സർക്കാർ ക≠ം ചെയ്തിട്ടുള്ള താഴെ വിവരിച്ചിട്ടുള്ള വാഹനം ലേലം കൊള്ളുന്നതിന് താല്പര്യമുള്ള വ്യ‡ികളിൽ നിന്നും മുദ്രവച്ച ദർഘാസുകൾ ക്ഷണിച്ചു കൊള്ളുന്നു. ദർഘാസ് ഫോറങ്ങൾ ലേലദിവസം ഉച്ചയ്ക്ക് 1 മണിവരെ നി›ിത വിലയും നികുതിയും ഒടുക്കി ഈ ഓഫീസിൽ നിന്നും വാങ്ങാവുന്നതാണ്. പൂരിപ്പിച്ചതും പ്രത്യേകം മുദ്രവച്ചതുമായ ദർഘാസുകൾ നി›ിത നിരതദ്രവ്യ ത്തോടൊപ്പം 15-11-2012-ാം തീയതി പകൽ 3 മണി വരെ ഈ ഓഫീസിൽ സ്വീകരിക്കുന്നതും അന്നേ ദിവസം പകൽ 3.30 മണിക്ക് ലേലത്തിനായി ഹാജരായിട്ടുള്ളവരേയും ദർഘാസ് സമർപ്പിച്ചിട്ടുള്ളവരേയും മാത്രം പങ്കെടുപ്പിച്ച് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ വച്ച് വാഹനം പരസ്യമായി ലേലം ചെയ്യുന്നതും അതിനുശേഷം പ്രസ്തുത ലേലത്തിന് സന്നിഹിതരായിട്ടുള്ള വരുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതു മായിരിക്കും. ലേലത്തിലോ ദർഘാസിലോ ഏതാണോ വ്യ‡ിയുടെ പേരിൽ ദർഘാസ്/ലേലം ഉറപ്പിക്കുന്നതാണ്.

കൂടുതൽ വിവരങ്ങൾ തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ അന്വേഷിച്ച് അറിയാവുന്നതാണ്. താല്പര്യമുള്ള വർക്ക് വാഹനം സൂക്ഷിച്ചിരിക്കുന്ന സ്ഥലത്തുവച്ച് ബന്ധപ്പെട്ട അധികാരികളുടെ അനുവാദത്തോടെ വാഹനം പരിശോധിച്ച് ബോദ്ധ്യപ്പെടാവുന്നതാണ്.

വാഹനത്തിന്റെ വിവരം—KL-05-H-413, 1998 മോഡൽ അംബാസിഡർ കാർ.

വാഹനം സൂക്ഷിച്ചിരിക്കുന്ന സ്ഥലം—ഫോറസ്റ്റ് ഹെഡ് ക്വാർട്ടേഴ്സ്-ഗ്യാരേജ്.

നിരതദ്രവ്യം—(cid:31) 2,000 ദർഘാസ് സമർപ്പിക്കുന്നവർ/ ലേലത്തിൽ പങ്കെടുക്കുന്നവർ കെട്ടിവയ്ക്കേ≠താണ്.

ദർഘാസ് ഫോറത്തിന്റെ വില—(cid:31) 200 + VAT. ലേലതീയതിയും സമയവും —15-11-2012, 3.30 മണി.

ലേല ദിവസം പൊതു അവധിയായി പ്രഖ്യാപിച്ചാൽ അടുത്ത പ്രവൃത്തി ദിവസം പ്രസ്തുത സ്ഥലത്തും സമയത്തും ദർഘാസ്/ലേലം നടത്തുന്നതാണ്. മറ്റേതെങ്കിലും കാരണത്താൽ ലേലം മാറ്റിവയ്ക്കേ≠ിവന്നാൽ 19-11-2012-ന്23rd OCT. 2012] FOREST DEPARTMENT 290 പ്രസ്തുത സ്ഥലത്തും സമയത്തും ദർഘാസ്/ലേലം നടത്തുന്ന തായിരിക്കും. ലേല നിബന്ധനകളിൽ മാറ്റം ഉ≠ാകുന്നതല്ല.

ദർഘാസ് സംബന്ധിച്ച് പൊതുനിബന്ധനകൾ 2001 ജനുവരി 30-ലെ കേരള ഗസറ്റിൽ വാല്യം 46, പാർട്ട് III, പേജ് 48, 49-ൽ പ്രസിദ്ധീകരിച്ചിരിക്കുന്നത് ഇതിന് ബാധകമാണ്.

നിബന്ധനകൾ

1. ദർഘാസ് ഫോറം ആവശ്യമുള്ളവർ/ലേലത്തിൽ പങ്കെടുക്കുന്നവർ അവരെ തിരിച്ചറിയുന്നതിന് ബന്ധപ്പെട്ട വില്ലേജാഫീസർ നൽകിയ സർട്ടിഫിക്കറ്റ്/ഇലക്ഷൻ കമ്മീഷൻ നൽകിയിട്ടുള്ള തിരിച്ചറിയൽ കാർഡ്, പാസ്പോർട്ട് എന്നിവയിൽ ഏതെങ്കിലും ഒന്നിന്റെ സാക്ഷ്യപ്പെടുത്തിയ ഫോട്ടോകോപ്പി ഹാജരാക്കേ≠താണ്.

ഹാജരാക്കുന്ന സർട്ടിഫിക്കറ്റിന്റെ അസ്സൽ പരിശോധനയ്ക്കു വേ≠ി ലഭ്യമാക്കേ≠താണ്.

2. ദർഘാസ്/ലേലം സ്വീകരിക്കുന്നതിനും നിരാകരിക്കുന്നതി നുമുള്ള അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമായിരിക്കും.

3. ദർഘാസുകൾ നിർദ്ദിഷ്ട സ്ഥലത്തും സമയത്തും ഹാജരാക്കേ≠താണ്. നി›ിത സമയം കഴിഞ്ഞ് ലഭിക്കുന്ന ദർഘാസുകൾ യാതൊരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല.

4. വിജയിയായ ദർഘാസുകാരൻ/ലേലക്കാരൻ ലേലത്തുക 10,000-ൽ കുറവാണെങ്കിൽ മുഴുവൻ തുകയും (cid:31) ലേലത്തുക 10,000-ൽ കൂടുതലാണെങ്കിൽ

ദർഘാസ്/ലേലം സ്ഥിരപ്പെടുത്തിയതായി ഉത്തരവ് കിട്ടി 15 ദിവസത്തിനകം ബാക്കി തുകയും നിയമാനുസൃതമായ നികുതികളും ഒടുക്കി വാഹനം നീക്കം ചെയ്യേ≠താണ്.

നി›ിത ദിവസത്തിനകം ബാക്കി തുകയും നികുതികളും ഒടുക്കി വാഹനം നീക്കം ചെയ്യാനാകാത്ത സാഹചര്യത്തിൽ ദർഘാസുകാരന്റെ/ലേലക്കാരന്റെ അപേക്ഷയുടെ അടിസ്ഥാന ത്തിൽ ടി ബാക്കി തുകയോടൊപ്പം 18% പലിശയും 20

(cid:31) തറ വാടകയും കൂടി ഒടുക്കി തുടർന്നുള്ള 15 ദിവസത്തിനകം വാഹനം നീക്കം ചെയ്യുന്നതിന് അനുവദിക്കുന്നതാണ്.

