It is hereby notified for the information of public that the errors crept in Column Nos. 7, 9, 10 and 11 detailed under Sl. No. 85 in the Notification No. C6-21437/2000, dated 12-7-2001 and published in Kerala Gazette No. 36, Volume 46 dated 11-9-2001 are corrected as shown in the schedule below:

Explanatory Note

(This does not form part of the notification, but is intended to indicate the general purpose.)

The land as per the schedule above was originally notified under Section 3 (1) of the Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Ordinance 16/2001 vide Notification No. C6-21437/2000 dated 12-7-2001 and published in Kerala Gazette No. 36, Volume 46 dated 11-9-2001 as Sl. No. 85. But on scrutiny of the said notification by the Custodian of Ecologically Fragile Lands as provided under section 19(3) (b) of the Ecologically Fragile Lands Act, 2003 by following the procedure prescribed under Rule 20 of the Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Rules 2007, the area in Survey No. 60/2 is found predominantly supporting natural vegetation and naturally grown trees and it qualifies the definition of EFL as defined under section 2(b)(i) of Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Act, 2003 and the area in survey No. 58/2 does not qualify the definition of Ecologically Fragile Lands defined in the act and its inclusion in the notification was inadvertent error.

Thus certain error is seen crept in the notification in the name of locality, survey No. with sub division extent and Northern Boundary correct details in respect of the land notified as Ecologically Fragile Lands are shown in the revised schedule as above. Hence this Erratum Notification is published with the intention to achieve the above objective.

Sealed competitive tenders superscripting the name of works are invited by the undersigned, for and on behalf of the Governor of Kerala from Registered eligible contractors for the following works.

Tender No. and name of Work with PAC—

1/2013-14—Renovation of Rest House Building at Government Timber Depot, Veeyapuram— ` 3.81 lakhs.

EMD—` 9,550.

Cost of tender form—` 800 + VAT.

Period of completion—2 Months.

Tender forms and other conditions can be obtained from the Office of the undersigned on application in writing and on payment of the cost of tender form either in cash or by Demand Draft (not refundable) upto 1 p. m. on 26-9-2013. The filled up and sealed tenders will be accepted at the office of the undersigned upto 3 p. m. on 26-9-2013 and will be opened by the undersigned or an officer authorised by him, on the same day at 3.30 p. m. in the presence of tenderers. Tender can be submitted to the undersigned by registered post also. If the due date happens to be a holiday, the next working day will be the due date.

The tender forms are not transferable. The earnest money deposit (EMD) noted above should be paid along with the tenders by D.D/FDR (Cheque will not be acceptable) pledged in favour of the undersigned payable at any Nationalized Bank at Punalur. Incomplete tenders or tenders without EMD are liable to be rejected without any notice. All rights reserved with the undersigned to cancel any work mentioned at any time without any reason. The undersigned reserves all the right to reject any tender without assigning any reasons thereof. All other conditions prevailing in the Kerala P.W.D. are applicable to this tender also. If tender does not takes place on 26-9-2013 due to any reason, it will be conducted on 4-10-2013 at 3.30 p.m.

ദർഘാസ് നമ്പരും ജോലിയുടെ വിവരവും അടങ്കൽ തുകയും—1/2013-14—വീയപുരം സർക്കാർ തടി ഡിപ്പോയിലെ റസ്റ്റ് ഹൗസ് കെട്ടിടത്തിന്റെ പുനരുദ്ധാരണ പ്രവർത്തി— ` 3.81 ലക്ഷം.

ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന തീയതിയായ 26-9-2013 വൈകിട്ട് 3.30-ന് ഹാജരുള്ള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ താഴെ ഒപ്പിട്ടിരിക്കുന്ന അധികാരിയോ, ടിയാൻ അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ ദർഘാസുകൾ തുറക്കുന്നതായിരിക്കും. ദർഘാസ് ഫോറത്തിനൊപ്പം നിരതദ്രവ്യ ത്തിനുള്ള ഡിമാന്റ ് ഡ്രാഫ്റ്റ്/ഫിക്സഡ് ഡെപ്പോസിറ്റ് രസീത് (പുനലൂരിലുള്ള ഏതെങ്കിലും ദേശസാൽകൃത ബാങ്കിൽ മാറാവുന്ന വിധത്തിലുള്ളതും താഴെ ഒപ്പിട്ടിരിക്കുന്ന അധികാരിയുടെ പേരിലുള്ളത്) ഉ≠ായിരിക്കേ≠താണ്. അപൂർണ്ണമായ ദർഘാസുകൾ യാതൊരു അറിയിപ്പും കൂടാതെ നിരസിക്കുന്ന തായിരിക്കും. ഈ ദർഘാസിൽ ഉൾപ്പെടുത്തിയിട്ടുള്ള ഏതു പ്രവർത്തിയും ഏതു സമയത്തും കാരണം കൂടാതെ ഒഴിവാക്കുന്നതിനുള്ള പൂർണ്ണ അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥന് ഉള്ളതാകുന്നു. ദർഘാസുകൾ കാരണം ബോദ്ധ്യപ്പെടുത്താതെ നിരസിക്കുന്നതിനുള്ള പൂർണ്ണ അധികാരവും താഴെ ഒപ്പിട്ടിരിക്കുന്ന അധികാരിയിൽ നിക്ഷിപ്തമായിരിക്കും. കേരള പൊതുമരാമത്ത് വകുപ്പിൽ നിന്നും കാലാകാലങ്ങളിൽ പുറപ്പെടുവിക്കുന്ന കരാർ വ്യവസ്ഥകൾ ഈ മരാമത്ത് ജോലികൾക്കും ബാധകമായിരിക്കും. ദർഘാസ് തുറക്കുന്ന ദിവസം ഏതെങ്കിലും കാരണവശാൽ പൊതു അവധിയായി വന്നാൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സമയത്ത് ദർഘാസ് തുറക്കുന്നതായിരിക്കും. ഏതെങ്കിലും കാരണവശാൽ 26-9-2013-ാം തീയതി ദർഘാസ് നടക്കാതിരു ന്നാൽ മേൽ മരാമത്ത് ജോലികളുടെ ദർഘാസ് 4-10-2013-ാം തീയതി വൈകിട്ട് 3.30-ന് നടത്തുന്നതായിരിക്കും.

