Competitive tenders in separate sealed covers are invited by the Superintending Engineer, Harbour Engineering South Circle, Thiruvananthapuram for and on behalf of the Governor of Kerala for the following work from Registered Contractors/Firms of State PWD/Irrigation Department, CPWD etc. having class of Registration as described below through registered or speed post only. Tenders submitted through any courier service or by hand will not be considered.

Tender Number—18/HESC/2013-14.

Name of work—Upgradation of Coastal Roads in Kollam District—Improvements of road from Kattilkadavu Post Office Junction to Vazhakkoottathilkadavu in ward No. 21 of K. S. Puram Panchayath.

Estimate PAC—` 23,44,681.

E.M.D.—` 50,000.

Cost of tender forms—` 3,600 + VAT @ 5%.

Period of completion—5 months.

Class of Registration— 'B' Class and above.

Name of Division through which the work is executed— Harbour Engineering Division, Kollam.

The tender forms can be had from the Office of the Superintending Engineer, Harbour Engineering South Circle, Thiruvananthapuram on all working days from 19-6-2013 to 24-6-2013 from 10.15 a.m. to 3 p.m. and upto 1 p.m. on 25-6-2013 on application in writing proving the eligibility and on payment of cost of tender form and VAT.

Tenders in separate sealed covers superscribing the name of work, Tender No. etc. should reach the undersigned on or before 3 p.m. on 3-7-2013 by Registered/Speed Post only. Tenders received after 3 p.m. on 3-7-2013, due to postal delay or on any other reasons will not be considered. Department will not be responsible for such delay. If the last date fixed for submission of tenders be declared to be a holiday, tenders will be accepted till 3 p.m. on the next working day. Exchange of tender documents is prohibited.

Preliminary Agreement is to be signed in Kerala Stamp Paper worth ` 100 and sufficient EMD as Demand Draft pledged in favour of the Superintending Engineer, Harbour Engineering South Circle, Kamaleswaram, Thiruvananthapuram should also be accompanied along with the tender. Tenders submitted without enclosing preliminary agreement and required EMD will be rejected outright. The tenders received will be opened at 3.30 p.m. on 3-7-2013 in the presence of tenderers or their authorized representatives present at the time of opening. The firm period of the tender will be four months (4 months) from the date of opening of the tender.

All the conditions regarding notice inviting tenders in the Kerala PWD/HED and all other conditions prevailing for consideration of the tenders and allied orders will be applicable to this tender. [Govt. Order (Rt.) No. 255/04/ F&PD dated 29-6-2004 and allied orders will also be applicable to this tender]. The undersigned reserves all rights to reject the application for tender documents and also to reject the submitted tender without assigning any reason. On evaluation of tenders, regard would be paid to National Defence and Security considerations.

പ്രവൃത്തിക്കുള്ള ദർഘാസ് പ്രവൃത്തിയുടെ പേരും ദർഘാസ് നമ്പരും മറ്റും കവറിന്റെ മുകളിൽ വ്യ‡മായി രേഖപ്പെടുത്തി സീൽ ചെയ്ത് 3-7-2013-ന് വൈകുന്നേരം 3 മണിക്ക് മുമ്പായി രജിസ്ട്രേഡ് തപാൽ അഥവാ സ്പീഡ് പോസ്റ്റ് മുഖേന ഹാർബർ എഞ്ചിനീയറിംഗ് ദക്ഷിണമേഖലാ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർക്ക് ലഭിക്കത്തക്കവിധം സമർപ്പിക്കേ≠താണ്. 3-7-2013-ന് വൈകുന്നേരം 3 മണിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ, ആയത് തപാൽ തകരാറുമൂലമോ മറ്റേതെങ്കിലും കാരണവശാലോ ആയാലും സ്വീകരിക്കുന്നതല്ല. ഇങ്ങനെ ഉ≠ാകുന്ന കാലതാമസത്തിന് ഡിപ്പാർട്ടുമെന്റ ് യാതൊരു കാരണവശാലും ഉത്തരവാദിയായിരിക്കുന്നതല്ല. ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാനദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധിയായി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തിദിവസം വൈകുന്നേരം 3 മണിവരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്. ദർഘാസ് പ്രമാണങ്ങൾ യാതൊരു കാരണവശാലും കൈമാറ്റം ചെയ്യാൻ പാടുള്ളതല്ല.

ദർഘാസ് പ്രമാണങ്ങളോടൊപ്പം ` 100 വിലയ്ക്കുള്ള കേരള മുദ്രപത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി ഒപ്പിട്ട് സമർപ്പിക്കേ≠തും അതോടൊപ്പംതന്നെ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ഹാർബർ എഞ്ചിനീയറിംഗ്, ദക്ഷിണമേഖല, തിരുവനന്തപുരം എന്ന പേരിൽ ആവശ്യമായ നിരതദ്രവ്യം നിയമപ്രകാരം കെട്ടിവച്ചതിന്റെ രേഖ അടക്കം ചെയ്യേ≠തുമാണ്. അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. ദർഘാസുകൾ 3-7-2013-ന് വൈകുന്നേരം 3.30-ന് ഹാജരുള്ള കരാറു കാരുടെയോ അവർ രേഖാമൂലം അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്.

ദർഘാസിന്റെ ഫേം പിരീഡ് ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ 4 മാസം ആയിരിക്കും.

കേരള പൊതുമരാമത്ത് വകുപ്പിലെ ദർഘാസ് സംബന്ധമായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണനയ്ക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായി രിക്കും. സർക്കാർ ഉത്തരവ് (ആർ. റ്റി.) 255/2004/എഫ് & പി. ഡി.

നമ്പരിലെ 29-6-2004-ലെ സർക്കാർ ഉത്തരവും അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. ദർഘാസ് ഫോറങ്ങൾക്കുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ആളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകളുടെ സൂക്ഷ്മ പരിശോധനയിൽ ദേശീയ സുരക്ഷയ്ക്കും പ്രതിരോധത്തിനും പ്രത്യേക പരിഗണന നൽകുന്നതാണ്.