അപ്രകാരമുള്ള സമയപരിധിക്കകവും സർക്കാരിലേക്ക് തുക ഒടുക്കി വാഹനം നീക്കം ചെയ്യാത്തപക്ഷം ടി വാഹനം ലേലക്കാരന്റെ/ദർഘാസുകാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർ ദർഘാസ്/പുനർ ലേലം അടിസ്ഥാനത്തിൽ വിൽക്കുന്ന തായിരിക്കും. വനം വകുപ്പിൽ കാലാകാലങ്ങളിൽ നിലവിലുള്ള ദർഘാസ്/ലേല നിബന്ധനകൾ ഇതിന് ബാധകമായിരിക്കും.

കേരള ഗവർണ്ണർക്കുവേ≠ി തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റ് ആഫീസർ താഴെ വിവരിക്കുന്ന ജോലി കൾക്ക് പൊതുമരാമത്ത് വകുപ്പിലെ അംഗീക്യത കരാറുകാരിൽ നിന്നും ഓരോ ജോലിക്കും മുദ്ര വച്ച കവറുകളിൽ പ്രവർത്തിയുടെ പേര് കാണിച്ചുകൊ≠ുള്ള ദർഘാസുകൾ ക്ഷണിച്ചു കൊള്ളുന്നു. ദർഘാസുകൾ 2012 ഒക്ടോബർ മാസം 30-ാം തീയതി പകൽ 3 മണിവരെ തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസിൽ സ്വീകരിക്കുന്നതും 3.30-ന് ഹാജരുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതുമാണ്.

ദർഘാസ് നമ്പർ--D-5002/12.

പ്രവൃത്തിയുടെ പേരും ഉദ്ദേശ അടങ്കൽ തുകയും— കുളത്തുപ്പുഴ റെയിഞ്ച് ഓഫീസ് കെട്ടിട നിർമ്മാണം— (cid:31) 18,30,000.

നിരതദ്രവ്യം— (cid:31) 45,750. ദർഘാസ് ഫോറത്തിന്റെ വില— (cid:31) 3,660 + വാറ്റ്. ജോലി പൂർത്തിയാക്കേ≠ കാലാവധി—എഗ്രിമെന്റ ് തീയതി മുതൽ 6 മാസം.

ദർഘാസ് പ്രമാണങ്ങളും മറ്റ് വിവരങ്ങളും തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റ് ആഫീസിൽനിന്നും എല്ലാ പ്രവൃത്തി ദിവസങ്ങളിലും ഓഫീസ് സമയത്തും ദർഘാസ് ദിവസം ഉച്ചയ്ക്ക് 1 മണിവരെയും ദർഘാസ് പ്രമാണ ത്തിന്റെ വിലയും വില്പന നികുതിയും ഉൾപ്പെടെ പണമായി അടച്ച് രേഖാമൂലം അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്.

ദർഘാസ് പ്രമാണത്തിനു വേ≠ി അടയ്ക്കുന്ന തുക മടക്കി കൊടുക്കുന്നതല്ല. മറ്റ് വ്യവസ്ഥകൾ എല്ലാം പൊതു മരാമത്ത് വകുപ്പിൽ നിലവിലുള്ളതുപോലെ ആയിരിക്കും. കൂടാതെ ജി.ഒ.(പി) നമ്പർ 540/08/Fin. തീയതി 1-12-2008-ലെ വ്യവസ്ഥകളും ഈ പ്രവൃത്തിക്ക് ബാധകമായിരിക്കും.

നിരതദ്രവ്യത്തിനുവേ≠ി ഡ്രാഫ്റ്റുകൾ ഡിവിഷണൽ ഫോറസ്റ്റ് ആഫീസറുടെ പേരിലുള്ളതും പ്രവൃത്തിയുടെ പേര് എഴുതി ആവശ്യമായ സ്റ്റാമ്പ് പതിച്ച് ഒപ്പിട്ടിട്ടുള്ളതും ആയിരിക്കണം. ദർഘാസിനോടൊപ്പം 100 രൂപ വിലയുള്ള മുദ്രപത്രത്തിൽ പ്രാഥമിക ഉടമ്പടികൂടി സമർപ്പിക്കേ≠താണ്. ദർഘാസ് ദിവസം ഏതെങ്കിലും കാരണവശാൽ അവധിദിവസ മായാൽ അടുത്ത പ്രവൃത്തി ദിവസം നേരത്തെ നി›യിച്ചി രുന്ന സമയത്തും സ്ഥലത്തും വച്ച് ദർഘാസ് സ്വീകരിക്കു ന്നതും തുറക്കുന്നതുമാണ്. മേൽ പറഞ്ഞ ദിവസങ്ങളിൽ ദർഘാസ് ലഭിക്കാത്ത ജോലികൾ 2012 ഒക്ടോബർ മാസം 31-ാം തീയതി നി›ിത സമയത്തും, സ്ഥലത്തും വച്ച് മേൽപറഞ്ഞ വ്യവസ്ഥകൾ പ്രകാരം ടെ≠ർ സ്വീകരിക്കുന്നതും തുറക്കുന്നതുമാണ്.

Tenders which do not accompany earnest money in the above said manner will be rejected summarily. The Divisional Forest Officer, Mankulam reserves the right to reject the tender without assigning any reason thereof. If the day proposed for tender happens to be a public holiday the same will be conducted on the next working day without changes in time, place and conditions of the tender. If the tender cannot be conducted due to lack of enough number of tenders or due to any other reasons, the same will be conducted on 7-11-2012 that too, if not happens, the same will again to be conducted on 15-11-2012 without any change in the place and time. All the conditions regarding the execution of civil works in Kerala Public Works Department will be applicable in the case of this works.

പൂരിപ്പിച്ച മുദ്രവച്ച ദർഘാസുകൾ 6-11-2012 പകൽ 3.30 മണിക്ക് ഹാജരുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ മാങ്കുളം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ തുറക്കുന്നതായിരിക്കും. ദർഘാസ് ദിവസം സർക്കാർ പൊതുഅവധിയായി പ്രഖ്യാപിക്കു കയാണെങ്കിൽ അടുത്ത പ്രവൃത്തിദിവസം സ്ഥലം, സമയം, നിബന്ധനകൾ ഇവയിൽ മാറ്റം ഇല്ലാതെ ദർഘാസ് നടത്തുന്ന തായിരിക്കും. മറ്റെന്തെങ്കിലും കാരണങ്ങളാൽ 6-11-2012-ന് ദർഘാസ് നടത്തുവാൻ കഴിഞ്ഞില്ലായെങ്കിൽ സ്ഥലം, സമയം, നിബന്ധനകൾ ഇവയിൽ മാറ്റമില്ലാതെ 7-11-2012-നും അന്ന് മേൽപ്പറഞ്ഞ കാരണങ്ങളാൽ നടത്താതെ വന്നാൽ 15-11-2012-ന് ദർഘാസ് നടത്തുന്നതായിരിക്കും. കേരള പൊതുമരാമത്ത് വകുപ്പിൽ സിവിൽ ജോലികൾക്ക് ബാധകമായി ട്ടുള്ള എല്ലാ നിബന്ധനകളും ഈ ജോലികൾക്കും ബാധകമായിരിക്കും.

