Hence, the Government consider it necessary to enhance the contribution payable by the employees, employers and self employed persons, and along with it to increase the Government grant also and for that to amend the relevant provisions in the Kerala Bamboo, Kattuvalli and Pandanus Leaf Workers' Welfare Fund Act, 1998 suitably.

Sub-section (4) of section 4 of the Kerala Bamboo, Kattuvalli and Pandanus Leaf Workers' Welfare Fund Act, 1998 provides that the Government shall contribute to the Fund every year an amount equal to the amount contributed by the workers and self employed persons, by way of grant. As per the accounts as on the 31st day of December, 2009, there are 20961 members in the Welfare Fund Board. At present an amount of 7.5 lakh rupees is being given to the Board, by way of grant, by the Government. When the monthly contribution of workers is enhanced from seven rupees to ten rupees, the Government will have to pay 25,15,320 rupees per year to the Board. Hence, when the Workers' contribution is enhanced, it is estimated that the Government will have to pay an additional amount of 17,65,320 rupees per year, by way of grant, to the Board. The Bill, if enacted and brought into operation, an additional amount of not less than 17,65,320 rupees will have to be given as recurring annual expenditure.
