Sub:—K.S.H.B.-Estt.-Sri P.T. Mohammed Abdul-Nazar, Assistant Engineer-Unauthorised absence- disciplinary action initiated-punishment imposed-removal from service—show cause notice issued-reg.
Ref:— (1) Memo of charges and statement of
allegations dated 19-10-2011.
on four different spells upto 28-2-2010. As you Sri P. T. Mohammed Abdul Nazar has not rejoined duty on expiry of the sanctioned term of leave, disciplinary action was initiated against you by issuing memo of charges and statement of allegations vide reference cited above. As there was no response from your side, the same has been published in two-dailies, having vide circulation in Abudhabi and in Malappuram District. But no reply was received from you.
WHEREAS the undersigned hereby issue notice to you, Sri P. T. Mohammed Abdul Nazar to show cause why the said punishment should not be imposed upon you. Your written explanation should reach the undersigned within 14 days from the date of receipt of this notice. If your explanation is not received within the stipulated period, the matter will be proceeded with on the presumption that you have no explanation to offer in the matter and you will be removed from the services of the Board as laid down in Appendix XII A Part I KSRs.

Therefore as per Rule 15 of the KCS (CCA) Rules 1960 a formal enquiry was conducted by Sri P. C. Mohanan, Executive Engineer, P & C, Ernakulam Division as Enquiry Officer and Sri T. S. Renjith, Assistant Secretary as Presenting Officer. Sri P. C. Mohanan the enquiry officer vide his Registered letter dated 18-12-2012 had directed you to attend the hearing before him at the P&C Division, Ernakulam on any working day within 10 days from the receipt of his letter. But you have not responded. The enquiry officer after thorough enquiry has recommended for the termination from service as per KCS (CCA) Rules 1960.

In the circumstances, the undersigned have decided to conclude the disciplinary action initiated against you by imposing the punishment of removal from service as contemplated under KCS (CC & A) Rule 1960.