Separate sealed tenders are invited for the following works given below from Registered PWD contractors so as to reach the Office of the Divisional Forest Officer, Malayattoor Division, Kodanad before 3 p.m. on 31-10-2012. The tenders received will be opened by the Divisional Forest Officer, Malayattoor Division, Kodanad or any other officer authorized by him at 3.30 p.m. on the same day in the office. The tender form can be purchased from this office on any of the working days till 1 p.m. on 31-10-2012. The registered contractors will be supplied with tender forms only on the produce of their Registered Cards and similar experience certificate. The price of the tender form is non-refundable under any circumstances. The tenders received after the due time and date and not accompanied by proper Earnest Money Deposit (EMD) will not normally be entertained. The tenders not containing like prescribed preliminary agreement in Kerala Government Stamp Paper worth (cid:31) 100 will be rejected. If the tender date happens to be public holiday, tender will be received and opened on the next working day at the same time and venue.

If the tender is not conducted on 31-10-2012 the same will be conducted on 7-11-2012 as per same condition mentioned above.

എന്തെങ്കിലും കാരണത്താൽ താഴെ കൊടുത്തിരിക്കുന്ന ജോലിക്ക് ദർഘാസുകൾ സമർപ്പിക്കപ്പെട്ടില്ലായെങ്കിൽ ദർഘാ സുകൾ 14-11-2012-ന് ഉച്ചകഴിഞ്ഞ് 3 മണിവരെയും, 19-11-2012-ന് ഉച്ച കഴിഞ്ഞ് 3 മണി വരെയും സ്വീകരിക്കുന്നതും അതത് ദിവസം 3.30 മണിക്ക് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ ഹാജരുള്ള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതുമാണ്. ഏതെങ്കിലും കാരണവശാൽ ദർഘാസ് ദിവസം അവധിയായാൽ അടുത്ത പ്രവർത്തി ദിവസം ദർഘാസ് നടത്തുന്നതായിരിക്കും.

പ്രവർത്തിയുടെ പേരും അടങ്കൽ തുകയും— വെള്ളിക്കുളങ്ങര റെയിഞ്ചിലെ മേച്ചിറ ഭാഗത്ത് (ചന്ദനക്കുന്ന്) കമ്പിവേലിയോടുകൂടിയ മതിൽ നിർമ്മാണം (150 മീറ്റർ)—

Separate sealed tenders are invited from eligible 'A'/'B' Class contractors registered in the Forest Department in pursuance of G. O. (Ms.) No. 226/81 (F) dated 16-12-1981 for working down, timber as round logs and billets and firewood from the marked trees from the teak plantation mentioned in the schedule below to the depot, billets and firewood at site mentioned with the same schedule.

Note:—The contractors who have registered under 'A' category should produce solvency certificates issued by the Revenue Department or a Bank Guarantee from a Scheduled Bank under the Bank Guarantee scheme as follows:

'A' category (cid:31) 75,000 + 10% of the amount by which the contract value exceeds (cid:31) 3,00,000 the Solvency Certificate or Bank Guarantee already produced by the tenderer at the time of Registration of his name in 'A' Class contractor will be taken to account.

1. The terms and conditions fixed for 'B' category contractors should also be binding to them for acceptance of tenders for this work.

2. The conditions embodied in this notification form part and parcel of the agreement to be executed for the work tendered for.

3. Tender forms can be had from the Divisional Forest Officer, Palakkad on payment of the cost and Sales Tax shown in the schedule, hereto on any working day during the office hours up to 1 p. m. on 29-10-2012. The tender form shall be used only by the persons in whose name it is issued and for the works specified in the schedule given below.

4. The tenderers shall fill in the tender forms purchased from this office and submit the same together with all the pages intact. Tenders should be addressed in a sealed cover with the name of the work clearly written thereon, to the Divisional Forest Officer, Palakkad so as to reach him in his office at Palakkad before 3 p. m. on 29-10-2012. Sealed tenders will be opened by the Divisional Forest Officer at 4 p. m. on the same day in the presence of such of the tenderers who opt to be present on the occasion.

5. If the last date fixed for the receipt of the tenders happens to be a holiday, the tenders will be received and opened on the next working day at the same time and place as per the conditions specified above.

6. The tenders received after the specified date and time, without the requisite enclosures or tenders not written up in the proper order or form, will be rejected.

7. Each tender should be accompanied by a Fixed Deposit Receipt obtained from an approved Bank in favour of the Divisional Forest Officer, Palakkad as earnest money deposit for the work.

8. Tenderers should quote uniform percentage of the departmental basic rate at which they can take up the work specified in the schedule both in figures and words. Fraction of one per cent should not be quoted.

9. All the corrections in the tender forms should be initialled by the tenderer himself.

10. In case more than one tenderer quoted the same lowest rate the successful lowest bidder will be decided in an auction among the tenderers who quoted the same lowest rate.

11. If any of the lowest tenderer is not prepared to reduce rate in the auction without fraction of one per cent it will be opened to the confirming authority to draw the tender by lots among or between the lower tenderers.

12. The lowest tender will ordinarily be accepted, provided the character and financial status of the tenderers are found satisfactory, but the authority competent to accept the tender reserves to himself the powers of accepting or rejecting any tender without assigning any reason thereof. There shall be no appeal against such action.

13. Rule notified as per G. O. (P) 62/76/AD, dated 23-2-1976 and published in the Gazette, dated 9-3-1976 and general sale condition as per Pro. 5-7017/07 dt. 12-12-2007 of Chief Conservator of Forests, Published in the Gazette No. 51 dt. 25-12-2007 shall be binding on any person who makes a written tender for the works.

14. Tender submitted by timber merchants, sale coupe contractors and other persons who are engaged in timber trade within the limits of the forest division in which working area is situated or by the adjacent divisions will not be accepted.

15. The tenderers should have no relationship on any Government servant who is in charge of the work or who has any direct control over the work. Relationship in this case will mean father, mother, daughter, son, brother, sister, direct uncle, nephew, father-in-law, mother-in-law and the first cousin of the officers concerned.

16. The earnest money deposit of unsuccessful tenderers will be returned to them soon after opening the tenders.

17. Before submitting the tender, the tenderer, is expected to study and scrutinize all the conditions in the agreement to be executed, the draft of which can be had for perusal from the Divisional Forest Officer, Palakkad on any working day during office hours. He should also be thorough about the field conditions, terrain, labour availability etc. No plea of ignorance of the agreement conditions as field conditions or no complaint regarding the said conditions received after putting in the tender shall be entertained on any account. A bonded agreement should be executed by the successful tenderer on the date of opening of tenders itself.

