഘാസ്/ലേല നിബന്ധന പ്രകാരമുളള അനന്തര നടപടികൾ സ്വീകരിക്കുന്നതുമാണ്.

നിരതദ്രവ്യം—ഓരോ തോട്ടത്തിനും ര≠ായിരം രൂപ വീതം.

ദർഘാസ് ഫോറത്തിന്റെ വില—200 രൂപ + വിൽപ്പന നികുതി (ഓരോ തോട്ടത്തിനും പ്രത്യേകം).

ലേലത്തീയതിയും സമയവും—22-12-2010 രാവിലെ 11 മണി, അന്നേദിവസം ലേലം നടക്കാത്ത തോട്ടങ്ങൾ 29-12-2010 രാവിലെ 11 മണി, 29-12-2010-നും ലേലം നടക്കാത്ത തോട്ടങ്ങൾ 5-1-2011 രാവിലെ 11 മണി.

ലേല സ്ഥലം—ഡിവിഷണൽ ഫോറസ്റ്റാഫീസ്, വഴുതയ്ക്കാട്, തിരുവനന്തപുരം.

കാലാവധി—ഉടമ്പടി തീയതി മുതൽ 30-6-2011 വരെ.

നിബന്ധനകൾ

1. ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കണമെന്ന് ആഗ്രഹമുള്ളവർ ഓരോ തോട്ടത്തിനും 2,000 രൂപാ വീതം നിരതദ്രവ്യം ലേലത്തിനുമുമ്പ് ഒടുക്കേ≠തും അപ്രകാരം നിരതദ്രവ്യം ഒടുക്കാത്തവരെ ദർഘാസ്/ലേലത്തിൽ പങ്കുകൊള്ളാൻ അനുവദിക്കുന്നതല്ലാത്തതുമാകുന്നു.

2. ദർഘാസ്/ലേലത്തിൽ പങ്കുകൊള്ളാൻ ആഗ്രഹിക്കുന്നവർ അവരുടെ സ്ഥിരമായ മേൽവിലാസവും കൈയൊപ്പും സാക്ഷ്യപ്പെടുത്തിയ ഒരു സർട്ടിഫിക്കറ്റ് ബന്ധപ്പെട്ട വില്ലേജാഫീസറിൽ നിന്നും വാങ്ങി നിരതദ്രവ്യം കെട്ടിവയ്ക്കുന്നതിന് മുൻപായി സമർപ്പിക്കുകയോ ഫോട്ടോ പതിച്ച തിരിച്ചറിയൽ കാർഡിന്റെ അസ്സൽ പരിശോധനയ്ക്ക് ഹാജരാക്കുകയോ ചെയ്യേ≠താണ്. അല്ലാത്തവരെ ദർഘാസ്/ലേലത്തിൽ പങ്കുകൊള്ളാൻ അനുവദിക്കുന്നതല്ല.

3. ദർഘാസ്/ലേലം കൊ≠യാൾ ദർഘാസ്/ലേലത്തുക യുടെ 35% (കുറഞ്ഞത് 20,000 രൂപയും പരമാവധി 1,00,000 രൂപയും) ലേലം കഴിഞ്ഞാലുടൻ തന്നെ ഒടുക്കേ ≠താണ്. മൊത്തം ലേലത്തുക 20,000 രൂപയോ അതിൽ കുറവോ ആണെങ്കിൽ മുഴുവൻ ലേലത്തുകയും ലേലം കഴിഞ്ഞാലുടൻ ഒടുക്കേ≠താണ്. അതിന് മുടക്കം വരു ത്തിയാൽ അയാൾ കെട്ടിവച്ചിട്ടുള്ള നിരതദ്രവ്യം ഗവൺമെന്റ ിലേക്ക് ക≠ുകെട്ടുന്നതും പാട്ടാവകാശം അയാളുടെ പൂർണ്ണ നഷ്ടോത്തരവാദിത്വത്തിൽ വീ≠ും ലേലം ചെയ്യുന്നതും, എന്നാൽ അതിൽ വച്ച് വല്ല ലാഭ വുമു≠ായാൽ അയാൾക്ക് അതിനവകാശവുമില്ലാത്തതുമാ കുന്നു. അപ്രകാരം ലേലം ചെയ്യുന്നതിൽവച്ച് സർക്കാരിന് എന്തെങ്കിലും നഷ്ടം ഉ≠ായാൽ ആയതു റവന്യൂ റിക്കവറി നിയമപ്രകാരം ഈടാക്കുന്നതുമാകുന്നു.

