Competitive tenders are invited for and on behalf of the Governor of Kerala by the Superintending Engineer, NH South Circle, Thiruvananthapuram from Contractors or firms having 'A' class registration in State Public Works Department or having equivalent registration in CPWD/ Railways. All bid/tender documents are to be submitted online on or before 20-12-2012, 4 p. m. A bid submission fee of ` 26,010 shall be remitted in the form of DD in favour of Superintending Engineer, NH South Circle, Thiruvananthapuram payable at Thiruvananthapuram. Tender for pre-qualification and execution of the following works are invited online from financially sound and well experienced Registered 'A' class Contractors/ Firms of Kerala, PWD, who have successfully completed atleast one similar work costing more than 40% (Forty percentage) of estimate PAC of the proposed work during the last five years. Only those bidders having a valid and active registration and who possess compatible digital signature certificate issued by competent authority can participate in the tender.

Tender documents and tender schedule can be downloaded free of cost from the e-GP, Website www.etenders.kerala.gov.in. A bid submission fee of ` 26,250 shall be remitted in the form of DD in favour of Superintending Engineer payable at Aluva and the scanned copy of this DD shall be submitted online during the time of bid submission.

All bid tender documents are to be submitted online 2. Roads Division, Idukki

only and in the designated cover(s)/envelope(s) on the e-GP website. Technical bid and financial bid shall be submitted in their respective designated online covers.

Tenders/bids shall be accepted only through online mode on the e-GP website and no manual submission of the same shall be entertained. Late tenders will not be accepted.

2. Bidding documents and other details may be downloaded from the Website www.etenders.kerala.gov.in from 18-12-2012 to 3-1-2013 up to 4 p. m. Registered A Class Bidders who possess Class II Compatible Digital Signature Certificate issued by competent authority can only participate in the tender. The instructions contained in sub section B, C and D of Section I of the Bid document regarding bidding documents, preparation of bids and submission of bids stands modified in lines with the online bidding procedure indicated in Section I of the bidding documents. Bids must be accompanied with scanned copy of two separate Demand Drafts towards cost of tender document of ` 26,270 (Rupees Twenty Six thousand Two hundred and Seventy only) for each work. One draft of ` 24,270 (Rupees Twenty four thousand Two hundred and Seventy only) on any scheduled bank drawn in favour of Superintending Engineer, N. H. Bids must be accompanied with scanned copy of financial instruments towards bid security specified for the work in the above table. Bid security will have to be in any one of the forms (specified in the standard bidding documents) as given below payable at Kozhikode in favour of the Superintending Engineer, NH North Circle, Kozhikode and shall be valid for 45 days beyond the validity of the bid. Scanned copy of the bid Security/EMD Exemption Certificate (if any) shall be submitted in Cover I of the online bid. Bid Security may be as mentioned in clause 16 of Standard Bidding Document. Scanned copy of the Demand Drafts and financial instruments shall be submitted in cover I of the online bidding.

3. Price bid shall be submitted in Cover II of online bidding.

4. Bids must be submitted online on or before 4 p. m. on 3-1-2013. Bids received on "online" shall be opened at 11.30 a. m. on 10-1-2013 by an Evaluation Committee headed by Chief Engineer (NH) in the Office of the Chief Engineer, National Highway, Thiruvananthapuram in the presence of the bidders who wish to attend. If the office happens to be closed for any reason, the bids will be opened on the next working day at the same time and venue. Bids shall be accepted only through online mode and no manual submission of the same shall be entertained. Late online bids will not be accepted.

5. Bidder shall produce the original financial instruments such as cost of bidding document and bid security and copy of technical bid before Superintending Engineer, National Highway (North) Circle, Kozhikode on any working days after last date of submission and before 7-1-2013, 4 p.m. (ie. from 3-1-2013 to 7-1-2013) failing which the bid shall be summarily rejected and liable for other penal action as per rule prevailed in the State.

6. A pre bid meeting will be held on 20-12-2012 at 11.30 a. m. in the Office of the Superintending Engineer, National Highway (North) Circle, Kozhikode to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in Clause 9.2 of "instructions to bidders" of the bidding document.

2. ദർഘാസ് പ്രമാണങ്ങളും മറ്റു വിവരങ്ങളും www.etenders.kerala.gov.in എന്ന വെബ്സൈറ്റിൽ 27-12-2012 മുതൽ 2-1-2013 വരെ ലഭ്യമാണ്. ദർഘാസ് സമർപ്പിക്കുന്നവർ രജിസ്റ്റേർഡ് 'എ' ക്ലാസ്സ് കരാറുകാരും അധികാരപ്പെട്ട കേന്ദ്രങ്ങ ളിൽനിന്ന് ലഭിച്ച ക്ലാസ് II ഡിജിറ്റൽ സി·േച്ചർ സർട്ടിഫിക്കറ്റ് ഉടമകളും ആയിരിക്കണം.