18. The successful tenderer shall within 15 days from the date of issue of the acceptance of tender, furnish a security deposit of an amount equal to 10% of the total contract value limited to a maximum of (cid:31) 1,00,000 and execute an agreement on a Stamp Paper worth (cid:31) ¹⁰⁰ in the approved form, the same of which can be had from the Divisional Forest Officer, Palakkad for perusal. The security amount should be remitted in the Government Treasuries duly pledged to the Divisional Forest Officer, Palakkad. If the security is not remitted and the agreement executed within the above said period, a further period of 15 days shall be allowed by the Divisional Forest Officer, for remittance of security and the execution of the agreement subject to realization of (cid:31) 25 per day of extension. If the tenderers remits the security within 15 days from the date of intimation of acceptance order but is not able to execute the agreement within the period, the Divisional Forest Officer may grant an extension of time for 15 days more for execution of agreement with a penalty of (cid:31) 10 per day of extension.

19. Failure to remit the security deposit and to execute the agreement, within the time specified in the condition 18 above, will lead to cancellation of the tender by the Divisional Forest Officer, and forfeiture to Government of the Earnest Money Deposit and security if any, deposited by the tenderers. The work will also be got done through other agencies at the risk and loss of the defaulter. The loss if any will be treated as arrears of public revenue and will be recovered from the defaulter under the provisions of Revenue Recovery Act or by any other legal means if not paid within a reasonable time specified by the Divisional Forest Officer. The defaulter, however will not be entitled for gain, if any.

20. The tenderer should produce valid clearance certificate of sale-tax, income tax and agricultural income tax to the satisfaction of the Divisional Forest Officer before the final payment is made to him in case the contract value is of and above (cid:31) 5,000.

21. In the case of working down round logs and firewood the contractor shall be bound to deliver at the depot all hardwood logs within three months, from the date of registration, softwood logs within 15 days from the date of felling and billets and Firewood within 2 months from the date of registration or within the contract period whichever is earlier.

If the delivery of the produce is not effected within the period originally fixed as above, the Divisional Forest Officer, may grant extension for three months for delivery of hardwood, 15 days for soft wood and two months for billets and firewood subject to a realization of penalty of (cid:31) 7/cum for hard wood (cid:31) 7/cum for soft wood for 15 days and (cid:31) 2/MT for stacked billets and Fire Wood. 15 days further extension can be granted by the Chief Conservator of Forests, Olavakkode with penalty of (cid:31) 14/cum for hard wood and soft wood and another 15 days by the Additional Principal Chief Conservator of Forests, with penalty of 21/cum and further 30 days by the Chief Conservator of Forests, with penalty of (cid:31) 28/cum for soft wood, if the periods fall within the original or the extended contract period.

All registered logs remaining undelivered after the expiry of said period will be taken charge of by the Forest Range Officer, Olavakkode the contractor shall be liable to pay a fine of (cid:31) 4/cum for such undelivered logs only and forfeit all claims to Kolevila due thereon. The loss if any sustained by the Department due to deterioration on account of belated delivery or non-delivery of the timber will be made good from the contractor as assessed by the department. The contractor should obtain receipts for the logs delivered at the depot from the depot officer when the contractor will be eligible for Kolevila therefore. The contractor shall fell all the marked trees entrusted to him except those trees which have been certified by the Divisional Forest Officer after inspection as wholly defective or impossible to be felled without causing serious damages to their stems or to other trees standing nearby and collect all available timber thereof.

For every marked trees left unfelled or felled but uncollected at the expiry of the contract period without proper authorization from the Divisional Forest Officer, the Contractor is liable to pay a penalty of (cid:31) 300 per tree, besides realization of value of timber of uncollected trees as per other conditions. The value of the logs at schedule rate if rendered useless or deteriorated will be realized.

22. The contractor shall ensure that the felling and collection proceeds from the end of the coupe to the other end in an orderly and systematic manner and that all trees are felled as low as possible to the ground levels using saw atleast on one side. All logs shall be cross cut with saw.

23. For all logs and billets selling at rates less than Kolevila, the Kolevila payable to the contractor will be limited to the sale price.

24. If the contractor fails to undertake and complete the work within the specified time or if he leaves any item of work undone, the Divisional Forest Officer, at his discretion make other arrangements for carrying out the works left undone, either departmentally or through other agencies at the risk and loss of the defaulting contractor and the loss if any, sustained by the department on this account will be recovered from the security deposit or from other assets of the defaulting contractor, as if such sums are arrears of Land Revenue under the provisions of Revenue Recovery Act in force in such other manner as the Government may deem fit.

25. If any amount becomes due to any workmen or mazdoor engaged by the contractor as per Workmen's Compensation Act or as per provisions of labour or similar laws, such amounts shall be payable by the contractor.

26. The tenderers should submit a declaration with the tender that they are not related any Government Servant who is in charge of or having control of the work for which the tender is submitted. Relationship for this purpose will be restricted to father, mother, son, daughter, sister, brother, uncle, nephew, father-in-law, mother-in-law, brother-in-law and first cousins of the officer. If at any stage this condition is found to have been contravened the earnest money/security deposit of the tenderer/contractor will be forfeited to Government and the contract entered into will stand cancelled.

27 (a). The contractor shall not make any damage to bridges or roads and private properties during collection and transport and during unloading logs and billets from lorries and he shall be liable to any such damages. The decision of the Government regarding the amount of compensation payable for the damages caused shall be final and binding on the contractor and the Government shall recover such damages from the contractor.

(b). If the damage caused is in respect of any road under the control of the Kerala State Electricity Board or Public Works Department the amount of compensation payable for such damages will be assessed by the Forest Range Officer, concerned and the Assistant Engineer of the concerned Division of the Kerala State Electricity Board or Public Works Department and their decision being final and binding on the contractor. In such cases the contractor shall be liable to pay the damages to the Kerala State Electricity Board or Public Works Department and they shall recover such damages from the contractor.

28. The tenderers should give an undertaking in the tender that they undertake to carry out the work at the tendered rates quoted and to abide by the terms and conditions of the tender notice and draft agreement so on by them and also other departmental rules and orders issued by them from time to time.

29 (a). Post offers which are not advantageous by more than 5% of the lowest rate offered for the original tender where the total cost of the work as per tender is (cid:31) 1,00,000 and above and more than 10% where the total cost of the work is less than (cid:31) 1,00,000 will be summarily rejected. In other cases it will be considered under the following conditions:

(i) The post offer should be made within 7 days of tender.

(ii) The post offerer should remit double the security for the work based on the work offered by the lowest tenderer.

The remittance should be made within 7 days from the date of receipt of registered notice.—

(b) (i) The post offerer after satisfying the conditions specified above should also execute an agreement before the Divisional Forest Officer pledging the security for the due fulfilment of the terms.

(ii) If the post offerer satisfied the conditions specified above, re-tenders will be called for after giving the usual publicity as per the rules. In the re-tender if the rates offered does not come up to what has been offered by the post offered it will be awarded to the post offerer at the rate offered by him. If he back out, the security amount will be forfeited to Government. If however, the rate is less than what has been offered by the post offered in the case of re-tender, the work will be awarded to the lowest tenderer and the amount remitted by the post offerer released to him.

30. The quantity mentioned in the schedule is only approximate and the contractor is bound to work down the full quantity of timber and firewood available from trees marked and entrusted to him.