4. ദർഘാസ്/ലേലത്തിൽ വിജയിക്കുന്ന ആളിന്റെ നിരതദ്രവ്യം അയാൾ ഒടുക്കേ≠തായ ലേല സംഖ്യ യിൽ തട്ടിക്കഴിക്കുന്നതും വിജയിക്കാത്തവരുടെ നിരതദ്രവ്യം ലേലം കഴിഞ്ഞാലുടൻ തിരിച്ചുകൊടുക്കുന്നതുമാണ്.

5. ഏറ്റവും കൂടുതൽ തുക വാഗ്ദാനം ചെയ്യുന്ന ആളിന്റെ പേരിൽ ദർഘാസ്/ലേലം ഉറപ്പിക്കുന്നതാണ്. എന്നാൽ യാതൊരുകാരണവും ചൂ≠ിക്കാണിക്കാതെ ലേലം നിരാകരിക്കുന്നതിനുള്ള അധികാരം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസർക്ക് ഉ≠ായിരിക്കുന്നതാണ്. കൂടാതെ പട്ടികയിലെ ഏതെങ്കിലും തോട്ടം ലേലത്തിൽ നിന്നും ഒഴിവാക്കാനോ, പുതുതായി ഏതെങ്കിലും തോട്ടം കൂടി ഉൾപ്പെടുത്തി ലേലം ചെയ്യുന്നതിനോ, ലേലം ചെയ്യുന്ന ഉദ്യോഗസ്ഥന് അധികാരം ഉ≠ായിരിക്കുന്നതാണ്.

6. ദർഘാസ്/ലേലം സ്ഥിരപ്പെടുത്തിയതായി പാട്ടക്കാരനെ അറിയിക്കുന്ന തീയതി മുതൽ 15 ദിവസത്തിനകം ബാക്കി മുഴുവൻ ദർഘാസ്/ലേലത്തുകയും മൊത്തം ദർഘാസ്/ലേലത്തുകയുടെ 5% വനവികസന നികുതിയും നിയമാനുസൃത നികുതിയും ഏറ്റവും കുറഞ്ഞത് 500 രൂപയോ, ലേലത്തുകയുടെ 10% മോ ഏതാണോ കൂടുതൽ അത് സെക്യൂരിറ്റിയായും അടച്ച് 50 രൂപ മുദ്രപ്പത്രത്തിൽ നിലവിലുള്ള വ്യവസ്ഥകൾക്ക് വിധേയമായി ഉടമ്പടി എഴുതി ഒപ്പുവയ്ക്കേ≠താണ്. അതിന് മുടക്കം വരുത്തിയാൽ യാതൊരു കാരണവ ശാലും കാലാവധി ദീർഘിപ്പിച്ചു നൽകുന്നതല്ല. ബാക്കി ദർഘാസ്/ലേലത്തുകയും സെക്യൂരിറ്റിയും ഒടുക്കാതിരു ന്നാൽ പാട്ടാവകാശം റദ്ദുചെയ്യുകയും പാട്ടക്കാരൻ നേരത്തെ കെട്ടിവച്ചിട്ടുള്ള മുഴുവൻ തുകയും സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതുമാണ്. കൂടാതെ ടി തോട്ടം വീഴ്ച വരുത്തിയ ആളിന്റെ നഷ്ടോത്തരവാദിത്വ ത്തിൽ വീ≠ും ലേലം ചെയ്യുന്നതും അതിൽവച്ച് എന്തെങ്കിലും നഷ്ടമു≠ായാൽ ആദ്യ ലേലക്കാരനിൽ നിന്നും നിലവിലിരിക്കുന്ന റവന്യൂ റിക്കവറി ആക്ട് അനുസരിച്ചോ, യു‡മായ മറ്റ് മാർഗ്ഗങ്ങളിലൂടെയോ ഈടാക്കുന്നതാണ്.

7. ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കുന്ന ആൾ ലേലത്തിന് മുൻപായി കശുമാവ് തോട്ടങ്ങൾ നേരിൽക്ക≠് പരിശോധിച്ച് വിളവുകളുടെ ഗുണവും തരവും നല്ലതു പോലെ ബോദ്ധ്യപ്പെട്ടുകൊള്ളേ≠തും ലേലത്തിനു ശേഷം ഉ≠ാകുന്ന പരാതികൾ സാധാരണ ഗതിയിൽ പരിഗണിക്കുന്നതല്ലാത്തതുമാകുന്നു.

8. ദർഘാസ്/ലേലം വിളികേൾക്കുന്ന ആൾ ലേലത്തിന് ഒരു പൂർണ്ണ തീരുമാനം ഉ≠ാകാതെ പി∑ാറാൻ പാടില്ലാത്തതും അപ്രകാരം പി∑ാറിയാൽ ഡിപ്പാർട്ടു മെന്റിന് വരുന്ന നഷ്ടത്തിന് അയാൾ ഉത്തരവാദിയാകുന്ന തുമാണ്. ലേലപ്പരസ്യ വി⁄ാപന വ്യവസ്ഥകൾ ക≠് ബോദ്ധ്യപ്പെട്ട് ഒപ്പിട്ട് തരേ≠തും 9-3-1976-ലെ കേരള സർക്കാർ ഉത്തരവ് (പി) 62/76 എ. ഡി. യിലെ നിബന്ധനകളും 16-12-2008-ലെ കേരള ഗസറ്റിലെ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്റർ (സംരക്ഷണം)-ന്റെ പ്രൊ. (5) 7698/2008 നമ്പർ ഉത്തരവിലെ നിബന്ധനകളും വിൽപ്പനയ്ക്ക് ബാധകമാക്കുന്നതുമാണ്.

9. ലേലക്കാരൻ കേന്ദ്ര ഗവൺമെന്റ ിന്റെ ഫൈനാൻസ് ആക്റ്റ് പ്രകാരമുള്ള ആദായ നികുതി നി›ിത സമയത്തും നിരക്കിലും നൽകാൻ ബാദ്ധ്യസ്ഥനാണ്.

10. ദർഘാസ്/ലേലത്തിൽ വിജയിക്കുന്ന പാട്ടക്കാരൻ മുഴുവൻ കശുവ≠ിയും ശേഖരിച്ച് സർക്കാർ തീരൂമാന ത്തിന് വിധേയമായി കേരള കാഷ്യൂ ഡവലപ്പ്മെന്റ ് കോർപ്പറേഷനേയോ അവരുടെ അംഗീകൃത ഏജന്റുമാരേയോ അതാത് കാലയളവിൽ ഗവൺമെന്റ ് അംഗീകരിക്കുന്ന വിലയ്ക്ക് നൽകേ≠താണ്. കൂടാതെ കശുവ≠ി സംഭരണവും വിതരണവും സംബന്ധിച്ച് നിലവിലുള്ളതും അതാത് കാലങ്ങളിൽ ഗവൺമെന്റ ് പുറപ്പെടുവിക്കുന്നതുമായ എല്ലാ ഉത്തരവുകളും പാട്ടക്കാരന് ബാധകമാണ്.

11. കരാറുകാരൻ ആവശ്യപ്പെടുന്നപക്ഷം ടിയാന്റെ കൂലി ക്കാരെ താമസിപ്പിക്കുന്നതിനും കശുവ≠ി സൂക്ഷിക്കുന്ന തിനും സ്ക്വയർ മീറ്ററിന് 5 രൂപ പ്രകാരം ഒരു ഷെഡ് തോട്ടത്തിനുള്ളിൽ പണിയുന്നതിന് സ്ഥലം അനുവദിക്കു ന്നതാണ്. ഷെഡ് അനുവദിക്കുന്നതിനുള്ള അവകാശം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസറിൽ നിക്ഷിപ്തമാണ്. കരാർ കാലാവധിക്ക് മുമ്പായി ഷെഡ് കരാറുകാരൻ പൊളിച്ച് നീക്കം ചെയ്യേ≠താണ്. ഷെഡ് പണിയുന്നതി നുള്ള സാധനങ്ങൾ നിലവിലുള്ള സീനിയറേജ് നിരക്ക് പ്രകാരം വനത്തിനുള്ളിൽ നിന്നും സൗകര്യമുള്ളപക്ഷം ശേഖരിക്കുവാൻ അനുവദിക്കുന്നതാണ്.

