സൂക്ഷ്മ ഡിവിഷൻ, ആശ്രാമം, കൊല്ലം കാര്യാലയത്തിൽ നിന്നും ദർഘാസ് ഫോറത്തിന്റെ വിലയും നികുതിയും അടച്ച് യോഗ്യത തെളിയിക്കുന്ന രേഖകൾ ഹാജരാക്കി രേഖാമൂലം അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്. ദർഘാസ് ഉള്ളടക്കം ചെയ്ത കവറിന് പുറത്ത് പ്രവൃത്തിയുടെ പേര് വ്യ‡മായി രേഖപ്പെടുത്തിയിരിക്കണം. ദർഘാസുകൾ സ്വീകരിക്കേ അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധിയായി പ്രഖ്യാപിക്കുക യാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തിദിവസം ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്. ദർഘാസ് പ്രമാണത്തോടൊപ്പം ` 100 വിലയ്ക്കുളള കേരള മുദ്രപത്രത്തിലുള്ള പ്രാഥമിക ഉടമ്പടിയും നിരതദ്രവ്യം എക്സിക്യൂട്ടീവ് എഞ്ചിനീയറുടെ പേരിൽ കെട്ടിവെച്ചതിന്റെ രേഖയും അടക്കം ചെയ്യേ താണ്. ദർഘാസുകൾ അവ സ്വീകരിക്കുന്ന 3-3-2011 വൈകിട്ട് 4 മണിക്ക് ഹാജരുള്ള കരാറുകാരുടെയോ അവർ രേഖാമൂലം അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യ ത്തിൽ തുറക്കുന്നതാണ്. കാരണം കൂടാതെ ദർഘാസ് റദ്ദ് ചെയ്യാനോ മാറ്റിവെയ്ക്കാനോ ഉള്ള അധികാരം താഴെ ഒപ്പിട്ടിരി ക്കുന്ന ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമാണ്. ദർഘാസിന്റെ ഫേം പീരിയഡ് ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ നാല് മാസം ആയിരിക്കും. കേരള പൊതുമരാമത്ത് വകുപ്പിലേയും തുറമുഖ എഞ്ചിനീയറിംഗ് വകുപ്പിലേയും ദർഘാസ് സംബന്ധ മായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണനയ്ക്കുളള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമാ ണ്. ദർഘാസ് പ്രമാണത്തിനുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമാണ്. ദർഘാ സുകളുടെ പരിശോധനയിൽ ദേശീയ സുരക്ഷയ്ക്കും പ്രതിരോധത്തിനും പ്രത്യേക പരിഗണന നൽകുന്നതാണ്.

The tender forms can be had from the office of the undersigned on all working days from 21-2-2011 to 23-2-2011 during working hours in between 10.15 a. m. to 3 p. m. and upto 1 p. m. on 24-2-2011 on application in writing proving the eligibility and on payment of cost and VAT. Tenders for the work shall be submitted in sealed cover with superscription of the name of work and tender number on or before 3 p. m. on 28-2-2011 to the Superintending Engineer, Harbour Engineering Central Circle, Ernakulam-18. Tenders received after 3 p. m. on 28-2-2011 due to postal delay or on any other reasons will not be considered. Department will not be responsible for any such delays. If the last date of receipt of tender happens to be a holiday, tender will be accepted upto 3 p. m. on the next working day. Preliminary agreement signed in Kerala Stamp Paper worth ` 100 and document for required EMD pledged in favour of the Superintending Engineer, Harbour Engineering Central Circle, Ernakulam-18 are also to be submitted along with the tender. The tender submitted without preliminary agreement and required EMD will be rejected outright. The tenders will be opened at 3.30 p. m. on the last date of receipt of tender in the presence of tenderers/authorized agents present at the time. The firm period of the tender shall be 4 months from the date of opening of the tender. All the conditions in the Kerala P. W. D. and all other conditions prevailing for consideration of tenders will be applicable to these tender also. Government Order No. (Rt.) dated 255/2004/F&PD 29-6-2004 and allied orders will be applicable for these tenders. The undersigned reserves the right to reject the application for issuance of tender forms and also the submitted tender of any tenderer without assigning any reason. While evaluating tenders, regard would be paid to National defence and security consideration.

