The Superintending Engineer, Harbour Engineering Central Circle, Ernakulam for and on behalf of the Governor of Kerala invites competitive tenders in sealed covers for the following works from registered contractors/ firms of State PWD/Irrigation Department and Central Public Works Department through Registered Post or Speed Post. The tenders submitted through any courier service will not be considered.

Tenders for the work shall be submitted in sealed cover with superscription of the name of work and tender number on or before 3 p.m. on 20-2-2013 to the Superintending Engineer, Harbour Engineering Central Circle, Ernakulam-18. Tenders received after 3 p.m. on 20-2-2013 due to postal delay or on any other reasons will not be considered. Department will not be responsible for any such delays. If the last date of receipt of tender happens to be a holiday, tender will be accepted upto 3 p.m. on the next working day. Preliminary Agreement signed in Kerala Stamp Paper worth ` 100 and document for required EMD pledged in favour of the Superintending Engineer, Harbour Engineering Central Circle, Ernakulam-18 are also to be submitted along with the tender. The tender submitted without Preliminary Agreement and required EMD will be rejected outright. The tenders will be opened at 3.30 p. m. on the last date of receipt of tender in the presence of tenderers/authorized agents present at the time. The firm period of the tender shall be four months from the date of opening of the tender. All the conditions in the Kerala PWD and all other conditions prevailing for consideration of tenders will be applicable to these tenders also. Government Order No. (RT) 255/2004/F&PD dated 29-6-2004 and allied orders will be applicable for these tenders. The undersigned reserves the right to reject the application for issuance of tender forms and also the submitted tender of any tenderer without assigning any reason. While evaluating tenders, regard would be paid to national defence and security consideration.

ദർഘാസ് ഫോറങ്ങൾ തുറമുഖ എഞ്ചിനീയറിംഗ് വകുപ്പ് മദ്ധ്യമേഖല, എറണാകുളം ഓഫീസിൽ നിന്നും 5-2-2013 മുതൽ 12-2-2013 വരെയുള്ള പ്രവൃത്തി ദിവസങ്ങളിൽ 10.15 മണിക്കും 3 മണിക്കും ഇടയിലും 13-2-2013-ന് ഉച്ചയ്ക്ക് 1 മണിവരെയും ദർഘാസ് ഫോറത്തിന്റെ വിലയും നികുതിയും അടച്ച് യോഗ്യത തെളിയിക്കുന്ന രേഖകൾ ഹാജരാക്കി രേഖാമൂലം അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്. പ്രവൃത്തിക്കുള്ള ദർഘാസ്, പ്രവൃത്തിയുടെ പേരും ദർഘാസ് നമ്പരും കവറിന്റെ മുകളിൽ രേഖപ്പെടുത്തി സീൽ ചെയ്ത് 20-2-2013-ന് വൈകുന്നേരം 3 മണിക്ക് മുമ്പായി രജിസ്ട്രേഡ് തപാൽ അഥവാ സ്പീഡ് പോസ്റ്റ് മുഖേന എറണാകുളം ഹാർബർ എഞ്ചിനീയറിംഗ് വകുപ്പ് മദ്ധ്യമേഖല സൂപ്ര≠ിംഗ് എഞ്ചിനീയർക്ക് ലഭിക്കത്തക്കവണ്ണം സമർപ്പിക്കേ≠ താണ്. 20-2-2013 വൈകുന്നേരം 3 മണിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകളും ആയത് തപാൽ തകരാറുമൂലമോ, മറ്റേതെങ്കിലും കാരണവശാലോ ആയാലും സ്വീകരിക്കുന്നതല്ല. ഇങ്ങനെ ഉ≠ാകുന്ന കാലതാമസത്തിന് ഡിപ്പാർട്ട്മെന്റ ് യാതൊരു കാരണ വശാലും ഉത്തരവാദി ആയിരിക്കുന്നതല്ല. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധിയായി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം വൈകുന്നേരം 3 മണിവരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്. ദർഘാസ് പ്രമാണങ്ങളോടൊപ്പം ` 100 വിലയുള്ള മുദ്രപ്പത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി ഒപ്പിട്ട് സമർപ്പിക്കേ≠തും അതോടൊപ്പം തന്നെ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ഹാർബർ എഞ്ചിനീയറിംഗ് സെൻട്രൽ സർക്കിൾ, എറണാകുളം, കൊച്ചി എന്ന പേരിൽ ആവശ്യമായ നിരതദ്രവ്യം നിയമപ്രകാരം കെട്ടിവച്ചതിന്റെ രേഖ അടക്കം ചെയ്യേ≠തുമാണ്. അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം വൈകുന്നേരം 3.30-ന് ഹാജരുള്ള കരാറുകാരുടേയോ അവർ രേഖാമൂലം അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളു ടേയോ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതാണ്. ദർഘാസിന്റെ ഫേം പീരിയഡ് ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ 4 മാസം ആയിരിക്കും. കേരള പൊതുമരാമത്ത് വകുപ്പിലെ ദർഘാസ് സംബന്ധമായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണനക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. സർക്കാർ ഉത്തരവ് (ആർ റ്റി.) 255/2004/എഫ് ആന്റ ് പി.ഡി. നമ്പരിലെ 29-6-2004-ലെ സർക്കാർ ഉത്തരവും അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. ദർഘാസ് ഫോറങ്ങൾക്കുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ആളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകളുടെ സൂക്ഷ്മ പരിശോധനയിൽ ദേശീയ സുരക്ഷയ്ക്കും പ്രതിരോധത്തിനും പ്രത്യേക പരിഗണന നൽകുന്നതാണ്.