12. കരാറുകാലയളവിൽ എല്ലായ്പ്പോഴും കശുമാവുകൾക്ക് ചുറ്റുമുള്ള കാടുകൾ 5 മീറ്റർ ചുറ്റളവിൽ കരാറുകാരന്റെ ചുമതലയിൽ വെട്ടി നീക്കം ചെയ്തിരിക്കണം. വീഴ്ച വരുത്തിയാൽ യു‡മായ പിഴ കരാറുകാരിൽ നിന്നും ഈടാക്കുന്നതാണ്.

13. തോട്ടത്തിൽ യാതൊരു കാരണവശാലും തീ പിടിക്കാതെ നോക്കി സംരക്ഷിക്കേ≠ത് കരാറുകാരന്റെ പ്രധാന ചുമതലയാണ്. കാട്ടുതീ മൂലമോ, മറ്റു പ്രതികൂല കാലാവസ്ഥമൂലമോ വല്ല നഷ്ടവും നേരിട്ടാൽ ആയതിന് കരാറുകാരന് യാതൊരുവിധ നഷ്ടപരിഹാര ത്തിനും യാതൊരുവിധ അവകാശവും ഉ≠ായിരിക്കുന്നതല്ല.

14. കശുവ≠ി ശേഖരിച്ചതിന്റെ വിവരങ്ങൾ അടങ്ങിയ പ്രതിമാസ കണക്കുകൾ ഓരോ മാസവും 5-ാം തീയതിക്ക് മുൻപായി ബന്ധപ്പെട്ട റെയിഞ്ചാഫീസർക്കും ഡിവിഷണൽ ഫോറസ്റ്റാഫീസർക്കും സമർപ്പിക്കേ≠താണ്. അതിന് വീഴ്ച വരുത്തുന്നപക്ഷം ഓരോ വീഴ്ചയ്ക്കും 50 രൂപാ വീതം പിഴ വസൂൽ ചെയ്യുന്നതാണ്.

15. ശേഖരണം നടത്തിയ കശുവ≠ി കടത്തിക്കൊ≠ു പോകുന്നതിന് ബന്ധപ്പെട്ട റെയിഞ്ചാഫീസറിൽ നിന്നും നിർബന്ധമായും പാസ്സ് വാങ്ങേ≠താണ്. വീഴ്ച വരുത്തിയാൽ ഉചിതമായ പിഴ ഈടാക്കുന്നതാണ്.

16. ദർഘാസ്/ലേലത്തിനുശേഷം ലഭിക്കുന്ന പോസ്റ്റ് ഓഫറു കൾ വനംവകുപ്പിലെ നിലവിലുള്ള നിബന്ധനകൾക്ക് വിധേയമായി പരിഗണിക്കുന്നതാണ്.

17. മറ്റു ബാധ്യതകളൊന്നുമില്ലെങ്കിൽ വിൽപ്പന നികുതി, ആദായ നികുതി, കാർഷികാദായ നികുതി എന്നിവയുടെ ക്ളിയറൻസ് സർട്ടിഫിക്കറ്റുകൾ കാലാവധി കഴിഞ്ഞ് 6 മാസത്തിനകം ഹാജരാക്കിയാൽ സെക്യൂരിറ്റി ഡിപ്പോസിറ്റ് തിരികെ നൽകുന്നതാണ്.

Tender forms and other conditions can be obtained from the office of the undersigned on application in writing and on payment of the cost of tender form and taxes in cash (not refundable) up to 1 p. m. on 22-12-2010. The filed up tenders will be received in this office upto 3 p. m. on 22-12-2010 and opened by the undersigned or an officer authorised by him on the same day at 3.30 p. m. at the office of Divisional Forest Officer, Ranni in the presence of the contractors attending on the date. If the due date happens to be a holiday, the next working day will be the due date.