31. The period of contract will be three months from the date of intimation of work order. No extension of the contract period shall ordinarily be granted. But if however the delay in completing the work in the contract area within the period specified in the schedule attached is due to circumstances beyond the control of the contractor extension of time may be granted for one/two/three months by Divisional Forest Officer, Chief Conservator of Forests, Olavakkode Circle, Additional Principal Chief Conservator of Forests respectively but not exceeding a total period of 6 months subject to realization of penalties as mentioned below. If he fails to undertake and complete the work within the specified time, or if he leaves any item of work undone, the Divisional Forest Officer may at his discretion make other arrangements for carrying out the work left undone either departmentally or through other agencies at the risk and loss of the defaulting contractor, and loss if any incurred by the department on this agencies at the risk and loss of the defaulting contractor, and loss if any incurred by the department on this account will be recovered from the security or from other assets of the contractor.

Penalty.—(a) (cid:31) 5/cum for the quantity of timber delivered at the Depot during the first month extension granted by the Divisional Forest Officer.

(b) (cid:31) 7/cum for quantity of timber delivered at the Depot during the extension granted by the Chief Conservator of Forests.

(c) (cid:31) 8/cum for the quantity of timber delivered at the Depot during the extension granted by the Additional Principal Chief Conservator of Forests.

(d) In the same way for billets and firewood (cid:31) 2, 3, 4 for the extension granted by the Divisional Forest Officer, Chief Conservator of Forests, the Additional Principal Chief Conservator of Forests, respectively.

32. The Divisional Forest Officer reserves to himself the power to eliminate any tree marked and entrusted to the contractor from felling if it is found during the course of the contract that timber obtainable from such trees have no reasonable market or by some other reasons and the contractor is not entitled to claim any compensation for such elimination.

33. Ten percent of each Kolevila bill will be withheld as retention amount which will be released after the connected logs are sold and the liability if any in respect of these logs with the contract is settled.

(a) In case of works, the contract value which exceeds (cid:31) 10,000 Income Tax at the rate of 2.24 + Education Cess 3% of IT made shall be deducted at each time when payments are made except in the case of non-resident contractors.

34. For working down logs, seignorage on vakka fibre calculated at one vakka drag rope, for every two cum or fraction thereof and grazing fee for one elephant for every two cubic metres or fraction thereof for timber will be recovered from the contractor on the actual quantity collected and sales tax on vakka charges as per the rules in force.

(a) All timber the contractor is under obligation to deliver at the prescribed depots shall be transported to such depot only along the routes specified in the transport permit. If in the course of work it become necessary to deviate from the routes specified in the schedule, the contractor may be allowed to transport timber and firewood along the deviated routes, provided the department is satisfied with the necessity for the deviation in the routes. In the case of such deviation in routes, the contractor will be eligible to get kolevila at the rates worked for those new route minus tender reduction with prior sanction of the Chief Conservator of Forests. Quantity to be supplied to different depots shall also be changed by the Divisional Forest Officer with prior sanction from the Chief Conservator of Forests.

35. The contractor shall collect all timber available from the trees marked in the plantation within the said contract period as per the instructions issued by the Divisional Forest Office, Palakkad the collection is delayed the contractor will be liable to pay a penalty at the rate specified above for the timber for the belated period.

36. The contractor should achieve, show and register progress in working down timber.

37. If the rates quoted in the retender is more than quoted in the original tender the difference between them and all the expenditure incidental in fixing up of re-tender including notification charges as assessed by the Divisional Forest Officer, Palakkad recovered from the defaulting tenderer through any legal means including Revenue Recovery Act. 38. Basic rate given is subject to the approval of Conservator of Forests and exact Basic rate would be given along with the schedule in the tender form.

39. The contractor should take every care to collect as much quantity of saleable timber as possible from marked trees.

40. The Divisional Forest Officer has the discretion to postpone the tender without assigning any reason.

Sealed competitive tenders are invited from registered and experienced P.W.D. contractors for and on behalf of the Governor of Kerala by the Divisional Forest Officer, Nemmara for the execution of the following works shown in the schedule furnished below. Sealed covers super- scribing the name of the work will be opened in the presence of the available contractors by the Divisional Forest Officer, Nemmara or any other officer authorized by him at the stipulated place and time as shown in the schedule. The successful tenderer should execute the agreement and commence the work within 15 days from the date of receipt of work order. If he fails to execute the agreement and to execute the work, the work will be re-tendered at the risk and loss of the original bidder or execute departmentally.

Sealed competitive tenders are invited from registered and experienced P.W.D. contractors for and on behalf of the Governor of Kerala by the Divisional Forest Officer, Nemmara for the execution of the following works shown in the schedule furnished below. Sealed covers superscribing the name of the work will be opened in the presence of the available contractors by the Divisional Forest Officer, Nemmara or any other officer authorized by him at the stipulated place and time as shown in the schedule. The tender forms will be supplied to the contractors only on production of their Registration Card, PAN Card and on payment of the cost and VAT of the tender form. The tender form is not transferable and the cost of the tender form is non refundable under any circumstances.

If the tender could not be conducted on the fixed day, due to any circumstances, the same will be conducted on the next working day at the stipulated place and time.

The EMD noted against for each works should be paid along with the tender form by Fixed Deposit Certificates or DD drawn at any Nationalized Bank at Nemmara in favour of Divisional Forest Officer, Nemmara. A preliminary agreement in the prescribed format in Kerala Government Stamp Paper worth (cid:31) 100 should be attached with the tender. Incomplete tender or the tender without the required EMD and preliminary agreement are liable to be rejected. 3. ഓരോ വാഹനത്തിനും വെവ്വേറെ ദർഘാസുകൾ സമർപ്പിക്കേ≠തും നിരതദ്രവ്യം ഈ ആഫീസിൽ അടയ്ക്കേ≠തുമാണ്. നിരദ്രവ്യം പണമായോ അംഗീകൃത ബാങ്കിൽ നിന്നും വയനാട് സോഷ്യൽ ഫോറസ്ട്രി അസിസ്റ്റന്റ ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ പേരിലുള്ള ഫിക്സഡ് ഡിപ്പോസിറ്റിന്റെ സർട്ടിഫിക്കറ്റായോ ഡി. ഡി. യായോ സ്വീകരിക്കുന്നതാണ്.

4. ദർഘാസിന്റെ കവറിന് പുറത്ത് വാഹനത്തിന്റെ രജിസ്റ്റർ നമ്പരും "വാഹനത്തിനുള്ള ദർഘാസ്" എന്നും ദർഘാസ് നൽകുന്ന ആളുടെ പൂർണ്ണമായ പേരും മേൽവിലാസവും ഫോൺ നമ്പരും രേഖപ്പെടുത്തി സീൽ ചെയ്ത് വയനാട് സോഷ്യൽ ഫോറസ്ട്രി ഡിവിഷൻ ഓഫീസിൽ സമർപ്പിക്കേ≠താണ്.

5. ദർഘാസ് സമർപ്പിക്കുന്നവർക്ക് മാത്രമേ ലേലത്തിൽ പങ്കെടുക്കുവാൻ അർഹതയുള്ളു.

6. ദർഘാസിന്റെ തുക വിവരം അക്കത്തിലും അക്ഷരത്തിലും തിരുത്തലുകൾ കൂടാതെ വ്യ‡മായി എഴുതിയിരിക്കണം.

