RE-TENDER NOTICE
[No. CE (Mech.)/T/3/2011-12]
No. CMU/P/790/2009/gl (Vol-I). 10th November 2011.
The Chief Engineer (Mechanical), Thiruvananthapuram for and on behalf of the Governor of Kerala invites sealed superscribed two cover system tenders in duplicate from the original manufacturers or their authorised dealers for the "Supply of Lift Pump sets and Vacuum Pump sets for Lift Irrigation Schemes under Minor Irrigation Division, Palakkad". The HP of LI pump sets ranging from 25 to 60 HP and vacuum pump sets from 3 to 5 HP.
Tender forms can be obtained from the Executive Engineer, Minor Irrigation Division, Palakkad, Phone: 0491-2522808 on application and only on cash remittance or money order on all working days between 11 a. m. and 4 p. m. from 21-11-2011 to 13-12-2011. Cost of tender form is ` 7,000 + VAT@4% +Educational Cess (Total ` 7,283) for original and ` 3,500+VAT@4% + Educational Cess (Total ` 3,641) for duplicate. Application for tender form should invariably accompany the documentary evidence to prove that the applicant is the original manufacturer or authorised dealer and that they have supplied during the last two calendar years pump sets for not less than an amount of ` 50 lakh. Tender forms can be obtained by post and on payment of an additional amount of ` 50 towards the postal and inciden- tal charges. Department will not be responsible for any postal delay. The Cheques, Drafts, Postage Stamps etc. will not be accepted towards the cost of tender form. Ten- der forms are not transferable.
Tenders, complete in all respects should be submitted in a sealed cover "C" containing two sealed covers "A" and "B". The cover "A" should contain technical bid along with Earnest Money Deposit and preliminary agree- ment and cover "B" for price bid. All covers should su- perscribe tender number and name of work. The tenders should reach the Superintending Engineer and Deputy Chief Engineer, Mechanical PWD, O/o the Chief Engineer (Mechanical), Public Office Building, Museum P. O., Thiruvananthapuram-695 033 on or before 4 p. m. on 20-12-2011. Late tenders will not be accepted. Cover "A" containing Technical bid, EMD and Preliminary Agreement will be opened at 4.30 p.m. on the same day in the pres- ence of the tenderers or their authorised representatives. Technical bid without sufficient EMD and preliminary agreement will not be considered. The date and time of opening of price bid will be intimated directly to the firms who qualify in the technical bid. Tenders should accom- pany a preliminary agreement executed in prescribed form in Kerala Stamp Paper worth ` 100 and an EMD for an amount of ` 47,000 (Forty seven thousand only) along with technical bid. Firms outside Kerala requiring stamp paper for executing preliminary agreement should send an additional amount of ` 135 (` 100 towards the cost of stamp paper and ` 35 for postal and incidental charges) which may be remitted by money order in ad- vance along with application to the Executive Engineer, Minor Irrigation Division, Palakkad. The specimen form of agreement is available in tender form itself. If the date of opening of technical bid is a declared public holiday the technical bid will be opened on the next working day at the same place and time. All other existing condi- tions related to tender in Irrigation Department will be ap- plicable in this case also.

