RE-TENDER/AUCTION NOTICE
No. HT4-79446/2011/DHS.
3rd August 2013.
The following used vehicles owned by the Health Services Department will be sold in public auction cum tender basis "as is where is condition" at the premises of the Health Transport Central Workshop, Thiruvananthapuram at 11 a. m. on 27-9-2013. Those who intend to participate in the auction should submit their request with EMD ` 1,500 per vehicle in the venue, or sealed tenders on or before 26-9-2013 at 3 p.m. to the State Health Transport Officer, Directorate of Health Services, Thiruvananthapuram. The envelop for sealed tenders should be superscribed as "Tender for unserviceable motor vehicles", separate rate for each vehicles to be quoted with EMD at the rate ` 1,500 should be enclosed for every vehicle. Tenders without EMD will not be considered at any rate.

Terms and Conditions
1. Those who are intend to participate in auction should submit demand draft drawn from any Nationalized Bank worth ` 1,500 (Rupees One thousand five hundred only) per vehicle in the venue, in favour of the Director of Health Services, Thiruvananthapuram. The auction should be confirmed in the name of the highest bidder subject to the decision of the Auction Committee.
2. In the case of sealed tenders, each tender for each vehicle should be accompanied with a demand draft worth ` 1,500 (Rupees One thousand five hundred only) as EMD drawn from any Nationalized Bank in favour of The Director of Health Services, Thiruvananthapuram.
3. Auction will be conducted on the next working day same time, if 27-9-2013 is being declared as a holiday by the Government. In such events the date for the submission of tender will not change.
4. The highest bidder will have to deposit 25% of the auctioned amount immediately after conformation of the auction.
5. The tenderer who submit the tender should be present at the time of auction without fail. However if the tenderer did not turn up during the auction and if it is seen that the rate quoted by him is the highest, he should deposit the full amount of the vehicle with VAT within a period of ten days from the date of auction without prior notice otherwise the bidder will be treated as disqualified and the EMD will be forfeited to the Government.

The Highest bidder will have to remit the full amount with VAT and other charges if any within ten days from the date of auction sale and should remove the vehicle from the premises within 15 days at the bidder's risk and cost after the receipt of our conformation letter/order.
