സൂചന: — (1) അടൂർ അസിസ്റ്റന്റ ് രജിസ്ട്രാർ (ജനറൽ) ആഫീസിലെ അടൂർ യൂണിറ്റ് ഇൻസ്പെക്ടറുടെ 20-12-2010-ലെ സഹകരണ നിയമം വകുപ്പ് 66 പ്രകാരമുള്ള അന്വേഷണ റിപ്പോർട്ട്.
(2) അടൂർ അസിസ്റ്റന്റ ് രജിസ്ട്രാർ (ജനറൽ)-ടെ 23-12-2010-ലെ ഒ. 602/2009-ാം നമ്പർ കത്ത്.
(3) ഈ ആഫീസിലെ 6-6-2012-ലെ എസ്.സി.റ്റി.എം. 2523/08(2)-ാം നമ്പർ ഉത്തരവ്.
(4) അടൂർ അസിസ്റ്റന്റ ് രജിസ്ട്രാർ (ജനറൽ)-ടെ 6-7-2012-ലെ എ.1147/12-ാം നമ്പർ കത്ത്.
പി. റ്റി. 194-ാം നമ്പർ അടൂർ താലൂക്ക് ലേബർ കോൺട്രാക്ട് സഹകരണസംഘം (ക്ലിപ്തം) അടൂർ മണക്കാല ആസ്ഥാനമാക്കി 14-3-2003-ൽ രജിസ്റ്റർ ചെയ്ത് 23-3-2003-ൽ പ്രവർത്തനം ആരംഭിച്ചിട്ടുള്ളതും ആദ്യത്തെ ഭരണസമിതി 29-5-2005-ൽ അധികാരം ഏറ്റെടുത്തിട്ടുള്ളതും കാലാവധി 28-5-2010-ൽ അവസാനിച്ചിട്ടുള്ളതുമാണ്. ടി സംഘത്തിൽ അടൂർ യൂണിറ്റ് ഇൻസ്പെക്ടർ സൂചന (1) പ്രകാരം നടത്തിയ 66-ാം വകുപ്പ് പ്രകാരമുള്ള അന്വേഷണത്തിൽ സംഘത്തിന് കാര്യക്ഷമമായി പ്രവർത്തിക്കുവാൻ കഴിയാത്ത സാഹചര്യ മാണെന്നും സംഘത്തിന്റെ പ്രധാന ഉദ്ദേശ്യലക്ഷ്യങ്ങൾ ശരിയാംവിധം ഏറ്റെടുത്ത് നടത്തുവാൻ കഴിയാതെ പ്രവർത്തന രഹിതമായി പേരിന് മാത്രം പ്രവർത്തിക്കുന്ന സംഘമെന്ന നിലയിൽ സമാപ്തീകരിക്കാവുന്നതാണെന്ന് റിപ്പോർട്ട് ചെയ്തിട്ടുള്ളതിന്റെ അടിസ്ഥാനത്തിൽ ടി അന്വേഷണ റിപ്പോർട്ട് സൂചന (2) പ്രകാരം അടൂർ അസിസ്റ്റന്റ ് രജിസ്ട്രാർ (ജനറൽ) ശുപാർശ ചെയ്തിട്ടുള്ളതുമാണ്. സൂചന (1), (2) പ്രകാരമുള്ള അന്വേഷണ റിപ്പോർട്ടിന്റെയും ശുപാർശയുടെയും കാലപ്പഴക്കം ചെന്ന ഫയലുകളിൽ തുടർനടപടി സ്വീകരിക്കുന്നതിന്റെ ഭാഗമായും പി. റ്റി. 194-ാം നമ്പർ അടൂർ താലൂക്ക് ലേബർ കോൺട്രാക്ട് സഹകരണസംഘം (ക്ലിപ്തം) കേരള സഹകരണ നിയമം വകുപ്പ് 71 പ്രകാരം സമാപ്തീകരിക്കുന്നതിന് ലിക്വിഡേറ്ററെ നിയമിച്ചു കൊ≠് സൂചന (3) പ്രകാരം ഈ ആഫീസിൽ നിന്നും ഉത്തര വായിട്ടുള്ളതാണ്.
