The land as per the schedule above was originally notified under Section 3 (3) of the Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Ordinance 16 of 2001 vide Notification No. C6-21437/2000 dated 21-4-2001 and published in Kerala Gazette No. 20, Volume 46 dated 15-5-2001 as Sl. No. 107. In that notification Range, Village and Southern boundary were shown erroneously and the locality of the notified area has not been indicated.

Whereas the correct Range, Village, Locality and Southern boundary are shown in the schedule above. The erratum notification is published with the intention to achieve the above objective.

Period before which works is to be completed—

2 months.

The tender is fixed to be conducted at 4 p. m. on 5-1-2012. The tender forms can be purchased from the office of the undersigned during office hours up to 1 p. m. on 30-12-2011. Tender form can be obtained by remitting cash including tax with necessary application. Cost of tender form is not refundable. Tender forms are not transferable. The tender form should be properly filled up and should be submitted by registered post on or before 3.30 p.m. on 5-1-2012. It should be accompanied by all necessary documents including identity proof of applicant along with Earnest Money Deposit by way of13th DEC. 2011] FOREST DEPARTMENT 577 Bankers DD or Fixed Deposit or National Saving Certificates pledged in favour of the Divisional Forest Officer, Achencovil payable at Punalur. The intending tenderers should furnish a Preliminary Agreement in Stamp Paper worth (cid:31) 100 along with tender for each work. Incomplete tender or tenders without necessary documents or tenders not in accordance with tender conditions will not be accepted. Tenders will be opened and scrutinized at 4 p. m. on the same day in the presence of those tenderers who are present at that time by the Divisional Forest Officer, Achencovil or an officer authorized by him. The Divisional Forest Officer, Achencovil reserves the right to exclude any item from the tender, or reject any tender either partly or in full, without assigning any reason thereof. If the tender could not be conducted on the notified date due to any reason, the tender will be conducted at the same place and time on the next working day as per the same conditions. The tenderer/agency/firm shall be abide by the following conditions in the Circular No. 4/2009 dated 27-10-2009 of the Principal Chief Conservator of Forests, Thiruvananthapuram.

8. Lighting arrester should be installed to cut off the electric connection temporarily during lightening or heavy wind.

9. The fence should not be installed by providing facility to pass current directly to Energizer from the charger or Solar Panel.

10. In the Preliminary agreement in stamp paper worth (cid:31) 100 the tenderer should include that he will undertake the maintenance of the proposed Solar Power fence for next 3 years after expiry of warranty and the tenderer shall be responsible to do it also. The work will be treated as completed only after the completion of the said three years.

All existing rules, regulations, directions, conditions prevailing in Forest Department and Store Purchase Department in respect of the works shall be applicable in this tender also.

The details and necessary documents will be obtained from the Office of the Divisional Forest Officer, Achencovil on any working days till 1 p. m. of tender date. G. O. (P) 84/97/P & T dated 19-8-1997 related to PWD tender is also applicable here.

CONDITIONS

1. Since the work of installation and maintenance of the Power fences are to be executed by tenderers/ agencies/firms having experience in the filed certified copy/copies of the certificate/certificates issued by the District Level Officer/Officers of the concerned department/ departments to prove that the work was satisfactorily completed by tenderer/agency/firm should be submitted along with the tender.

2. Only best quality equipments, materials are to be used for the power fence. The equipments/ materials should possess quality certification by Central Power Research Institute, Banglore or DGS & D, New Delhi.

3. Samples of Reel insulator, Stain insulator, Poly carbon, Poly propolyne, Wire tightner, Joint clamb, Lead out cable, 12-SWG High tensile wire, 14-SWG winding wire etc. should be submitted in sealed cover having name and address of the tenderer at the time of submission of tender.

4. The warranty/guarantee seal on the Energizer should not be removed or defaced or damaged. The warranty/ guarantee period should be mentioned and submitted along with the tender.

5. Always the wire of the Power Fence should have appropriate tension. But it should not have over tension.

6. AC main should not touch the Energizer on any account

7. The tenderer/agency/firm should extend technical assistance in the maintenance/replacement of the battery/Energizer/Solar Panel/Cabin set during the warranty/AMC period.

വൈദ്യുത കമ്പിവേലികൾ സ്ഥാപിക്കുന്നതു സംബന്ധിച്ച് പ്രിൻസിപ്പൽ ചീഫ് കൺസർവേറ്റർ, തിരുവനന്തപുരത്തിന്റെ 27-10-2009-ലെ 4/2009-ാം നമ്പർ പ്രകാരമുള്ള സർക്കുലറിലെ താഴെ പറയുന്ന നിബന്ധനകൾ നിർബന്ധമായും ടെ≠റിൽ പങ്കെടുക്കുന്ന കരാറുകാരൻ/ഏജൻസി/സ്ഥാപനങ്ങൾ പാലിക്കേ ≠താകുന്നു.

