Competitive tenders in sealed covers are invited by the Superintending Engineer, Harbour Engineering South Circle, Thiruvananthapuram for and on behalf of the Governor of Kerala for the following works from 'A' class registered Contractors of State PWD, Irrigation Department, CPWD, Port Trust etc. through Registered Post or Speed Post only. Tenders submitted through any courier service or by hand will not be considered.
Cost of tender form— ` 1,700 + 4% VAT.

14th FEB. 2012] MARINE DEPARTMENT 30Preliminary Agreement is to be signed in Kerala Stamp Paper worth ` 100 and sufficient EMD as Demand Draft pledged in favour of the Superintending Engineer, Harbour Engineering South Circle, Kamaleswaram, Thiruvananthapuram should also be accompanied along with the tender. Tenders submitted without enclosing preliminary agreement and required E.M.D. will be rejected outright. The tenders received will be opened at 3.30 p. m. on 9-3-2012 in the presence of the tenderers or their authorized representatives present at the time of opening. The firm period of the tender will be four months (4 months) from the date of opening of the tender.
All the conditions regarding the notice inviting tenders in the Kerala P.W.D./HED and all other conditions prevailing for consideration of the tenders and allied orders will be applicable to this tender. [Government Order (Rt.) No. 255/04/F&PD dated 29-6-2004 and allied orders will also be applicable to this tender.] The undersigned reserves all rights to reject the application for tender documents and also to reject the submitted tender without assigning any reason. On evaluation of tenders, regard would be paid to National Defence and Security considerations.

ദർഘാസ് ഫോറങ്ങൾ തുറമുഖ എഞ്ചിനീയറിംഗ് വകുപ്പ് സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ദക്ഷിണമേഖല, കമലേശ്വരം, തിരുവനന്തപുരം കാര്യാലയത്തിൽനിന്നും 21-2-2012 മുതൽ 27-2-2012 വരെയുള്ള പ്രവൃത്തി ദിവസങ്ങളിൽ 10.15 മണിക്കും ഉച്ചയ്ക്ക് 3 മണിവരെയും 28-2-2012-ന് ഉച്ചയ്ക്ക് 1 മണി വരെയും ദർഘാസ് ഫോറത്തിന്റെ വിലയും മൂല്യവർദ്ധിത നികുതിയും അടച്ച് യോഗ്യത തെളിയിക്കുന്ന രേഖകൾ ഹാജരാക്കി രേഖാമൂലം അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്. ദർഘാസ് പ്രമാണങ്ങൾ കൈമാറ്റം ചെയ്യാൻ പാടുള്ളതല്ല. പ്രവൃത്തിക്കുള്ള ദർഘാസ് പ്രവൃത്തിയുടെ പേരും ദർഘാസ് നമ്പരും മറ്റും കവറിന്റെ മുകളിൽ വ്യ‡മായി രേഖപ്പെടുത്തി സീൽ ചെയ്ത് 9-3-2012-ന് വൈകുന്നേരം 3 മണിക്ക് മുമ്പായി രജിസ്ട്രേഡ് തപാൽ അഥവാ സ്പീഡ്പോസ്റ്റ് മുഖേന ഹാർബർ എഞ്ചിനീയറിംഗ് ദക്ഷിണമേഖലാ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർക്ക് ലഭിക്കത്തക്കവിധം സമർപ്പിക്കേ≠താണ്. 9-3-2012-ന് വൈകുന്നേരം 3 മണിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ, ആയത് തപാൽ തകരാറുമൂലമോ മറ്റേതെങ്കിലും കാരണവശാലോ ആയാലും സ്വീകരിക്കുന്നതല്ല. ഇങ്ങനെയു≠ാകുന്ന കാലതാമസത്തിന് ഡിപ്പാർട്ട്മെന്റ ് യാതൊരു കാരണവശാലും ഉത്തരവാദി ആയിരിക്കുന്നതല്ല. ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധിയായി പ്രഖ്യാപിക്കു കയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തിദിവസം വൈകുന്നേരം 3 മണിവരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്.
ദർഘാസ് പ്രമാണത്തോടൊപ്പം ` 100 വിലയ്ക്കുള്ള കേരള മുദ്രപ്പത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി ഒപ്പിട്ട് സമർപ്പിക്കേ≠തും അതോടൊപ്പംതന്നെ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ഹാർബർ എഞ്ചിനീയറിംഗ് ദക്ഷിണമേഖല, തിരുവനന്തപുരം എന്ന പേരിൽ ആവശ്യമായ നിരതദ്രവ്യം നിയമപ്രകാരം കെട്ടി വച്ചതിന്റെ രേഖ അടക്കം ചെയ്യേ≠തുമാണ്. അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. 9-3-2012-ന് വൈകുന്നേരം 3.30-ന് ഹാജരുള്ള കരാറുകാരുടെയോ അവർ രേഖാമൂലം അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതാണ്. ദർഘാസിന്റെ ഫേം പിരീഡ് ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ 4 മാസം ആയിരിക്കും. കേരള പൊതുമരാമത്ത് വകുപ്പ്, ഹാർബർ എഞ്ചിനീയറിംഗ് വകുപ്പ് എന്നിവിടങ്ങളിലെ ദർഘാസ് സംബന്ധമായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണന യ്ക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. സർക്കാർ ഉത്തരവ് (ആർ. റ്റി.) 255/2004/ എഫ് & പി. ഡി. നമ്പരിലെ 29-6-2004-ലെ സർക്കാർ ഉത്തരവും അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. ദർഘാസ് ഫാറങ്ങൾക്കുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ആളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകളുടെ സൂക്ഷ്മപരിശോധനയിൽ ദേശീയ സുരക്ഷയ്ക്കും പ്രതിരോധത്തിനും പ്രത്യേക പരിഗണന നൽകുന്നതാണ്.

