TENDER/AUCTION NOTICE

No. HT4-79446/11/DHS. 28th November 2012.

The following unserviceable vehicles owned by the Health Services Department will be sold in Public Auction cum Tender basis as is where is condition at the premises of the Health Transport Central Workshop, Thiruvananthapuram at 11 a. m. on 6-2-2013. Those who intend to participate in the auction should submit their request with EMD @ ` 5,000 per vehicle on "sealed tenders" should be submitted on or before 5-2-2013 at 4 p. m. to the State Health Transport Officer, Directorate of Health Services, Thiruvananthapuram. The envelope should be superscribed as "Tender for unserviceable Motor vehicles". Separate rate should quoted for each vehicle. Tenders without EMD will not be considered at any rate.

1. Each tenders should be accompanied with a demand draft worth ` 5,000 in favour of DHS,Thiruvananthapuram for each vehicle.

2. Auction will be conducted on the specified date itself even if the day is being declared as a holiday by the Government.

3. Those who are interest to participate in auction should also submit demand draft worth ` 5,000 for each vehicle drawn in favour of the DHS, Thiruvananthapuram. The auction should be confirmed in the name of the highest bidder subject to the decision of the auction committee.

4. The highest bidder will have to deposit 25% of the auctioned amount immediately after conformation of the auction.

5. The tenderer who submit the tender should be present at the time of auction without fail. However if the tenderer did not turn up during the aution and if it is seen that the rate quoted by him is the highest, he should deposit the full amount of the vehicle with VAT within a period of ten days from the date of auction , on receipt of order from this office.

6. Full amount with VAT and other charges if any should be remitted within ten days from the date of auction sale and should remove the vehicle from the date of auction sale and should remove the vechile from the premises at the bidder's risk and cost.

7. In case of the defent on the part of the highest bidder to do so, the EMD+ 25% of the amount of the cost remitted will be forfeited to the Government account.

8. In the event of delay on the part of the highest bidder to remove the vehicle from the premises, Government will not be held responsible for any loss or damages if any to the vehicles.

9. The auction committee will reserve the right to postpone, reject or cancel the auction sale without assigning any reason thereof.

10. The date of auction sale is declared, as holiday the auction will be conducted on the same day.

The vehicle can be inspected with the permission of State Health Transport Officer, Directorate of Health Services, Thiruvananthapuram between to 11 a. m. to 4 p. m. on any working days before 5-2-2013 and further details can be had from State Health Transport Officer on all working days during office working hours.

കേരള സംസ്ഥാന ആരോഗ്യ വകുപ്പിന്റെ ഉടമസ്ഥതയി ലുള്ള ഉപയോഗയോഗ്യമല്ലാത്ത വാഹനങ്ങൾ ഇപ്പോൾ കിടക്കുന്ന അവസ്ഥയിലും തരത്തിലും തിരുവനന്തപുരം ആരോഗ്യ വകുപ്പ് ട്രാൻസ്പോർട്ട് വർക്ക്ഷോപ്പിൽ വച്ച് 6-2-2013-ാം തീയതി രാവിലെ 11 മണിക്ക് താഴെപ്പറയുന്ന വ്യവസ്ഥകൾക്ക് വിധേയമായി പരസ്യലേലം ചെയ്തു വിൽക്കു ന്നതാണ്. ലേലത്തോടൊപ്പം ഈ ആഫീസിൽ 5-2-2013, 4 മണിവരെ ലഭിക്കുന്ന മുദ്രവച്ച ദർഘാസുകൾ പരിഗണിക്കുന്നതാണ്.

മുദ്രവച്ച ദർഘാസുകൾ സമർപ്പിക്കുന്ന കവറിന് പുറത്ത് ഉപയോഗയോഗ്യമല്ലാത്ത വാഹനങ്ങൾ വിൽക്കുന്നതിനുള്ള ദർഘാസ് എന്ന് രേഖപ്പെടുത്തിയിരിക്കണം. ദർഘാസുകൾ സ്റ്റേറ്റ് ഹെൽത്ത് ട്രാൻസ്പോർട്ട് ആഫീസർ, ഡയറക്ടറേറ്റ് ഓഫ് ഹെൽത്ത് സർവ്വീസസ്, തിരുവനന്തപുരം എന്ന മേൽവിലാസത്തിൽ ആയിരിക്കണം. കവറിനുള്ളിൽ വാഹനങ്ങളുടെ ദർഘാസുകൾ മാത്രമേ സമർപ്പിക്കുവാൻ പാടുള്ളു. ഓരോ വാഹനത്തിന്റെയും വില പ്രത്യേകം രേഖപ്പെടുത്തിയിരിക്കണം നിരതദ്രവ്യം അടക്കം ചെയ്യാത്ത ദർഘാസുകൾ പരിഗണിക്കുന്നതല്ല.