നിബന്ധനകൾ

1. വൈദ്യുത കമ്പിവേലികൾ സ്ഥാപിക്കുന്ന ജോലി ഈ രംഗത്ത് പരിചയം ഉള്ള കരാറുകാർ/ഏജൻസി/സ്ഥാപനം മുഖേന ചെയ്യേ≠തിനാൽ തൃപ്തികരമായ രീതിയിൽ ജോലി ചെയ്തു കൊടുത്തിട്ടു≠െന്ന് തെളിയിക്കുന്നതിന് ജോലി ചെയ്തുകൊടുത്ത സ്ഥാപനത്തിന്റെ/സ്ഥാപ നങ്ങളുടെ ജില്ലാ മേലധികാരി/മേലധികാരികളിൽ നിന്നും ലഭിച്ച പരിചയ സർട്ടിഫിക്കറ്റുകളും/സർട്ടിഫിക്കറ്റുകളുടെ സാക്ഷ്യപ്പെടുത്തിയ പകർപ്പുകളും ടെ≠റിനോടൊപ്പം സമർപ്പിക്കേ≠താണ്.

2. കമ്പിവേലി സ്ഥാപിക്കുന്നതിനും അറ്റകുറ്റപ്പണികൾ ചെയ്യുന്നതിനും ഏറ്റവും ഗുണനിലവാരമുള്ള ഉപകരണങ്ങൾ മാത്രം ഉപയോഗിക്കേ≠താണ്. ഉപകരണങ്ങൾ ദർഘാസ് ഫോറത്തിനുള്ള അപേക്ഷ സ്വീകരിക്കുന്ന അവസാന തീയതിയും സമയവും—30-12-2011, 1 മണി.

കരാറുകാരുടെ യോഗ്യത—'ഡി' ക്ലാസും ഉപരിയും.

ജോലി പൂർത്തിയാക്കേ≠ കാലാവധി—ര≠് മാസം.

ദർഘാസ് ഫോറം ആവശ്യമുള്ള കരാറുകാർ/ഏജൻസികൾ/ സ്ഥാപനങ്ങൾ അവരുടെ തിരിച്ചറിയൽ രേഖ ഹാജരാക്കിയെങ്കിൽ മാത്രമേ ദർഘാസ് ഫോറങ്ങൾ ലഭിക്കുകയുള്ളൂ. ദർഘാസ് ഫോറത്തിനായി അതിന്റെ വില വിൽപ്പന നികുതിയടക്കം രൊക്കം പണമായി അടച്ച് രേഖാമൂലം അപേക്ഷിക്കേ≠താണ്. ദർഘാസ് ഫോറത്തിന്റെ വില യാതൊരു കാരണവശാലും തിരികെ നൽകുന്നതല്ല. ദർഘാസ് പ്രമാണങ്ങൾ കൈമാറ്റം ചെയ്യുവാൻ പാടുള്ളതല്ല. ദർഘാസ് പ്രമാണത്തോടൊപ്പം (cid:31)100-ന്റെ മുദ്രപ്പത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി അടക്കം ചെയ്തിരിക്കേ≠ താണ്. നിശ്ചിത നിരതദ്രവ്യം അച്ചൻകോവിൽ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറുടെ പേരിൽ πഡ്ജ് ചെയ്തതും പ്രവർത്തിയുടെ പേര് രേഖപ്പെടുത്തിയിരിക്കേ≠തുമാണ്. മേൽപ്പറഞ്ഞ വ്യവസ്ഥകൾ പാലിക്കാത്തതും രജിസ്റ്റേർഡ് തപാൽ മുഖേന നി›ിത സമയത്തിനുള്ളിൽ സമർപ്പിക്കാ ത്തതുമായ ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല. നിരതദ്രവ്യം ബാംഗ്ളൂർ ആസ്ഥാനമായ പവർ റിസർച്ച് ഇൻസ്റ്റിറ്റി റ്റ്യൂട്ടിന്റെയോ ഡി. ജി. എസ്. ആന്റ ് ഡി.യുടെയോ ഗുണ മേൻ∑ാ സർട്ടിഫിക്കറ്റ് ഉള്ളവയായിരിക്കണം.