ദർഘാസ് ഫോറങ്ങൾ ആവശ്യമുള്ളവർ ദർഘാസ് ഫോറത്തിന്റെ വില രൊക്കം പണമായോ മണിയോർഡറായോ അപേക്ഷയോടൊപ്പം അപേക്ഷിച്ചാൽ എക്സിക്യൂട്ടീവ് എഞ്ചിനീയർ, മൈനർ ഇറിഗേഷൻ ഡിവിഷൻ, പാലക്കാട് നിന്നും (ഫോൺ:0491-2522808) 21-11-2011 മുതൽ 13-12-2011 വരെയുള്ള എല്ലാ പ്രവൃത്തി ദിവസങ്ങളിലും രാവിലെ 11 മണി മുതൽ 4 മണിവരെ ലഭിക്കുന്നതാണ്. ദർഘാസ് ഫോറ ത്തിന്റെ വില ഒറിജിനലിന് ` 7,000 + 4% വാറ്റ്+വിദ്യാഭ്യാസ സെസ്സ് (മൊത്തം ` 7,283) പകർപ്പിന് ` 3,500 + 4% വാറ്റ്+ വിദ്യാഭ്യാസ സെസ്സ് (മൊത്തം ` 3,641). കൂടാതെ ദർഘാസ് ഫോറത്തിന്റെ അപേക്ഷയോടൊപ്പം യഥാർ∞ നിർമ്മാതാവോ അല്ലെങ്കിൽ അംഗീകൃത വ്യാപാരിയോ ആണെന്നും കഴിഞ്ഞ ര≠് കല≠ർ വർഷങ്ങളിൽ കുറഞ്ഞത് അമ്പത് ലക്ഷം രൂപയുടെയെങ്കിലും പമ്പുസെറ്റുകൾ സപ്ളൈ ചെയ്തുവെന്നും തെളിയിക്കുന്നതിനുള്ള പ്രമാണങ്ങൾ ഹാജരാക്കുന്നവർക്ക് മാത്രമേ ദർഘാസ് പ്രമാണങ്ങൾ നൽകുകയുള്ളു. ദർഘാസ് പ്രമാണങ്ങൾ തപാലിൽ ആവശ്യമുള്ളവർ ദർഘാസ് ഫോറത്തിന്റെ വിലയ്ക്ക് പുറമേ ` 50 അധിക മണിയോർഡ റായി അയയ്ക്കേ≠താണ്. പോസ്റ്റൽ താമസത്തിന് വകുപ്പ് ഉത്തരവാദിയായിരിക്കുന്നതല്ല. ചെക്ക്, ഡ്രാഫ്റ്റ്, പോസ്റ്റേജ് സ്റ്റാമ്പ് മുതലായവ ദർഘാസ് ഫോറത്തിന്റെ വിലയായി സ്വീകരിക്കുന്നതല്ല. ദർഘാസ് ഫോറങ്ങൾ കൈമാറാൻ പാടുള്ളതല്ല.
ദർഘാസുകൾ മുദ്രവച്ച 'സി' എന്ന മേലെഴുത്തോടുകൂടിയ ഒരു വലിയ കവറിൽ 'എ' എന്നും 'ബി' എന്നും മേലെഴുത്തോടു കൂടിയ മറ്റു ര≠ു മുദ്രവച്ച കവറുകൾ ഉള്ളടക്കം ചെയ്യണം.
കവർ 'എ' യിൽ ടെക്നിക്കൽ ബിഡും നിരതദ്രവ്യവും പ്രാഥമിക കരാറും ഉള്ളടക്കം ചെയ്തിരിക്കുകയും കവർ 'ബി' യിൽ പ്രൈസ് ബിഡും ഉള്ളടക്കം ചെയ്തിരിക്കണം.
എല്ലാ കവറുകളുടെയും പുറത്ത് ദർഘാസ് നമ്പരും വർക്കിന്റെ പേരും എഴുതിയിരിക്കണം. പൂരിപ്പിച്ച ദർഘാസുകൾ 20-12-2011 വൈകുന്നേരം 4 മണിക്കു മുമ്പായി സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ & ഡെപ്യൂട്ടി ചീഫ് എഞ്ചിനീയർ, മെക്കാനിക്കൽ, പി.ഡബ്ല്യു.ഡി.
മെക്കാനിക്കൽ ചീഫ് എഞ്ചിനീയറുടെ കാര്യാലയം, പബ്ലിക് ആഫീസ് കെട്ടിടം, മ്യൂസിയം പി. ഒ., തിരുവനന്തപുരം-33 എന്ന മേൽവിലാസത്തിൽ ലഭിച്ചിരിക്കണം. താമസിച്ച് ലഭിക്കുന്ന ദർഘാസുകൾ ഒരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല. കവർ 'സി'യും ടെക്നിക്കൽ ബിഡും പ്രാഥമിക കരാറും നിരതദ്രവ്യവും അടങ്ങുന്ന കവർ 'എ'യും കരാറുകാരന്റെയോ അയാളുടെ പ്രതിനിധിയുടെയോ സാന്നിദ്ധ്യത്തിൽ 20-12-2011 വൈകുന്നേരം 4.30-ന് തുറക്കുന്നതാണ്. പ്രാഥമിക കരാറും ആവശ്യമായ നിരതദ്രവ്യവും ഉൾക്കൊള്ളിക്കാത്ത ടെക്നിക്കൽ ബിഡ് നിരസിക്കുന്നതാണ്. ടെക്നിക്കൽ ബിഡിൽ യോഗ്യത നേടുന്ന കരാറുകാരനെ പ്രൈസ് ബിഡ് തുറക്കുന്ന തീയതിയും സമയവും പിന്നാലെ അറിയിക്കുന്നതാണ്. ദർഘാസിനോടൊപ്പം ` 100 വിലയുള്ള മുദ്രപത്രത്തിൽ പ്രാഥമിക സമ്മത പത്രവും ` 47,000 (നാല്പത്തിയേഴായിരം രൂപ) നിരത ദ്രവ്യവും ടെക്നിക്കൽ ബിഡിനോടൊപ്പം ഉള്ളടക്കം ചെയ്തിരിക്കണം.
അപേക്ഷയോടൊപ്പം ` 135 ഓരോ ദർഘാസിനും വേ≠ി എക്സിക്യൂട്ടീവ് എഞ്ചിനീയർ, മൈനർ ഇറിഗേഷൻ ഡിവിഷൻ, പാലക്കാടിന് അയച്ചുകൊടുത്താൽ കേരളത്തിനു പുറത്തുള്ള കരാറുകാർക്ക് മുദ്രപത്രം അയച്ചുകൊടുക്കുന്നതാണ്. (ഇതിൽ ` 100 മുദ്രപത്രത്തിന്റെ വിലയും ` 35 ഇൻസിഡെന്റൽ ചാർ÷ും ആകുന്നു.) പ്രാഥമിക കരാറിന്റെ മാതൃക ദർഘാസ് ഫാറത്തിൽ ലഭ്യമാണ്. ദർഘാസുകൾ തുറക്കുന്ന ദിവസം അവധിയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം ഇതേ സമയത്തും സ്ഥലത്തും ദർഘാസുകൾ തുറക്കുന്നതാണ്.

4. പ്രമാണങ്ങൾ തപാലായി ആവശ്യമുള്ളവർ പ്രമാണ ത്തിന്റെ വിലയോടൊപ്പം 50 രൂപ കൂടി തപാൽ ചെലവിനായി അയയ്ക്കേ≠താണ്.

5. ഏതെങ്കിലും കാരണത്താൽ ടി ദിവസം അവധിയാവുക ദർഘാസുകൾ നിരസിക്കാനുള്ള അധികാരം താഴെ
ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമാണ്.
യാണെങ്കിൽ അടുത്ത പ്രവൃത്തി ദിവസം ദർഘാസ് തുറക്കുന്നതായിരിക്കും.
