പുനലൂർ ഡിവിഷനിൽപ്പെട്ട പത്തനാപുരം, അഞ്ചൽ എന്നീ റെയിഞ്ചുകളിൽ സൂക്ഷിച്ചിട്ടുള്ള വിവിധ വനനിയമ കേസുകളിലെ തൊ≠ി സാധനങ്ങൾ താഴെ പട്ടികയിൽ അതാതു റെയിഞ്ചിനുനേരെ കാണിച്ചിട്ടുള്ള തീയതികളിൽ പകൽ 3 മണിക്ക് പുനലൂർ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ പട്ടികയിൽ കാണിച്ചിരിക്കുന്ന സ്ഥലത്ത് വച്ച് 16-11-1988-ലെ സർക്കാർ ഉത്തരവ് (എംഎസ്.) 18/99/വനം എന്നീ ഉത്തരവുകൾക്കും നിലവിലുള്ള മറ്റ് നിയമങ്ങൾക്കും വിധേയമായി പരസ്യമായി ലേലം ചെയ്ത് വിൽക്കുന്നതായിരിക്കും. ലേല ദിവസം പൊതു അവധിയായി പ്രഖ്യാപിച്ചാൽ പ്രസ്തുത ലേലം അടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സമയത്തും സ്ഥലത്തുംവച്ച് നടത്തുന്നതായിരിക്കും. നി›ിത ലേല തീയതിക്ക് 7 ദിവസം മുമ്പ് തന്നെ ലേലത്തിൽ ഉൾപ്പെടുത്തുന്ന ലേല വസ്തുക്കളുടെ ഇനം, അളവ് മുതലായ ലോട്ട് തിരിച്ചുള്ള പട്ടിക അതാത് റെയിഞ്ച് ഓഫീസുകളിൽ പരസ്യപ്പെടുത്തുന്നതും ലേലത്തിൽ പങ്കെടുക്കാൻ ആഗ്രഹിക്കുന്നവർ ലോട്ടുതിരിച്ചുള്ള തൊ≠ി വസ്തുക്കൾ നേരിൽ പരിശോധിച്ച് നല്പു നിൽപ്പ് ബോദ്ധ്യപ്പെടേ≠തുമാണ്. ലേലത്തിനുശേഷം ഇത് സംബന്ധമായ പരാതികൾ പരിഗണിക്കുന്നതല്ല.

ലേലത്തിൽ പങ്കെടുക്കാനാഗ്രഹിക്കുന്നവർ ലേലത്തിനു മുമ്പായി തേക്ക്, ഈട്ടി എന്നിവയ്ക്ക് ` 10,000, മറ്റ് തടികൾക്ക് ` 5,000, മറ്റ് വന വിഭവങ്ങൾക്ക് ` 1,000-ം നിരതദ്രവ്യമായി കെട്ടിവയ്ക്കേ≠തും ലേലം കൊ≠യാൾ ലേലം കഴിഞ്ഞാലുടൻ തന്നെ ലേലത്തുകയുടെ അഞ്ചിൽ ഒന്ന് നിരതദ്രവ്യം ഉൾപ്പെടെ ഒടുക്കേ≠താണ്. ലേലത്തുക ` 10,000-മോ അതിൽ കുറവോ ആണെങ്കിൽ മുഴുവൻ തുകയും ലേലത്തുക ` 10,000-ൽ കവിയുകയാണെങ്കിൽ ` 10,000-മോ ലേലത്തുകയുടെ അഞ്ചിൽ ഒന്ന് ഭാഗമോ ഏതാണ് കൂടുതലെങ്കിൽ ആയത് ലേലം കഴിഞ്ഞാലുടനെ അടയ്ക്കേ≠തുമാണ്. കോടതി ഉത്തരവ് അനുസരിച്ച് ലേലം ചെയ്യപ്പെടുന്ന തൊ≠ിയുടെ മൊത്തം തുകയും ലേലദിവസം അടയ്ക്കേ≠താണ്.