3. ടെ≠റിനോടൊപ്പം സ്റ്റെയിൻ ഇൻസുലേറ്റർ, പോളി കാർബൺ, റീൽ ഇൻസുലേറ്റർ, പോളി പ്രൊപ്പലൈൻ, വയർ ടൈറ്റ്നർ, ജോയിന്റ ് ക്ലാമ്പ്, ലീഡ് ഒൗട്ട് കേബിൾ, 12 എസ്. ജി. ഡബ്ള്യൂ. ഹൈടെൻസിൽ വയർ, 14 എസ്.

ജി. ഡബ്ള്യൂ. വൈൻഡിംഗ് വയർ എന്നിവയുടെ സാമ്പിളുകൾ മുദ്രവച്ചതും കരാറുകാരന്റെ പേരുവിവരം രേഖപ്പെടുത്തിയതുമായ കവറിൽ സമർപ്പിക്കേ≠താണ്.

4. എനർജൈസറിൽ പതിപ്പിച്ചിട്ടുള്ള വാറ≠ി/ഗ്യാര≠ി സീൽ നശിപ്പിക്കുകയോ ഇളക്കി മാറ്റുകയോ കേടുവരുത്തുകയോ ചെയ്യരുത്. വാറ≠ി/ഗ്യാര≠ി കാലയളവ് രേഖാമൂലം ടെ≠ർ സമയത്ത് സമർപ്പിക്കുകയും ചെയ്യേ≠താണ്.

5. വൈദ്യുത കമ്പിവേലിക്ക് ആവശ്യമുള്ളത്ര വലിവ് എപ്പോഴും നിലനിർത്തേ≠തും എന്നാൽ അമിത വലിവ് ഉ≠ാകാത്ത വിധത്തിലുമാണ് വേലി സ്ഥാപിക്കേ≠ത്.

6. എ. സി. മെയിൻ വൈദ്യുത കമ്പിവേലിയുമായോ എനർജൈസറുമായോ ഒരു കാരണവശാലും തൊടരുത്.

7. മെയിന്റനൻസ്/എ.എം.സി. കാലാവധിക്കുള്ളിൽ ബാറ്ററി/ എനർജൈസർ/സോളാർ പാനൽ/ക്യാബിൻ സെറ്റ് എന്നിവയ്ക്കു ≠ാകുന്ന പോരായ്മകൾ പരിഹരിക്കുന്നതിനായി ആവശ്യമായ സാങ്കതിക സേവനങ്ങൾ കരാറുകാരൻ/ ഏജൻസി/സ്ഥാപനം ചെയ്തുകൊടുക്കേ≠താണ്.

8. വലിയ കാറ്റോ ഇടിമിന്നലോ ഉ≠ാകുമ്പോൾ വൈദ്യുത ബന്ധം താൽക്കാലികമായി വിടുവാനുള്ള ലൈറ്റനിംഗ് അറസ്റ്റർ ഘടിപ്പിച്ചിരിക്കേ≠താണ്.

If the due date happens to be a holiday, the next working day will be the due date.

The tender forms are not transferable. The Earnest Money Deposit noted against the work should be paid along with the tenders by Demand Draft (Cheques will not be acceptable) pledged in favour of the undersigned payable at any Nationalized Bank/Scheduled Bank. Incomplete tenders and tenders without EMD are liable to be rejected. The undersigned reserves the right to reject any tender without assigning any reasons thereof. All other conditions prevailing in the Kerala PWD and Forest Department are applicable to this tender also. The tenders not containing the prescribed preliminary agreement in Stamp Paper worth (cid:31)100 will be summarily rejected. If there is no response to any of the works included in this notification, the same will be again tendered on 26-12-2011, 31-12-2011 as per the same conditions mentioned above, at the same time and venue.

