TENDER NOTICE
No. Fin (2)14461/09. 20th December 2010.
Sealed tenders are invited from authorized firms/direct company/branch for the supply and installation of two Gas Chromatograph to the Soil Analytical Labs of Soil Survey with specifications attached and as per the terms and conditions noted below.
The tenders should be superscribed as "Tender for the supply of Gas Chromatograph" addressed to the Director of Agriculture (S. C. Unit), Aryasala, Chalai P. O., Thiruvananthapuram-695 036, so as to reach the undersigned at 5 p. m. on or before 31-1-2011. Late tenders will not be accepted. The tenders will be opened at the Directorate of Agriculture (S. C. Unit) at 3 p. m. on 2-2-2011, in the presence of such tenderers or their authorized representatives who may be present at the time.
Intending tenderers may on application to the Director of Agriculture (S. C. Unit), Aryasala, Chalai P. O., Thiruvananthapuram-695 036 obtain the requisite tender forms on which tenders should be submitted. The tender forms will be supplied from the account section of the Directorate of Agriculture (S. C. Unit) on office hours by cash remittance of ` 6,000 + VAT @ 4 % which is the price fixed for the form which is not refundable under any circumstances. The duplicate tender forms will be issued @ ` 3,000+ VAT @ 4 % per copy. The tender forms are not transferable. The sale of tender forms will be closed at 3 p. m. on 30-1-20l1. The rate quoted should remain firm up to 30-9-2011. The tender should be accompanied with Earnest Money Deposit of 2.5% of the total quoted value as Demand Draft payable at SBT, Vellayambalam, Thiruvananthapuram drawn in favour of the Director of Agriculture (S. C. Unit), Thiruvananthapuram-695 036.
The price quoted should include all the expenses, towards delivery and installation of the machine at any Soil Analytical Laboratory of Soil Survey any wherein Kerala. The Demand Draft commission charged by the Bank during the time of payment of money should be borne by the firm themself. The tenderers are bound to observe all the rules and regulations stipulated in the Stores Purchase Manual, Kerala Financial Code and Treasury Code. The undersigned has the right to accept or reject any tender at any time without quoting any reasons in this regard.
കേരള കൃഷി (മണ്ണു സംരക്ഷണം) വകുപ്പിലെ സോയിൽ സർവ്വെ യൂണിറ്റിലേക്ക് 2 ഗ്യാസ് ക്രോമാറ്റോഗ്രാഫ് വിതരണം ചെയ്യുന്നതിനുവേ≠ി അംഗീകൃത ഏജൻസികളിൽ നിന്നോ കമ്പനികളിൽ നിന്നോ മുദ്രവച്ച ദർഘാസുകൾ ക്ഷണിച്ചു കൊള്ളുന്നു. ടി ഉപകരണത്തിന്റെ വ്യ‡വും വിശദവുമായ വിവരണം ഇതോടൊപ്പം ചേർത്തിരിക്കുന്നു.

SPECIFICATIONS
Microprocessor based Gas Chromatograph with larger oven to accommodate 3 injectors and 3 detectors. Upgradeable to GCMS in future. The instrument should have the LCD graphical display for all parameters.

Oven temperature upto 500 deg
Programme rate : 0 to 50 deg Celsius
Typical cool down time from 400 deg to 50 deg less than or equal to 5 minutes at 22 deg room temperature.
Column overheat protection.
Injectors
ഡയറക്ടർ, കൃഷി (മണ്ണു സംരക്ഷണം) വകുപ്പ,് തിരുവനന്തപുരം-695 036 എന്ന മേൽവിലാസമെഴുതിയ ദർഘാസുകൾക്ക് പുറത്ത് "ഗ്യാസ് ക്രോമാറ്റോഗ്രാഫ് സπൈ ചെയ്യുന്നതിനുള്ള ദർഘാസ്" എന്ന് എഴുതിയിരിക്കണം. ടി ദർഘാസുകൾ 31-1-2011 വൈകുന്നേരം 5 മണിക്കോ അതിനു മുൻപോ കിട്ടിയിരിക്കണം. ദർഘാസുകൾ 2-2-2011 വൈകുന്നേരം 3 മണിക്ക് കരാറുകാരോ അവരുടെ പ്രതിനിധിയോ ഹാജരായിരുന്നാൽ അവരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്.
Vendor should quote 2 Nos. of split/splitless Injector and 1 No. of Packed/wide bore injector
Temperature maximum : 450 deg C
Electronic flow control for Carrier gas and split On column injection should be possible