നിരതദ്രവ്യമായി കെട്ടി വയ്ക്കേ≠താണ്. ഏറ്റവും കൂടുതൽ തുകയ്ക്ക് ലേലം വിളിക്കുന്ന ആൾ വിളിച്ച തുകയുടെ നിരത ദ്രവ്യം ഉൾപ്പെടെ 50% അപ്പോൾതന്നെ ഒടുക്കേ≠തും ബാക്കി തുക ലേലം അംഗീകരിച്ച് അറിയിക്കുന്ന മുറയ്ക്ക് അന്നേ തീയതി മുതൽ മൂന്ന് ദിവസത്തിനകം നിയമാനുസൃതമായ എസ്.റ്റി., എ.എസ്.റ്റി., എെ.റ്റി., എഫ്.ഡി.റ്റി. എന്നിവയും ചേർത്ത് മൊത്തമായി ചെലാൻ മുഖാന്തിരം ഒടുക്കേ≠തും അന്നുമുതൽ 15 ദിവസത്തിനകം സ്വന്തം ചെലവിൽ ടി കെട്ടിടം തറനിരപ്പിൽ പൊളിച്ചുമാറ്റി അവശിഷ്ടങ്ങൾ ഒന്നുംതന്നെ ബാക്കിയില്ലാത്ത അവസ്ഥയിൽ നീക്കം ചെയ്ത് കൊ≠ു പോകേ≠തുമാണ്. ആയതിന് ` 100-ന്റെ മുദ്രപത്രത്തിൽ ഒരു ഉടമ്പടി വയ്ക്കേ≠തുമാണ്. വീഴ്ച വരുത്തിയാൽ ലേലതുക സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതും ഏറ്റവും കൂടിയ ര≠ാമത്തെ തുക വിളിച്ച ആൾക്ക് സ്ഥിരപ്പെടുത്തികൊടുക്കുന്നതുമാകുന്നു. ലേലം സംബന്ധിച്ചുള്ള കൂടുതൽ വിവരങ്ങൾ ഈ ആഫീസിൽനിന്നും പ്രവൃത്തി സമയങ്ങളിൽ ലഭിക്കുന്നതു മാകുന്നു. ഏതെങ്കിലും സാഹചര്യത്തിൽ അന്നേദിവസം സർക്കാർ അവധി പ്രഖ്യാപിച്ചാൽ അടുത്ത പ്രവൃത്തി ദിവസം അതേ സ്ഥലത്തും സമയത്തും ലേലം നടക്കുന്നതാണ്. ടി കെട്ടിടം പൊളിച്ച് നീക്കം ചെയ്യുന്നതിനിടയിൽ മറ്റ് കെട്ടിടങ്ങൾക്കോ വൃക്ഷങ്ങൾക്കോ മറ്റ് വസ്തുക്കൾക്കോ യാതൊരുവിധ കേടുപാടുകൾ വരുത്താൻ പാടില്ലാത്തതും അങ്ങനെ വന്നാൽ ഡിപ്പാർട്ട്മെന്റ ് നി›യിക്കുന്ന നഷ്ടം നി›യിച്ചറിയിക്കുന്ന മുറയ്ക്ക് താങ്കളിൽ നിന്നും വസൂലാക്കു ന്നതുമായിരിക്കും. ഇതുമായി ബന്ധപ്പെട്ട് യാതൊരുവിധ വ്യവഹാരങ്ങൾക്കും താങ്കൾക്ക് അവകാശമില്ലാത്തതുമാണ്. ഈ ലേലം സംബന്ധിച്ച് അച്ചൻകോവിൽ ഡിവിഷണൽ ഫോറസ്റ്റാഫീസർ എടുക്കുന്ന തീരുമാനം അന്തിമവും ചോദ്യം ചെയ്യപ്പെടാൻ പാടില്ലാത്തതുമാകുന്നു.

It is hereby notified for the information of the public that the Tender/Auction Sale of right of collection and removal of usufructs from the resumed estates of Kollengode/Nelliyampathy Ranges shown in the appended schedule will be conducted by the Divisional Forest Officer, Nemmara or any other Officer, authorized by him. This tender/auction sale will be as per the general tender/ auction sale conditions prevailing in the Kerala Forest Department.

The usufructs available in each estate shown in the schedule will be sold separately and all sorts of usufructs in each estate shown in the schedule will be sold collectively.

If the date of auction declared to be a public holiday/hartal, the sale will be conducted on next working day at the same place and time.

MAIN CONDITIONS

1. The Persons who intended to participate in the tender/auction should produce valid documents to prove their Identity before remitting the EMD. No person will be allowed to participate in the tender/auction without the production of the Bank Guarantee/Solvency Certificate/Fixed Deposit receipt pledged in favour of Divisional Forest Off i c e r, Nemmara worth ` 1 lakh (Rupees One lakh only) in the case of Poovamkadavu, Vazhakkundu & Miraflores Estate and ` 25,000 (Rupees Twenty five thousand only) in the case of the remaining estates. The persons who intended to participate in the tender/auction should produce PAN Card received from Income Tax Department. No Persons will be allowed to participate in the tender/auction without producing of PAN Card.

2. Tender should be submitted separately for each estate in the sealed covers and the same shall be opened and decided immediately after the auction in the presence of the tenderers present.