p e S O N D ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന തീയതിയായ 28-12-2011 വൈകിട്ട് 3.30-ന് ഹാജരുള്ള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ താഴെ ഒപ്പിട്ടിട്ടുള്ള അധികാരിയോ ടിയാൻ അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ ദർഘാസുകൾ തുറക്കു ന്നതായിരിക്കും. ദർഘാസ് ഫോറത്തിനൊപ്പം നിരതദ്രവ്യത്തിനുള്ള ഡിമാന്റ ് ഡ്രാഫ്റ്റ്/ഫിക്സഡ് ഡിപ്പോസിറ്റ് രസീത് (മറയൂരിലുള്ള ഏതെങ്കിലും ദേശസാൽകൃത ബാങ്കിൽ മാറാവുന്ന വിധത്തിലുള്ളതും താഴെ ഒപ്പിട്ടിരിക്കുന്ന അധികാരിയുടെ പേരിലുള്ളതും) ഉ≠ായിരിക്കേ≠താണ്. അപൂർണ്ണമായ ദർഘാസുകൾ യാതൊരു അറിയിപ്പുകൂടാതെ നിരസിക്കുന്ന തായിരിക്കും. ഏതെങ്കിലും ദർഘാസുകൾ കാരണം ബോദ്ധ്യപ്പെ ടുത്താതെ നിരസിക്കുന്നതിനുള്ള പൂർണ്ണ അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന അധികാരിയിൽ നിക്ഷിപ്തമായിരിക്കും. കേരള പൊതുമരാമത്ത് വകുപ്പിൽനിന്നും കാലാകാലങ്ങളിൽ പുറപ്പെടുവിക്കുന്ന കരാർ വ്യവസ്ഥകൾ ഈ മരാമത്ത് ജോലി കൾക്കും ബാധകമായിരിക്കും. ദർഘാസ് തുറക്കുന്ന ദിവസം ഏതെങ്കിലും കാരണവശാൽ പൊതു അവധിയായി വന്നാൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സമയത്ത് ദർഘാസ് തുറക്കുന്നതായിരിക്കും. ഏതെങ്കിലും കാരണവശാൽ 28-12-2011-ാം തീയതിയിൽ ദർഘാസ് നടക്കാതിരുന്നാൽ മേൽ മരാമത്ത് ജോലികളുടെ ദർഘാസ് 4-1-2012-ാം തീയതി വൈകിട്ട് 3.30-ന് നടത്തുന്നതായിരിക്കും.

ചാലക്കുടി ഡിവിഷനിൽപെട്ട താഴെ പറയുന്ന റെയിഞ്ചു കളിലെ വിവിധ കേസുകളിൽപ്പെട്ട തൊ≠ി വകകൾ താഴെ പട്ടികയിൽ കാണിച്ചിട്ടുള്ള തീയതികളിൽ രാവിലെ 11 മണിക്ക് അതാത് റെയിഞ്ച് ഓഫീസുകളിൽ വച്ച് ചാലക്കുടി ഡിവിഷണൽ ഫോറസ്റ്റ് ഒഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റേതെങ്കിലും ഉദ്ദ്യോഗസ്ഥനോ വനം വകുപ്പിൽ നിലവിലുള്ള നിയമങ്ങൾക്ക് വിധേയമായി പരസ്യമായി ലേലംചെയ്ത് വിൽക്കുന്നതായിരിക്കും. 14-12-2010-ലെ 49-ാം നമ്പർ കേരള ഗസറ്റിൽ പേജ് നമ്പർ 608-ലെ വി⁄ാപന പ്രകാരം പ്രസിദ്ധീകരിച്ച തിരുവനന്തപുരം സംരക്ഷണ വിഭാഗം ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ 2-12-2010-ലെ പ്രൊ(5)-5628/2010-ാം നമ്പർ ലേല വി⁄ാപന പ്രകാരമുള്ള വിശദമായ ദർഘാസ്/ലേല വ്യവസ്ഥകൾക്കും അതാതു സമയത്തു നിലവിലുള്ള മറ്റു നിയമങ്ങൾക്കും വിധേയമായി ദർഘാസ്/ലേല അടിസ്ഥാനത്തിൽ വിൽപന നടത്തുന്നതാണ്. കൂടാതെ കാലാകാലങ്ങളിൽ സർക്കാർ പുറപ്പെടുവിക്കുന്ന ഉത്തരവുകളും ബാധകമാകുന്നതാണ്.

ലേലത്തിൽ പങ്കെടുക്കാനാഗ്രഹിക്കുന്നവർ ഈട്ടി, തേക്ക് എന്നിവയ്ക്ക് (cid:31) 20,000, മറ്റ് തടികൾക്ക് (cid:31) 10,000 എന്ന നിരക്കിലും നിരതദ്രവ്യം കെട്ടിവെയ്ക്കേ≠താണ്. ലേലത്തിൽ പിടിച്ചതും സ്ഥിരപ്പെടുത്തിയതുമായ വനവിഭവങ്ങൾ അവയുടെ മുഴുവൻ വിലയും നിലവിലുള്ള നികുതികളും ഒടുക്കി ലേലം സ്ഥിരപ്പെടുത്തിയ വിവരം അറിയിക്കുന്ന തീയതി മുതൽ 30 ദിവസത്തിനകം സ്ഥലത്ത് നിന്ന് നീക്കം ചെയ്യേ≠താണ്.