The tender forms are not transferable. Incomplete tenders and tenders without EMD are liable to be rejected. The undersigned reserves the right to reject any tender without assigning any reasons thereof. All other conditions prevailing in the Kerala PWD and Forest Department are applicable to this tender also. 1. ദർഘാസ്/ലേല വില്പനയിൽ പങ്കെടുക്കുവാൻ ഉദ്ദേശി ക്കുന്നവർ അവരുടെ സ്ഥിരമായ മേൽവിലാസവും കൈയൊപ്പും സാക്ഷ്യപ്പെടുത്തിയ ബന്ധപ്പെട്ട വില്ലേജ് ഓഫീസിൽ നിന്നുമുളള സർട്ടിഫിക്കററ് അല്ലെങ്കിൽ ഇലക്ഷൻ എെഡന്റ ിററി കാർഡ്/ഡ്രൈവിംഗ് ലൈസൻസ്/പാസ്പോർട്ട് ഇവയിൽ ഏതെങ്കിലും ഒന്നിന്റെ സാക്ഷ്യപ്പെടുത്തിയ പകർപ്പോ ഇൻകം ടാക്സ് പാൻ കാർഡും നിരതദ്രവ്യം കെട്ടിവയ്ക്കുന്നതിനു മുമ്പായി ഹാജരാക്കേ≠താണ്. കൂടാതെ ദർഘാസ്/ലേല നിബന്ധനകൾ പാലിക്കുന്നതിൽ വീഴ്ചവരുത്തിയാൽ തൻമൂലം സർക്കാരിന് ഉ≠ാകുന്ന കഷ്ടനഷ്ടങ്ങൾ ഈടാക്കാവുന്നതാണെന്ന് സമ്മതിച്ചുകൊ≠് ഒരു സമ്മതപത്രം ഒപ്പുവയ്ക്കേ≠താണ്. മേൽ വിവരിച്ച സർട്ടിഫിക്കറ്റോ ഏതെങ്കിലും തിരിച്ചറിയൽ രേഖയോ ഹാജരാക്കാത്തവരെ ദർഘാസ്/ലേലത്തിൽ പങ്കുകൊളളു വാൻ അനുവദിക്കുന്നതല്ല.

2. ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കുന്നവർ ദർഘാസ്/ ലേലത്തിന് മുമ്പായി വിൽപ്പനയ്ക്ക് വച്ചിരിക്കുന്ന വിഭവങ്ങളുടെ ഗുണനിലവാരവും മറ്റും നേരിൽ ക≠് ബോദ്ധ്യപ്പെടേ≠താണ്. ലേലത്തിനുശേഷം ഈ വക കാര്യത്തെക്കുറിച്ചുളള യാതൊരു പരാതിയും പരിഗണി ക്കുന്നതല്ല.

3. പട്ടികയിൽ കാണിച്ചിരിക്കുന്ന തോട്ടങ്ങൾക്ക് വെവ്വേറെ ദർഘാസുകൾ സമർപ്പിക്കേ≠താണ്. ലേലം കഴിഞ്ഞ ഉടൻ ഹാജരായവരുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതും വിജയിയെ നി›യിക്കുന്നതുമാണ്.

4. വിജയിയായ ദർഘാസ്/ലേലക്കാരൻ ലേലം കഴിഞ്ഞയുടൻ മൊത്തവില 20,000 രൂപയിൽ കുറവാണെങ്കിൽ മുഴുവൻ തുകയും അതിൽ കൂടുതലാണെങ്കിൽ മൊത്തം ലേല തുകയുടെ 35% വില കുറഞ്ഞത് 20,000 രൂപയും കൂടിയത് 1,00,000 രൂപയും എന്ന കണക്കിൽ മൊത്തം പണമായോ ഡി.ഡി. ആയോ ലേല ദിവസം തന്നെ അടയ്ക്കേ≠താണ്. ലേല സംഖ്യയുടെ 35 % തുക 1 ലക്ഷം രൂപയിൽ കൂടുതലാണെങ്കിൽ ലേലദിവസം അടച്ച 1,00,000 (ഒരു ലക്ഷം) രൂപ കിഴിച്ച് ബാക്കി തുക ലേലദിവസം കഴിഞ്ഞ് 7 പ്രവൃത്തി ദിവസത്തിനകം ട്രഷറിയിൽ അടച്ച് രസീതി ഹാജരാക്കേ≠താണ്. നി›ിത തുക ഒടുക്കാതിരുന്നാൽ ലേലം റദ്ദ് ചെയ്തതായി കണക്കാക്കി നിരതദ്രവ്യം ഉൾപ്പെടെ മുതൽക്കൂട്ടുന്നതാണ്. അഡ്വാൻസ് തുക അവസാനം നീക്കം ചെയ്യുന്ന വന വിഭവങ്ങളുടെ വിലയിലേക്ക് മാത്രമേ വകകൊളളി ക്കുകയുളളൂ.