7. ദർഘാസുകൾ സ്വീകരിച്ചശേഷം ദർഘാസുകാരിൽ സ്ഥലത്തുള്ളവരെ മാത്രം ഉൾപ്പെടുത്തി ഓരോ വാഹനത്തിനും ലേലം നടത്തുന്നതും അതിനുശേഷം ദർഘാസുകൾ തുറക്കുന്നതുമായിരിക്കും. ലേലത്തിൽ/ ദർഘാസിൽ കൂടുതൽ തുക വാഗ്ദാനം ചെയ്യുന്നവരുടെ പേരിൽ ദർഘാസ്/ലേല തുക തൃപ്തികരമാണെങ്കിൽ ലേലം/ദർഘാസുകൾ താൽക്കാലികമായി ഉറപ്പിച്ച് അംഗീകാരത്തിനായി മേലധികാരികൾക്ക് ശുപാർശ ചെയ്യുന്ന താണ്. സ്വീകരിക്കാത്ത മറ്റ് ദർഘാസുകാരുടെ നിരതദ്രവ്യം അന്നേദിവസം തന്നെ ലേലനടപടികൾക്കുശേഷം തിരികെ നൽകുന്നതാണ്.

8. ദർഘാസ്/ലേല സംഖ്യ ഓരോ വാഹനത്തിനും

10,000 (പതിനായിരം)-മോ അതിൽ കുറവോ ആണെങ്കിൽ നിരതദ്രവ്യ സംഖ്യ കഴിച്ചുള്ള ബാക്കി മുഴുവൻ തുകയും ദർഘാസ് തുറക്കുന്ന ദിവസം ഓഫീസിൽ ഒടുക്കേ≠താണ്.

ദർഘാസ്/ലേല സംഖ്യ 10,000 (പതിനായിരം) ത്തിൽ കൂടുതലാണെങ്കിൽ നിരതദ്രവ്യം ഉൾപ്പെടെ ദർഘാസ്/ലേല സംഖ്യയുടെ പകുതി അഥവാ ഏറ്റവും കുറഞ്ഞത് 10,000 (പതിനായിരം) ദർഘാസ്/ലേല ദിവസം തന്നെ (cid:31) ഒടുക്കേ≠തും ബാക്കി തുകയും മറ്റ് നികുതികളും ദർഘാസ്/ലേലം അംഗീകരിച്ചതായി അറിയിപ്പുകിട്ടി 15 (പതിനഞ്ച്) ദിവസത്തിനകം സർക്കാരിലേക്ക് ഒടുക്കി വാഹനം ഏറ്റുവാങ്ങേ≠തുമാണ്. ഇപ്രകാരം വാഹനം നീക്കം ചെയ്യുന്നില്ലായെങ്കിൽ ദർഘാസ്/ലേലക്കാരൻ ആവശ്യപ്പെടുന്നപക്ഷം മറ്റൊരു 15 (പതിനഞ്ച്) ദിവസം കൂടി അനുവദിക്കുന്നതാണ്. ഇപ്രകാരം ദീർഘിപ്പിച്ചു നൽകുന്ന കാലത്തേക്ക് 18% പിഴ പലിശയും ദിവസം 20 (ഇരുപത്) ക്രമത്തിൽ തറ വാടകയും ഈടാക്കുന്ന (cid:31) തായിരിക്കും. ഇതിൽ വീഴ്ചവരുത്തുന്നപക്ഷം നിരതദ്രവ്യം ഉൾപ്പെടെ അടച്ചിട്ടുള്ള തുക ക≠ുകെട്ടുന്നതും ദർഘാസ്/ ലേലക്കാരന്റെ പക്കൽ നിന്നും ഈടാക്കുന്നതും നിയമ നടപടികൾ സ്വീകരിക്കുന്നതുമാണ്. പുനർലേലത്തിൽ ലാഭമു≠ായാൽ അതിന് ദർഘാസ്/ലേലക്കാരന് യാതൊരു അവകാശവും ഉ≠ായിരിക്കുന്നതല്ല.

9. ഏറ്റവും കൂടിയ തുക വാഗ്ദാനം ചെയ്യുന്ന ദർഘാസ്/ ലേലക്കാരൻ മേൽപ്പറഞ്ഞവിധം ദർഘാസ് ദിവസം തുക ഒടുക്കുന്നതിന് തയ്യാറാകാതിരുന്നാൽ ടിയാൻ ഒടുക്കിയ നിരതദ്രവ്യം സർക്കാരിലേക്ക് ക≠ുകെട്ടി മുതൽ കൂട്ടുന്നതും ലേലം/ദർഘാസ് അടുത്ത കൂടുതൽ തുക വാഗ്ദാനം ചെയ്ത ദർഘാസ്/ലേലക്കാരന്റെ പേരിൽ താൽക്കാലികമായി ഉറപ്പിക്കുന്നതുമായിരിക്കും. ഇപ്രകാരം ക≠ുകെട്ടുന്ന തുകയ്ക്ക് വീഴ്ചവരുത്തിയ ദർഘാസുകാരന് യാതൊരുവിധ അവകാശവും ഉ≠ായിരിക്കുന്നതല്ല.

10. ദർഘാസ് സ്വീകരിക്കുന്നതിനും നിരാകരിക്കുന്നതിനും ആവശ്യമെങ്കിൽ കാരണം ബോധിപ്പിക്കാതെ റദ്ദാക്കുന്നതി നുമുള്ള അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമാണ്.

11. ഏതെങ്കിലും കാരണവശാൽ വിൽപ്പന സ്ഥിരപ്പെടുത്താ തിരുന്നാൽ ദർഘാസ്/ലേലക്കാരൻ ഒടുക്കിയ സംഖ്യ മടക്കിക്കൊടുക്കുന്നതായിരിക്കും.

12. ദർഘാസ്/ലേലം മേലധികാരത്തിലെ അംഗീകാരത്തിന് വിധേയമാണ്.

13. ദർഘാസ്/ലേലം സംബന്ധിച്ച് നിയമാനുസൃതമായ പോസ്റ്റ് ഓഫറുകൾ എന്തെങ്കിലുമു≠െങ്കിൽ ആയത് ദർഘാസ്/ലേല തീയതി മുതൽ ഏഴ് ദിവസത്തിനകം ഈ ഓഫീസിൽ ഹാജരാക്കേ≠താണ്. നി›ിത തീയതിക്കുശേഷം ലഭിക്കുന്ന പോസ്റ്റ് ഓഫറുകൾ സ്വീകരിക്കുന്നതല്ല. പോസ്റ്റ് ഓഫറുകൾ നൽകുന്നത് സംബന്ധിച്ച് നിലവിലുള്ള എല്ലാ നിയമങ്ങളും ഇതിനും ബാധകമായിരിക്കും.

The Wildlife Warden reserves the right to reject any tender, either partly or wholly without assigning any reason thereof. If the tender could not be conducted on the notified date due to any reason, it will be conducted at the same place and time on the next working day as per the same conditions.