7. In case of the default on the part of the highest bidder to do so, the EMD and 25% of the amount of the cost remitted will be forfeited to the Government account.
8. In the event of delay on the part of the highest bidder to remove the vehicle from the premises, Government will not be held responsible for the vehicles or any loss or damages if any caused to the vehicles.
9. The auction committee will reserve the right to postpone, reject or cancel the auction sale without assigning any reason thereof.

കേരള സംസ്ഥാന ആരോഗ്യവകുപ്പിന്റെ ഉടമസ്ഥതയിലുള്ള ഉപയോഗിച്ച വാഹനങ്ങൾ ഇപ്പോൾ കിടക്കുന്ന അവസ്ഥയിലും തരത്തിലും തിരുവനന്തപുരം ആരോഗ്യവകുപ്പ് ട്രാൻസ്പോർട്ട് വർക്ക്ഷോപ്പിൽവച്ച് 27-9-2013-ാം തീയതി പകൽ 11 മണിക്ക് താഴെപ്പറയുന്ന വ്യവസ്ഥകൾക്ക് വിധേയമായി പരസ്യലേലം ചെയ്ത് വിൽക്കുന്നു. താല്പര്യമുള്ളവർ അപേക്ഷയോ ടൊപ്പം ഓരോ വാഹനത്തിനും ` 1,500 ഏതെങ്കിലും ദേശസാൽകൃത ബാങ്കിൽനിന്നും ആരോഗ്യവകുപ്പ് ഡയറക്ടറുടെ പേരിൽ തിരുവനന്തപുരത്ത് മാറാവുന്ന ഡിമാന്റ ് ഡ്രാഫ്റ്റ് സഹിതം ലേല സ്ഥലത്ത് എത്തേ≠താണ്. ലേലത്തോടൊപ്പം ഈ ഓഫീസിൽ 26-9-2013 വൈകുന്നേരം 3 മണിവരെ ലഭിക്കുന്ന മുദ്രവച്ച ദർഘാസുകൾ പരിഗണിക്കുന്നതാണ്. മുദ്രവച്ച ദർഘാസുകൾ സമർപ്പിക്കുന്ന കവറിനുപുറത്ത് ' ഉപയോഗിച്ച വാഹനങ്ങൾ വിൽക്കുന്നതിനുള്ള ദർഘാസ് ' എന്ന് രേഖപ്പെടുത്തിയിരിക്കണം. ദർഘാസുകൾ സ്റ്റേറ്റ് ഹെൽത്ത് ട്രാൻസ്പോർട്ട് ഓഫീസർ, ഡയറക്ടറേറ്റ് ഓഫ് ഹെൽത്ത് സർവ്വീസസ്, തിരുവനന്തപുരം എന്ന മേൽവിലാസത്തിൽ ആയിരി ക്കണം. ഓരോ വാഹനത്തിന്റെയും വില പ്രത്യേകം പ്രത്യേകം രേഖപ്പെടുത്തുന്നതിനോടൊപ്പം ` 1,500 ഏതെങ്കിലും ദേശസാൽകൃത ബാങ്കിൽനിന്നും ആരോഗ്യവകുപ്പ് ഡയറക്ടറുടെ പേരിൽ തിരുവനന്തപുരത്ത് മാറാവുന്ന ഡിമാന്റ ് ഡ്രാഫ്റ്റായി നിരതദ്രവ്യവും അടക്കം ചെയ്യേ≠താണ്. നിരതദ്രവ്യം അടക്കം ചെയ്യാത്ത ദർഘാസുകൾ പരിഗണിക്കുന്നതല്ല.
ലേല വ്യവസ്ഥകൾ
1. ലേലത്തിൽ പങ്കെടുക്കാൻ ആഗ്രഹിക്കുന്ന വ്യ‡ികൾ `1,500-ന്റെ ഏതെങ്കിലും ദേശസാൽകൃത ബാങ്കിൽനിന്നും ആരോഗ്യവകുപ്പ് ഡയറക്ടറുടെ പേരിൽ തിരുവനന്തപുരത്ത് മാറാവുന്ന ഡിമാന്റ ് ഡ്രാഫ്റ്റ് സഹിതം ഓരോ വാഹനത്തിനും നൽകേ≠താണ്. ഏറ്റവും കൂടിയ തുകയ്ക്ക് ലേലം വിളിക്കുന്ന ആളുടെ പേരിൽ വ്യവസ്ഥകൾക്ക് വിധേയമായി ലേലം സ്ഥിരപ്പെടുത്തുന്നതാണ്.
2. ദർഘാസുകൾ സമർപ്പിക്കുന്നവർ `1,500-ന്റെ ഏതെങ്കിലും ദേശസാൽകൃത ബാങ്കിൽനിന്നും ആരോഗ്യ വകുപ്പ് ഡയറക്ടറുടെ പേരിൽ തിരുവനന്തപുരത്ത് മാറാവുന്ന ഡിമാന്റ ് ഡ്രാഫ്റ്റ് സഹിതം സ്റ്റേറ്റ ് െ ഹ ൽത്ത ് ട്രാൻസ്പോർട്ട് ഓഫീസർ, ഡയറക്ടറേറ്റ് ഓഫ് ഹെൽത്ത് സർവ്വീസസ് എന്ന വിലാസത്തിൽ 26-9-2013 വൈകുന്നേരം 3 മണിക്ക് മുമ്പായി സമർപ്പിക്കേ≠താണ്.
10th SEPT. 2013] HEALTH SERVICES DEPARTMENT 383. ലേലം നി›യിച്ചിരിക്കുന്ന ദിവസം അവിചാരിതമായി സർക്കാർ അവധി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസംതന്നെ ലേലം നടത്തുന്നതാണ്. ഇത്തരത്തിൽ ലേലത്തീയതി മാറിയാലും ദർഘാസ് സമർപ്പിക്കുന്നതിനുള്ള തീയതിയിൽ മാറ്റം ഉ≠ാകുന്നതല്ല.
4. ഏറ്റവും കൂടിയ തുകയ്ക്ക് ലേലം വിളിക്കുന്നയാൾ ലേലം സ്ഥിരപ്പെടുത്തിയാൽ ഉടൻതന്നെ ലേലത്തുകയുടെ 25% കെട്ടിവയ്ക്കേ≠താണ്.