5. ദർഘാസ്/ലേലം സ്ഥിരപ്പെടുത്തിയതായുളള അറിയിപ്പും ബാക്കി തുകയും അടച്ച് തീർക്കുവാനുളള ചെലാൻ ഫോറവും അയച്ച തീയതി മുതൽ 40 ദിവസത്തിനകം ചെലാൻ ഫോറത്തിൽ കാണിച്ചിട്ടുളള തുക സർക്കാരിന്റെ നിർദ്ദിഷ്ട ഖജനാവിൽ അടച്ച് ചെലാൻ രസീത് റെയിഞ്ച് ഓഫീസർക്ക് എത്തിച്ച് കൊടുക്കേ≠താണ്. എല്ലാ വിഭവങ്ങളും മുഴുവൻ തുകയും അടച്ച് തീർത്ത് ലേലം സ്ഥിരപ്പെടുത്തിയ വിവരം അറിയിക്കുന്ന ദിവസം മുതൽ 40 ദിവസത്തിനകം നീക്കം ചെയ്യേ≠താണ്.

6. മേൽ സൂചിപ്പിച്ച നാല്പത് (40) ദിവസത്തിനകം തുക അടച്ച് ലേല വസ്തുക്കൾ നീക്കം ചെയ്യാത്തപക്ഷം പതിനെട്ട് ശതമാനം (18 %) പലിശയോടുകൂടി ബാക്കി7th DEC. 2010] FOREST DEPARTMENT 582 തുക അടയ്ക്കുന്നതിന് ഒരു മാസം (30 ദിവസം) വരെയും ഇരുപത്തിനാല് ശതമാനം (24 %)പലിശയും പിഴപലിശയിൻമേൽ ര≠രശതമാനം (2½ %) സർചാർ÷ും ഈടാക്കിക്കൊ≠് അടുത്ത ഒരു മാസം വരെയും (30 ദിവസം) 36 % പിഴപ്പലിശയും പിഴപ്പലിശയിൻമേൽ 5 % സർചാർ÷ും ഈടാക്കിക്കൊ≠് വീ≠ും ഒരു മാസം കൂടിയും (30 ദിവസം) ഇങ്ങനെ ആകെ 3 മാസം വരെ (90 ദിവസം) റെയിഞ്ച് ഓഫീസർക്ക് കാലാവധി ദീർഘിപ്പിച്ച് അനുവദിക്കാവുന്നതാണ്. അപ്രകാരം ദീർഘിപ്പിച്ച സമയപരിധിക്കകവും പണമടയ്ക്കാതെ വന്നാൽ അടച്ച തുക സർക്കാരിലേക്ക് ക≠ുകെട്ടുകയും ലേലംകൊ≠ വകകൾ വീഴ്ചക്കാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർ ദർഘാസ്/ലേലംവഴി വിററഴിക്കുന്നതുമാണ്.

10. 24-6-2008-ലെ ഗസറ്റ് നമ്പർ 26-ൽ പ്രസിദ്ധപ്പെടുത്തിയ Pro. (5)-2613/2008 തീയതി 12-6-2008 നമ്പർ ആയി പരസ്യപ്പെടുത്തിയ പുതുക്കിയ ദർഘാസ്/ലേല പരസ്യ ത്തിലെ പൊതുവായ നിബന്ധനകൾ ഈ ലേലത്തിനും ബാധകമായിരിക്കുന്നതാണ്.