ദർഘാസ് ഫോറങ്ങൾ തുറമുഖ എഞ്ചിനീയറിംഗ് വകുപ്പ്, മദ്ധ്യമേഖല, എറണാകുളം ഓഫീസിൽനിന്നും 18-2-2012 മുതൽ 23-2-2012 വരെയുളള പ്രവൃത്തി ദിവസങ്ങളിൽ 10.15 മണിക്കും 3 മണിക്കും ഇടയിലും 24-2-2012-ന് ഉച്ചയ്ക്ക് 1 മണിവരെയും ദർഘാസ് ഫോറത്തിന്റെ പേരും ദർഘാസ് നമ്പരും കവറിന്റെ മുകളിൽ രേഖപ്പെടുത്തി സീൽ ചെയ്ത് 2-3-2012-ന് വൈകുന്നേരം 3 മണിക്ക് മുമ്പായി രജിസ്റ്റേർഡ് തപാൽ അഥവാ സ്പീഡ് പോസ്റ്റ് മുഖേന എറണാകുളം ഹാർബർ എഞ്ചിനീയറിംഗ് വകുപ്പ,് മദ്ധ്യമേഖല സൂപ്ര≠ിംഗ് എഞ്ചിനീയർക്ക് ലഭിക്കത്തക്കവിധം സമർപ്പി ക്കേ≠താണ്. വൈകുന്നേരം 3 മണിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകളും ആയത് തപാൽ തകരാറുമൂലമോ മറ്റേതെങ്കിലും കാരണവശാലോ ആയാലും സ്വീകരിക്കുന്നതല്ല. ഇങ്ങനെ ഉ≠ാകുന്ന കാലതാമസത്തിന് ഡിപ്പാർട്ട്മെന്റ ് യാതൊരു കാരണവശാലും ഉത്തരവാദി ആയിരിക്കുന്നതല്ല. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധിയായി പ്രഖ്യാപിക്കുക യാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം വൈകുന്നേരം 3 മണിവരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്. ദർഘാസ് പ്രമാണങ്ങളോടൊപ്പം ` 100 വിലയുളള മുദ്രപ്പത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി ഒപ്പിട്ട് സമർപ്പിക്കേ≠തും അതോടൊപ്പം തന്നെ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ഹാർബർ എഞ്ചിനീയറിംഗ് സെൻട്രൽ സർക്കിൾ, എറണാകുളം, കൊച്ചി എന്ന പേരിൽ ആവശ്യമായ നിരതദ്രവ്യം നിയമപ്രകാരം കെട്ടിവച്ചതിന്റെ രേഖ അടക്കം ചെയ്യേ≠തുമാണ്. അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം വൈകുന്നേരം 3.30-ന് ഹാജരുളള കരാറുകാരുടെയോ അവർ രേഖാമൂലം അധികാര പ്പെടുത്തിയിട്ടുളള പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതാണ്. ദർഘാസിന്റെ ഫേം പിരീഡ് ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ 4 മാസം ആയിരിക്കും.
കേരള പൊതുമരാമത്ത് വകുപ്പിലെ ദർഘാസ് സംബന്ധമായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണനയ്ക്കുളള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരി ക്കും. സർക്കാർ ഉത്തരവ് (ആർറ്റി.) നമ്പർ 255/2004/എഫ് & പി.ഡി. തീയതി 29-6-2004-ലെ സർക്കാർ ഉത്തരവും അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധക മായിരിക്കും. ദർഘാസ് ഫോറങ്ങൾക്കുളള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുളള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ആളിൽ നിക്ഷിപ്തമാണ്.
ദർഘാസുകളുടെ സൂക്ഷ്മപരിശോധനയിൽ ദേശീയ സുരക്ഷയ്ക്കും പ്രതിരോധത്തിനും പ്രത്യേക പരിഗണന നൽകുന്നതാണ്.
