A. C. of work during the last five years. All bid/tender documents are to be submitted on-line only and no manual submission of the same shall be entertained. A bid submission fee of ` 26,000 shall be remitted in the form of DD in favour of Superintending Engineer, Roads & Bridges, South Circle, Thiruvananthapuram payable at Thiruvananthapuram. The Superintending Engineer, National Highway (Central) Circle, Kochi, invities bids on online mode for the work detailed below. The bidders may submit bids for the following work.

2. Bidding documents and other details may be downloaded from the Website: www.etenders.kerala.gov.in from 8-3-2012 to 21-3-2012 upto 16 hrs. Registered 'A' class bidders who possess Class II Compatible Digital Signature Certificate issued by competent authority can only participate in the tender. The instructions contained in sub Section B, C and D of Section I of the Bid document regarding bidding documents, preparation of bids and submission of bids stands modified in lines with the online bidding procedure indicated in Section I of the bidding documents. Bids must be accompanied with scanned copy of two separate Demand Drafts towards cost of tender document of ` 26,010 (One draft of ` 24,010) on any Scheduled Bank drawn in favour of Superintending Engineer, National Highway (Central) Circle, Vyttila payable at Kochi and the other draft of ` 2,000 in favour of ''The Secretary General, Indian Roads Congress, Jamnagar House, Shahjahan Road, New Delhi-110 011 payable at New Delhi''. Scanned copy of the demand drafts shall be submitted in cover-1 of the online bid. Bids must be accompanied with scanned copy of financial instruments towards bid security specified for the work in the above table. Bid security will have to be in any one of the forms (specified in the Clause 16 of standard bidding documents) payable at Kochi in favour of the Superintending Engineer, N.H. Central Circle, Kochi-19 and shall be valid for 45 days beyond the validity of the bid. Scanned copy of the Bid Security/EMD exemption certificate (if any) shall be submitted in cover 1 of the online bid.

3. Price bid shall be submitted in Cover II of online bidding.

4. Bids must be submitted online on or before 16 hrs. of 21-3-2012. Bids received on ''online'' shall be opened on 28-3-2012 (time will be intimated later) by an Evaluation Committee headed by Chief Engineeer (NH) in the office of the Chief Engineer, National Highway, Thiruvananthapuram in the presence of the bidders who wish to attend. If the office happens to be closed for any reason, the bids will be opened on the next working day at the same time and venue. Bids shall be accepted only through online mode and no manual submission of the same shall be entertained. Late online bids will not be accepted.

5. Bidder shall produce the original financial instruments such as cost of bidding document and bid security before Superintending Engineer. NH (Central), Circle, Vyttila, Kochi-19 on any working days after last date of submission and before opening of bids on 28-3-2012 (ie. from 21-3-2012 to 28-3-2012) failing which the bid shall be summarily rejected and liable for other penal action as per rule prevailed in the State.

6. A pre bid meeting will be held on 14-3-2012 at 11.30 hrs. in the office of Superintending Engineer NH (Central circle), Vyttila, Kochi-19 to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in Clause 9.2 of ''instructions to bidders'' of the bidding document.

7. All details including experience required for the bidders can be seen in the bidding documents including standard bidding documents and subsequent amendments.

8. Subsequent Corrigendum/Addendum if required shall only be available in website indicated above.

5. ദർഘാസ് സമർപ്പിക്കുന്നവർ ദർഘാസ് പ്രമാണത്തിന്റെ വില, ദർഘാസ് നിരതദ്രവ്യം എന്നിവ ഉൾപ്പെടുന്ന അസ്സൽ സാമ്പത്തിക രേഖകൾ ദർഘാസ് സ്വീകരിക്കുന്ന സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ദേശീയപാത (മദ്ധ്യമേഖല), കൊച്ചി-19 മുമ്പാകെ ദർഘാസ് സമർപ്പിച്ചതിനുശേഷവും ദർഘാസ് തുറക്കുന്ന തീയതിയായ 28-3-2012-ന് ഇടയിലുള്ള എല്ലാ പ്രവർത്തി ദിവസങ്ങളിലും (അതായത് 21-3-2012 മുതൽ 28-3-2012 വരെ) സമർപ്പിക്കേ≠താണ്. അല്ലാത്തപക്ഷം ദർഘാസ് നിരസിക്കപ്പെടുന്നതും, സംസ്ഥാനത്ത് നിലവിലുള്ള നിയമങ്ങൾക്ക് അനുസൃതമായ ശിക്ഷാ നടപടികൾ സ്വീകരിക്കുന്നതുമാണ്.