ദർഘാസ് ഫോറങ്ങൾ കേരള കൃഷി (മണ്ണു സംരക്ഷണം) വകുപ്പ,് തിരുവനന്തപുരം-695 036 ഡയറക്ടറുടെ ഓഫീസിൽ നിന്നും വാങ്ങാവുന്നതാണ്. ടി ഫോറങ്ങളിൽ മാത്രമേ ദർഘാസ് സമർപ്പിക്കുവാൻ പാടുള്ളു. ദർഘാസിനുള്ള ഫോറങ്ങൾ ലഭിക്കുന്നതിന് ഫോറം ഒന്നിന് ` 6,000 -ം 4 ശതമാനം വാറ്റും ചേർത്തുള്ള തുക (വില മടക്കി കൊടുക്കുന്നതല്ല) ഓഫീസിൽ അടയ്ക്കേ≠താണ്. ദർഘാസ് ഫോറങ്ങൾ കൈമാറ്റം ചെയ്യാൻ പാടുള്ളതല്ല. ദർഘാസ് അപേക്ഷകളുടെ വിൽപ്പന 30-1-2011 ഉച്ചയ്ക്ക് 3 മണിക്ക് അവസാനിക്കുന്നതാണ്. ദർഘാസ് ഫോറങ്ങളുടെ പകർപ്പിന് കോപ്പി ഒന്നിന് ` 3,000-ം 4 ശതമാനം വാറ്റും അടയ്ക്കേ≠താണ്. കരാർ പ്രകാരമുള്ള തുകകൾ 30-9-2011 വരെ സ്ഥിരമായിരിക്കണം.

മൊത്തം കരാർ തുകയുടെ 2½ (ര≠ര) ശതമാനത്തിന് തുല്യമായ തുക നിരതദ്രവ്യമായി (ഇ. എം. ഡി.) ഡിമാന്റ ് ഡ്രാഫ്റ്റായി കൃഷി (മണ്ണു സംരക്ഷണം) വകുപ്പ് ഡയറക്ടറുടെ പേരിൽ സ്റ്റേറ്റ് ബാങ്ക് ഓഫ് ട്രാവൻകൂർ, വെള്ളയമ്പലം, തിരുവനന്തപുരം ശാഖയിൽ നിന്നും മാറത്തക്കവിധം സമർപ്പിക്കേ≠ാണ്.

ഉപകരണം സ്ഥാപിക്കുന്ന ലാബുകളിലെ ഉദ്യോഗസ്ഥർക്ക് വാങ്ങുന്ന ഉപകരണത്തിലും കരാറുകാരന്റെ ഫാക്ടറിയിലും പരിശീലനം നൽകേ≠താണ്. അഡീഷണൽ കോളങ്ങളുടെ വില പ്രത്യേകം ഉൾപ്പെടുത്തേ≠താണ്. ഇറക്കുമതി ചെയ്യുന്ന ഉപകരണമാണെങ്കിൽ കസ്റ്റംസ് ക്ലിയറൻസ് ചാർ÷് ഉൾപ്പെടെയുള്ള വില രേഖപ്പെടുത്തേ≠താണ്. നി›ിത വാറ≠ി കാലയളവിന് പുറമേയുള്ള 2 വർഷത്തെ അധികരിച്ച വാറ≠ി കാലയളവിനുള്ള തുക പ്രത്യേകം കാണിച്ചിരിക്കണം. നിലവിലുള്ള നിയമമനുസരിച്ചുള്ള ടാക്സ്, ഡ്യൂട്ടി എന്നിവ ഉൾപ്പെടുത്തിയുള്ള വിലയായിരിക്കണം ദർഘാസിൽ കാണിക്കേ≠ത്.
കേരള സർക്കാരിന്റെ എല്ലാ സ്റ്റോർ പർച്ചേസ് നിയമങ്ങളും ഫിനാൻഷ്യൽ കോഡിലെ നിയമങ്ങളും ട്രഷറി കോഡിലെ നിയമങ്ങളും പാലിക്കാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനാണ്. ഒരു കാരണവും കൂടാതെ കരാറുകൾ നിരസിക്കാനോ സ്വീകരിക്കാനോ താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥന് അധികാരം ഉ≠ായിരിക്കുന്നതാണ്.

Packed column for multipurpose application to be quoted
Should quote all necessary accessories like Gas cylinders and double stage regulators, UPS 5 kVA with minimum 2 hour backup, all interconnecting tubings, Gas Purification filter etc. needed for the installation of the instrument.
The specification quoted in the offer should match the specification in the original printed catalogue enclosed.
OTHER CONDITIONS
The tenderer should have good track record of past performance in after sales service.
The company should not be blacklisted by any Government Departments or other Research Organisations.
Training should be given to officers of Soil Survey Laboratories in the new instrument purchased and installed at the labs as well as at the factory free of cost.
The costs of additional columns for each compound should be quoted separately.
The rates quoted should be inclusive of all taxes, duties, cesses etc. applicable as per existing rules.
Quoted price should be inclusive of clearance charges in case of imported equipments.
Rate should also be quoted for two year extended warranty in addition to the normal warranty period.
If Government have exempted any firm from furnishing the EMD, they should produce relevant documents along with the tender.
