SHORT TENDER NOTICE

[No. 3/2011-12]

No. C1-6382/FSL/2011. 5th January 2012.

Intending tenderers may, on application to the Director, Forensic Science Laboratory,Thiruvananthapuram, obtain requisite tender forms on which the tenders should be submitted. The rate is to be quoted in Indian Money. No advance payment can be made for repairing any of the above item.

Sealed tenders are invited for the Purchase of "QIAmp DNA Mini Kit for DNA division of FSL" so as to reach Office of the Director of Forensic Science Laboratory (Police Department), Thiruvananthapuram on or before 12 noon on 7-2-2012.

Approximate Price—` 62,000 + Taxes.

Cost of tender forms— ` 400 + 4% VAT.

Date and time of tender opening—7-2-2012, 3 p.m.

The tenders should be superscribed with Tender No. and details of the items and addressed to the Director, Forensic Science Laboratory, Thiruvananthapuram, Kerala. Late tenders will not the accepted. The tenders will be opened at the time mentioned above, in the presence of the tenderers or their authorized representatives (with Proof of identity) who may be present at that time. Application for tender forms should be accompanied by cash remittance price fixed for a form which is not refundable. The sale of tender form will be closed at 4 p.m. on 6-2-2012. Cheques, Drafts, Postage Stamps etc. will not be accepted towards the cost of forms, nor will the forms be sent by VPP. However money orders sent in the name of the Director, Forensic Science Laboratory, Thiruvananthapuram will be accepted. The amount should include the postage/courier charges for sending tender documents. The money order along with the request should reach Forensic Science Laboratory at least 7 days before the closing of the sale of the tender documents enabling as to sent the documents well in advance.

Earnest Money Deposit @ 1% of the quoted value should be furnished in favour of Director, Forensic Science Laboratory, Thiruvananthapuram. The firms which are exempted from furnishing Earnest Money Deposit should produce a copy of relevant authorized documents for verification.

Specifications of the items of tender shall be obtainable from Forensic Science Laboratory with the tender forms. The firms should also furnish the detailed specifications, make, brochures, technical support network in Kerala etc. of the items along with tenders. The tenders without any detailed specifications of quoted items, brochures, make etc. will be rejected forthwith. The tenders without separate envelope and not superscribing the tender number etc. will be rejected.

The tenders should also mention the details regarding warranty along with the tender documents. Preference will be given to the products quoted by the manufacturer or their authorized dealers having authorization from the original manufacturer. Similarly preferences will be given to the tenders having experience of repairing similar/same items to Government Department, Organizations or Scientific Institutions.

As the item is urgently required, the selected bidder will have to supply the item within two weeks. In case there is any delay in repair the items due to any pressing circumstances, the tenderers must cite adequate, justifiable grounds in writings.

Specifications of the above items and more details can be obtained from Forensic Science Laboratory, Thiruvanananthapuram. Police Department is not liable to send any individual communication. The rates quoted should be valid and firm till 7-5-2012.

The Director, Forensic Science Laboratory is empowered to reject any tender without assigning any reason.

ദർഘാസുകൾ 7-2-2012-ന് 3 മണിക്ക് തദവസരത്തിൽ ഹാജരായിട്ടുള്ള കരാറുകാരുടേയോ, അവർ അധികാരപ്പെടുത്തിയി ട്ടുള്ള പ്രതിനിധിയുടേയോ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്. ദർഘാസ് ഫോറത്തിനൊപ്പം, ദർഘാസ് തുകയുടെ ഒരു ശതമാനം വരുന്ന തുകക്കുള്ള നിരതദ്രവ്യം ഡിമാന്റ ് ഡ്രാഫ്റ്റായി ഡയറക്ടർ, ഫോറൻസിക്ക് സയൻസ് ലാബോറട്ടറി, തിരുവനന്തപുരത്തിന്റെ പേർക്ക് മാറ്റാവുന്ന വിധത്തിൽ ഹാജരാക്കേ≠തും നിരതദ്രവ്യം ഒഴിവാക്കപ്പെട്ടിട്ടുള്ളവർ അത് തെളിയിക്കുന്നതിനുള്ള രേഖകൾ ടെ≠റിനോടൊപ്പം ഹാജരാക്കേ≠തുമാണ്.

തെഞ്ഞെടുക്കപ്പെടുന്ന കരാറുകാരൻ ര≠ാഴ്ച്ചക്കുള്ളിൽ തന്നെ പ്രസ്തുത ഇനം ലഭ്യമാക്കേ≠താണ്. ദർഘാസിൽ രേഖപ്പെടുത്തുന്ന വില 7-5-2012 വരെ മാറ്റമില്ലാതെ നിലനിർത്തേ≠താണ്. വിശദമായ സ്പെസിഫിക്കേഷനും മറ്റ് വിവരങ്ങളും ഫോറൻസിക്ക് സയൻസ് ലാബോറട്ടറിയിൽ നിന്നും കേരള പോലീസ് വെ∫് സൈറ്റിലും ലഭ്യമാണ്.

യാതൊരു കാരണവും ബോദ്ധ്യപ്പെടുത്താതെ ദർഘാസുകൾ നിരസിക്കുന്നതിനുളള പൂർണ്ണ അധികാരം ഫോറൻസിക്ക് സയൻസ് ലാബോറട്ടറി ഡയറക്ടറിൽ നിക്ഷിപ്തമാണ്.
