TENDER NOTICE

[No. 78/2011]

No. H2-106706/2011. 19th December 2011.

Sealed tenders are invited for the supply of the Digital Voice Recorder—300 Numbers so as to reach the Police Headquarters, Thiruvananthapuram on or before 12 Noon on 25-1-2012.

Cost of tender form—` 2,300 + 4% VAT.

Date and time of opening of tender—25-1-2012, 3.30 p. m.

The tenders should be superscribed with Tender Number and name of the store articles and addressed to the State Police Chief, State Police Headquarters, Vellayambalam, Thiruvananthapuram-695 010, Kerala. Late tenders will not be accepted.

Application for tender forms should be accompanied by a cash remittance price fixed for the form which is not refundable. The tender forms are not transferable. The sale of tender form will be closed at 12 Noon on 25-1-2012. Cheques, Drafts, Postage Stamps etc. will not be accepted towards the cost of forms nor the forms sent by VPP. However Money Orders (including telegraphic money orders) sent in the name of the Assistant Inspector General of Police, Police Headquarters, Thiruvananthapuram-10 will be accepted. The amount should include the postage/ courier charges for sending tender documents. The Money Order along with the request should reach Police Headquarters atleast 7 days before the closing of the sales of the tender documents enabling us to send the documents well in advance.

The tenders will be opened at the time mentioned above, in the presence of the tenderers or their authorised representatives (with proof of Identity) who may be present at that time. Intending tenderers may on application to the State Police Chief, obtain requisite tender forms on which the tenders should be submitted. Earnest Money Deposit (EMD) @ 1% of the quoted value should be furnished through DD (Demand Draft) drawn in favour of Assistant Inspector General of Police, Police Headquarters, Thiruvananthapuram-10 along with the tender documents. The firms which are exempted from furnishing EMD should produce a copy of relevant authorised document for verification. The tenders without EMD will be cancelled. The quoted amount should be inclusive of all taxes and levies. Laboratories/Agencies (wherever possible) along with the tenders. The tenders without separate envelope and not superscribing the tender number and sample will be rejected.

As the items are urgently required, the selected bidder will have to supply the item without loss of time.

The rates quoted should be valid and firm till 31-3-2012.

Those firms registered with Store Purchase Rule Department and is under the Control of Government should enclose the certificate in proof of it.

The State Police Chief is empowered to reject any tender without assigning any reason.

പോലീസ് വകുപ്പിലേക്ക് ആവശ്യമായ ഡിജിറ്റൽ വോയിസ് റെക്കോർഡർ—300 എണ്ണം വിതരണം ചെയ്യുന്ന തിനുള്ള മുദ്രവച്ച ദർഘാസുകൾ 25-1-2012-ാം തീയതി ഉച്ചയ്ക്ക് 12 മണിക്ക് മുൻപായി ഈ ഓഫീസിൽ ലഭിക്കത്തക്ക വിധത്തിൽ ക്ഷണിച്ചുകൊള്ളുന്നു.

ദർഘാസ് ഫോറത്തിന്റെ വില—` 2,300+ 4% വാറ്റ.് ദർഘാസ് തുറക്കുന്ന തീയതിയും സമയവും—25-1-2012, 3.30 മണി.

ദർഘാസ് നമ്പർ, സാധനത്തിന്റെ വിവരം എന്നിവ രേഖപ്പെടുത്തിയ മുദ്രവച്ച കവർ കേരള സംസ്ഥാന പോലീസ് മേധാവി, പോലീസ് ആസ്ഥാനം, തിരുവനന്തപുരം-10 എന്ന മേൽവിലാസത്തിൽ ആയിരിക്കണം ദർഘാസുകൾ അയയ്ക്കേ≠ത്. മേൽപ്പറഞ്ഞ സമയ പരിധിക്ക് ശേഷം കിട്ടുന്ന ദർഘാസുകൾ പരിഗണിക്കുന്നതല്ല. ദർഘാസുകൾ ദർഘാസു കാരുടെയോ അവർ അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധി കളുടേയോ സാന്നിദ്ധ്യത്തിൽ 25-1-2012 വൈകിട്ട് 3.30 മണിക്ക് തുറക്കുന്നതാണ്. താൽപ്പര്യമുള്ളവർക്ക് കേരള സംസ്ഥാന പോലീസ് മേധാവിക്ക് നൽകുന്ന അപേക്ഷയോടൊപ്പം ദർഘാസിന്റെ വിലയൊടുക്കി ദർഘാസുകൾ വാങ്ങാവുന്നതാണ്.