3. The successful bidder should remit full sale value on the auction day itself, if the sale value is below ` 25,000 for each estate and if the sale value exceeds this amount, the successful bidder should remit ` 25,000 and 3rd of theexceed sale value. The balance amount and other taxes should be remitted within 15 days from the date of confirmation and should execute an agreement in stamp paper worth ` 100 with Divisional Forest Officer, Nemmara regarding the collection of usufructs after furnishing the security deposit of 10% of the bid amount in the Government Treasury. Valid post offer will be accepted after the tender/auction sale.

If no persons come forward to participate in the tender/auction sale on 26-9-2013, the same will be conducted on 27-9-2013 and 28-9-2013 at the same place and time.

Separate sealed tenders are invited for the following works indicated in the schedule given below from Registered PWD Contractors and those who have experience in establishing solar power fencing so as to reach the Office of the Wildlife Warden, Silent Valley Division before 3 p.m. on 30-9-2013. The tenders received will be opened by the Wildlife Warden or any other officer authorized by him at 3.30 p.m. on the same day in the Office of the Wildlife Warden, Silent Valley Division, Mannarkkad. Tender form can be purchased from the office of the Wildlife Warden Mannarkkad on any of the working days till 1 p. m. on 30-9-2013. The registered contractors will be supplied with the tender forms only on the production of their registration cards. The price of the tender form is non-refundable under any circumstances. Tenders received after the due time and date and not accompanied by proper Earnest Money Deposit will not normally be entertained. The tenders not containing the prescribed preliminary agreement in Kerala Government Stamp Paper worth ` 100 will be rejected. If the tender date happens to be a public holiday, tender will be conducted and opened on the next working day at the same time and venue.

If the tender can not be conducted on 30-9-2013 the same will be conducted on 3-10-2013 and 7-10-2013 respectively as per same condition mentioned above. All existing rules, regulations, directions, conditions prevailing in Kerala PWD and Kerala Forest Department and Store Purchase Department in respect of civil works shall be applicable in this works and tender also.

The tender is fixed to be conducted on 3-10-2013 at the office of the Wildlife Warden, Wayanad Wildlife Division, Sulthan Bathery. The tender forms can be purchased from the Office of the undersigned during office hours upto 1 p.m. on all working days till the tender date.

Cost of tender form is non refundable. The intending tenderers should apply with proof of identity such as Electoral Identity Card, Driving License, Indian Passport etc. along with the Registration Certificate in original to get the tender form. The tender form should be properly filled up and should be submitted on or before 2 p.m. on the date of tender. It should be accompanied by all necessary documents along with Earnest Money Deposit by way of Bankers DD or fixed deposit or National Savings Certificate pledged in favour of Deputy Conservator of Forests and Wildlife Warden , Wayanad Wildlife Division, Sulthan Bathery payable at Sulthan Bathery. The intending tenderers should also furnish a preliminary agreement in stamp paper worth ` 100 along with tender of each work. Incomplete tender or tenders without necessary documents or tenders not in accordance with tender conditions will not be accepted. Tenders will be opened by the Wildlife Warden or an Officer authorized by him at 3.30 p.m. on the same day, in the presence of those tenderers who are present at that time. The Deputy Conservator of Forests and Wildlife Warden reserves the right to reject any tender, either partly or wholly without assigning any reason thereof. If the tender could not be conducted on the notified date due to any reason, it will be conducted at the same place and time on the next working day as per the same conditions.

If the tender for all work or any of the work could not be conducted on the said date/dates, the tender for such work/works will be conducted at the above place and time with same conditions on 10-10-2013. If the tender could not be conducted on that day, it will be conducted on 17-10-2013. If it could not be conducted on that day also, it will be conducted on 24-10-2013. All existing rules, regulations, directions, conditions etc. prevailing in Kerala PWD and Kerala Forest Department and Store Purchase Department in respect of civil works shall be applicable in these works and tender also.
