TENDER NOTICE
No. 20/2013. 9th October 2013.
Director of Ports, Directorate of Ports, Valiyathura, Vallakadavu P. O., Thiruvananthapuram-695 008, invites online bids for a consultant for the preparation of port manual, Kerala Maritime Board Manual, Kerala Port Subordinate Service Rules and other related policy and procedural manuals with following eligibility criteria.
1. Minimum three years experience in providing consultancy to Maritime Board or minimum three comprehensive consultancy projects to a Maritime Board or similar public agency in India or abroad, during the last three financial years.
2. Executed a minimum of two consultancy projects for the maritime or Inland Navigation or water resources sectors within Kerala as token of local contextual knowledge.
3. Have maritime sector strategic experts, Human Resources Development experts, financial management and legal experts with international exposure and experience, to bring best practices anywhere.
4. Have an officer or presence in Kerala for continued backstopping support.
5. Willingness to provide back stopping service to a minimum of three years. The bid submission is through our e-tender website (www.etenders.kerala.gov.in). The tender forms will be available for download from the above site from 15-10-2013 to 11-11-2013. The tenders can be submitted up to 11 a.m. on 12-11-2013 and will be opened at 11.30 a.m. on the same day.
Name of work:— Appointment of competent consultant for the preparation of port manual, Kerala Maritime Board Manual, Kerala subordinate Service Rules and related policy and procedural manuals.
PAC—` 20,00,000.
EMD—` 20,000.

മാനദfiങ്ങൾ
1. ഇന്ത്യയിലോ വിദേശത്തോ മാരിടൈം ബോർഡുകൾക്കോ, ബോർഡുകൾക്ക് സമാനമായ പൊതു ഏജൻസികൾക്കോ കഴിഞ്ഞ മൂന്ന് സാമ്പത്തിക വർഷത്തിൽ കുറഞ്ഞത് മൂന്ന് കൺസൾട്ടൻസി പ്രൊജക്ട് ചെയ്തതിന്റെ പരിചയം.
2. പ്രാദേശിക പരി⁄ാനത്തിനുള്ള തെളിവായി കേരളത്തിലെ മാരിടൈം സെക്ടറിലോ, ഉൾനാടൻ ജലഗതാഗത ജലസ്രോതസ്സുകളുടെ സെക്ടറിലോ ര≠് കൺസൾട്ടൻസി പ്രൊജക്ടുകൾ തയ്യാറാക്കിയിട്ടുള്ള പ്രവർത്തിപരിചയം.
3. ദേശീയ അന്തർദേശീയ മാരിടൈം മേഖലയിൽ വൈദഗ്ദ്ധ്യം നേടിയിട്ടുള്ള ധനകാര്യ മാനേജ്മെന്റ ്, നിയമ വിദഗ്ദ്ധർ, മാനവശേഷി വികസന വിദഗ്ദ്ധർ എന്നിവരുടെ സേവനം ഉ≠ായിരിക്കണം.
4. കേരളത്തിൽ തുടർച്ചയായ സേവനം നൽകാനുള്ള സംവിധാനം ഉ≠ായിരിക്കണം.
5. ഏറ്റവും കുറഞ്ഞത് 3 വർഷമെങ്കിലും തുടർസേവനം നൽകാനുള്ള സന്നദ്ധതയും ഉ≠ായിരിക്കണം.
