RE-TENDER NOTICE
[No. 25/2010-11]
No. C3-19556/2010.
17th January 2011.
Sealed and competitive limited tenders are invited under "Two Cover System" from the original manufacturers/suppliers for the supply of containers, mother containers and accessories for the Department of Animal Husbandry, Kerala during the year 2010-11.
First Cover (Cover A-Technical) will have the following enclosures :
1. List of items intended to be quoted with specifications and without rates.
2. Original catalogue/brochure of all the quoted items of the manufacturer details regarding of supply, spare parts, warranty conditions, warranty period, AMC conditions etc.
3. If suppliers, provide the authorization letter of the manufacturer with assurance about the supply of spare parts, warranty conditions, warranty period, AMC conditions etc.
4. ISO 9001:2000 Certification of the manufacturer if any.
5. List of organisations to which these items were supplied.
Second Cover (Cover B-Financial) will have the following enclosures :
1. Rate of each item should be quoted as basic price, rate of tax and total amount.
2. Original tender form duly signed by authorized signatory.
3. Preliminary Agreement in Kerala Stamp Paper worth ` 50.
4. EMD @ 1% of the total cost quoted items by means of Demand Draft drawn in favour of the Director of Animal Husbandry, Kerala payable at Thiruvananthapuram.
Both covers (A & B) must effectively sealed and put in another cover, which is also sealed and submitted.
Cover A and B will be opened as per the scheduled given below. Cover 'B' of these tenderers who satisfy the above conditions in Cover 'A' will only be opened. The cover 'B' of rejected tenderers will be returned without opening on finalization of purchase procedure. Details of items to be supplied can be had along with the tender form, and Government of Kerala website www.kerala.gov.in and the department website www.ahd.kerala.gov.in. Intending tenderers can collect the tender remitting the cost of tender from the Directorate of Animal Husbandry during office hours or may send the exact amount towards the cost of tender form along with amount for postal charges by money order for supply of tender forms. Cheques, Postage Stamps, Postal Orders, Demand Drafts etc. will not be accepted as the cost of tender form nor will the form be sent by Value Payable Post. Late tenders will not be considered under any circumstances. Tenders should be superscribed as Re-tender No. 25/2010-11 for the supply of Portable Containers, Mother Containers and Acessories for the Department of Animal Husbandry for the year 2010-11.
Price of tender form :
Original—` 2,700 + VAT @ 4% (` 108) = 2,808.
Duplicate—` 1,400 + VAT @ 4% (` 56)= 1,456.

17-2-2011, 4 p. m.
Due date and time for receipt of tenders (Cover A and B)—18-2-2011, 4 p. m.
Date and time for opening of Cover A—
19-2-2011, 11 a. m.
Date and time of publishing list of tenderers eligible for opening their Cover B—19-2-2011, 2 p. m.
Date and time of opening of Cover B—19-2-2011, 2.30 p. m.
Date upto which the rates are to be firm for acceptance—31-3-2011.

SPECIFICATION
1. Portable Containers—25 Numbers 1.6 ltrs. capacity, static holding time-20 days, working time-12.5 days, total height-390 mm, empty weight-1.8 Kgs, full weight-3.2 Kgs, No. of canisters-5.
Straw holding facility (capacity to be furnished).
Should be supplied with accessories like container protector, liquid nitrogen level measuring set, liquid Nitrogen transfer device with stainless steel funnel and thermocool box for temporary transfer of straw, for each container, canisters, neck plugs and additional 15 numbers of neck plugs.
2. Mother Containers—25 Numbers.
34 ltrs. capacity, static holding time-288 days, working time-180 days, total height-710 mm, empty weight-14.3 Kgs, full weight-41.5 Kgs, No. of canisters-6.
Straw holding facility (capacity to be furnished).
Should be supplied with accessories like trolleys, canisters, neck plugs and an additional 15 numbers of neck plugs.
SPECIAL CONDITIONS
1. The rates quoted should be inclusive of all taxes only.
2. The items supplied should have an onsite warranty of two years.
3. The rates should be quoted in Indian Currency and payment will be made in Indian Currency only.
4. The security deposit furnished by the firm will be released only after the guarantee period.
5. The rate should be for delivery F. O. R. at different institutions of the Department of Animal Husbandry, throughout the State, which will be specified in the supply order.
6. Ex-godown rates and F. O. R. destination will not be accepted and such tenders will be summarily rejected.
7. The quantities specified in the schedule are only approximate and they may vary according to actual need.
8. The successful tenderers should complete all supplies within the stipulated time stated in the supply orders. No extension of supply period will be granted.
9. Payment will be effected only after successful installation and testing by competent authority decided by the Animal Husbandry Department and if found unsatisfactory, it should be replaced.
10. The Director of Animal Husbandry reserves all the rights to delete any items from the tender without assigning any reason thereof.
11. The only jurisdiction for any dispute regarding this purchase will be at Thiruvananthapuram.
12. The photocopies of the documents produced along with the tender should be attested by a Gazetted Officer.
13. The Supply should be from the new stock noting the original specification, make of model etc.
14. If the date scheduled for receipt/opening of tenders is declared as holiday (Local/general) tenders will be received and opened on the next working day respectively.
15. The Director of Animal Husbandry reserves the rights to delete or waive any of the above special conditions.
16. Offers of conditional supply will not be considered.