ലേലത്തിൽ പിടിച്ചെടുത്ത സാധനങ്ങൾ ലേലം സ്ഥിരപ്പെടുത്തിയ വിവരം ലേലക്കാരനെ അറിയിക്കുന്ന തീയതി മുതൽ 60 (അറുപത്) ദിവസത്തിനകം ബാക്കി മുഴുവൻ ലേലത്തുകയും മൊത്തം നിയമാനുസൃത നികുതികളും മൊത്തം സംഖ്യയ്ക്ക് 1998-ലെ ഫൈനാൻസ് ആക്റ്റ് പ്രകാരമുള്ള ആദായ നികുതിയും ഒടുക്കി ലേലത്തിൽ പിടിച്ചെടുത്ത സാധനങ്ങൾ നീക്കം ചെയ്യേ≠താണ്. ലേലത്തുക ഈ കാലാവധിക്കുള്ളിൽ അടയ്ക്കാതിരുന്നാൽ ലേലം റദ്ദ് ചെയ്യാവുന്നതും ലേലക്കാരൻ അടച്ചിട്ടുളള തുക സർക്കാരിലേക്ക് മുതൽക്കൂട്ടുന്നതും ടി ലേലത്തിൽ5th FEB. 2013] FOREST DEPARTMENT 94 പിടിച്ചെടുത്ത സാധനങ്ങൾ ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ വീ≠ും ലേലം ചെയ്ത് വിൽക്കുമ്പോൾ സർക്കാരിന് നഷ്ടം ഉ≠ാവുകയാണെങ്കിൽ അപ്രകാരമുളള നഷ്ടം, പരസ്യക്കൂലി മുതലായവ വ്യവസ്ഥകൾക്ക് വിധേയമായി മുൻലേലക്കാരനിൽ നിന്നും ഈടാക്കുന്നതും ലാഭം ഉ≠ാവുകയാണെങ്കിൽ ആയതിന് മുൻ ലേലക്കാരന് യാതൊരു അവകാശവും ഇല്ലാത്തതുമാകുന്നു.

ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ 11-12-2012-ലെ പ്രൊ.(5)26274/12-ാം നമ്പരായി 25-12-2012-ലെ ഫോറസ്റ്റ് ഷീറ്റിൽ 29-ാം നമ്പർ കേരള ഗസറ്റിൽ പ്രസിദ്ധപ്പെടുത്തിയിട്ടുളള മറ്റു ലേല വ്യവസ്ഥകളും സർക്കാർ തടി ഡിപ്പോകളിൽ അതാതു കാലങ്ങളിൽ നിലവിലുളള മറ്റു ലേല നിബന്ധനകളും ഈ ലേലത്തിനും ബാധകമായിരിക്കും. ലേലത്തിൽ ഉൾപ്പെടുന്ന തടികൾ, ഉരുപ്പടികൾ ഇവയുടെ അളവും തരവും ഗുണവും ലേലക്കാരൻ ലേലത്തീയതിക്ക് മുമ്പ് തന്നെ ബോദ്ധ്യപ്പെട്ടു കൊള്ളണം. ലേലം സംബന്ധിച്ച കൂടുതൽ വിവരങ്ങൾ അതാത് റെയിഞ്ചുകളിൽ നേരിട്ട് അന്വേഷിച്ചാൽ അറിയാവുന്നതാണ്.

ലേലത്തിനുശേഷം കാലാവസ്ഥ കാരണമോ, അ·ി, വെളളപ്പൊക്കം, ഉരുൾപൊട്ടൽ മുതലായ കെടുതികൾ മൂലമോ, തടി, വിറക്, മറ്റ് സാധനങ്ങൾ എന്നിവയ്ക്കു≠ാവുന്ന നഷ്ടത്തിനോ, അളവ് വ്യത്യാസത്തിനോ ഡിപ്പാർട്ടുമെന്റിന് ഉത്തരവാദിത്വം ഉ≠ായിരിക്കുന്നതല്ല.