If the tender for all work or any of the work could not be conducted on the said date/dates, the tender for such work/works will be conducted at the same place and time with same conditions on 2-11-2012. If the tender could not be conducted on that day, it will be conducted on 7-11-2012. If it could not be conducted on that day also, it will be conducted on 12-11-2012. 3. ദർഘാസ് ഫോറങ്ങൾ ആവശ്യമുള്ളവരും ഇ.എം.ഡി. അടയ്ക്കേ≠വരും അവരെ തിരിച്ചറിയുന്നതിന് തെരഞ്ഞെടുപ്പ് കമ്മീഷൻ നൽകിയ തിരിച്ചറിയൽ കാർഡ്, ബന്ധപ്പെട്ട വില്ലേജാഫീസർ നൽകിയ പൂർണ്ണ മേൽവിലാസവും ഒപ്പും സാക്ഷ്യപ്പെടുത്തിയതുമായ സർട്ടിഫിക്കറ്റ്, ഇന്ത്യൻ പാസ്പോർട്ട,് മറ്റ് നിയമാനുസൃത ഫോട്ടോ പതിച്ച തിരിച്ചറിയൽ രേഖ എന്നിവയിൽ ഏതെങ്കിലും ഒന്ന് സഹിതം അപേക്ഷിക്കേ≠താണ്. ടെ≠ർ ഫോറം വാങ്ങാനാഗ്രഹിക്കുന്നവർ അവരവരുടെ തിരിച്ചറിയൽ കാർഡ് തന്നെ ഹാജരാക്കേ≠താണ്. മറ്റാരുടെയെ ങ്കിലും തിരിച്ചറിയൽ കാർഡ് ഹാജരാക്കുന്നവർക്ക് യാതൊരു കാരണവശാലും ടെ≠ർ ഫോറം അനുവദിക്കുന്നതല്ല. ഇത്തരത്തിൽ വ്യാജ തിരിച്ചറിയൽ കാർഡുകൾ ഹാജരാക്കി ഫോറം കൈപ്പറ്റുന്നവർക്കെതിരെ നിയമാനുസൃത നടപടികൾ സ്വീകരിക്കുന്നതായിരിക്കും.

4. പൂരിപ്പിച്ച ദർഘാസ് സമർപ്പിക്കുമ്പോൾ നിരതദ്രവ്യം പണമായി ഈ ആഫീസിൽ അടയ്ക്കേ≠താണ്.

5. നി›ിത സമയത്തിനുശേഷം സമർപ്പിക്കുന്ന ദർഘാസുകൾ യാതൊരുകാരണവശാലും സ്വീകരിക്കുന്നതല്ല.

6. അപൂർണ്ണമായതോ നിബന്ധനകൾ പാലിക്കാത്തതോ ആയ ദർഘാസുകൾ പരിഗണിക്കുന്നതല്ല.

7. വിജയികളായവരുടെ നിരതദ്രവ്യം വിൽപ്പന വിലയിലേക്ക് നീക്കിവയ്ക്കുന്നതും മറ്റുള്ളവരുടെ നിരതദ്രവ്യം ലേലം കഴിഞ്ഞശേഷം തിരികെ നൽകുന്നതുമാണ്.

8. ദർഘാസ്/ലേല സംഖ്യ നിരതദ്രവ്യത്തേക്കാൾ കൂടുതലാണെങ്കിൽ നിരതദ്രവ്യം ഉൾപ്പെടെ 50% അപ്പോൾ തന്നെ ഒടുക്കേ≠താണ്. ഇതിൽ വീഴ്ച വരുത്തുന്നവരുടെ നിരതദ്രവ്യം സർക്കാരിലേക്ക് ക≠ുകെട്ടി വിളിച്ചെടുത്ത വാഹനം അവരുടെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർ ദർഘാസ്/ലേലം ചെയ്യുന്നതായിരിക്കും.

9. ദർഘാസ്/ലേല സംഖ്യ നിരതദ്രവ്യത്തേക്കാൾ കുറവാണെങ്കിൽ കൂടുതലുള്ള തുക ദർഘാസ് തുറക്കുന്ന ദിവസം തന്നെ തിരിച്ചുനൽകുന്നതായിരിക്കും. ദർഘാസ്/ലേലം സ്വീകരിക്കുന്നതിനോ നിരാകരിക്കുന്നതിനോ ഉള്ള പൂർണ്ണ അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥരിൽ നിക്ഷിപ്തമായിരിക്കും.

10. അധികാരപ്പെട്ട ഉദ്യോഗസ്ഥൻ ദർഘാസ്/ലേലം സ്ഥിരീകരിച്ചാലുടൻ വിജയികളെ വിവരം രേഖാമൂലം അറിയിക്കുന്നതാണ്.

11. ദർഘാസ്/ലേലം അംഗീകരിച്ചതായി അറിയിപ്പ് കിട്ടി 15 ദിവസത്തിനകം ബാക്കി സംഖ്യയും നിയമപ്രകാരമുള്ള നികുതികളും അടച്ച് വാഹനം നീക്കം ചെയ്യേ≠താണ്. (വാഹന വിലയുടെ 0.5 % വാറ്റ്, വാറ്റിന്റെ 1 % സെസ്സ്, വാഹന വിലയുടെ 1.03 % ആദായ നികുതി എന്നീ നികുതികൾ വാഹനം വിളിച്ചെടുക്കുന്നവർ സർക്കാരിലേക്ക് ഒടുക്കേ≠താണ്.)

12. മേൽപ്പറഞ്ഞപ്രകാരം 15 ദിവസത്തിനകം വാഹനം നീക്കം ചെയ്തില്ലെങ്കിൽ ലേല/ദർഘാസുകാരന്റെ അപേക്ഷയിൻമേൽ 12 % പലിശയും 20 ഇരുപ്പുവാടകയും ഈടാക്കിക്കൊ≠് 15 ദിവസം കൂടി പണം അടയ്ക്കാനും വാഹനം നീക്കം ചെയ്യാനും അനുവദിക്കുന്നതാണ്. അതിനു ശേഷം പണം അടയ്ക്കാനോ വാഹനം നീക്കം ചെയ്യുവാനോ കാലാവധി അനുവദിക്കുന്നതല്ല. ഈ സമയപരിധിക്കുള്ളിൽ വാഹനം നീക്കം ചെയ്യാത്തപക്ഷം ദർഘാസ്/ലേലക്കാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ വാഹനം പുനർ ദർഘാസ്/ലേലം ചെയ്യുന്നതും നഷ്ടമു≠ായാൽ ടിയാനിൽനിന്നും സർക്കാരിനു≠ായ ദർഘാസ്/ലേല ചെലവുസഹിതം ഈടാക്കുന്നതുമായിരിക്കും. ലാഭമു≠ായാൽ അതിൻമേൽ ടിയാന് യാതൊരു അവകാശവും ഉ≠ായിരിക്കുന്നതല്ല.

13. ദർഘാസുകൾ സമർപ്പിച്ചിട്ടുള്ളവർക്ക് മാത്രമേ ലേലത്തിൽ പങ്കെടുക്കുവാൻ അർഹതയു≠ായിരിക്കുകയുള്ളു.

14. ദർഘാസിലോ ലേലത്തിലോ പറയുന്ന തുക സ്വീകരിക്കുന്നതിനോ നിരാകരിക്കുന്നതിനോ ഉള്ള അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമായിരിക്കും.