ലേല വ്യവസ്ഥകൾ

1. ദർഘാസുകൾ സമർപ്പിക്കുന്നവർ സ്റ്റേറ്റ് ഹെൽത്ത ് ട്രാൻസ്പോർട്ട് ഓഫീസർ, ഡയറക്ടറേറ്റ് ഓഫ് ഹെൽത്ത് സർവീസസ് എന്ന പേരിൽ ഓരോ വാഹന 2. ദർഘാസുകൾ സമർപ്പിക്കുവാൻ ലേലത്തിൽ പങ്കെ ടുക്കുകയാണെങ്കിൽ ` 5,000-ത്തിന്റെ, ഡിമാന്റ ് ഡ്രാഫ്റ്റ് (ആരോഗ്യ വകുപ്പ് ഡയറക്ടറുടെ പേരിൽ എടുത്തത്) കൂടി ഓരോ വാഹനത്തിനും നൽകേ≠താണ്. ഏറ്റവും കൂടിയ തുകയ്ക്ക് ലേലം വിളിക്കുന്ന ആളുടെ പേരിൽ വ്യവസ്ഥകൾക്ക് വിധേയമായി ലേലം സ്ഥിരപ്പെ ടുത്തുന്നതാണ്.

3. ഏറ്റവും കൂടിയ തുകയ്ക്ക് ലേലം വിളിക്കുന്ന ആൾ ലേലം സ്ഥിരപ്പെടുത്തിയാൽ ഉടൻ തന്നെ ലേലത്തുകയുടെ 25% കെട്ടിവയ്ക്കേ≠താണ്.

4. ദർഘാസുകൾ സമർപ്പിക്കുന്നയാൾ ലേലദിവസം നിർബന്ധമായും ഹാജരാകേ≠താണ്. അല്ലാത്തപക്ഷം ടിയാന്റെ ദർഘാസ് തുക ഏറ്റവും കൂടിയതായി ക≠ാൽ കമ്മിറ്റിയുടെ തീരുമാനത്തിന ് വിധേയമായി അറിയിപ്പു നൽകി 10 ദിവസത്തിനകം മുഴുവൻ തുകയും (നികുതി ഉൾപ്പെടെ) നൽകി വാഹനം ഏറ്റെടുക്കേ≠താണ്.

5. ലേലം കൊ≠യാൾ വാഹനത്തിന്റെ മുഴുവൻ ലേലത്തു കയും നികുതി ഉൾപ്പെടെ അടച്ച് 10 ദിവസത്തിനകം വാഹനം ഏറ്റുവാങ്ങിക്കൊള്ളേ≠താണ്.

6. ഏതെങ്കിലും കാരണവശാൽ പ്രസ്തുത ദിവസ ങ്ങൾക്കകം മുഴുവൻ തുകയും അടയ്ക്കാത്ത സാഹചര്യ ത്തിൽ ലേലം കൊ≠ ആളുടെ നിരതദ്രവ്യവും അടച്ച 25% തുകയും സർക്കാരിലേക്ക് മുതൽ കൂട്ടുന്നതാണ്.

7. ലേലത്തിൽ പിടിച്ച വാഹനങ്ങൾ നീക്കം ചെയ്യാൻ കാലതാമസം നേരിട്ടാൽ ഈ കാലയളവിൽ വാഹന ങ്ങൾക്ക് ഉ≠ായേക്കാവുന്ന നാശനഷ്ടങ്ങൾക്ക്, സർക്കാർ ഉത്തരവാദിയാകുന്നതല്ല.

8. പ്രത്യേകിച്ച് യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ ലേലം റദ്ദാക്കുന്നതിനും മാറ്റിവയ്ക്കുന്നതിനും ഉള്ള പൂർണ്ണ അധികാരം വാഹനലേലത്തിനായി നിയമിച്ചി ട്ടുള്ള കമ്മിറ്റിയിൽ നിക്ഷിപ്തമാണ്.

9. വാഹനങ്ങളുടെ ലേലത്തിന് നി›യിച്ചിരിക്കുന്ന ദിവസം അവിചാരിതമായി സർക്കാർ അവധി പ്രഖ്യാപിക്കുകയാ ണെങ്കിൽക്കൂടി ലേലം നിർദ്ദിഷ്ട ദിവസം തന്നെ നടത്തുന്നതാണ്.

