TENDER NOTICE
No.H1-95134/2010.
27th December 2010.
Sealed tenders are invited for the supply of the Store Item so as to reach this office on or before 12 noon on 27- 1-2011.
Tender No.—108/2010.
Name of the Equipment—Cotton Dhurry.
Approx. Quantity Required—5500.
Cost of tender form— ` 2,300+4% VAT.
Date and time of opening of tender—27-1-2011, 3.30 p.m.
The tenders should be superscribed with tender number and name of the store article and addressed to the Director General of Police, State Police Headquarters, Vellayambalam, Thiruvananthapuram-695 010, Kerala. Late tenders will not be accepted.
The tenders will be opened at the time mentioned above, in the presence of the tenderers or their authorized representatives (with proof of identity) who may be present at that time.
Intending tenderers may, on application to the Director General of Police, obtain requisite tender forms on which the tenders should be submitted.
Application for tender forms should be accompanied by a cash remittance, price fixed for the form which is not refundable. The tender forms are not transferable. The sale of tender form will be closed at 12 noon on 27-1-2011. Cheques, Drafts, Postage Stamps etc. will not be accepted towards the cost of forms nor will the forms be sent by VPP. However money orders (including telegraphic money orders) sent in the name of the Assistant Inspector General of Police, Police Headquarters, Thiruvananthapuram-10 will be accepted. The amount should include the Postage/Courier charges for sending tender documents. The money order along with the request should reach Police Headquarters at least 7 days before the closing of the sales of the tender documents enabling us to sent the documents well in advance.
Earnest Money Deposit (EMD) @ 1% of the quoted value should be furnished through DD (Demand Draft) drawn in favour of Assistant Inspector General of Police, Police Headquarters, Thiruvananthapuram-10 along with the tender documents. The firms which are exempted from furnishing EMD should produce a copy of relevant authorised document for verification. The tenders without EMD will be cancelled. The quoted amount should be inclusive of all taxes and levies. The lowest quoted bidder should be ready to supply the item before 25-2-2011.
Specifications and list of items of each tender shall be obtainable from PHQ with the tender forms during the working hours of Police Headquarters. The firms should also furnish the detailed specifications, make, brochures, test report from Government Laboratories/Agencies (wherever possible) along with tenders. The tenders without separate envelope and not superscribing the tender number and sample will be rejected.
As the items are urgently required, the selected bidder will have to supply the item without loss of time. The rates quoted should be valid and firm till 31-3-2011. Those firms registered with Stores Purchase Rule Department and is under the control of Government should enclose the certificate in proof of it.
The Director General of Police is empowered to reject any tender without assigning any reason.
SPECIFICATION
1. The fabric should be Cotton knitted material of Blue colour.
2.It should have a size not less than 82" in length and 36" in breath (200 cm x 90 cm).
3. The weight of each Dhurry not less than 900 gms- 1200 gms.
4. The shorter side of the Dhurry must be knotted at its ends for better strength.
പോലീസ് വകുപ്പിലേക്ക് ആവശ്യമായ താഴെപ്പറയുന്ന സാധനം വിതരണം ചെയ്യുന്നതിനുളള മുദ്രവച്ച ദർഘാസുകൾ 27-1-2011 ഉച്ചയ്ക്ക് 12 മണിക്കു മുമ്പായി ഈ ഓഫീസിൽ ലഭിക്കത്തക്കവിധത്തിൽ ക്ഷണിച്ചുകൊളളുന്നു.

ദർഘാസുകൾ ദർഘാസ് നമ്പർ, സാധനത്തിന്റെ വിവരം എന്നിവ രേഖപ്പെടുത്തിയ മുദ്രവച്ച കവറിൽ പോലീസ് ഡയറക്ടർ ജനറൽ, പോലീസ് ഹെഡ്ക്വാർട്ടേഴ്സ്, തിരുവനന്തപുരം-10 എന്ന മേൽവിലാസത്തിൽ ആയിരിക്കണം അയയ്ക്കേ≠ത്. മേൽപ്പറഞ്ഞ സമയപരിധിക്കുശേഷം കിട്ടുന്ന ദർഘാസുകൾ പരിഗണിക്കുന്നതല്ല. ദർഘാസുകൾ ദർഘാസു കാരുടെയോ അവർ അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളു ടെയോ സാന്നിദ്ധ്യത്തിൽ 27-1-2011 വൈകിട്ട് 3.30-ന് തുറക്കുന്ന താണ്. താൽപ്പര്യമുള്ളവർക്ക് പോലീസ് ഡയറക്ടർ ജനറലിന് നൽകുന്ന അപേക്ഷയോടൊപ്പം ദർഘാസിന്റെ വിലയൊടുക്കി ദർഘാസുകൾ വാങ്ങാവുന്നതാണ്. അത്തരം ദർഘാസുകൾ തന്നെയാവണം മുദ്രവച്ച കവറിൽ സമർപ്പിക്കേ≠തും. ദർഘാസിന്റെ വില മടക്കി നൽകുന്നതല്ല. ദർഘാസുകൾ കൈമാറ്റം ചെയ്യാൻ പാടില്ല. ദർഘാസിന്റെ വില്പന 27-1-2011 പകൽ 12 മണിക്ക് അവസാനിക്കുന്നതാണ്. ചെക്ക്, ഡ്രാഫ്റ്റ്, പോസ്റ്റേജ് സ്റ്റാമ്പ് മുതലായവ ദർഘാസിനുള്ള വിലയായി സ്വീകരിക്കുന്നതല്ല. എന്നാൽ ടെലിഗ്രാഫിക് മണിയോർഡർ ഉൾപ്പെടെയുള്ള മണിയോർഡർ പോലീസ് അസിസ്റ്റന്റ ് ഇൻസ്പെക്ടർ ജനറൽ, പോലീസ് ഹെഡ് ക്വാർട്ടേഴ്സ്, തിരുവനന്തപുരം പേർക്ക് ദർഘാസിന്റെ വില അയച്ചാൽ സ്വീകരിക്കുന്നതായിരിക്കും. എന്നാൽ ദർഘാസുകൾ അയയ്ക്കു ന്നതിനുള്ള പോസ്റ്റേജ്/കൊറിയർ ചാർ÷് കൂടെ അയച്ചിരിക്കേ≠ താണ്. ദർഘാസുകൾ യഥാസമയം അയയ്ക്കുന്നതിന് വേ≠ി അത്തരത്തിലുള്ള അപേക്ഷകൾ ദർഘാസ് വില്പന അവസാനിക്കു ന്നതിന് 7 ദിവസം മുൻപ് ഈ ഓഫീസിൽ ലഭിച്ചിരിക്കേ≠താണ്.