15. ഏതെങ്കിലും ലേലത്തീയതി ഒരു പൊതു ഒഴിവു ദിവസമായി വരികയാണെങ്കിൽ പ്രസ്തുത ടെ≠ർ കം ലേലം തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം നടത്തുന്നതായിരിക്കും.

16. ദർഘാസ്/ലേലത്തിനുശേഷം ദർഘാസ്/ലേല സംഖ്യ യേക്കാൾ കൂടുതൽ വില കൊടുക്കുവാൻ തയ്യാറാണെന്ന് കാണിച്ചുകൊ≠് നൽകുന്ന വാഗ്ദാനങ്ങൾ (പോസ്റ്റ് ഓഫറുകൾ) താഴെപ്പറയുന്ന നിബന്ധനകൾക്ക് വിധേയമായി സ്വീകരിക്കുന്ന തായിരിക്കും.

(എ) ദർഘാസ്/ലേല സംഖ്യ ഒരു ലക്ഷം രൂപയേക്കാൾ കൂടുതലാണെങ്കിൽ വാഗ്ദാന സംഖ്യ ദർഘാസ്/ ലേല സംഖ്യയുടെ 10 % ത്തേക്കാൾ കുറയാൻ പാടില്ല.

(ബി) ദർഘാസ്/ലേല സംഖ്യ ഒരു ലക്ഷം രൂപയേക്കാൾ കുറവാണെങ്കിൽ വാഗ്ദാന സംഖ്യ ദർഘാസ്/ ലേല സംഖ്യയുടെ 20%ത്തിൽ കുറയാൻ പാടില്ല.

(സി) പോസ്റ്റ് ഓഫറിനോടൊപ്പം ഓഫർ തരുന്ന സംഖ്യയുടെ 50 % ജാമ്യമായി ഏതെങ്കിലും ദേശസാൽകൃത ബാങ്കിൽ മാറാവുന്ന ഡി.ഡി. ആയോ സർക്കാർ ട്രഷറിയിൽ ചെ ലാൻ മുഖാന്തിരമോ ഒടുക്കി ഉള്ളടക്കം ചെയ്യേ≠താണ്.

(ഡി) ദർഘാസ്/ലേല തീയതി മുതൽ 7 ദിവസത്തിനകം പോസ്റ്റ് ഓഫറുകൾ ഈ ഓഫീസിൽ ലഭിച്ചിരിക്കണം. പോസ്റ്റ് ഓഫറിൽ പറഞ്ഞ വിലയ്ക്ക് വാഹനം എടുത്തുകൊള്ളാമെന്നുള്ള സമ്മതപത്രം 100-ന്റെ മുദ്രക്കടലാസ്സിൽ എഴുതി നൽകേ≠താണ്.

(ഇ) മേൽ നിബന്ധനകൾ അനുസരിച്ചുള്ള പോസ്റ്റ് ഓഫറുകൾ ലഭിച്ചുകഴിഞ്ഞാൽ ബന്ധപ്പെട്ട വാഹനത്തിന്റെ ലേലം റദ്ദ് ചെയ്യുന്നതും ആവശ്യമായ പരസ്യം നൽകി പുനർ ദർഘാസ്/ലേലം നടത്തു ന്നതുമാണ്. ലേലം വിളിക്കുമ്പോൾ പോസ്റ്റ് ഓഫറിൽ രേഖപ്പെടുത്തിയിരിക്കുന്ന വില, ലഭിക്കേ≠ ഏറ്റവും കുറഞ്ഞ വിലയായി കണക്കാക്കി ലേലം നടത്തുന്നതും ലേലത്തിലോ ദർഘാസിലോ ഉയർന്ന വില നൽകുന്നവർക്ക് ലേലം ഉറപ്പിക്കുന്നതുമാണ്. ഉയർന്ന വിലയ്ക്ക് ലേലം/ദർഘാസ് കൊള്ളാൻ ആളില്ലാത്തപക്ഷം പോസ്റ്റ് ഓഫർ നൽകിയ ആളിന് വാഗ്ദാനം ചെയ്ത വിലയ്ക്ക് വാഹനത്തിന്റെ ലേലം താൽക്കാലികമായി ഉറപ്പിക്കുന്നതുമാണ്.

17. ദർഘാസുകൾ അംഗീകരിച്ചതായി അറിയിപ്പ് കിട്ടി 15 ദിവസത്തിനകം ബാക്കി സംഖ്യയും നിയമപ്രകാരമുള്ള നികുതികളും അടച്ച് വാഹനം നീക്കം ചെയ്യേ≠താണ്.

18. സർക്കാർ കാലാകാലങ്ങളായി പുറപ്പെടുവിച്ചിരിക്കുന്ന ദർഘാസ്/ലേലം സംബന്ധിച്ച പൊതുവ്യവസ്ഥകൾ ഇതിനും ബാധകമായിരിക്കും.

19. ടി വാഹനങ്ങളുടെ ആർ. സി. ബുക്കും മറ്റ് അനുബന്ധ രേഖകളും ഈ ഓഫീസിൽ ലഭ്യമല്ലാത്തതിനാൽ മേൽ രേഖകൾ ലേലം വിളിച്ചെടുക്കുന്നവർ അവർക്ക് ആവശ്യമായി വരുന്നപക്ഷം സ്വന്തം ഉത്തരവാദിത്വത്തിൽ ബന്ധപ്പെട്ട വകുപ്പിൽനിന്നും ലഭ്യമാക്കേ≠താണ്.

20. വാഹനങ്ങൾ വിളിച്ചെടുക്കുന്നവർക്ക് ആദായ നികുതി സംബന്ധിച്ച പാൻകാർഡ് നിർബന്ധമായും ഉ≠ായിരിക്കേ≠താണ്. പാൻകാർഡിന്റെ പകർപ്പ് ടെ≠ർ ഫോറത്തിനുള്ള അപേക്ഷയോടൊപ്പം ഹാജരാക്കേ≠താണ്.

21. മുകളിൽ പറഞ്ഞ വാഹനങ്ങളിൽ ഏതെങ്കിലും ഒഴിവാക്കുന്നതിനും കൂട്ടിച്ചേർക്കുന്നതിനും കാസറഗോഡ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർക്ക് അധികാരമു≠ായിരിക്കും.

22. ടെ≠ർ-കം-ലേലത്തിൽ പങ്കെടുക്കുന്നയാൾ ടെ≠റിൽ പങ്കെടുത്ത് വിജയിപ്പിക്കുകയും ലേല നടപടികൾ പൂർത്തിയാവുന്നതിന് മുമ്പ് സ്ഥലത്ത് ഹാജരാവാതിരിക്കുകയോ/ ടെ≠ർ-കം-ഓക്ഷൻ നിബന്ധനപ്രകാരമുള്ള ബാക്കി തുക അടയ്ക്കാതിരിക്കുകയോ ചെയ്യുകയാണെങ്കിൽ, സർക്കാരിനു ≠ാകുന്ന നഷ്ടം റവന്യൂ റിക്കവറി നടപടികളിലൂടെ ഈടാക്കുന്നതും, വീഴ്ചവരുത്തിയ ആൾക്കെതിരെ നിയമ നടപടി സ്വീകരിക്കുന്നതുമായിരിക്കും.