ചാലക്കുടി ഡിവിഷനിൽ വിവിധ വനം കുറ്റകൃത്യങ്ങളിൽ ഉൾപ്പെട്ടിട്ടുള്ളതായി ക≠െത്തിയതി നെത്തുടർന്ന് സർക്കാർ കസ്റ്റഡിയിലെടുത്ത് ബന്തവസ്സിൽ സൂക്ഷിച്ചുവരുന്നതും ക≠ുകെട്ടൽ നടപടിയിലിരിക്കുന്ന തുമായതും ക≠ം ചെയ്യാൻ അനുമതി ലഭിച്ചിട്ടുള്ളതുമായ താഴെ പട്ടികയിൽ വിവരിക്കുന്ന വാഹനങ്ങൾ വാങ്ങുന്നതിന് താൽപര്യമുള്ളവരിൽ നിന്ന് സീൽ വച്ച ദർഘാസുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു. ദർഘാസുകൾ ഓരോ വാഹനത്തിനും പ്രത്യേകം പ്രത്യേകമായി അപേക്ഷിക്കുന്ന മുറയ്ക്ക് ആയതിന് നി›യിച്ചിട്ടുള്ള വിലയ്ക്ക് 29-12-2011-ന് ഉച്ചയ്ക്ക് 1 മണിവരെ ലഭിക്കുന്നതായിരിക്കും. പൂരിപ്പിച്ച സീൽചെയ്ത ദർഘാസുകൾ അന്നേ ദിവസം ഉച്ച തിരിഞ്ഞ് 3 മണി വരെ ഈ ഓഫീസിൽ സ്വീകരിക്കുന്നതും അന്നേ ദിവസം ഉച്ചയ്ക്കു ശേഷം 3.30 മണിയ്ക്ക് അപ്പോൾ ഹാജരുള്ള ദർഘാസുകാരെ മാത്രം പങ്കെടുപ്പിച്ചുകൊ≠് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റുദ്യോഗസ്ഥനോ പ്രസ്തുത വാഹനങ്ങൾ ലേലം ചെയ്യുന്നതും ലേലത്തിനുശേഷം ലേലക്കാരുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതുമായിരിക്കും. ലേലത്തിലോ ദർഘാസിലോ കൂടുതൽ തുക വാഗ്ദാനം ചെയ്യുന്നവരുടെ പേരിൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ അന്തിമ ഉത്തരവിനുവിധേയമായി വിൽപ്പന ഉറപ്പിക്കുന്ന തായിരിക്കും. എന്തെങ്കിലും കാരണവശാൽ ദർഘാസ്/ലേലം അന്നു നടന്നില്ലെങ്കിൽ 5-1-2012-ന് നിർദ്ദിഷ്ട സ്ഥലത്തും സമയത്തും വച്ചു നടത്തുന്നതും അന്നേ ദിവസവും ദർഘാസ്/ലേലം നടക്കാതെ വരികയാണെങ്കിൽ 12-1-2012-ന് മേൽപ്പറഞ്ഞ സ്ഥലത്തും സമയത്തും വീ≠ും നടത്തുന്നതുമായിരിക്കും.

ലേലത്തിൽ പങ്കെടുക്കുന്നവർ ലേലതീയതിയ്ക്കുമുൻപ് തന്നെ ലേലത്തിൽ ഉൾപ്പെടുത്തിയിട്ടുള്ള വന വിഭവങ്ങളുടെ അളവ്, ഗുണനിലവാരം മുതലായവ ക≠് ബോദ്ധ്യപ്പെടേ≠താണ്. ഇത് സംബന്ധിച്ച് ലേലത്തിനുശേഷം യാതൊരുവിധ പരാതികളും പരിഗണിക്കുന്നതല്ല.

നിബന്ധനകൾ

1. വിൽപ്പനയിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ വാഹനം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറുടെ/ റെയിഞ്ചാഫീസറുടെ അനുവാദത്തോടെ ഓഫീസ് സമയങ്ങളിൽ പരിശോധിച്ച് ബോദ്ധ്യപ്പെടേ≠താണ്. ലേലം ഉറപ്പിച്ചശേഷം വാഹനത്തെ സംബന്ധിക്കുന്ന യാതൊരു പരാതിയും സ്വീകരിക്കുന്നതല്ല.

2. ദർഘാസ് ഫോറം ആവശ്യമുള്ളവർ അവരെ തിരിച്ചറിയുന്നതിന് ബന്ധപ്പെട്ട വില്ലേജാഫീസറോ മറ്റ് അധികാരികളോ നൽകിയ സർട്ടിഫിക്കറ്റ് അല്ലെങ്കിൽ ഇലക്ഷൻ കമ്മീഷന്റെ തിരിച്ചറിയൽ കാർഡോ പാസ്പോർട്ടിന്റെ കോപ്പിയോ സഹിതം അപേക്ഷിക്കേ≠താണ്.

