TENDER NOTICE

[No. 34/2011-12]

No. 25411/11/G2. 23rd November 2011.

Competitive tenders superscribing "Tender for Case Binding of Govt. Diary 2012" are invited so as to reach the undersigned on or before 8-12-2011, 2 p. m. Tender will be opened at 3 p. m. on the same day in the presence of tenderers or their authorised representatives who may be present at that time.

The tender forms are not transferable. If the date of opening of tender forms happens to be a holiday the same will be opened on the succeeding first working day. An agreement in Kerala Stamp Paper worth ` 100 and Earnest Money Deposit (EMD) there of @ 1% of the total amount quoted should be executed and forward along with the tenders. The Earnest Money Deposit should be remitted by Demand Draft drawn in favour of the Director of Printing for the due fulfilment of the contract. Stamp Paper will be supplied to the firm outside Kerala, if required on payment of ` 82 by Money Order. The department will not be responsible for tapal delay if any.

Tenders shall be submitted in the prescribed form which can be had from the office of the undersigned on cash payment of ` 2,300+VAT for original and ` 1,200+VAT for duplicate. Neither cheque, Demand Draft, Postage Stamps, Postal Orders etc. towards the cost of tender forms will be accepted nor tender forms will be by sent V. P. P. However the tender forms will be supplied to the firms by registered post subjected to a cash payment of money order inclusive of postal charges of ` 32. Money Order for the same will be received upto 1-12-2011 only. The work includes the case binding of Govt. Diary 2012 C 1/4 (18×24cm) size 4+4 pages. Preliminary pages S/colour printing on 170 gsm art paper and cover page M/colour printing on 170 gsm art paper. Cover pages matte lamination. Diary portion stitching and case binding.

Approximate number of case binding of Govt. Diary 2012 is about 30,000. The work should be completed within 15 days from the date of receipt of the work order.

Sample of Case binding materials should be forwarded along with the tender and the rate quoted should be for per piece. The rate quoted should be inclusive of all taxes, duties and should remian firm for acceptance till 31-3-2012. The specimen and all details regarding the materials to be used for case binding should be clearly specified in the tender.

Late tenders and tenders not accompanied by Earnest Money Deposit, preliminary agreement in Kerala Stamp Paper and samples will not be accepted on any account. All Government Rules in force relating to the Tenders will be applicable in this case also.

2012-ാം വർഷത്തെ സർക്കാർ ഡയറി കെയ്സ് ബൈന്റിംഗ് ചെയ്യുന്നതിന് മത്സര സ്വഭാവമുള്ള ദർഘാസുകൾ ക്ഷണിച്ചു കൊള്ളുന്നു. ദർഘാസുകൾ 8-12-2011 വൈകുന്നേരം 2 മണി വരെ സ്വീകരിക്കുന്നതും അന്നേ ദിവസം 3 മണിക്ക് ദർഘാസ് നൽകുന്നവരുടെയോ അവർ ചുമതലപ്പെടുത്തിയ പ്രിതിനി ധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതുമാണ്. ദർഘാസു കൾ അയയ്ക്കുന്ന കവറിനുമുകളിൽ 2012-ലെ സർക്കാർ ഡയറി കെയ്സ് ബൈന്റിംഗ് ചെയ്യുന്നതിനുള്ള ദർഘാസ് എന്ന് എഴുതി യിരിക്കണം.