ലേല വ്യവസ്ഥകളിൽ എന്തെങ്കിലും മാറ്റങ്ങളോ കൂട്ടിച്ചേർക്ക ലുകളോ ആവശ്യമായി വരുന്നപക്ഷം ആയത് ലേലത്തിൽ പങ്കെടുക്കുന്നവരെ വായിച്ചു കേൾപ്പിച്ച് ബോദ്ധ്യപ്പെടുത്തുന്ന തായിരിക്കും.

It is hereby notified that the Teak logs collected from 1968 Teak Plantation in Kanamala Forest Station of Ranni Range and Teak Poles collected from 1966 Mammoodupathal Teak Plantation in Vadasserikkara Range will be sold in public tender cum auction at dumping sites shown in the schedule by the Divisional Forest Officer, Ranni or any Officer authorized by him, subject to the conditions published in Kerala Gazette No. 49 dated 14-12-2010 vide Notification No. Pro. (5) 5628/08 dated 4-12-2010 of the Chief Conservator of Forests (P), Thiruvananthapuram and other conditions prevalent in the Forest Department.

Besides the quantity shown in the schedule, the quantity if any delivered to dumping site before the date of Tender-cum-Auction will also be included in the sale. If the date of tender-cum-auction noted in the schedule is declared as public holiday, the tender cum auction will be conducted in the next working day at the same time and place and if the proposed tender-cum-auction is not held due to other reasons, the same will be conducted on the alternate dates as shown in the schedule at the same time and place. Tender forms can be had from the respective range office on all working days on payment of ` 400 and VAT.

Those who intend to participate in the tender cum auction shall deposit a sum of ` 20,000 (Twenty thousand only) each for teak timber and poles and ` 10,000 for Acacia timber as E.M.D. in cash at the time of submission of tender.

Those who intend to participate in the auction alone shall deposit the EMD at the above rate before the commencement of auction.

Intending persons may ensure the quantity and quality of materials put up for auction/tender before the commencement of the same and no complaints whatsoever will be entertained after the auction-tender. The tenderers/ bidders should produce a certificate showing the permanent address and signature of the bidders duly attested by the concerned Village Officer or any other approved identity documents before depositing the EMD. Those who do not produce any approved Identity Card or Certificate will not be allowed to participate in the tender-auction.

In case any Government Department requires any of the materials put up for the auction the quantity remaining after their selection only will be auctioned. The quantity that may become ready for sale after the publication of this notification will also be included in the tender cum auction. Any further notification to the sale conditions that may be issued by Government after the issuance of this notification will also be applicable to this tender cum auction.

Further details and information can be had from this Office or the concerned Range Office, Vadasserikkara, Ranni or Goodrical during the working hours.

The tenders will be opened on the close of auction in the concerned range in the presence of tenderers/bidders and each lot will be knocked down in the name of the highest tenderers /bidders.

If the tender cum auction is not held due to any reasons or poles/timber in any lot is not sold on the notified dates, the tender cum auction will be held on 20-2-2013 in at the same place and time.

ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ ലേലത്തിനുമുമ്പായി ഉൽപ്പന്നങ്ങളുടെ ഗുണനിലവാരവും അളവും നേരിൽക≠് ബോദ്ധ്യപ്പെട്ടുകൊള്ളേ≠താണ്. അതിനുശേഷമുള്ള പരാതികൾ പരിഗണിക്കുന്നതല്ല. ഈ വി⁄ാപനത്തീയതിക്കുമുമ്പായി ദർഘാസ്/ലേലം സംബന്ധമായി സർക്കാർ ഉത്തരവുകൾ എന്തെങ്കിലും ഉ≠ായാൽ ആയതും ഈ ദർഘാസ്/ലേലത്തിനും ബാധകമായിരിക്കും. വിൽപ്പനയ്ക്ക് വച്ചിട്ടുള്ള ഉൽപ്പന്നങ്ങൾ ഏതെങ്കിലും സർക്കാർ വകുപ്പുകൾക്ക് ആവശ്യമായിവരുന്നപക്ഷം ആയത് കഴിച്ചുള്ള ഉൽപ്പന്നങ്ങൾ മാത്രമേ വിൽക്കുകയുള്ളു. പട്ടികയിൽ വിവരിക്കുന്നതിൽ ഉപരി ലേല ത്തിന് മുമ്പ് ഡമ്പിംഗ് ഡിപ്പോയിൽ ഇറക്കി ലോട്ടുചെയ്യുന്ന ഉൽപ്പന്നങ്ങൾ കൂടി ലേലത്തിൽ ഉൾപ്പെടുന്നതായിരിക്കും. കൂടുതൽ വിവരങ്ങൾ ഈ ഓഫീസിൽ നിന്നോ, റാന്നി റെയിഞ്ചാഫീസിൽ നിന്നോ പ്രവൃത്തി ദിവസങ്ങളിൽ അറിയാവുന്നതാണ്. അന്നേദിവസം ലേലത്തിനുശേഷം റെയിഞ്ചാഫീസിൽ ഹാജരുള്ള ദർഘാസുകാരുടെ/ലേലക്കാരുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതും ദർഘാസ് നിരക്കോ ലേല നിരക്കോ ഏതാണ് കൂടുതൽ എന്ന് പരിശോധിച്ച് ടി ദർഘാസുകാരുടെ /ലേലക്കാരുടെ പേരിൽ അതാത് ലോട്ടുകൾ ഉറപ്പിച്ച് നൽകുന്നതുമായിരിക്കും.

ഏതെങ്കിലും കാരണവശാൽ ദർഘാസ്/ലേലം 13-2-2013-ാം തീയതിയിൽ നടക്കാതെ വരികയും ഏതെങ്കിലും ലോട്ടിലെ ഉൽപ്പന്നങ്ങൾ വിറ്റുപോകാതെ വരികയും ചെയ്താൽ ടി ഉല്പ്പന്നങ്ങൾ വീ≠ും അതേ സ്ഥലത്തും സമയത്തും 20-2-2013-ാം തീയതിയിൽ വീ≠ും ലേലം നടത്തുന്നതാണ്.

Tender forms and other conditions can be obtained from the office of the undersigned on application in writing and on payment of the cost of tender form and taxes in cash (not refundable) up to 1 p. m. on 15-2-2013. The filled up tenders will be received in this office upto 3 p. m. on 15-2-2013 and opened by the undersigned or an officer authorised by him on the same day at 3.30 p. m. at the office of Divisional Forest Officer, Ranni in the presence of the contractors attending on the date. If the due date happens to be a holiday, the next working day will be the due date.

The tender forms are not transferable. The Earnest Money Deposit noted for the work should be paid along with the tenders by D.D. (Cheque will not be acceptable) pledged in favour of the undersigned payable at any Nationalised Bank/Scheduled Bank. Incomplete tenders and tenders without EMD are liable to be rejected. The Wildlife Warden reserves the right to reject any tender, either partly or wholly without assigning any reason thereof. If the tender could not be conducted on the notified date due to any reason, it will be conducted at the same place and time on the next working day as per the same conditions.

If the tender for all work or any of the work could not be conducted on the said date/dates, the tender for such work/works will be conducted at the same place and time with same conditions on 7-2-2013. If the tender could not be conducted on that day, it will be conducted on 12-2-2013. If it could not be conducted on that day also, it will be conducted on 15-2-2013. The intending tenderer should apply with proof of identity such Electoral Identity Card, Driving License, Indian Passport etc. along with the Registration Certificate in original to get the tender form. The tender form should be properly filled up and should be submitted on or before 2 p.m. on the date of tender. It should be accompanied by all necessary documents along with Earnest Money Deposit. Deposit by way of Bankers DD or Fixed Deposit or National Savings Certificate pledged in favour of Wildlife Warden, Wayanad Wildlife Division, Sulthan Bathery payable at Sulthan Bathery.