ദർഘാസ് ഫോറത്തിനോടൊപ്പം ദർഘാസ് തുകയുടെ 1 % വരുന്ന തുകയ്ക്കുള്ള നിരതദ്രവ്യം ഡിമാന്റ ് ഡ്രാഫ്റ്റായി പോലീസ് അസിസ്റ്റന്റ ് ഇൻസ്പെക്ടർ ജനറൽ, പോലീസ് ഹെഡ് ക്വാർട്ടേഴ്സ്, തിരുവനന്തപുരം പേർക്ക് മാറ്റാവുന്ന വിധത്തിൽ ഹാജരാക്കേ≠തും നിരതദ്രവ്യം സമർപ്പിക്കുന്നതിൽ നിന്നും ഒഴിവാക്കപ്പെട്ടിട്ടുളളവർ അത് തെളിയിക്കുന്ന തിനുളള രേഖകൾ ദർഘാസിനോടൊപ്പം ഹാജരാക്കേ≠തുമാണ്. മേൽപ്പറഞ്ഞ രേഖയോ നിരതദ്രവ്യമോ കൂടാതെ കിട്ടുന്ന ദർഘാ സുകൾ നിരസിക്കുന്നതായിരിക്കും. ദർഘാസിൽ രേഖപ്പെടുത്തുന്ന വില എല്ലാവിധ നികുതികളും ഉൾപ്പെടെ ആയിരിക്കണം.
സാധനങ്ങളുടെ വിശദവിവരവും സ്പെസിഫിക്കേഷനും പ്രവർത്തി ദിവസങ്ങളിൽ ദർഘാസിനോടൊപ്പം ഈ ഓഫീസിൽ നിന്നും ലഭിക്കുന്നതാണ്. ദർഘാസ് പ്രത്യേകം കവറിൽ അല്ലാതെയോ ദർഘാസ് നമ്പർ രേഖപ്പെടുത്താതെ അയച്ചാലോ അവ നിരസിക്കുന്നതായിരിക്കും. സാധനങ്ങളുടെ ലഭ്യത അത്യാവശ്യമായതിനാൽ തിരഞ്ഞെടുക്കപ്പെടുന്ന കരാറുകാരൻ അവ അടിയന്തിരമായി 25-2-2011 തീയതിക്ക് മുമ്പായി വിതരണം ചെയ്യാൻ തയ്യാറാകേ≠താണ്.
ദർഘാസിൽ രേഖപ്പെടുത്തുന്ന വില 31-3-2011 വരെ മാറ്റമില്ലാതെ നിലനിർത്തേ≠താണ്. സ്റ്റോർ പർച്ചേഴ്സ് റൂൾ ഡിപ്പോർട്ട്മെന്റ ിന്റെ കീഴിൽ രജിസ്റ്റർ ചെയ്തിട്ടുള്ള കമ്പനികൾ ആയത് തെളിയിക്കുന്ന രേഖകൾ കൂടി ഉള്ളടക്കം ചെയ്യേ≠താണ്.
യാതൊരു കാരണവും ബോദ്ധ്യപ്പെടുത്താതെ ദർഘാസുകൾ നിരസിക്കുന്നതിനുളള പൂർണ്ണ അധികാരം പോലീസ് ഡയറക്ടർ ജനറലിൽ നിക്ഷിപ്തമാണ്.
ഡറിക്കുവേ≠ നിർദ്ദിഷ്ട നിലവാര വിവരണം 1. പരുത്തിയിൽ തുന്നിയിട്ടുള്ള നീല നിറത്തിലുള്ള തുണി ആയിരിക്കണം.
2. 82" നീളം 36" വീതി (200 സെ.മീ. x 90 സെ.മീ.) എന്ന അളവിലുള്ള വലിപ്പത്തിൽ കുറയാൻ പാടില്ല
3. ഓരോ ഡറിയുടെയും ഭാരം 900-1200 ഗ്രാമിൽ കുറയാൻ പാടില്ല.
4. അറ്റകുറ്റങ്ങൾക്ക് കൂടുതൽ ബലം കൂട്ടുന്നതിനുവേ≠ി ഡറിയുടെ കുറുകിയവശം തുന്നിച്ചേർത്തിരിക്കണം.