3. ദർഘാസ് സമർപ്പിക്കുമ്പോൾ നിരതദ്രവ്യം ഈ ഓഫീസിൽ അടയ്ക്കേ≠താണ്. നി›ിത സമയത്തിനുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല.

4. ഏറ്റവും കൂടുതൽ തുക വാഗ്ദാനം ചെയ്യുന്ന ദർഘാസുകൾ/ലേലം മേലധികാരത്തിലേക്ക് അംഗീകാരത്തിനായി അയയ്ക്കുന്നതും മറ്റ് ദർഘാസുകാർ നൽകിയ നിരതദ്രവ്യം അപ്പോൾ തന്നെ തിരിച്ചു നൽകുന്നതുമാണ്.

5. ദർഘാസ് ഫോറം ലേല ദിവസം ഉച്ചയ്ക്ക് 1 മണി വരെ അപേക്ഷകന് ലഭിക്കുന്നതാണ്.

6. ദർഘാസ് സംഖ്യ നിരതദ്രവ്യ സംഖ്യയേക്കാൾ കൂടുതലാണെങ്കിൽ ദർഘാസ്/ലേലസംഖ്യയുടെ 50% (നിരതദ്രവ്യ സംഖ്യ ഉൾപ്പെടെ) വിജയിയായ ദർഘാസുകാരൻ അപ്പോൾ തന്നെ അടയ്ക്കേ≠താണ്.

7. ദർഘാസ്/ലേല വില്പന ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥന്റെ അംഗീകാരത്തിന് വിധേയമായിട്ടായിരിക്കും. ദർഘാസുകൾ സ്വീകരിക്കുന്നതിനും നിരാകരിക്കുന്ന തിനുമുള്ള പൂർണ്ണ അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥരിൽ നിക്ഷിപ്തമായിരിക്കും. ദർഘാസുകാരെ മാത്രമേ തുടർന്നുള്ള ലേലത്തിൽ പങ്കെടുപ്പിക്കുകയുള്ളൂ.

8. ദർഘാസ്/ലേലം അംഗീകരിച്ചതായി അറിയിപ്പു കിട്ടി 15 ദിവസത്തിനകം ബാക്കി സംഖ്യയും നിയമ പ്രകാരമുള്ള നികുതികളും അടച്ച് വാഹനം നീക്കം ചെയ്യേ≠താണ്.

9. മേൽപ്പറഞ്ഞ 15 ദിവസത്തിനുള്ളിൽ ബാക്കി സംഖ്യയും നികുതികളും അടച്ച് വാഹനം നീക്കം ചെയ്തിട്ടില്ലെങ്കിൽ രേഖാമൂലം ആവശ്യപ്പെടുന്നപക്ഷം തുകയും 18% പലിശയും ദിവസം ഒന്നിന് (cid:31) 20 നിരക്കിൽ ഇരിപ്പു വാടകയും വസൂലാക്കി മറ്റൊരു 15 ദിവസം സമയം കൂടി ചാലക്കുടി ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ അനുവദിക്കുന്നതാണ്. മേൽപ്പറഞ്ഞ 30 ദിവസത്തിനു ശേഷം അവധി അനുവദിക്കുന്നതല്ല. അപ്രകാരം സമയപരിധിക്കുള്ളിൽ തുക ഒടുക്കി വാഹനം നീക്കം ചെയ്യാത്തപക്ഷം ദർഘാസുകാർ ദർഘാസ്/ലേല ദിവസം അടച്ച തുക സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതും വാഹനം വീ≠ും ലേലവിൽപ്പന നടത്തുന്നതുമായിരിക്കും.

10. ലേലം/ദർഘാസ് സംബന്ധിച്ച് പോസ്റ്റ് ഓഫറുകൾ ലേലം/ദർഘാസിൽ വാഗ്ദാനം ചെയ്തിട്ടുള്ള തുക ഒരു ലക്ഷത്തിൽ കുറവാണെങ്കിൽ 20 (ഇരുപത്) ശതമാനവും ഒരു ലക്ഷമോ അതിൽ കൂടുതലോ ആണെങ്കിൽ 10 ശതമാനവും കൂടുതലായിട്ടുള്ള വാഗ്ദാനങ്ങളെ സ്വീകരിക്കുകയുള്ളൂ. നിയമാ നുസൃതമായ പോസ്റ്റ് ഓഫറുകൾ ഉ≠െങ്കിൽ ആയത് ലേലം/ദർഘാസ് കഴിഞ്ഞ് 7 (ഏഴ്) ദിവസത്തിനകം ഈ ഓഫീസിൽ സമർപ്പിക്കേ≠താണ്.