6. ദർഘാസ് സംബന്ധമായ പ്രശ്നങ്ങൾ/സംശയങ്ങൾ വിശദീകരിക്കുന്നതിന് പങ്കെടുക്കുന്ന കരാറുകാരുടെ ഒരു മുൻകൂർ ദർഘാസ് യോഗം ബിÕിംഗ് ഡോക്യുമെന്റ ്-ക്ലോസ് 9.2 പ്രകാരം സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ദേശീയപാത (മദ്ധ്യമേഖല), വൈറ്റില, കൊച്ചി-19-ൽ വച്ച് രാവിലെ 11.30-ന് നടത്തപ്പെടുന്നതാണ്.

7. ദർഘാസിൽ പങ്കെടുക്കുന്ന വ്യ‡ികൾക്ക് ഉ≠ായിരിക്കേ≠ പ്രവർത്തി പരിചയം അടക്കം എല്ലാ വിശദവിവരങ്ങളും സ്റ്റാന്റേർഡ് ബിÕിംഗ് ഡോക്യുമെന്റ ് അതോടനുബന്ധിച്ച് പിന്നീട് വന്നിട്ടുള്ള ഭേദഗതികൾ എന്നിവ ഉൾപ്പെട്ട ബിÕിംഗ് ഡോക്യുമെന്റിൽ നിന്നും ലഭ്യമാണ്.

8. തിരുത്തലുകൾ/കൂട്ടിച്ചേർക്കൽ ഉള്ളപക്ഷം അവ മേൽ സൂചിപ്പിച്ച വെബ് സൈറ്റിൽ മാത്രമേ ലഭ്യമാവുകയുള്ളു.

9. കാരണം കൂടാതെ എല്ലാം/ഏതെങ്കിലും ദർഘാസ് നിരസിക്കുന്നതിനുള്ള അധികാരം ദർഘാസ് അധികാരികളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകൾ ഡൗൺലോഡ് ചെയ്യുമ്പോൾ ഏതെങ്കിലും തരത്തിൽ അത് ലഭിക്കാതെ വരുകയോ മറ്റോ ആണെങ്കിൽ പൊതുമരാമത്ത് വകുപ്പിന് അതിൽ യാതൊരു ഉത്തരവാദിത്ത്വവും ഉ≠ായിരിക്കുന്നതല്ല.

Tenders will be accepted upto 11 a. m. on the last date of receipt of tender prescribed for the work.

If the last date of receipt of the tender is to be declared as holiday, tenders will be received on the next working day according to the schedule fixed.

If the day before last day of receipt of tender becomes a holiday accidentally in the locality where tenders are received to Post Office, Bank than the tenders will be received upto next day of the last schedule day.

Along with the tender documents, attested copies of Registration Certificate of contractors should be enclosed.

ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ ` 3000 നിരതദ്രവ്യം കെട്ടിവെക്കേ≠തും ലേലം ഉറപ്പിക്കുന്ന ആൾ ലേല സംഖ്യ നികുതി അടക്കം അപ്പോൾ തന്നെ അടയ്ക്കേ≠തും ആണ്. ലേല സംഖ്യ നികുതി അടക്കം അടയ്ക്കുവാൻ വീഴ്ച വരുത്തുന്നവരുടെ നിരതദ്രവ്യം സർക്കാർ ഖജനാവിലേക്ക് ക≠ുകെട്ടുന്നതും പുനർലേലം നടത്തുന്നതുമായിരിക്കും.

ലേലം കൈക്കൊള്ളുന്ന വ്യ‡ി ലേലം ഉറപ്പിക്കുന്ന ദിവസം മുതൽ 15 (പതിനഞ്ച്) ദിവസങ്ങൾക്കുള്ളിൽ ലേല വസ്തുക്കൾ സ്ഥിരീകരണ ഉത്തരവിന് വിധേയമായി പൂർണ്ണമായും നീക്കം ചെയ്യേ≠താണ്. അല്ലാത്ത പക്ഷം ഉ≠ാകുന്ന എല്ലാ കഷ്ടനഷ്ടങ്ങൾക്കും ലേലം പിടിച്ച വ്യ‡ി ഉത്തരവാദി ആയിരിക്കുന്നതാണ്.