PRE-QUALIFICATION TENDER NOTICE

The Superintending Engineer, Harbour Engineering North Circle, Kozhikode for and on behalf of the Governor of Kerala invite competitive tenders in two separate sealed covers for pre-qualification and execution of the following work from Firms/Registered 'A' class contractors of Kerala State P.W.D./Irrigation Department/Central Public Works Department who are financially capable and with previous experience in satisfactorily completing a single civil work like construction of wharf, concrete bridge, multi-storied building having bored piles foundation costing not less than 40% of PAC (` 171.24) within a period of 5 years from the date of this notice. Attested relevant Certificate to this effect from an officer not below the rank of Superintending Engineer/Agreement Authority should also be produced along with application for tender document.
Tender number and name of work with PAC— HED/NC/123/2010-11—RKVY—Fishing Harbour at Kasaragod—Construction of Wharf, Auction Hall, Protection Bund and Reclamation—` 428.10 lakh.
EMD—` 50,000.
Period of completion—12 months.
Major Components of works with approximate amount
1. Supplying 2240dm3 blaster rubble — ` 56,61,252 and construction of protection bund 2. Reclaming the area of Wharf and — ` 62,99,341 Auction Hall using dredged material
3. Boring vertical holes suitable for — ` 1,84,87,607 700mm concrete piles cast in situ piles including reinforcement
4. Concrete work using M30 mix for — ` 12,36,038 deck slab and beam, columns and roof slab of auction hall and other allied works
Tender documents for Pre-qualification and work can be had from the office of the undersigned on all working days from 21-2-2011 to 23-2-2011 during working hours in between 10.15 a. m. to 3 p. m. and upto 1 p. m. on 24-2-2011 on application in writing providing eligibility attested certificate and on payment of ` 25,000 + 4% VAT (Not refundable) towards cost of tender schedule and are not transferable. The sale of tender schedule for Pre-qualification and the work will be closed at 1 p.m. on 24-2-2011. The Pre-qualification documents containing the questionnaire duly filled up by the tenderer ( 3 copies in book form) along with preliminary agreement signed in Kerala Stamp Paper worth ` 100 and with required EMD pledged in favour of the undersigned in cover No. 1 and the duly filled tender documents for the work (price bid) in cover No. 2 should be submitted. Name of work should be clearly written on the sealed cover and posted by Registered/Speed post so as to reach the undersigned before 3 p.m. on 4-3-2011. Tenders which are received after 3 p.m. due to postal delay or on any other reasons will not be considered. Department will not be responsible for any such delays. If the last date of receipt of tender happens to be a holiday, tenders will be accepted upto 3 p.m. on the next working day. Tenders submitted through any courier service will not be considered. Tenders submitted without preliminary agreement and the required E.M.D. will be rejected out right.
The details of work done during the previous financial year should be furnished along with the Pre-qualification document. Pre-qualification documents alone will be opened at 3.30 p.m. on 4-3-2011, the last day of acceptance of tender and will be submitted to Chief Engineer for evaluation and sanction of Pre-qualification Committee. The financial tenders of those who have been pre-qualified will only be opened later and the tenders of those who are not pre-qualified will be summarily rejected without opening the tender. The date of opening of the tenders of the contractors/firms who have been pre-qualified will be intimated. The firm period of the tender is 4 months from the date of opening of the tenders.
The tenderers have to produce the originals of the pre-qualification documents within 3 days from the date of opening of the pre-qualification tender for verification.
All the conditions in the Government Order No. G.O.(Ms.) 43/99/IRD dated 9-6-1999 and further clarifications and other conditions for consideration of tenders will be applicable to this tender. In respect of Para V of this G.O., the clarifications issued by the Government vide letter No. 7365/H3/2000/PWD dated 1-4-2000 will be applicable. GO(Rt.) No.255/04/F&PD dated 29-6-2004 will also be applicable to this tender. Co-operative Societies will not be eligible for any price preference for this tender. The undersigned reserves the right to reject the Pre-qualifiation/Tender documents without assigning any reason. While evaluating tenders, regard would be paid to national defence and security consideration.