11. മേൽപ്പറഞ്ഞ സമയ പരിധിക്കുള്ളിൽ നീക്കം ചെയ്യാത്ത വാഹനം വീ≠ും ലേലത്തിലോ ടെ≠ർ അടിസ്ഥാനത്തിലോ മുൻലേലക്കാന്റെ നഷ്ടോ ത്തരവാദിത്വത്തിൽ വിൽക്കുന്നതും മുൻലേലത്തുക സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതുമാണ്. ഈ ലേലം കൊ≠് സർക്കാരിന് നഷ്ടം സംഭവിക്കുകയാണെങ്കിൽ അങ്ങനെ നഷ്ടം വരുന്ന തുക മുൻലേലക്കാരനിൽ നിന്ന് ഈടാക്കുന്നതിനുള്ള നടപടികൾ സ്വീകരിക്കുന്നതും ലാഭം കിട്ടുകയാണെങ്കിൽ മുൻലേലക്കാരന് ആയതിന് യാതൊരു അർഹതയും ഉ≠ായിരിക്കുന്നതല്ലാത്തതും ആയത് മുഴുവൻ സർക്കാരിലേക്ക് മുതൽ കൂട്ടുന്നതുമായിരിക്കും.

12. ദർഘാസ് സ്വീകരിക്കുന്ന ദിവസം പൊതു അവധി ദിവസമായി വന്നാൽ അടുത്ത പ്രവൃത്തി ദിവസം പ്രസ്തുത സ്ഥലത്തും സമയത്തും ദർഘാസ്/ലേലം നടത്തുന്നതായിരിക്കും.

13. മുകളിൽ പറഞ്ഞ വാഹനങ്ങൾക്കു പുറമെ ഏതെങ്കിലും കൂട്ടിച്ചേർക്കുന്നതിനോ ഒഴിവാക്കുന്ന തിനോ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർക്ക് അധികാരമു≠ായിരിക്കും.

If the due date happens to be a holiday due to any reason the tender will be held on the next working day. If the tender cannot be carried out due to other reasons or any item not taken up by anybody the same will be again tendered on 4-1-2012, or if again not taken up then on 10-1-2012. The place and the time will be the same as mentioned above.

The EMD will be accepted as Demand Draft only taken from the Nationalised Banks in the name of Divisional Forest Officer, Nilambur North. Separate tenders should be submitted for each work.

The successful tenderer is liable to remit the taxes as per rules. If the tender for all work or any of the work could not be conducted on the said date/dates, the tender for such work/works will be conducted at the same place and time with same conditions on 5-1-2012. It is hereby notified that consequent to receipt of post offer, in respect of sale of KL-01 B/5858 Ambassador Car, also consequent to non-receipt of upset price in respect of KL-11 H/9638 Ambassador Car in tender cum auction sale on 13-9-2011 and also due to condemnation of Department Vehicle KL-11 B/8845 Maheendra Jeep which was used in Thamarassery Range, all the three vehicles will be sold in Re-tender cum-Re-auction sale, in as and where in condition by the Divisional Forest Officer, Kozhikode or an authorised Officer by him on 28-12-2011 at 3 p. m. in the Office of Divisional Forest Officer, Kozhikode. The tender forms will be issued from the O/o the Divisional Forest Officer, Kozhikode from 10.30 a. m. to 1 p. m. on all working days from 9-12-2011 till 1 p. m. on the tender cum auction date and filled up tenders should be submitted before 2.30 p. m. on the re-tender date. Subsequently, auction sale of each vehicle will be conducted at 3. p. m. on the same day in the presence of those who have submitted tenders.

In case the notified date happens to be a public holiday, the re-tender cum re-auction sale will be conducted on the next working day at the notified place and time, as per the same conditions. All the terms and conditions in respect of the tender cum auction prevailing in Forest Department will be applicable to this auction also. If the sale of the vehicles could not be conducted on the day, the re-tender cum re-auction sale of the vehicles will be conducted on 4-1-2012 at the same place and time as per the same conditions mentioned above. If the sale of all or any of the vehicle could not be conducted on the day also, it shall be again conducted on 11-1-2012 and if the sale could not be conducted on this day also it shall be again conducted on 18-1-2012. The place, time, conditions etc. shall remain the same for all the days. CONDITIONS

1. The vehicles will be auctioned in as and where in condition. Before participating in the tender/auction sale, intending tenderers/bidders should satisfy themselfs of the quality of each vehicle after personal inspection with prior permission of the Officer concerned. Complaints, if any raised after the sale regarding the quality of the vehicle will not be entertained.

2. The intending tenderers/bidders should produce either the Electoral Identity Card, Indian Passport, a certificate from the concerned Village Officer showing the permanent address and also signature attested by him or any legally valid identity card for getting tender forms or remitting EMD.