ലേലം സംബന്ധിച്ച് പൊതുമരാമത്ത് വകുപ്പിൽ നിലവിലുള്ള എല്ലാ നിബന്ധനകളും ഈ ലേലത്തിനും ബാധകമാണ്. കൂടുതൽ വിവരങ്ങൾ അറിയണമെങ്കിൽ പ്രവർത്തി ദിവസങ്ങളിൽ ഈ ഓഫീസുമായി ബന്ധപ്പെടാ വുന്നതാണ്.

The tender schedules can be downloaded from the Website www.keralapwd.gov.in. The original receipt of the remittance made towards the cost of tender schedule, made in any Buildings under the PWD Buildings & Local Works, North Circle, Kozhikode or Demand Draft in favour of Superintending Engineer, Buildings & Local Works, North Circle, Kozhikode drawn from a Bank shall be attached to the tender and submitted to the office of the Superintending Engineer, PWD Buildings & Local Works, North Circle, Kozhikode. Attested copy of contractor's license and PAN card shall also be attached with the tender. Cheques and other forms of remittance will not be accepted towards cost of tender schedule. The required EMD duly pledged in favour of the undersigned, as per rules should also be submitted. The tender should reach the office of the undersigned on dates detailed above only through Registered Post/Speed Post and will not be accepted directly in this office. The office will not be responsible for any delay of the Postal Department. The tender will be opened on the day of receipt noted above at 4.30 p.m. in the presence of the contractor present at the time of opening.

Bids are invited by the undersigned for the following Projects from Contractors/Firms having 'A' class registration in PWD/Irrigation Department in the State of Kerala by the Superintending Engineer, PWD, Buildings & Local Works, North Circle, Kozhikode on behalf of Governor of Kerala for the following projects. Bidders should have completed at least one (single) work of similar nature having a magnitude equivalent to 40% of the cost of respective work under tender notification. Moreover the consideration of the Bids would be subject to pre-qualification of the Bidder for the respective work.

1. Lorry/Tipper — 3 Nos.

2. Hoist — 3 Nos.

3. Cement Concrete mixer — 3 Nos.

4. Vibrator — 3 Nos.

5. Pump — 4 Nos.

6. Generator — 3 Nos.

7. Scaffolding for completing the

work within the period of completion

8. Centering and shuttering materials for completing the work within the period of completion.

A Certificate to the effect that Bidders has satisfactorily completed a single Government work of similar nature (Buildings) costing 40% of the Estimate PAC during last five financial years should be attached with technical bids. The details of essential documents required will be supplied with the tender documents. Necessary documentary evidence should be submitted with the tender, failing which the tender will be rejected. Those only bidders who are capable of completing the work time bound need to submit tenders.

A big sealed cover containing (1) the filled up and signed pre-qualification bids (4 copies) along with all the required proforma, questionnaires and certificate in one cover (2) Earnest Money Deposit and Preliminary Agreement in one cover and (3) Tender documents in which the rate is quoted in another sealed cover superscribing the name of the work is to be sent only by Registered post/ Speed post to reach the Office of the undersigned before 4 p. m. on the last date fixed for receipt of pre-qualification bids and bidders. The department will not responsible for any delay or loss in delivery by post.

The bids of pre-qualified bidders only will be opened (on the same day of the last date fixed for receipt of Pre-qualification bids/tender documents) at the time notified and will be submitted to the Chief Engineer's Committee for scrutiny and finalisation of Pre-qualification. The cover containing tender schedule of Pre-qualified tenders only will be opened after the finalisation of Pre-qualification bids by the Chief Engineer's Committee.

The date and time of opening of the tender will be intimated to the Pre-qualified contractors/firms concerned in time. The tenders of those who are not pre-qualified will not be considered on any account. The pre-qualification bids of the contractors/firms without the required EMD of ` 50,000 duly pledged in the name of undersigned and the preliminary agreement in Stamp Paper worth ` 50 will be summarily rejected.