എന്നാൽ 23-5-2010-ലെ വിശേഷാൽ പൊതുയോഗ തീരുമാനപ്രകാരം ടി സംഘത്തിന്റെ ബൈലാ സമഗ്രമായി പരിഷ്കരിച്ച് പി. റ്റി. 194-ാം നമ്പർ രാജീവ് ഗാന്ധി ലേബർ21st AUG. 2012] CO-OPERATIVE DEPARTMENT 126 7. Authorised Share Capital—(cid:31) 23,00,000 (Rupees Twentythree lakhs only). ആന്റ ് അദർ മൾട്ടിപർപ്പസ് സഹകരണസംഘം (ക്ലിപ്തം) എന്ന് പുനർനാമകരണം ചെയ്ത് രജിസ്റ്റർ ചെയ്ത് വർക്കുകൾ ഏറ്റെടുക്കുന്നതിനുള്ള പ്രവർത്തനങ്ങൾ ഇപ്പോൾ നടന്നുവരിക യാണെന്നും, തെരഞ്ഞെടുക്കപ്പെട്ട ഭരണസമിതി നിലവിൽ വന്നിട്ടു≠െന്നും ഈ സാഹചര്യത്തിൽ സൂചന (3) പ്രകാരമുള്ള ഉത്തരവ് അനുസരിച്ച് ലിക്വിഡേറ്റർക്ക് ചാർ÷െടുക്കുവാൻ കഴിയാത്തതിനാൽ സൂചന (3) ഉത്തരവ് റദ്ദ് ചെയ്യുന്നതിന് ആവശ്യമായ നടപടി സ്വീകരിക്കണമെന്ന് സൂചന (4) പ്രകാരം അടൂർ അസിസ്റ്റന്റ ് രജിസ്ട്രാർ (ജനറൽ) ശുപാർശ ചെയ്തിരിക്കുന്നു. മേൽ സാഹചര്യത്തിൽ താഴെ പറയുന്ന ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു.

പി. റ്റി. 194-ാം നമ്പർ അടൂർ താലൂക്ക് ലേബർ കോൺട്രാക്ട് സഹകരണസംഘം (ക്ലിപ്തം)-ന്റെ ബൈലാ സമഗ്രമായി പരിഷ്കരിച്ച് രാജീവ് ഗാന്ധി ലേബർ ആന്റ ് അദർ മൾട്ടിപർപ്പസ് സഹകരണസംഘം (ക്ലിപ്തം) നമ്പർ പി. റ്റി. 194 (RALMCO) എന്ന് പുനർ നാമകരണം ചെയ്ത് രജിസ്റ്റർ ചെയ്ത് വർക്കുകൾ ഏറ്റെടുത്ത് നടത്തുന്നതിനുള്ള നടപടികൾ സ്വീകരിച്ച് സംഘം പ്രവർത്തനം പുനരാരംഭിച്ചിട്ടുള്ള സ്ഥിതിക്കും, തെരഞ്ഞെടുക്കപ്പെട്ട 9 അംഗ ഭരണസമിതി നിലവിൽ വന്നിട്ടുള്ള സാഹചര്യത്തിലും ടി സംഘത്തെ കേരള സഹകരണസംഘം നിയമം വകുപ്പ് 71 പ്രകാരം സമാപ്തീകരിക്കുന്നതിന് ലിക്വിഡേറ്ററെ നിയമിച്ചുകൊ≠് നൽകിയിട്ടുള്ള സൂചന (3) ഉത്തരവ് റദ്ദുചെയ്തുകൊ≠് ഇതിനാൽ ഉത്തരവാകുന്നു.