ജില്ലയുടെ പേരും ലേല സ്ഥലവും—സ്റ്റേറ്റ് ഹെൽത്ത് ട്രാൻസ്പോർട്ട് സെൻട്രൽ വർക്ക്ഷോപ്പ്, തിരുവനന്തപുരം.

ലേല തീയതി—6-2-2013.

ഇതു സംബന്ധിച്ച കൂടുതൽ വിവരങ്ങൾ അറിയി ക്കുവാനും വാഹനങ്ങൾ പരിശോധിക്കുവാനും 5-2-2013-നു മുൻപുള്ള ഏതു പ്രവൃത്തി സമയവും 11 മണിക്കും 4 മണിക്കും ഇടയിൽ സ്റ്റേറ്റ് ഹെൽത്ത് ട്രാൻസ്പോർട്ട് ഓഫീസറുമായി ബന്ധപ്പെടേ≠താണ്.

പാലക്കാട് ജില്ലയിൽ നെ∑ാറ സാമൂഹ്യ ആരോഗ്യ കേന്ദ്ര ത്തിലെ ഗവ. പേവാർഡിന് പിൻവശത്തെ ഷെÕിനടുത്ത് കടപുഴകി വീണ ഒരു πാവ് മരം വില്പന നടത്തുന്നതിനായി മത്സര സ്വഭാവമുള്ള മുദ്ര വെച്ച ദർഘാസുകൾ ക്ഷണിച്ചു കൊള്ളുന്നു. മരത്തിന്റെ വിശദാംശങ്ങൾ താഴെ ചേർക്കുന്നു.

നിബന്ധനകൾ

1. ദർഘാസ് ഫോറങ്ങൾ 29-1-2013-ന് കാലത്ത് 10 മണി മുതൽ 31-1-2013-ാം തീയതി 12 മണിവരെ ഫോറത്തിന്റെ വില ` 400+50 വില്പന നികുതി ഓഫീസിൽ അടച്ച് വാങ്ങേ≠താണ്.ആയതിന്റെ വില യാതൊരു കാരണ വശാലും തിരികെ നൽകുന്നതല്ല.

2. പൂരിപ്പിച്ച ദർഘാസുകൾ 31-1-2013 വ്യാഴാഴ്്ച 2 മണിക്കുള്ളിൽ സൂപ്ര≠്, സാമൂഹ്യ ആരോഗ്യകേന്ദ്രം, നെ∑ാറ എന്ന വിലാസത്തിൽ മുദ്രവെച്ച കവറിനുളളിൽ ലഭിക്കേ≠താണ്.

3. നിരതദ്രവ്യം ` 470 നെ∑ാറ സാമൂഹ്യ ആരോഗ്യ കേന്ദ്രം സൂപ്ര≠ിന്റെ പേരിൽ ഡി. ഡി. ആയി സമർപ്പിക്കേ≠താണ്. നിരതദ്രവ്യം ഇല്ലാത്ത ദർഘാസുകൾ മുന്നറിയിപ്പില്ലാതെ നിരസിക്കുന്നതാണ്.

4. നി›ിത സമയത്തിനുള്ളിൽ ലഭിക്കുന്ന ദർഘാസുകൾ 31-1-2013 ഉച്ചയ്ക്ക് 2.30 മണിക്ക് അപ്പോൾ സന്നിഹിതരായിരിക്കുന്ന ടെ≠ർ സമർപ്പിച്ചവരുടെയോ അവരുടെ പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ തുറന്ന് പരിശോധിക്കുന്നതാണ്.

5. അടങ്കൽ തുക—` 47,000.

6. യാതൊരു കാരണവും കാണിക്കാതെ ഏതെങ്കിലും ഒന്നോ മുഴുവനായോ ദർഘാസുകൾ നിരസിക്കുവാനുള്ള അധികാരം സാമൂഹ്യ ആരോഗ്യകേന്ദ്രം സൂപ്ര≠ിൽ നിക്ഷിപ്തമാണ്.

7. ദർഘാസുകളെ സംബന്ധിച്ച എല്ലാ സർക്കാർ വ്യവസ്ഥകളും ഇതിന് ബാധകമായിരിക്കും.

8. ഏറ്റവും കൂടുതൽ തുക രേഖപ്പെടുത്തിയ ദർഘാസ് സമർപ്പിച്ചവർ ടി തുകയ്ക്ക് പുറമെ വിൽപ്പന നികുതിയും ഫോറസ്റ്റ് ഡിപ്പാർട്ട്മെന്റ ് ടാക്സും ഒടുക്കേ≠താണ്.