3. Intending tenderers/bidders should deposit the EMD by cash in the office of the undersigned for participation in tender/auction.

4. Tenders for the higher amount will be submitted to the competent authority for confirmation and others will be rejected and EMD of the same will be returned.

5. Successful tenderers/bidders have to remit 50% of the sale value (including EMD) on the tender/auction date if the sale value is more than EMD.

6. The right for accepting or rejecting any tender/bid amount shall be vested with competent authority.

7. The successful bidder/tenderer should remit the balance amount and taxes and remove the vehicle within 15 days from the date of receipt of intimation of the confirmation.

8. If the vehicle is not removed within 15 days after remitting the balance amount, taxes etc. as above, another 15 days will be allowed for remittance of balance amount and removal of vehicles after realization of 12% of interest and ground rent of (cid:31) 20 for each vehicle. Further extension of time will not be allowed. If the vehicle is not removed even within this period the vehicle will be sold in re-auction cum re-tender and Government loss, if any shall be recovered from the defaulter. He shall not have any claim on profit if any on account of the re-tender cum re-auction.

9. All the terms and conditions in respect of the tender cum auction prevailing in Forest Department will be applicable to this auction also.

10. The RC book and connected documents of the vehicles should be obtained from the concerned departments at theirown responsibility.

Post Offer

11. Post offers received within 3 days of auction/tender date shall only be accepted, subject to the following conditions.

(a) Post offer is entertainable only if the post offer amount is above 10% in the case of amount of tender/auction is more than (cid:31) 1 lakh and only if the post offer amount is more than 20% where the bid/tender amount is less than (cid:31) 1 lakh.

(b) Post offer with Demand Draft drawn in favour of Divisional Forest Officer, Kozhikode for the full amount offered alone shall be entertained.

(c) A separate agreement to the above effect should be executed along with the post offer on that day of the submission of the post offer.

(d) Re-auction/re-tender will be conducted after retaining the full amount deposited as per the above condition as security deposit. The sale shall be confirmed in the name of person who offers highest amount in the post offer. If the amount fetched in the re-auction/re-tender sale is less than amount in the post offer, the amount deposited as per Demand Draft by the post offer, shall be adjusted towards the sale value. If the amount offered in the re-auction/re-tender is more the re-auction/re-tender shall be confirmed in the name of such tenderer/bidder and the full amount deposited by the post offerer shall be returned.

(e) All conditions of tender/auction shall be applicable in the post offer also.

Note.—The contractors who have registered under 'A' Category should produce solvency certificate issued by the Revenue Department or a Bank Guarantee by a Bank approved by Government (Nationalised or Scheduled Bank) under the Bank Guarantee Scheme as follows:

1. "A" Category (cid:31) 75,000 (Rupees Seventy five thousand only) + 10% of the amount by which the contract value exceed (cid:31) 3 lakh the Solvency Certificate or Bank Guarantee already produced by the tenderer at the time of registration of his name in "A" Class Contractor will be taken into account.

2. Tender forms can be had from the Divisional Forest Officer, Kannur on payment of the cost and VAT shown in the schedule hereto on any working day during office hours upto 1 p.m. on 27-12-2011. The tender forms shall be used only by the person in whose name it is issued and for the works specified in the schedule given below. Value of tender form will not be refunded. Tender form sold to any persons does not be changed or transferred to other Ranges.

3. The tenderers shall fill the tender forms purchased from this Office and submit the same together with all the papers intact. Tender should be addressed in a sealed cover with name of work clearly written thereon, to the Divisional Forest Officer, Kannur so as to reach him in his Office at Kannur before 3 p. m. on 27-12-2011. Tenders will be opened at 3.30 p. m. on 27-12-2011.

Sealed competitive tenders are invited from eligible 'A' class contractors registered in the Forest Department in pursuance of G.O. (Ms.) 226/81/Forest dated 16-12-1981 for felling trees, working down and transporting timber poles, billets and firewood from the marked trees of Teak Plantation in Kannavam Ranges mentioned in the schedule below to the Depots and stacking of timber poles billets and fire wood mentioned in the same schedule.

7. The EMD of the unsuccessful tenderers will be refunded to them soon after opening of tender.

8. Sealed tenders will be opened by the Divisional Forest Officer at 3.30 p. m. on the same day in the presence of such tenderers who elect to be present on the occasion.

9. If the last date fixed for the receipt of tenders happens to be a holiday, the tenders will be received and opened on the next working day at the same time and place on the conditions specified above.

10. Tenders received after the specified date and time, without the requisite enclosures or tender not written up in proper order in form, will be rejected.