ദർഘാസുകൾ നിർദ്ദിഷ്ട ഫാറത്തിൽ സാമ്പിൾ സഹിതം സമർപ്പിക്കേ≠താണ്. ദർഘാസ് ഫാറങ്ങളുടെ ഒറിജിനൽ ` 2,300+വാറ്റ് നിരക്കിലും ഡ്യൂπിക്കേറ്റ് ` 1,200+വാറ്റ് നിര ക്കിലും തിരുവനന്തപുരം ഗവ. സെൻട്രൽ പ്രസ്സിൽ നിന്നും നേരിട്ട് വാങ്ങാവുന്നതാണ്. ദർഘാസ് ഫാറത്തിന്റെ വിലയായി ചെക്ക്, ഡിമാന്റ ് ഡ്രാഫ്റ്റ്, പോസ്റ്റൽ ഓർഡർ, തപാൽ സ്റ്റാമ്പ് മുതലായവ സ്വീകരിക്കുകയോ ടി ഫാറങ്ങൾ വി. പി. പി. ആയി അയച്ചു തരികയോ ചെയ്യുന്നതല്ല. എന്നാൽ ദർഘാ സിന്റെ വില പോസ്റ്റേജ് ചെലവിനുള്ള ` 32 സഹിതം മണി ഓർഡറായി അയച്ചു തരുന്ന പക്ഷം ദർഘാസ് പരസ്യം രജിസ്ട്രേഡ് തപാലിൽ അയച്ചുകൊടുക്കുന്നതാണ്. ദർഘാസ് ഫാറങ്ങളുടെ വില മണിയോർഡർ മുഖേന 1-12-2011 വരെ മാത്രമേ സ്വീകരിക്കുകയുള്ളു. ദർഘാസ് ഫാറങ്ങൾ കൈമാറ്റം ചെയ്യാൻ പാടുള്ളതല്ല. ഏതെങ്കിലും കാരണവശാൽ ദർഘാസു കൾ തുറക്കാൻ നി›യിച്ചിരിക്കുന്ന ദിവസം അവധിയാകുകയാ ണെങ്കിൽ അതിന് തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം ദർഘാസുകൾ തുറക്കുന്നതാണ്. ` 50 മുഖവിലയുള്ള കേരള സർക്കാർ മുദ്ര പത്രത്തിൽ തയ്യാറാക്കിയ സമ്മതപത്രവും മൊത്തം തുകയുടെ ഒരു ശതമാനം നിരതദ്രവ്യം ദർഘാസിനോടൊപ്പം സമർപ്പി ക്കേ≠താണ്. നിരതദ്രവ്യം അച്ചടി വകുപ്പ് ഡയറക്ടറുടെ പേരിൽ വാങ്ങിയ ബാങ്ക് ഡിമാന്റ ് ഡ്രാഫ്റ്റായി വേണം നൽകേ≠ത്. കേരളത്തിന് പുറത്തുള്ള സ്ഥാപനങ്ങൾക്ക് ` 82 മണിയോർഡർ അയയ്ക്കുകയാണെങ്കിൽ മുദ്രപത്രം രജിസ്റ്റേർഡ് തപാലിൽ അയച്ചു തരുന്നതാണ്. ഏതെങ്കിലും രീതിയിൽ തപാലിൽ ഉ≠ാകുന്ന കാലതാമസത്തിന് ഈ വകുപ്പ് ഉത്തരവാദിയായിരിക്കുന്നതല്ല.

ചെയ്യേ≠ ഡയറികളുടെ മൊത്തം എണ്ണത്തിൽ സന്ദർഭത്തിന് അനുസരണമായി വ്യതിയാനം ഉ≠ായെന്ന് വന്നേക്കാം. ഉപയോഗിക്കുന്ന മെറ്റീരിയൽസിന്റെ മാതൃകയും വിശദവിവരങ്ങളും മറ്റ് നിബന്ധനകളും ദർഘാസിനോടൊപ്പം നൽകിയിരിക്കേ≠ താണ്. ഒരു ഡയറി കെയ്സ് ബൈന്റിംഗ് ചെയ്യുന്നതിനുള്ള നിരക്ക് ആയി വേണം ദർഘാസ് നിരക്ക് കാണിക്കേ≠ത്. പ്രസ്തുത നിരക്ക് 31-3-2012 വരെ പ്രാബല്യത്തിൽ ഉ≠ായിരി ക്കേ≠തും എല്ലാ നികുതി ഡ്യൂട്ടി, ഇതര കൂലി/ചെലവുകൾ എല്ലാം അടങ്ങിയിരിക്കുന്നതും ആയിരിക്കണം. കെയ്സ് ബൈന്റിംഗ് ജോലി തൃപ്തികരമായി പൂർത്തിയാക്കിയശേഷം മാത്രമേ പണം അനുവദിച്ചു നൽകുകയുള്ളു.

വൈകി കിട്ടുന്നതും നിരതദ്രവ്യം കേരളസർക്കാരിന്റെ മുദ്ര പത്രത്തിലുള്ള സമ്മത പത്രം, മാതൃക എന്നിവയില്ലാതെ കിട്ടുന്നതും ആയ ദർഘാസുകൾ യാതൊരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല. ദർഘാസിനെ സംബന്ധിച്ച് നിലവിലുള്ള എല്ലാ വ്യവസ്ഥകളും നിയമങ്ങളും അതിന് ബാധകമായിരിക്കും.