3. ദർഘാസുകളോടൊപ്പം ദർഘാസ് പ്രമാണത്തിന്റെ വിലയായ ` 26,270 വീതം നിരതദ്രവ്യവും ഏതെങ്കിലും ഷെഡ്യൂൾഡ്/നാഷണലൈസ്ഡ് ബാങ്കിൽ നിന്ന് എടുത്ത ഡിമാന്റ ് ഡ്രാഫ്റ്റ് ആയി സമർപ്പിക്കാവുന്നതാണ്. ഡ്രാഫ്റ്റ് സൂപ്ര≠ിംഗ് എഞ്ചിനീയറുടെ പേഴ്സണൽ അസിസ്റ്റന്റിന്റെ പേരിൽ എസ്.ബി.എെ. മെയിൻ ബ്രാഞ്ച്, കോഴിക്കോട് മാറാവുന്നതുമായിരിക്കണം. നിരതദ്രവ്യം ദർഘാസ് കാലാവധിക്ക് ശേഷം 45 ദിവസം കൂടി അധിക കാലാവധി ഉ≠ായിരിക്കേ≠തും ആണ്.

5. നിരതദ്രവ്യം, ദർഘാസ് പ്രമാണത്തിന്റെ വില പൊതുമരാമത്ത് വകുപ്പിലെ സൂപ്ര≠ിംഗ് എഞ്ചിനീയറോ എക്സിക്യൂട്ടീവ് എഞ്ചിനീയറോ സാക്ഷ്യപ്പെടുത്തിയ രജിസ്ട്രേഷൻ സർട്ടിഫിക്കറ്റ്, പ്രിലിമിനറി എഗ്രിമെന്റ ്, സമാന പ്രവർത്തിയിലുള്ള പരിചയ സർട്ടിഫിക്കറ്റ്, ടി പ്രവർത്തികൾക്ക് വേ≠ കൈവശമുള്ള യന്ത്ര സാമഗ്രികളുടെ ലിസ്റ്റ്, സാമ്പത്തിക ഓൺലൈൻ ആയി മാത്രമേ സ്വീകരിക്കുകയുള്ളൂ. ഓൺലൈൻ ആയി ലഭിച്ച ദർഘാസ് 7-1-2013 രാവിലെ 11.30 മണിക്ക് പൊതുമരാമത്ത് വകുപ്പ്, ദേശീയപാത വിഭാഗം സൂപ്ര≠ിംഗ് എഞ്ചിനീയറുടെ ഓഫീസിൽ ഹാജരായ കരാറുകാരുടെ സാന്നി ദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്. ഏതെങ്കിലും കാരണവശാൽ അന്നേ ദിവസം ഓഫീസിന് പ്രവൃത്തിദിവസം അല്ലാത്തപക്ഷം അടുത്ത പ്രവർത്തി ദിവസം മുൻ നി›യിച്ച സ്ഥലത്തും സമയത്തും ദർഘാസ് തുറക്കുന്നതാണ്. ദർഘാസുകൾ ഓൺലൈനായി മാത്രമേ സ്വീകരിക്കുകയുള്ളു. നേരിട്ട് ഓഫീസിൽ സ്വീകരിക്കുന്നതല്ല. നി›യിക്കപ്പെട്ട സമയത്തിനു ശേഷം ഓൺലൈൻ ദർഘാസുകൾ സ്വീകരിക്കപ്പെടുകയില്ല.

7. കാരണം കൂടാതെ എല്ലാം/ഏതെങ്കിലും ദർഘാസ് നിരസിക്കുന്നതിനുള്ള അധികാരം ദർഘാസ് അധികാരികളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകൾ ഡൗൺലോഡ് ചെയ്യുമ്പോൾ ഏതെങ്കിലും തരത്തിൽ അത് ലഭിക്കാതെ വരുകയോ മറ്റോ ആണെങ്കിൽ പൊതുമരാമത്ത് വകുപ്പിന് അതിൽ യാതൊരു ഉത്തരവാദിത്ത്വവും ഉ≠ായിരിക്കുന്നതല്ല.

8. ദർഘാസ് സംബന്ധമായ പ്രശ്നങ്ങൾ/സംശയങ്ങൾ വിശദീകരിക്കുന്നതിന് പങ്കെടുക്കുന്ന കരാറുകാരുടെ ഒരു മുൻകൂർ ദർഘാസ് യോഗം, സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ദേശീയപാത, ഉത്തരമേഖല ഓഫീസിൽ വച്ച് 28-12-2012, രാവിലെ 11-30 മണിക്ക് നടത്തപ്പെടുന്നതാണ്.
