9th APRIL 2013] MARINE DEPARTMENT 75The tender forms can be had from the Office of the Superintending Engineer, Harbour Engineering South Circle, Thiruvananthapuram on all working days from 8-4-2013 to 11-4-2013 from 10.30 a.m. to 3 p.m. and upto 12-4-2013, 1 p.m. on application in writing proving the eligibility and on payment of cost of tender form and VAT.
Tenders in separate sealed covers superscribing the Name of Work, Tender No. etc. should reach the undersigned on or before 3 p.m. on 19-4-2013 by Registered/Speed Post only. Tenders received after 3 p.m. on 19-4-2013, due to postal delay or on any other reasons will not be considered. Department will not be responsible for such delay. If the last date fixed for submission of tenders be declared to be a holiday, tenders will be accepted till 3 p.m. on the next working day. Exchange of tender documents is prohibited.
Preliminary Agreement is to be signed in Kerala Stamp Paper worth ` 100 and sufficient EMD as Demand Draft pledged in favour of the Superintending Engineer, Harbour Engineering South Circle, Kamaleswaram, Thiruvananthapuram should also be accompanied along with the tender. Tenders submitted without enclosing preliminary agreement and required EMD will be rejected outright. The tenders received will be opened at 3.30 p.m. on 19-4-2013 in the presence of tenderers or their authorized representatives present at the time of opening.
The firm period of the tender will be four months (4 months) from the date of opening of the tender.
All the conditions regarding notice inviting tenders in the Kerala PWD/HED and all other conditions prevailing for consideration of the tenders and allied orders will be applicable to this tender. Govt. Order (Rt.) No. 255/04/F&PD dated 29-6-2004 and allied orders will also be applicable to this tender. The undersigned reserves all rights to reject the application for tender documents and also to reject the submitted tender without assigning any reason. On evaluation of tenders, regard would be paid to National Defence and Security considerations.

ദർഘാസ് പ്രമാണങ്ങളോടൊപ്പം ` 100 വിലയ്ക്കുള്ള കേരള മുദ്രപത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി ഒപ്പിട്ട് സമർപ്പിക്കേ≠തും അതോടൊപ്പംതന്നെ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ഹാർബർ എഞ്ചിനീയറിംഗ്, ദക്ഷിണമേഖല, തിരുവനന്തപുരം എന്ന പേരിൽ9th APRIL 2013] MARINE DEPARTMENT 75 ആവശ്യമായ നിരതദ്രവ്യം നിയമപ്രകാരം കെട്ടിവച്ചതിന്റെ രേഖ അടക്കം ചെയ്യേ≠തുമാണ്. അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. ദർഘാസുകൾ 19-4-2013 വൈകുന്നേരം 3.30-ന് ഹാജരുള്ള കരാറുകാരുടെയോ അവർ രേഖാമൂലം അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്. ദർഘാസിന്റെ ഫേം പിരീഡ് ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ 4 മാസം ആയിരിക്കും.
കേരള പൊതുമരാമത്ത് വകുപ്പിലെ ദർഘാസ് സംബന്ധമായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണനയ്ക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായി രിക്കും. (ആർ. റ്റി.) 255/2004/എഫ് & പി. ഡി. നമ്പർ 29-6-2004-ലെ സർക്കാർ ഉത്തരവും അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. ദർഘാസ് ഫോറങ്ങൾക്കുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരി ക്കുന്ന ആളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകളുടെ സൂക്ഷ്മപരിശോ ധനയിൽ ദേശീയ സുരക്ഷയ്ക്കും പ്രതിരോധത്തിനും പ്രത്യേക പരിഗണന നൽകുന്നതാണ്.

ദർഘാസ് നി›യിച്ച കേന്ദ്രത്തിൽ വച്ച് ലേലശേഷം തുറക്കുന്നതുമായിരിക്കും. ലേല/ദർഘാസിൽ പങ്കെടുക്കാൻ ആഗ്രഹിക്കുന്നവർ 16-4-2013-ന് 3 മണിക്ക് മുമ്പായി ആവശ്യമുള്ള നിരതദ്രവ്യത്തോടുകൂടി ലേല ഫോറം പൂരിപ്പിച്ച് സമർപ്പിച്ച് പേര് രജിസ്റ്റർ ചെയ്യേ≠താണ്. നിരതദ്രവ്യം പണമായി സ്വീകരിക്കുന്നതല്ല.
ലേല/ദർഘാസ് സംബന്ധിച്ചുള്ള കേരള പൊതുമരാമത്ത് വകുപ്പിന്റെയും തുറമുഖ എഞ്ചിനീയറിംഗ് വകുപ്പിന്റെയും എല്ലാ വ്യവസ്ഥകളും ഇതിനും ബാധകമാണ്. കാരണം കൂടാതെ ദർഘാസ് റദ്ദ് ചെയ്യാനോ മാറ്റിവയ്ക്കാനോ ഉള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമാണ്. ലേല/ ദർഘാസ് സംബന്ധിച്ച് ആക്ഷേപമു≠െങ്കിൽ ആയത് ദർഘാസ് കഴിഞ്ഞ് 7 ദിവസത്തിനകം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗ സ്ഥനെ രേഖാമൂലം അറിയിക്കേ≠താണ്. പിന്നീടുള്ള പരാതി സ്വീകരിക്കുന്നതല്ല. കൂടുതൽ വിവരങ്ങൾക്ക് ഓഫീസുമായി ബന്ധപ്പെടാവുന്നതാണ്.