21-12-2010-ന് ദർഘാസ്/ലേലത്തിൽ പങ്കുകൊള്ളുവാൻ ആരും തന്നെ മുന്നോട്ട് വരാതിരിക്കുകയോ ടെ≠ർ/ലേലം റദ്ദ് ചെയ്യുകയോ ചെയ്യുന്നപക്ഷം പട്ടികയിൽ കാണിച്ച വിളകൾ 21-12-2010, 23-12-2010, 28-12-2010, 30-12-2010 എന്നീ തീയതികളിൽ നി›ിത സ്ഥലത്തും സമയത്തും വച്ച് ദർഘാസ്/ലേല പ്രകാരം വിൽപ്പന നടത്തുന്നതായിരിക്കും.

7. ദർഘാസ്/ലേലം സ്ഥിരപ്പെടുത്തിയത് അറിയിക്കുന്ന തീയതി മുതൽ 130 (നൂററിമുപ്പത് ദിവസത്തിനകം) എല്ലാ തുകയും അടച്ചുതീർക്കാത്തപക്ഷം ദർഘാസ്/ ലേലം റദ്ദാക്കുന്നതും ആയത് ദർഘാസ്/ലേലക്കാരന് 10 ദിവസത്തെ അവധി വച്ച് മുൻകൂട്ടി നോട്ടീസ് കൊടുത്ത തിനുശേഷം അതേ റെയിഞ്ചിലെ ദർഘാസ്/ലേലത്തിൻ പ്രകാരം പുനർലേല വില്പന നടത്തുന്നതുമാണ്. ത∑ൂലം ഡിപ്പാർട്ട്മെന്റിന് ഉ≠ാകുന്ന എല്ലാ കഷ്ടനഷ്ട ങ്ങൾക്കും ആദ്യ ലേലക്കാരൻ/ദർഘാസുകാരൻ ഉത്തര വാദിയാകുന്നതുമാണ്.

8. ദർഘാസ്/ലേലം നടത്തുന്ന ഉദ്യോഗസ്ഥന്റെ താഴെ പറയുന്ന അധികാരങ്ങൾ ചോദ്യം ചെയ്യാൻ പാടുള്ളതല്ല.

(എ) ഏതെങ്കിലും വ്യ‡ിയുടെയോ സ്ഥാപന ത്തിന്റേയോ നിരതദ്രവ്യം യാതൊരു കാരണവും പറയാതെ സ്വീകരിക്കുകയോ നിരാകരിക്കുകയോ ചെയ്യാവുന്നതാണ്.

(ബി) ദർഘാസ്/ലേലത്തിനായി പരസ്യപ്പെടുത്തിയ ഏതെങ്കിലും ലോട്ടുകൾ വിൽക്കാതിരിക്കുകയോ പരസ്യപ്പെടുത്തിയിട്ടില്ലാത്ത ഏതെങ്കിലും ലോട്ട് വിൽക്കുകയോ ചെയ്യാവുന്നതാണ്.

Tender forms and other connected conditions can be obtained from the office of the undersigned on application in writing and on payment of the cost of the tender form either in cash or in Money Order (not refundable) upto 1 p. m. on 15-12-2010 and will be received on the same day upto 3 p. m. The tenders will be opened by the undersigned or his depute on the same day at 3.30 p. m. in the presence of the tenderers attending that time. In case due to some other reasons the proposed tenders of any work is not materialised on the scheduled date on 15-12-2010, such tender will be accepted at the same time on 22-12-2010, such tender will be opened at 3.30 p. m. on the same day. Firewood available at the following Dumping Depots in Kannavam Forest Range and Kottiyoor Forest Range of this Division as mentioned in the Schedule below (which was put up for auction on 13-10-2010 and 20-10-2010 and was not sold in that day) will be conducted on the dates noted against each by the Divisional Forest Officer, Kannur Division or any other Officer authorized by him for the purpose subject to the sale conditions published by the Chief Conservator of Forests, Thiruvananthapuram vide Number Pro. (5) 6835/2009 dated 2-12-2009 which has been published in Gazette Number 50, dated 22-12-2009 in page number of forest sheets 669 to 675. If the date of auction happens to be a public holiday or if the sale is not conducted due to some other reasons, the sale will be conducted on the next working day at the same place and time.
