The envelope containing the tenders shall be appropriately superscribed with the tender number and item and addressed to the Controller of Stationery, P. M. G., Thiruvananthapuram-695 033. Late tenders will not be accepted. The tenders will be opened at the due date and time noted above in the presence of the tenderers or their authorized representatives who may be present at the time of opening of the tenders.
Intending tenderers may on application to the Controller of Stationery, Thiruvananthapuram-33 obtain the requisite tender forms on which the tenders are to be submitted. Cost of tender forms will be accepted either in cash (remittance in the office) or by money order only and should be sent to the Controller of Stationery, Thiruvananthapuram-33 (name of the officer should not be mentioned). The cost of tender forms are not refundable under any circumstances. The tender number and the name of the item for which the tender form is required should be clearly specified in the application/money order coupon. The last date and time fixed for receipt of tender is 1 p. m. on the date fixed for opening of tender. If date of opening of tender happens to be holiday it will be opened at the same time on the next working day. The tender forms are not transferable. Sale of tender forms will be closed 24 hours before the time fixed for opening of the tenders. Cheques, postage stamps and demand draft etc. will not be accepted towards the cost of tender forms, nor will the tender forms be sent by V.P.P. Duplicate tender forms, if required will be issued at the price fixed for the purpose.
Every tenderer shall send along with his tender an agreement executed on a Kerala Stamp Paper worth Rs. 100 and the solvency certificate and EMD for the amount noted above. The solvency certificate shall be obtained from the Tahasildar of the Taluk in which the tenderer resides and the date of which shall be after the date of issue of tender notice. EMD will be accepted in Cash/Demand Draft/FDR taken in favour of the Controller of Stationery with due endorsement. Tenders without preliminary agreement, solvency certificate and EMD will be rejected outrightly. A specimen of the preliminary agreement deed is appended to the tender forms. Further details, if any, can be had from the office of the undersigned during office hours.

ദർഘാസ് കവറിന്റെ പുറത്ത് ദർഘാസ് നമ്പരും കരാറിന്റെ സ്വഭാവവും രേഖപ്പെടുത്തേ≠താണ്. സ്റ്റേഷനറി കൺട്രോളർ, തിരുവനന്തപുരം-695 033 എന്ന മേൽവിലാസ ത്തിൽ ദർഘാസുകൾ അയയ്ക്കേ≠താണ്. താമസിച്ച് ലഭിക്കുന്ന ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. ദർഘാസുകൾ, മുകളിൽ രേഖപ്പെടുത്തിയിരിക്കുന്ന തീയതിയിലും സമയത്തും ദർഘാസുകാരുടെയോ അവർ അധികാരപ്പെടുത്തിയ വ്യ‡ികളു ടെയോ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്.
ദർഘാസ് ഫോറം വേ≠വർ ഫോറത്തിന് നി›യിച്ചിട്ടുള്ള വില സഹിതം മണിയോർഡർ ആയോ പണമായോ തിരുവനന്തപുരം സ്റ്റേഷനറി കൺട്രോളർക്ക് (ഒൗദ്യോഗിക മേൽവിലാസത്തിൽ മാത്രം) അപേക്ഷ നൽകേ≠താണ്. ദർഘാസ് ഫോറത്തിന്റെ വില യാതൊരു കാരണവശാലും മടക്കിക്കൊടുക്കുന്നതല്ല. ഏത് ദർഘാസിനും ഇനത്തിനും വേ≠ിയുള്ള ഫോറമാണ് ആവശ്യപ്പെടുന്നതെന്ന് അപേക്ഷയിൽ/മണിയോർഡർ കൂപ്പണിൽ വ്യ‡മായി സൂചിപ്പിച്ചിരിക്കണം. ദർഘാസുകൾ തുറക്കുന്നതിനായി നി›യിച്ച ദിവസം അവധിയാവുകയാണെങ്കിൽ തുടർന്നുള്ള പ്രവൃത്തി ദിവസം അതേ സമയം തുറക്കുന്നതാണ്. ദർഘാസ് ഫോറം യാതൊരു കാരണവശാലും കൈമാറ്റം ചെയ്യാൻ പാടില്ല. ദർഘാസ് തുറക്കുന്നതിന് 24 മണിക്കൂർ മുമ്പ് ഫോറത്തിന്റെ വില്പന അവസാനിക്കുന്നതാണ്. ദർഘാസ് ഫോറത്തിന്റെ വിലയായി ചെക്ക്, ഡി.ഡി., തപാൽ സ്റ്റാമ്പ് തുടങ്ങിയവ സ്വീകരിക്കുകയോ ഫോറം വി.പി.പി. ആയി അയയ്ക്കുകയോ ചെയ്യുന്നതല്ല. ദർഘാസ് ഫോറത്തിന്റെ ര≠ാം പകർപ്പ് വേ≠വർക്ക് നി›യിച്ച വിലയ്ക്ക് നൽകുന്നതാണ്. മുകളിൽ 4, 5 എന്നീ കോളങ്ങളിൽ രേഖപ്പെടുത്തിയിരിക്കുന്ന തുകയ്ക്കുള്ള സോൾവൻസി സർട്ടിഫിക്കറ്റും നിരതദ്രവ്യവും കേരള സർക്കാരിന്റെ ` 100 മുദ്രപത്രത്തിൽ പ്രാഥമിക കരാർ ഉടമ്പടിയും ദർഘാസുകളോടൊപ്പം അടക്കം ചെയ്തിരിക്കണം. ദർഘാസ് പരസ്യം ചെയ്ത തീയതിക്കു ശേഷം ദർഘാസുകാരൻ താമസിക്കുന്ന താലൂക്കിലെ തഹശീൽദാർ നൽകിയ സോൾവൻസി സർട്ടിഫിക്കറ്റ് ഹാജരാക്കേ≠താണ്. നിരതദ്രവ്യം പണമായും സ്റ്റേഷനറി കൺട്രോളറുടെ പേർക്ക് എടുത്തിട്ടുള്ള ഡിമാൻഡ് ഡ്രാഫ്റ്റായും സ്ഥിരനിക്ഷേപ രസീതായും സ്വീകരിക്കുന്നതാണ്. സോൾവൻസി സർട്ടിഫിക്കറ്റും നിരതദ്രവ്യവും പ്രാഥമിക കരാർ ഉടമ്പടിയും ഹാജരാക്കിയിട്ടി ല്ലാത്ത ദർഘാസുകൾ നിരുപാധികം നിരസിക്കുന്നതാണ്. പ്രാഥമിക കരാർ ഉടമ്പടി പത്രത്തിന്റെ മാതൃക ദർഘാസ് ഫോറത്തിന് അനുബന്ധമായി ചേർത്തിട്ടു≠്. കൂടുതൽ വിവരങ്ങൾക്ക് തിരുവനന്തപുരം സ്റ്റേഷനറി കൺട്രോളറിൽ നിന്നും ആഫീസ് സമയങ്ങളിൽ നേരിൽ അറിയാവുന്നതാണ്.