അത്തരം ദർഘാസുകൾ തന്നെയാവണം മുദ്രവച്ച കവറിൽ സമർപ്പിക്കേ≠തും. ദർഘാസിന്റെ വില മടക്കി നൽകുന്നതല്ല.

ദർഘാസുകൾ കൈമാറ്റം ചെയ്യാൻ പാടില്ല. ദർഘാസിന്റെ വില്പന 25-1-2012 പകൽ 12 മണിക്ക് അവസാനിപ്പിക്കുന്ന താണ്. ചെക്ക,് ഡ്രാഫ്റ്റ്, പോസ്റ്റേജ് സ്റ്റാമ്പ് മുതലായവ ദർഘാസിനുള്ള വിലയായി സ്വീകരിക്കുന്നതല്ല. എന്നാൽ ടെലിഗ്രാഫിക് മണിയോർഡർ ഉൾപ്പെടെയുള്ള മണിയോർഡർ, പോലീസ് അസിസ്റ്റന്റ ് ഇൻസ്പെക്ടർ ജനറൽ, പോലീസ് ഹെഡ്ക്വാർട്ടേഴ്സ്, തിരുവനന്തപുരം പേർക്ക് ദർഘാസിന്റെ വില അയച്ചാൽ സ്വീകരിക്കുന്നതായിരിക്കും. എന്നാൽ ദർഘാസുകൾ അയയ്ക്കുന്നതിനുള്ള പോസ്റ്റേജ്/കൊറിയർ പോലീസ് അസിസ്റ്റന്റ ് ഇൻസ്പെക്ടർ ജനറൽ, പോലീസ് ഹെഡ്ക്വാർട്ടേഴ്സ്, തിരുവനന്തപുരം പേർക്ക് മാറ്റാവുന്ന വിധത്തിൽ ഹാജരാക്കേ≠തും നിരതദ്രവ്യം സമർപ്പിക്കുന്നതിൽ നിന്നും ഒഴിവാക്കപ്പെട്ടിട്ടുള്ളവർ അത് തെളിയിക്കുന്നതിനുള്ള രേഖകൾ ദർഘാസിനോടൊപ്പം ഹാജരാക്കേ≠തുമാണ്.

മേൽപ്പറഞ്ഞ രേഖയോ നിരതദ്രവ്യമോ കൂടാതെ കിട്ടുന്ന ദർഘാസുകൾ നിരസിക്കുന്നതായിരിക്കും. ദർഘാസിൽ രേഖപ്പെടുത്തുന്ന വില എല്ലാ വിധ നികുതികളും ഉൾപ്പെടെ ആയിരിക്കണം.

സാധനങ്ങളുടെ വിശദവിവരവും സ്പെസിഫിക്കേഷനും പ്രവർത്തി ദിവസങ്ങളിൽ ദർഘാസിനോടൊപ്പം ഈ ഓഫീസിൽ നിന്നും ലഭിക്കുന്നതാണ്. ദർഘാസ് പ്രത്യേകം കവറിൽ അല്ലാതെയോ ദർഘാസ് നമ്പർ രേഖപ്പെടുത്താതെ അയച്ചാലോ, അവ നിരസിക്കുന്നതായിരിക്കും. സാധനങ്ങളുടെ ലഭ്യത അത്യാവശ്യമായതിനാൽ തിരഞ്ഞെടുക്കപ്പെടുന്ന കരാറുകാരൻ അവ അടിയന്തിരമായി 25-2-2012-ാം തീയതിക്ക് മുമ്പായി വിതരണം ചെയ്യാൻ തയ്യാറാകേ≠താണ്.

യാതൊരു കാരണവും ബോദ്ധ്യപ്പെടുത്താതെ ദർഘാസുകൾ നിരസിക്കുന്നതിനുള്ള പൂർണ്ണ അധികാരം സംസ്ഥാന പോലീസ് മേധാവിയിൽ നിക്ഷിപ്തമാണ്.