5. ദർഘാസുകൾ സമർപ്പിക്കുന്നയാൾ ലേലദിവസം നിർബന്ധമായും ഹാജരാകേ≠താണ്. അല്ലാത്തപക്ഷം ടിയാന്റെ ദർഘാസ് തുക ഏറ്റവും കൂടുതലായി ക≠ാൽ കമ്മിറ്റിയുടെ തീരുമാനത്തിന് വിധേയമായി അറിയിപ്പുനൽകി 10 ദിവസത്തിനകം മുഴുവൻ തുകയും (നികുതി ഉൾപ്പെടെ) നൽകി വാഹനം ഏറ്റെടുക്കേ≠താണ്. അല്ലാത്തപക്ഷം ആളുടെ ലേലം അസാധുവാക്കുന്നതും നിരതദ്രവ്യം സർക്കാരിലേക്ക് മുതൽകൂട്ടുന്നതുമാണ്.
6. ലേലം കൊ≠യാൾ ആയതിന്റെ ഉത്തരവ് കത്ത് കിട്ടി 10 ദിവസത്തിനകം വാഹനത്തിന്റെ മുഴുവൻ ലേലത്തുകയും നികുതിയും മറ്റു ചാർ÷ുകൾ ഉ≠െങ്കിൽ അതുൾപ്പെടെ അടയ്ക്കുകയും 15 ദിവസത്തിനകം വാഹനം അവരവരുടെ ചിലവിലും ഉത്തരവാദിത്വത്തിലും ഏറ്റുവാങ്ങിക്കൊള്ളേ≠തുമാണ്. അല്ലാത്തപക്ഷം ലേലം അസാധുവാക്കു ന്നതും നിരതദ്രവ്യവും ലേലദിവസം ഒടുക്കിയ 25% തുകയും സർക്കാരിലേക്ക് മുതൽകൂട്ടുന്നതുമാണ്.
7. ഏതെങ്കിലും കാരണവശാൽ പ്രസ്തുത ദിവസങ്ങൾക്കകം മുഴുവൻ തുകയും അടയ്ക്കാത്ത സാഹചര്യത്തിൽ ലേലം കൊ≠യാളുടെ നിരതദ്രവ്യവും അടച്ച 25% തുകയും സർക്കാരിലേക്ക് മുതൽകൂട്ടുന്നതാണ്.
8. ലേലത്തിൽ പിടിച്ച വാഹനങ്ങൾ നീക്കം ചെയ്യാൻ കാലതാമസം നേരിട്ടാൽ ഈ കാലയളവിൽ വാഹനങ്ങളും അവയ്ക്ക് ഉ≠ായേക്കാവുന്ന നാശനഷ്ടങ്ങൾക്കും സർക്കാർ ഉത്തരവാദിയാകുന്നതല്ല.
9. പ്രത്യേകിച്ച് യാതൊരു കാരണവും കാണിക്കാതെതന്നെ ലേലം റദ്ദാക്കുന്നതിനും മാറ്റിവയ്ക്കുന്നതിനുമുള്ള പൂർണ്ണ അധികാരം വാഹനലേലത്തിനായി നിയമിച്ചിട്ടുള്ള കമ്മിറ്റിയിൽ നിക്ഷിപ്തമാണ്.
ലേലസ്ഥലം—സ്റ്റേറ്റ് ഹെൽത്ത് ട്രാൻസ്പോർട്ട് സെൻട്രൽ വർക്ക് ഷോപ്പ്, തിരുവനന്തപുരം.
ലേലതീയതി—27-9-2013 പകൽ 11 മണിക്ക്.
ഇതു സംബന്ധിച്ച് കൂടുതൽ വിവരങ്ങൾ അറിയുവാനും വാഹനങ്ങൾ പരിശോധിക്കുവാനും 26-9-2013-ന് മുമ്പുള്ള ഏതു പ്രവൃത്തിസമയവും 11 എ. എം-നും 4 പി. എം.-നും ഇടയിൽ ആരോഗ്യ വകുപ്പ് ഡയറക്ടറേറ്റിലെ സ്റ്റേറ്റ് ഹെൽത്ത് ട്രാൻസ്പോർട്ട് ഓഫീസറുമായി ബന്ധപ്പെടേ≠താണ്.