While executing the agreement for the work by selected tenderer, Security Deposit and 10% of the contract amount in the Form of Bank Guarantee is required.

Kerala State Construction Corporation and Labour Contract Co-operative Societies will be allowed a price preference as per the Government guidelines.

The conditions in G.O.(P) 84/97/PW&T dated 19-8-1997 and all other conditions prevailing in PWD regarding the pre-qualification bids and tender documents will remain unchanged and are equally applicable to the above tenders also. The undersigned reserves the right to reject all or any of the tenders without assigning any reason.

Authority and if the lowest bids for electrical and civil works are from different bidders they have to execute agreement with the competent authority of the respective PWD wing.

തിരഞ്ഞെടുക്കപ്പെടുന്ന കരാറുകാരൻ പ്രവൃത്തിക്ക് ആവശ്യമായ ഉടമ്പടി ഒപ്പ് വയ്ക്കുമ്പോൾ ഉടമ്പടി തുകയുടെ 10% (പത്ത് ശതമാനം) ബാങ്ക് ഗ്യാര≠ി ഒരു ലക്ഷം രൂപയുടെ സെക്യൂരിറ്റി ഡെപ്പോസിറ്റ് സഹിതം സമർപ്പിക്കേ≠താണ്.

യോഗ്യത നിർണ്ണയിച്ച കരാറുകാരുടെ/സ്ഥാപനങ്ങളുടെ ദർഘാസുകൾ തുറക്കുന്ന സമയവും തീയതിയും ബന്ധപ്പെട്ട വരെ മുൻകൂട്ടി അറിയിക്കുന്നതായിരിക്കും. കേരള കൺസ്ട്രക്ഷൻ കോർപ്പറേഷൻ അർഹതയുള്ള ലേബർ കോൺട്രാക്ട് കോ-ഓപ്പറേറ്റീവ് സൊസൈറ്റികൾ എന്നിവയ്ക്ക് നിലവിലുള്ള സർക്കാർ ഉത്തരവുകൾ അനുസരിച്ച് അനുവദനീയമായ ആനുകൂല്യങ്ങൾക്ക് അർഹതയു≠ായിരി ക്കുന്നതാണ്. 19-8-1997-ലെ ഗവൺമെന്റ ് ഉത്തരവ് നമ്പർ ജി. ഒ. (പി) 84/97/പി.ഡബ്ല്യൂ.ഡി.ആന്റ ് ടി.യിൽ പറയുന്ന എല്ലാ നിബന്ധനകളും ടെ≠ർ പരിഗണിക്കുന്നതിനുള്ള മറ്റു അനുബന്ധ നിയമങ്ങളും ഈ ദർഘാസുകൾക്കും ബാധകമായിരിക്കും. യാതൊരു കാരണവും കാണിക്കാതെ ദർഘാസുകൾ നിരസിക്കുന്നതിനുള്ള അവകാശവും താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഓഫീസർക്ക് ഉ≠ായിരിക്കുന്നതാണ്.

ഈ ദർഘാസുകളുമായി ബന്ധപ്പെട്ട് എന്തെങ്കിലും സംശയങ്ങൾ ഉ≠െങ്കിൽ അവ പരിഹരിക്കുന്നതിന് ഓഫീസ് സമയങ്ങളിൽ നേരിട്ടോ ഫോൺ മുഖേനയോ ബന്ധപ്പെടാ വുന്നതാണ്.

Tenders/bids shall be accepted only through online mode on the e-GP website and no manual submission of the same shall be entertained. Late tenders will not be accepted.

The technical bids shall be opened online at the Office of the Superintending Engineer, R & B North Circle, Kozhikode on 9-4-2012 at 4 p.m. by the Superintending Engineer (Competent Tender Opening Authority) in the presence of the Bidders/their representatives who wish to attend at the above address. If the tender opening date happens to be on a holiday or non-working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place.

Online tenders/bids are to be accompanied with a preliminary agreement executed in Kerala stamp paper worth ` 100. Tenders/bids received online without the scanned copy of EMD, Cost of tender documents/bid submission fee and preliminary agreement will not be considered and shall be summarily rejected.
